About this file
This is a Buy American Certificate template (FAR 52.225-2, October 2022) that contractors must complete when submitting offers for federal contracts. The certificate requires offerors to certify whether each end product is domestic or foreign, with specific documentation requirements for each category. Offerors must list all foreign end products manufactured in the United States that do not qualify as domestic products and indicate whether non-iron/steel foreign products exceed 55 percent domestic content, excluding COTS items. Additionally, offerors must separately identify line item numbers for domestic end products containing critical components as defined in the solicitation's Buy American-Supplies clause.
The certificate serves as a compliance tool for the Buy American Act requirements under FAR Part 25, allowing the Government to evaluate offers based on domestic content and end-product origin. The form includes blank sections for offerors to enter line item numbers, country of origin, and domestic content percentages for foreign end products, as well as a section to list domestic products with critical components. This template is a mandatory submission document for the associated VA Sources Sought Notice regarding a Transcranial Magnetic Stimulation (TMS) machine procurement for Salt Lake City VA Medical Center, though the initial solicitation is currently in pre-solicitation status with responses due by September 14, 2026.
