SOLICITATION GS-10P-09-LT-C-0052, AMENDMENT 0006 Page 2 of 4
This amendment provides a summary of the Phase 2 telecons through a series of Questions and Answers/Clarification Statements. It also deletes the requirement for a design phase workplan and summarizes the submittals required.
1) Confirm that the GMP Proposal shall include comprehensive General Conditions, General Requirements, and Site Requirements.
The GMP proposal should include General Conditions (including site supervision), General Requirements, and Site Requirements. The current pricing assumptions on the Scope Changes Cost Summary do NOT currently include these costs.
2) Are we to consider implications of the P-100 Project Specific Risk Assessment?
Not at this time
3) Are we to consider abatement of asbestos or lead?
Not at this time
4) Are we to consider NEC 708 – Critical Operations Power Systems (COPS) for any areas of the project?
Not at this time
5) Heating and Cooling floors 2-17: Are we to include the HVAC system equipment located in the Penthouse, roof, or basement in the Heating and Cooling floors 2-17 estimate?
Yes, the primary system costs should be for a complete system and then prorated to floors 2-17 on a square footage basis.
6) Are we to consider cooling for TI Computer/data rooms at this time?
No, this will be part of the TI estimate
7) Elevators: should the elevator modernization estimate include associated costs such as demo, infill, pits, shafts, mechanical, and electrical?
Yes
8) Please confirm if the orientation (narrative) documents override the pricing drawings - all disciplines OR provide document priority.
Pricing (GMP) should be based on the Pricing Documents only. Orientation Documents are for just that
- orientation to the project. In the cases that there are narratives included in the Pricing Documents, they would apply to pricing the GMP.
9) Please confirm we are to price the lighting controls described in P-10 as the base bid
Use the provided spec (P-10) for pricing. It is from the 2006 design—we will study other more advanced controls as the project progresses, but this is what was provided.
SOLICITATION GS-10P-09-LT-C-0052, AMENDMENT 0006 Page 3 of 4
10) Please confirm if we are to price the GSA Interior Office Luminaries Performance Specification (Digital Lighting Controls) as an alternate or the base bid
Use P-10. The guideline was included as Orientation material. We are not asking for alternates.
11) Please confirm if we should price the 4 pipe / 4 zone closet / 8 zone system per floor (see - Tower Mechanical System - Water Side, page 6 of 2009 Mechanical Narrative) or if we should follow the P & ID Heating and chilled water diagram which indicates 4 pipe / 4 zone closets per floor / 16 zones per each tenant floor?
Use the diagram rather than the narrative, since it is more recent.
12) In addition to pricing the PLA should we include exclusions and exemptions?
Yes. In addition to price, please provide a narrative that identifies any exclusions, exemptions, conditions, or concerns.
13) Is Superintendent Labor included in the design phase cost and staffing breakout?
Yes, if you intended to use Superintendent Labor during design phase. The treatment of Superintendent Labor is different for design and GMP phase. For the GMP phase it's considered under site logistic costs and not included on the staffing breakout for GMP. For design phase Superintendent Labor wasn't addressed. If it was proposed it should be priced and included in the staffing breakdown for design phase cost.
14) Does demolition work exclude penthouse and abatement?
Yes. Assume demolition is glass and precast only.
15) For parking should we assume the same lighting layout as currently exists?
Yes.
16) Parking: What is included in the parking security estimate?
For parking, delete "Security (assume new cameras only)”. Offerors DO NOT need to estimate the security system cost.
17) For seismic, there was an earlier study available, which report should be used?
Use the '09 report provided by amendment 5.
18) Additional heating and cooling assumptions and exclusions:
a. Assume system price includes controls;
b. Exclude elevator cooling;
c. Exclude cooling (for tenant computer and telephone rooms) after required stub-out;
d. Exclude cost to extend floor plates.
19) Additional electrical assumptions:
a. Scope includes new generator and fuel (and fuel storage). All of which is included in the pricing assumption provided.
SOLICITATION GS-10P-09-LT-C-0052, AMENDMENT 0006 Page 4 of 4
20) Assume open office floor plate.
21) Assume 2009 pricing with no escalations.
22) Assume TI buildouts will be added as work proceeds, so it will be integrated. We will not complete the core and shell elements then do TI buildouts.
23) The following is deleted from section 7.2 of the RFP:
“A work plan detailing the Pre-Construction Phase services to be provided. As a minimum, the plan should identify tasks to be performed, staff to be assigned and resources to be employed. The work plan should communicate the offeror’s commercial “solution” for the Pre-construction services needed.”
24) Section 7.3 of the RFP is deleted. GSA does not intend to hold meetings with offerors to review the GMP proposals submitted.
25) The following is a summary of submittals required for Phase 2 proposals:
a. SF 1442 (per section 7.2)
b. Acknowledgment of all amendments (either on 1442 or by signing amendments)
c. Representations & Certifications (per section 7.2)
d. GMP proposal (per section 7.2 and amendments)
e. Staffing and Summary Worksheet (per amendment 005)
