About this file
This document is a federal contract provision template titled "Buy American Certificate" (52.225-2, October 2022 version) that requires offerors to certify the domestic or foreign origin of end products being proposed.
The provision mandates that offerors certify all end products as domestic unless specifically listed otherwise in the foreign end products section. For any foreign end products manufactured in the United States that do not consist wholly or predominantly of iron, steel, or a combination thereof, offerors must indicate whether the products exceed 55 percent domestic content, with the exception of commercially available off-the-shelf (COTS) items. If domestic content percentage is unknown, offerors must select "no." Additionally, offerors must separately identify by line item number any domestic end products containing critical components as defined in FAR 25.105. The template includes two tables for completion: one for listing foreign end products with their country of origin and domestic content threshold status, and another for listing domestic end products containing critical components. Government evaluation of all offers will follow the policies and procedures outlined in FAR Part 25 regarding the Buy American statute and its requirements.
