1 PROJECT DESCRIPTION

The proposed Courthouse will be designed and constructed for the United States District Courts and various other court-related agencies. The program for the building is for 193,000 gross square feet including 70 inside, secured parking spaces. This includes 7 courtrooms (5 District and 2 Magistrate) and 9 Judges Chambers (7 District and 2 Magistrate). The District Court is currently housed in the C.F.

Haynesworth Courthouse located at 300 E. Washington St, Greenville, SC 29601.

The proposed site is located in Greenville, SC, and is approximately 1.97 acres. The site is bounded by East North, North Irvine, East Coffee and North Spring Streets. It is in close proximity to the existing United State Courthouse, nearby public parking structures and legal professional offices. This new Courthouse will be an anchor for revitalization and future development in the CBD, and its design must be compatible with that context. Further its design must reflect the dignity, enterprise, vigor, and stability of the Federal Government.

8. APPENDIX C – SCOPE OF WORK FOR MODIFICATION – SUSTAINABLE SITES

INITIATIVE

I. GENERAL

GSA has committed to participate in the Sustainable Sites Certification Program (SITES™), managed by Green Business Certification Inc. (GBCI) for its capital construction program. Through integrative design and application of sustainable design principles, all new construction projects should achieve, at a minimum, a SITES silver rating through the Green Building Rating System of the U.S. Green Building Council. GSA’s use of the SITES framework allows our land-based projects to better protect ecosystems and enhance the mosaic of benefits they continuously provide our communities, such as climate regulation, carbon storage and flood mitigation. Pursue specific SITES credits appropriate to the goals of GSA and specifically for the type of project being planned, designed and constructed.

The site for the Greenville, SC courthouse has been acquired. Certification associated with site civil and landscape components must achieve the following prerequisites to the maximum extent practicable within the established project budget to comply with SITES and the P-100 Facility Standard 2016. These design and construction considerations should be considered at the restart of the final concept design phase. The project must protect floodplain functions, preserve wetlands, limit development on designated prime soils, reduce potable water use, preserve threatened or endangered species, create a soil management plan, eliminate the use of wood from threatened tree species, restore disturbed site soils, employ an integrated site development process, control construction phase pollutants, utilize noninvasive plants, and plan for sustainable site maintenance. Some of these considerations may not apply to this particular project but will need to be documented in the certification process.

II. SCOPE OF SERVICES

The Lead Designer/A-E Team shall register the project with the GBCI at the restart of the final concept design phase and maintain the SITES™ rating checklist through completion and approval of the final design concept. This project must be certified through the GBCI with a minimum design target rating of Silver and achieving at a minimum the SITES™ certified rating.

The A-E will maintain the SITES™ rating checklist throughout the design process, and provide all GBCI consulting services required to assist the GSA in obtaining the targeted SITES certification level.

The A-E will submit documentation to the GSA and GBCI for the project to receive SITES™ credit related to design activities at completion of design. The A-E is responsible for executing the design documentation, including the provision of specified products, systems and materials, as necessary to achieve anticipated sustainability goals (silver) and for preparing related documentation to support the GSA and GBCI for construction credits within one year of building occupancy for a final SITES™ rating.

A. Deliverables:

1. Incorporate requirements into the revised concept submittals required in this Statement of Work.

B. Meetings One meeting will be required to discuss SITE elements that can be included in the design without an impact to current budget, program of requirements and site.
