Item Master - Problem Statement Today, AF logisticians struggle to keep the AF Logistics Enterprise operational using antiquated legacy systems and data. This results in increased aircraft down time and cost, excessive workarounds and rework.

Issues with current Item include:

No single source for Item (ex. Item Standardization and Item Configuration Management: Implementation of this capability provides a standardized Item management and enables improved demand forecasting, economies of scale purchasing, and total asset visibility as summarized below.

Item Authoritative Source: Implementation of this capability provides a single authoritative Item Master record to the AF logistics enterprise as summarized below:

Item Type – Parts, Orgs, Vendors…. the core logistics records required by all Logistics Business Areas (LBAs) which are currently managed independently. These records (Items) comprise the Common Operating Picture provided by Item Master, they will be Standardized, Configuration Managed and provided Via Single Authoritative Source.

Capabilities (Business Processes) – Enhanced Provisioning (Keystone to Logistics, where Logistics Management meets Technical Product Data) allowing for a collaborative effort managed in the Item Master, Project Management and Assistance Requests capabilities. These capabilities allow for collaboration between Acquisition (AQ) and Sustainment throughout the Integrated Product Support (12 IPS Elements) development. Providing the Common Operating Picture to all LBAs as a result of the Provisioning Process. Furthermore providing AFLCMC (AQ) with existing Item management information, allowing for better decisions to be made around how existing data can be utilized and providing better insight to long lead processes (Logistics Reassignments, inter-service NMICS support, etc.), preventing conflicting Maintenance Concepts and Level of Repair (LORA) once received by the Sustainment community.

Standardized Cataloging ensures the data integrity entering AF Log and DLA Logistics Information Services (Formally FLIS) via integrated Business Rule Management (Data Element Edit Tables, DEETs). These Business Rules will manage Item Attributes (How Managed) across AF Log IT and LBAs (eliminating 1000s of man hours annually searching Attribute misalignment). Allowing for all Item Records to be cataloged (Internal AF), these will include PN records as well as NSN records, also bringing in L & P items that are created in local retail locations today, allowing the AF Log Enterprise to gain visibility on an estimated $4.8 B in local inventories.

Standardize/Configuration Manage Log Management Info (LMI) is the combination of Technical Product Structures, Management Data, and LBA/CI/Legacy view/construct requirements. The majority of LMI are the various BoMs (Master Configurations, As Maintained, Planning, and various Logistics bills). LMI incorporates all Item Types, associating multiple Item Types to deliver enhanced data capability to meet Transformation and Compliance reporting.

For Example: A repairable asset’s (Part) Master Configuration (BoM) has alternate “As Maintained” views (BoMs) based on the Maintenance (Mx) being performed at repair facilities, either Contractor Logistics Support (CLS) or Organic (Vendor/Orgs). If the instance of the Item (SN/IUID) is under Warranty, then the asset would have an alternate Source of Repair (Vendor/Org) than the current NSN (Part) defined Source of Repair (Org/Vendor) and therefor would provide the Supply Technician (User) with the Warranty Source of Repair address (Vendor/Org), preventing Warrantied Items (Warranty and Part) from being shipped to the incorrect repair facility (Org/Vendor).

This example included multiple LBAs and IT systems (MRO, ESCAPE, SCM, and PLM), showing the importance of why each LBA/CI cannot continue to create/manage data sets and organization structures independently across AF Logistics. Today this leads to having up to 80% difference between LBA BoMs (G005M for Mx and 200F Planning).

The Assistance Request (AR) integration pipeline within the Platform provides a Collaboration Environment for all stakeholders, both Person to Person and Application to Application. This capability will allow for E2E business process collaboration with historical chat, visibility of workflow status and alerts/notifications to affected stakeholders. Providing real-time communication across all stakeholders, regardless of geographical location.

The AR is also utilized to manage the Functional configurable Data Views, UIs, Business Rules, Roles/Responsibilities, and Workflows required by the end users. Providing a “Never Legacy” environment, eliminating the traditional wait times of Legacy CSRDs requiring development/code to be written to support (IT at the speed of the War Fighter). This Agile environment will be managed by a small FMO of “Super Users” within each LBA, ensuring that the Super User is both a Functional SME and IT support.
