Request for Information # 4

Notice to Offerors: The RFP deadline will be extended with forthcoming amendment. The excel versions of the 3052, 3064, 3065 and schedule of values will be incorporated with the amendment as well.
1. Drawing A101 Note 10 indicates demolition of existing slab (north mechanical courtyard), however, this is inconsistent with 01 65 00, 3.01, B. 1. “…modifications must be made while existing HVAC unit CU-1 is still in place and operational.” Please clarify if the entire slab is to be demolished. If not, please specify if the slab is to be cut to accommodate a new equipment pad for RTU-1 only, leaving the area of the existing CU-1 undisturbed.
Answer: Only demo what is needed to install new concrete pad for RTU-1. See S101 for details
2. What is the price range of the seed project?
Answer: The project magnitude for the demonstration project is $500,000 and $1,000,000.
This is stated under Section A – Solicitation/Contract Form under bonds requirements of the
RFP.
3. Does the EPDM flashing specified in 07 53 23 require a manufacturer’s 20 yr NDL warranty?
Answer: The roofing over the kitchen area is currently under warranty. This warranty must be maintained and not jeopardized by any construction provided under this project. All roofing work must be accomplished by an installer who is certified by the roofing material manufacturer and inspected by a certified manufacturer’s representative. Provide documentation indicating work performed is acceptable and does not void existing warranty.
4. Drawing A102, Note 13 Infill louver with metal panels, and A201, Detail 2 Demolish existing metal wall panels. Neither drawing clearly indicates how much metal panel is to be removed (and replaced). Please clarify extent of demolition expected for metal wall panels.
Answer: Detail #2 on plate A201 provides demolition limits.
5. Provide specifications for metal wall panels referred to in Drawings A102 and A201.
Answer: Match existing as noted.
6. 01 65 00 Phasing, 3.01, B. 3. Says that, during Phase I, ducts that exist in the Phase II area and are associated with AHU-3, will be cleaned, resealed and reinsulated during non-regular hours. 01 00 50 1.01, D., 1., h.“Remove and replace ceiling systems to facilitate the HVAC work required.” Can you confirm that, during Phase I, the ceiling in the Phase II area associated with AHU-3 is to be demolished and replaced to allow duct access? To occur during non-regular hours.
Answer: Phasing as specified is correct.
7. Subfactor 1 - d. Submission MUST follow construction specification institute (CSI – work divisions) format and contain main priced elements that build into the bid schedule price as provided in the AF Form 3052, Attachment 8 and listed below:
a. Mobilization/Demobilization
b. Materials
c. Labor (Prime and Subcontractor)
d. Equipment
e. General & Administrative (G&A)
f. Bonds
g. Insurance
h. Material Tax
i. Labor Burden
j. Overhead
k. Profit AF Form 3052 provides space for material tax, labor burden, overhead, profit and bid bond. However, the columns titled (2) through (10) are not explained. Can you provide a version of this form which explains what should be included in each column?
Answer: The cells that accepts material tax, labor burden, overhead and profit values utilize formulas to calculate the correct amount that will be shown in subtotal cells located at the bottom of the sheet. This spread sheet can be modified as noted.
8. Please provide specifications for the GWB ceiling and associated framing.
Answer: If any drywall work is needed contractor shall match existing in all aspects.
Reference item #9 below for additional information.
9. The architectural drawing are unclear whether or not the drywall soffit is to be replaced including several references to “new” drywall. Will the drywall soffits included in this project be replaced or will the existing remain?
Answer: Existing drywall will stay unless it limits access to areas needed to accomplish project work. If any drywall is removed contractor shall patch as need to match existing.
10. During the site visit, several lighting fixtures are in need of maintenance repair such as lamp and/or ballast replacement. Should the contractor assume repair of these lighting fixtures?? If so, how many or what percentage should be included in the proposal?
Answer: For bidding purposes do not include any repair or maintenance of light fixtures.
11. Several emergency lighting fixtures including the exit lighting were noticed during the site visit, should the contractor assume testing, repair and or replacement of these fixtures?
Answer: For bidding purposes do not include testing, repair or replacement of emergency light fixtures.
12. The BFS includes 3/4” conduit as the minimal size for conduit except in the case of power to the fire alarm panel but the drawings includes a note of ½” conduit. Will ½” conduit be acceptable for this project?
Answer: No, minimum conduit size is ¾” for this project or as noted in BFS.
13. What type of lighting fixture is to be included for replacement in the SW mechanical closet
(RM 102)?
Answer: For bidding purposes use fixture H.E. Williams, part number 81-4-232-R1240-
EB8P2-120/WG8014-4.
14. Will the government please provide Microsoft Excel versions of Attachment 8 – Blank AF Form 3052, Attachment 09 – Blank AF Form 3064, Attachment 10 – Blank AF Form 3065, and Attachment #14 – Blank Schedule of Values?
Answer: Blank AF Forms will be provide in MSE format. Contractor shall verify correct calculations on all blank forms.
15. Will the Duct work above the ceiling in the Phases 1 and 2 have to be tested after resealing?
Answer: Yes, Test, Adjust and Balance (TAB) is required for the entire HVAC system as referenced in specification sections, 01650, 01 70 00, 23 05 00, 23 09 13 and 23 05 93.
16. It was stated at the site visit that only an ACM & Lead survey was to be included in the pricing for Building 908. However, on page 2 of spec section 01 00 50, item 1 k, asbestos abatement is called for in detail. Additionally on drawing G002, Architectural General Note H, asbestos abatement is called for. Please clarify whether a survey or abatement is to be included in the pricing.
Answer: See Addendum No. 1, items 2 and 3 for clarification.
17. What phase do the work on RTU-1 unit happen?
Answer: See drawing G002, Detail 1 for phasing plan.
18. SDAC has an important RFI regarding a requirement we just discovered on page 228/426 in Attachment 28: UHHZ090516 Combined Specifications. Under Section 23 05 00 General Mechanical Requirements, it states in Item 1.4 Contractor Qualifications, that " The firms that perform the installation of the work under this Division 23 of specifications shall be one that maintains an established, experienced organization with a permanent, manned office within a radius of 150 miles of Warner Robins, Georgia." Please note I could not find this requirement on the FBO notice nor in the RFP main document. SDAC does not have an existing office within that radius, but we are currently working on Robins as one of the CEMACC IDIQ contractors and have employees in the area. Is this requirement a pre-requisite to bidding this contract or may an office be established after award?
Answer: All Bidders for the Mechanical Electrical IDIQ Solicitation No. FA850118R0003 are exempt from the 150 miles radius qualification. See forthcoming Addendum No 2.
19. Can the distance be changed to within 250 miles?
Answer: See Item 18 answer above.
20. Is the recipient of the contract required to bid on all contracts?
Answer: The intent is for all awardees to submit proposals on all projects solicited against the IDIQ that fall under the maximum order limit as stated in clause 52.216-19. However, we understand that if an offeror cannot fulfill the requirement that they can opt not to submit a proposal. This could result in a negative CPARs if it occurs frequently, possible termination could occur and/or the government could opt to go to the program reserve and bring on new contractors if adequate competition is suffering due to lack of participation.
