About this file
This document is a trim and stability booklet for the Training Vessel FREEDOM STAR (Official Number 629627), prepared by Beckley Engineering Co. in January 2016. The document provides detailed specifications and calculations for maintaining proper vessel trim and stability during operations.
The vessel is a 175-foot Subchapter R training vessel owned by MARAD, built in August 1980 with a beam of 37 feet and depth of 15 feet. It has accommodations for 36 persons on overnight 3-day voyages or 50 persons on 12-hour day voyages. The document includes comprehensive hydrostatic tables, tank capacity information, loading conditions, and stability calculations. Key operational parameters include maintaining minimum freeboard aft of 4'0", keeping cross-connect valves closed except during supervised operations, and adherence to specific procedures for the flume tank. The vessel's lightship characteristics, as approved by the Coast Guard, include a displacement of 654.90 Long Tons, VCG of 14.79 feet above baseline, and LCG of 0.84 feet aft of amidships.

General Instructions for Determining the Ship’s Trim and Stability
The calculation of trim and stability consists of gathering the loading condition of the vessel and entering that information on the trim and stability calculation sheets.
The Master is to minimize trim and the minimum freeboard aft (at transom) should never be less than 4’‐0” (Maximum draft aft, molded of 11’‐0”).
The free surface in the tanks is be minimized at all times. The Flume tank, if used, is to be empty (0%) or full (100%); and if used it is to be filled or emptied in calm water or when moored.
The minimum Free Surface Moment (ft‐Ltons) used is not to be less than 358.9; if the calculated value based upon liquid load is less than 358.9 then use 358.9; if the calculated value is greater than 358.9 then use the calculated number for the free surface moment.
Tanks included in the minimum Free Surface Moment are:
Wash Water P&S, #3 D.O. Tanks P&S, Forward Sewage Tanks P&S, Port Aft Peak Tank, Dirty Oil, Lube Oil, Gear Oil and Hydraulic Oil
Cross connect valves for port and starboard pairs of diesel oil, ballast or freshwater tanks are to remain closed except during supervised filling/transfer operations.
The vessel, in the light ship condition, has an inherent list to port exceeding 9 degrees. The Master is advised to keep the Starboard Aft Peak Ballast tank pressed full at all times to minimize list and provide loading flexibility with diesel and freshwater.
Main Deck hatches and weather doors to the deck house and machinery spaces shall be kept closed and fully secured at all times when underway except when actually used for transit under safe conditions.
Main Deck Freeing ports shall be maintained operable and completely unobstructed at all times.
Bilges shall be kept pumped to minimum contents at all times.
For Lifting conditions the Master is to adhere to the crane loading chart. There are no additional restrictions as to the loading condition of the vessel during lifting operations.
For Towing conditions, The Master is to adhere to good marine practice and seamanship. There are no additional restrictions as to the loading condition of the vessel during towing operations.

Ref: (a) FREEDOM STAR Stability Test Data, 24 sheets, undated
Dear Mr. Beckley:
We reviewed reference (a), submitted with your e-mail dated September 29, 2015 (MSC Document No. 1518026), for compliance with the applicable requirements of 46 CFR Subchapter S. Reference (a) is “Examined.” Specific approval of this reference is not required; however, it contains information that is needed to verify compliance and subsequent approval of required plans. The following comments apply:
1. Our independent review results in different lightship characteristics than those presented in reference (a). While the difference appears to be the result of an error in regression of the freeboard measurements at frame 38, we are unable to determine the specific nature of this error. Accordingly, we are assigning the more conservative lightship characteristics determined by our review. Should you wish to pursue lightship characteristics different than those indicated below, please provide further documentation of the freeboard measurements and associated vessel drafts.
2. The revised lightship characteristics approved by the Coast Guard for the subject vessel are as follows:
Displacement 654.90 Long Tons VCG 14.79 Feet Above Baseline LCG 0.84 Feet aft of Amidships
Amidships is located at frame 41.5.
3. As the lightship characteristics have changed from the values supporting the current stability letter, revised intact and damage stability calculations must be submitted for this vessel, for all conditions of loading and operation, demonstrating that the vessel remains in compliance with all applicable stability requirements. Upon satisfactory review of these calculations, we will issue a revised stability letter for the subject vessel.

Stability Calculations Instructions
Referring to the sample calculation sheets:
1. Record the sounding of all tanks, including voids
2. Using the tank sounding tables (Appendix ) record the volume of contents, weight, vertical center of gravity, longitudinal center of gravity and transverse center of gravity, and free surface moment for each of the tanks
a. Calculate, for each tank, the moments – Vertical, Longitudinal and Transverse – using the weight obtained and the appropriate center
b. Sum the totals of each column for each group of tanks; Ident. (b), (c), (d) and (e)
3. Enter solid weights (Ident. (f) thru (o))on the calculation sheets as follows:
a. Crew and effects is a constant on the basis of 5 crew
