About this file
This document outlines requirements for C-130 aircraft contract depot maintenance and mid-cycle paint services. The Air Force Materiel Command Lifecycle Management Center at Robins Air Force Base will issue a request for proposal for an indefinite delivery/indefinite quantity contract to provide overflow C-130 unscheduled depot level maintenance, programmed depot level maintenance, and mid-cycle paint that cannot be completed organically at Air Logistics Complexes due to capacity constraints. The contract will have a five-year period of performance with firm fixed price and cost reimbursement pricing arrangements for services, travel, fuel, and over and above work. The effort will utilize best value source selection and result in a single award to a CONUS offeror, with foreign companies excluded from competing.

PWS APPENDIX C
CONTRACT DEPOT MAINTENANCE WORKLOAD AGREEMENT (CDMWA)
FOR C-130 CONTRACT DEPOT MAINTENANCE
1. PURPOSE:
The purpose of this Contract Depot Maintenance Workload Agreement (CDMWA) is to define the scope of work, outline specific requirements, and specify individual responsibilities for accomplishing contracted Programmed Depot Maintenance (PDM) on all United States Air Force (USAF) C-130 aircraft (with the exception of AFSOC aircraft), Unscheduled Depot Level Maintenance (UDLM) on all USAF C-130 aircraft (including AFSOC aircraft), and Mid-Cycle paint work on USAF C-130J aircraft only at the contractor’s Maintenance, Repair, and Overhaul (MRO) facility. (UDLMs may be completed via Contractor Field Team). This agreement sets forth: scope of work; aircraft induction configuration; assessment period; warranties; roles and responsibilities; quality that apply to all aircraft worked in accordance with this contract. This agreement also addresses kitted modifications performed in conjunction with PDM.
2. SCOPE OF WORK
The official C-130 Programmed Depot Maintenance (PDM) work specification is located in the
Aircraft Missile Requirements (AMR) module of Centralized Access For Data Exchange (CAFDEx) software and is available upon request. The PDM work specification will be provided to the contractor as an attachment to the Performance Work Statement (PWS).
PDM tasks cover those areas that must be accomplished at a depot level maintenance facility due to equipment, skills, tools, facilities, complexity or economy.
The overall work effort encompasses: PDM tasks - codified within the aircraft work specification(s);
negotiated depot-level Time Compliance Technical Orders (TCTOs); Safety TCTOs; safety of flight discrepancies; and un-programmed maintenance requested, funded and approved via the AFTO Form
103 and or Centralized Asset Management (CAM) processes.
The lines of communication will be from the Units to their respective MAJCOM, to the respective
System Program Office, to AFLCMC/WLN as the manager for the AF C-130 Depot Workload to the respective WR-ALC organization or the contractor.
This CDMWA is derived directly from the Depot Customer Workload Agreement (DCWA) and adapted to describe contract PDM and MRO activities. The DCWA is developed IAW AFMAN 63-
143. The DCWA is jointly agreed to by the System Program Offices, Air Logistic Complexes, Lead
Commands, and the Fund Holding MAJCOM/A4s. The CDMWA describes expectations for the contractor performing repair under the scope of this contract.
3. PERIOD OF PERFORMANCE/FLOW DAYS
The period of performance for PDM, UDLM, and Mid-Cycle Paint has been defined in the PWS.
POC: AFLCMC/WLN FOR OFFICIAL USE ONLY
4. ASSESSMENT PERIOD
IAW AFMCI 21-118 Para 6.1.2., the assessment period is 45% of the original negotiated flow days with a stretch goal of 30% beginning with the in-work date. Example: Negotiated Flow Days of 239
X .45 = 108 day assessment period with a goal to have assessment completed by day 72 (239 X .30 =
72).
UDLM/PDM Overflow Contractor will provide an initial assessment to IAW PWS.
Any changes to the assessment period duration will be directed by the PCO after coordination with
AFLCMC/WLNE, owning MAJCOMs, and the UDLM/PDM Overflow Contractor.
5. WARRANTIES
Owning Unit will identify and document deficient conditions for any aircraft returned to them suspected to require warranty work IAW Acceptance Inspection Deficiency Reporting (AIDR) process per technical order 00-35D-54. Warranty expectations are established in the PWS.
6. ROLES AND RESPONSIBILITIES
