The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 19 is soliciting quotes for two units of the MobileVision Lightweight Trailer System, a solar-powered surveillance trailer system featuring a 20-foot telescoping mast, Axis M5526-E PTZ camera with 360-degree pan and 10X optical zoom, Cradlepoint COR IBR900 router, network video recorder with pre-loaded VMS software, 400 Ah battery power system with 600 watts solar panels, LED and strobe lighting, and one year of remote technical software support. Offerors must be OEM authorized dealers, distributors, or resellers verified by authorization letters, and gray market or remanufactured items are prohibited. Technical submissions must confirm that products meet salient characteristics and include completion of the VAAR Clause 852.219-76 Certificate of Compliance and FAR 52.225-2 Buy American Certificate. Evaluation will be based on technical capability to meet requirements as the primary factor and price as a secondary factor. The contract will be awarded on a firm-fixed price, all-or-nothing basis for two complete surveillance trailer systems with delivery required within 30 days of contract award. Delivery is F.O.B. Destination to the Rocky Mountain VA Medical Center at 1700 N. Wheeling Street, Aurora, Colorado 80045. The solicitation requires submission of comprehensive operation and maintenance manuals in both physical binder format and digital format, along with manufacturer warranties covering travel and shipping costs for warranty repairs.
