About this file

This performance work statement describes contract depot maintenance services required for C-130 aircraft, including unscheduled depot level maintenance, programmed depot maintenance, and mid-cycle paint. The Air Force Materiel Command Lifecycle Management Center at Robins Air Force Base plans to issue a request for proposal for a five-year indefinite delivery/indefinite quantity contract for C-130 overflow maintenance and mid-cycle paint that cannot be completed organically at Air Logistics Complexes. The contract will predominantly utilize firm-fixed-price pricing, along with cost reimbursement for travel and fuel, and time and material pricing for over and above work. The statement outlines monthly quality standards, maximum durations for mid-cycle paint work, and permissible numbers and types of inspection findings. The solicitation will be a best value competition in accordance with FAR 15 and intends to award one contract to an offeror within the continental United States, with foreign companies excluded from participating.

C-130 Contract Depot Maintenance (UDLM/PDM)

Purchase Request: FD2060-19-32378

7 January 2020

DISTRIBUTION C. Distribution authorized to U.S. Government Agencies and their contractors.

Administrative or Operational. 03 July 2018. Other requests for this document shall be referred to AFLCMC/WLN 235 Byron Street, Suite 19A, Robins AFB, GA 31098-1670.

PR: FD2060-19-32378 2

1.0 Description of Services:

1.1. Objective(s):

1.1.1. This Performance Work Statement (PWS) describes the services required to provide annual C-130 Hercules Heavy Maintenance Support (HMS). The HMS support shall encompass C-130H Programmed Depot Maintenance (PDM), C-130J D-Check, and/or C-130H PDMs on “excess defense articles” currently in 1500-type storage at Aerospace Maintenance and Regeneration Group (AMARG). Additionally, there is a requirement for yearly Mid-Cycle Paint support of C- 130J aircraft variants and support of Unscheduled Depot Level Maintenance (UDLM) on all United States Air Force (USAF) C-130 variants to include Continental United States (CONUS) LC-130H UDLMs. The specific aircraft work/paint specifications (WS) and work control documents/work cards can be found within Appendices A, D, and F respectively. A D-Check is herein referred to as a PDM and is used interchangeably throughout the PWS.

1.1.2. The described services shall include contractor facilities, equipment, processes, and personnel to perform C-130 PDM, UDLM, Mid-Cycle Paint, Time Compliance Technical Orders (TCTO), and the deployment of Contract Field Team (CFT) maintenance personnel in the CONUS and/or Outside the Continental United States (OCONUS). The services shall include C-130 surge capacities on all C-130 Mission Design Series (MDS).

1.2. Benefit to USAF:

1.2.1. These services will benefit the USAF by providing continuous C-130 HMS during UDLM and/or C-130 PDM overflow to include relief for Mid-Cycle Paint work. By their nature, aircraft UDLM cannot be predicted, however, the impact of UDLM workload to the USAF Air Logistics Complexes (ALC) can be predicted. UDLM workload has been found to be disruptive to the Air Force Sustainment Center (AFSC) PDM workflow, creating manpower, facility, and equipment constraints and/or shortages. In addition, these services will support any C-130 HMS overflow, UDLM, and relief from C-130J Mid-Cycle Paint work. The availability of a supplemental source for HMS provides the C-130 Enterprise the flexibility to dedicate limited U.S. Government (USG) resources to critical workloads.

1.3. Background:

1.3.1. The C-130 Hercules primarily performs the tactical portion of the airlift mission. The aircraft is capable of operating from rough, dirt strips and is the prime transport for airdropping troops and equipment into hostile areas. The C-130 operates throughout the USAF serving with Air Mobility Command, Air Force Special Operations Command, Air Combat Command, U.S. Air Forces in Europe, Pacific Air Forces, Air National Guard, and the Air Force Reserve Command, fulfilling a wide range of operational missions in both peace and war situations. Basic and specialized versions of the aircraft airframe perform a diverse number of roles, including airlift support, Antarctic ice resupply, aeromedical missions, weather reconnaissance, aerial spray missions, and natural disaster relief missions.

4.1.4.1. “Quick look” damage evaluation for metal bond repair at PDM is a special interest for the USAF. A "quick look" is a visual inspection for damage to several fatigue-critical areas and components on the wings. These areas have high incidences of corrosion and maintenance-induced damage that could lead to corrosion and cracking. The purpose is to identify damage to those areas/critical components early in order to avoid schedule delays associated with repair actions and time-consuming component removals or Government DFT installation of bonded metal patches.

4.1.4.1.1. The contractor shall accomplish “quick look” damage evaluations for metal bond repair as early in the PDM process as is feasible. As an example, when performed by the Government, this is done shortly after aircraft induction and prior to entry in to the structural inspection gate.

Further discussion regarding the quick look process and quick look report example (Appendix H) shall be defined during program kick-off. Additionally, the Contractor shall deliver a quick look process for Government review via the delivery of the Contractor’s Quick Look Process Guide A012.

[CDRL A011, DI-MISC-80508B/T, Technical Report - Study/Services (Quick Look Report)] [CDRL A012, DI-MISC-80508B/T, Technical Report - Study/Services (Quick Look Process Guide)]

4.1.4.2. The unauthorized use of metallic scrapers is a special interest item for the USAF. The contractor shall only use non-metallic scrapers to mechanically remove or cut sealant. The use of metallic scrapers (i.e. steel, aluminum, tin, brass, exacto knives, pocket knives, etc.) to remove sealant is prohibited. Metallic scrapers scratch the aircraft potentially causing cracking and corrosion.

4.1.4.3. C-130s are painted during every PDM and are scheduled for either a scuff & sand/paint or complete depaint/paint. In some instances, an aircraft scheduled for scuff & sand/paint may require a full depaint/paint due to overall paint condition. In these instances, the contractor shall request engineering approval via 107 Technical Assistance Request (IAW PWS 4.31) and, if approved, the aircraft shall be depainted prior to any structural inspections. A PDM scuff & sand/paint or depaint/paint will be pre-priced separately (see Pricing Model Exhibit 1) from the PDM FFP.

4.1.4.4. The contractor shall provide a HMS Management Plan/PDM Production Plan, IAW CDRL A00X, to the USG covering the total PDM cycle from aircraft pre-induction, planning, scheduling, induction, quick look inspection, PDM production, Functional Check Flight (FCF) to aircraft delivery. The PDM Production plan shall address; at a minimum PDM workload planning and scheduling, critical path identification, work control document development, any necessary actions to address manpower requirements, local manufacturing, Foreign Object Damage (FOD) Prevention Program, Composite Tool Kit program, and warranty repair procedures if/when defects are discovered subsequent to PDM completion. In addition, PDM Production Plan shall include addendums on Mid-Cycle Paint production and UDLM processes. In addition, the contractor shall provide a monthly Contract Depot Maintenance (CDM) production report prepared IAW CDRL A00Y.
