About this file
This memorandum outlines technical order library access procedures for a solicitation seeking contract depot maintenance services for the C-130 aircraft. The technical order library will be accessible to offerors for on-site review and note-taking between five business days after release of the request for proposal and two business days before proposal submission. Appointments for library access must be scheduled in advance by email, with a maximum of two attendees allowed per appointment. Reproduction of library materials is prohibited. The Air Force Life Cycle Management Center plans to issue a request for proposal for C-130 unscheduled and programmed depot maintenance and mid-cycle painting services to address capacity constraints at organic depots. The five-year indefinite delivery/indefinite quantity contract will primarily utilize firm-fixed-price pricing and be awarded on a best-value basis to a single contractor located within the continental United States.
