About this file
This is a Buy American Certificate form (FAR 52.225-2, October 2022) that serves as a template for offerors to certify compliance with domestic content requirements in federal procurement. The form requires offerors to certify that each end product is domestic unless specifically listed otherwise, and to identify any foreign end products manufactured in the United States that do not qualify as domestic. For foreign end products that do not consist wholly or predominantly of iron or steel, offerors must indicate whether they exceed 55 percent domestic content, with an exception for commercially available off-the-shelf (COTS) items. The form includes separate sections for listing line item numbers of foreign end products with their country of origin and domestic content percentages, as well as domestic end products containing critical components.
This certificate applies to the MobileVision Lightweight Trailer System solicitation (36C25926Q0286) for the Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 19, with a submission deadline of March 13, 2026 at 10:00 AM MT. Offerors responding to this procurement must complete the Buy American Certificate in accordance with Federal Acquisition Regulation Part 25 policies and procedures, certifying the domestic or foreign status of all end products and identifying any critical components contained within domestic products. The form is a mandatory compliance document rather than a substantive specification of requirements.
