Instructions, Conditions, and Notices to Offerors or Respondents

1. PROGRAM INFORMATION

The Item Master Logistics Capability Initiative (IMLCI) provides the Air Force (AF) enterprise with a capability to generate and manage comprehensive, accurate, and reliable item specific data within the AF Logistics enterprise. It will provide enterprise users with the breadth and depth of accurate item data necessary to support and enable dependent processes, initiatives, programs and transformational concepts. Item Master provides the following capabilities: Item Standardization, Item Configuration Management, and Single Authoritative Source. Refer to Technical Data Package (TDP) (RFP Attachment 4) Sections 2 and 3 for more details.

2. GENERAL INSTRUCTIONS

Solicitation FA8770-20-R-0004 consists of a Gate and a Full Proposal Submittal:

1) Gate: Information Technology Functional Requirements (ITFR) Capability Assertion List

2) Full Proposal: Product, Services, and Price

The Gate will consist of all interested Offerors submitting a fully completed Item Master Logistics Capability Initiative (IMLCI) ITFR Capability Assertion List (RFP Attachment 2). The Government has pre-determined a minimum score that interested offerors must meet before submitting the full proposal. The pre-determined minimum score is documented in the IMLCI Source Selection Plan (SSP) but will not be released to offerors until after the due date of Gate submissions. The Government will not validate each assertion submitted by the offeror, but will enforce compliance with the submitted assertions in accordance with the contract terms and conditions (See RFP Attachment 12, Section H, Special Contract Requirement H002).

2.1 POINT OF CONTACT (POC)

The Procurement Contracting Officer (PCO) is the sole point of contact for this acquisition.

Offerors shall address any questions or concerns they may have to the PCO. Written requests for clarification may be emailed to the PCO and Contract Specialist at the address listed below:

Procurement Contracting Officer (PCO) Contract Specialist Attn: Zach Huffman Attn: Brock Moon Telephone: (937) 257-5139 Telephone: (937) 257-7440 zachary.huffman.2@us.af.mil brock.moon@us.af.mil

Every effort will be made to respond to requests for clarification in as timely a manner as possible.

However, in order to guarantee a response, the clarification request must be received no later than 1 week prior to the Gate due date and 2 weeks prior to the full proposal due date.

2.2 Discrepancies

If an offeror believes the requirements in these instructions contain an error, omission, or are otherwise unsound, the offeror shall immediately notify the PCO in writing with supporting

FOR OFFICIAL USE ONLY (FOUO)

rationale as well as the remedies the offeror is asking the PCO to consider as related to the omission or error.

2.3 Electronic Reference Documents

All referenced documents for this solicitation are available on the Federal Business Opportunities (FedBizOpps) website at https://www.fbo.gov/. Potential Offerors are encouraged to subscribe for real-time e-mail notifications when information has been posted to the website for this solicitation.

2.4 Communications

Exchanges of source selection information between Government and Offerors will be controlled by the PCO. Exchanges may include oral presentations, Evaluation Notices (written and oral), clarifications, communications, and/or discussions as defined in FAR 15.306. Email may be used to transmit such information to Offerors only if the email includes “Source Selection Information

3. PROPOSAL PREPARATION INSTRUCTIONS

3.1 Gate - ITFR Capability Assertion List

In accordance with this solicitation, all interested Offerors shall return only the required Gate documentation electronically to the PCO and Contract Specialist (See Section 2.1) no later than the due date listed in the solicitation.

The ITFR Capability Assertion List provided during the Gate portion of this competition by the ultimate awardee shall be included as a contractually binding document at contract award.

Furthermore, Special Contract Requirement H002 (RFP Attachment 12, Section H) shall be in full force during the performance of the resultant IDIQ and orders.

The due date for Gate submissions will be no later than 1200 noon Eastern Standard Time (EST) on 10/25/2019.

3.1.1 Required Documents

The Offeror’s Gate proposal shall include only the following documents and information:

1) Company Information document containing only the following information (Page Limit: 1):

• Company Name and Address; CAGE Code; DUNS Number; Company Point of Contact (POC); Identification of all product(s) being proposed to satisfy ITFRs (shall remain unchanged in accordance with RFP Attachment 12, Section H Special Contract Requirement, H004)

2) The completed ITFR Capability Assertion List (RFP Attachment 2).

3.1.2 ITFR Capability Assertion List Specific Instructions

The offeror shall completely fill out column F on the “ITFR Score Sheet” tab of the IMLCI ITFR Capability Assertion List (RFP Attachment 2). The offeror will assert the functional capability of the proposed software solution by selecting the option that communicates the solutions capability to building the Item Master solution.

1) Fill out every line item; incomplete responses will be considered non-responsive.

2) Select one of the following four options for each ITFR ID. If an ITFR requires more than one option to fully implement, then choose the lowest or most restrictive option. For example, if IM.ITFR.1.01.51 requires some OOTB, some SDK, and/or some Core Development (that the offeror agrees to do), then select “Core Development.”

• "Out-of-the-box (OOTB)": The requirement can be fulfilled with straightforward configuration. These configuration settings could be done by Integrated Program Office (IPO) and/or functional personnel.

• "SDK": The requirement can be fulfilled using the Software Development Kit (SDK). The setup, development, and execution could be done by a skilled practitioner within the IPO and/or functional personnel trained in the technology.

• "Core development": The requirement can be fulfilled with either new development or a major modification to the existing core product and should the offeror be selected for award the offeror agrees to make necessary changes. Note: If requested to submit a full proposal, the effort required to satisfy the Core Development assertion(s) should be mapped to the Offeror’s Price Volume.

• "Cannot accommodate": The requirement cannot be fulfilled by any means or the requirement can be fulfilled with either new development or a major modification to the existing product but offeror is unwilling to change the core product.

3.2 Full Proposal –Product, Services, and Price

The full proposal shall be clear, concise, and shall include sufficient detail for effective evaluation and for substantiating the validity of stated claims. The proposal should not simply rephrase or restate the Government's requirements but, rather, shall provide convincing rationale to address how the offeror intends to meet these requirements. Offerors shall assume the Government has no prior knowledge of their product or experience and will base its evaluation on the information presented in the Offeror’s proposal.

Elaborate brochures or documentation, binding, detailed art work, or other embellishments are unnecessary and are not desired.

The offeror shall make a clear statement in the Executive Summary of the proposal that the proposal is valid for a minimum of 180 days.

The due date for full proposal submission shall be determined/communicated by the PCO at the conclusion of the Gate. Offerors will receive 30 days from the date of notification to submit a full proposal.
