About this file
This file is FAR clause 52.225-2, the Buy American Certificate provision required in federal solicitations. The provision mandates that offerors certify whether each end product is domestic or foreign, with specific documentation requirements for each category. For domestic end products, offerors must identify any that contain critical components as defined in FAR 25.105. For foreign end products that do not consist wholly or predominantly of iron or steel, offerors must indicate whether they exceed 55 percent domestic content, with an exception for commercially available off-the-shelf (COTS) items; if domestic content percentage is unknown, offerors must select "no."
The certificate requires offerors to list foreign end products by line item number and country of origin, and separately list line items for domestic end products containing critical components. The provision includes signature blocks for authorized company representatives and specifies that the Government will evaluate offers according to Federal Acquisition Regulation Part 25 policies and procedures. This is a template provision and does not establish specific requirements unique to the related Montrose VAMC manhole repairs solicitation, but rather provides the standard certification framework applicable to that procurement.
