Request for Information # 3
FA8501-18-R-0003
1. A question has come up about how we will handle network security in regards to our Tridium JACEs used on Robins AFB. At this time no DDC System is allow on the BASE Network.
They are all handled on private networks that only have contact with the DDC system and none of these system are allow to be accessed from outside the Base. There is a Network in the works to handle all of the various buildings that have DDC systems but that is not a reality at this time. I have attached a Tridium Document addressing network security that will be helpful in this matter.
Answer: Install DDC per drawings and specifications. The future base wide DDC system network is not part of this scope of work.
2. Can the underground secondary conduit from the new transformer location be PVC schedule- 80 instead of the PVC-CTD Rigid as specified in 26 00 00 Electrical Paragraph 9. Conduit Subparagraph H?
Answer: Comply with specifications.
3. Solicitation; Page 43; paragraph 2; states in part “…The essential components required for submittal include, but are not limited to the work plan, quality assurance plan, drawings, specifications, AF Forms (i.e. AF Form 3064 and 3065)…”. Please confirm that the Government does not want the drawing s and specifications in with the proposal.
Answer: Drawings and specification will not be required with proposal.
4. Reference Volume II, Safety. Our company Safety Plan is 180 pages and will exceed the 80-page technical section limit by itself. As a substitute for attaching the Safety Plan, can the contractor provide excerpts from the Safety Plan to address the requirements listed in Appendix C?
Answer: Amendment 2 is forthcoming.
5. Due to the long length of our (and others) Safety Plans (180 pages), can the company Safety Plan not count towards the overall page limit for the Volume II technical section?
Answer: Amendment 2 is forthcoming.
6. The ductwork off of RTU-4 located in the Building is going to be exposed, but not in a mechanical room, the spec is calling for rigid board if exposed in a mechanical room, would this also require board or duct wrap?
Answer: Any exposed duct that requires insulation should be insulated with rigid glass fiber, duct board.
7. Solicitation; page 43/44; Subfactor 1; states in part “…The essential components required for submittal include the work plan, quality assurance plan, AF Form 3064 (Attachment #9), AF Form 3065 (Attachment #10), Schedule of Values (Attachment #14) and Contractor Safety plan…”. Solicitation; page 45; Subfactor 2 – Program Management Plan; Also appears to be asking for the Quality Control Plan and the Safety Plan. Should the QC Plan and Safety Plan be included in both Subfactors?
Answer: Provide a QC/ QA plan and Safety plan tailored to the demonstration project for Subfactor 1. Provide another QC/QA plan and Safety Plan tailored to the M&E Program for Subfactor 2. Amendment 2 will exempt these from the proposal page limits.
8. Solicitation; page 44; paragraph d; Should Attachment 8 (AF Form 3052) be included with Subfactor 1 of the Technical Proposal as this is usually included in the Cost proposal? Can you provide a copy of the AF Form 3052 (Attachment 8) in excel? On a Standard AF Form 3052, there are titles in columns (1) through (10) – may we add these titles to Attachment 8?
Mobilization/Demobilization is not specifically shown on the Attachment 8 – should we add it or is it to be covered under Other or General Conditions? Line Item 1 of Attachment 8 states “Cover Sheet” - please explain what is priced under this item. In an earlier RFI, the Government responded that the only price that will be submitted should be in your price volume on the demonstration project…please clarify.
Answer: Please submit all documentation as specified by RFP. Attached is the unlocked AF Form 3052 Excel spreadsheet with major price elements listed, this is only an example that may be modified.
9. Attach 1-SOW Mech-Elec 1.3.3 Proposal Evaluation Criteria lists multiple items such as:
Past Performance and Experience, but in Solicitation Section M-900 Evaluation Basis for Award it does not have Volume or order for inputting Past Performance or Experience. Does the Govt prefer Past Performance/Experience projects/contacts to be listed in Program Management Plan, or in on separate sheets in the 80 page limit?
Answer: The 1.3.3 is referring to the competition at the task order level after award of the basic. M-900 is referring to the award of the basic. There is no requirement to submit past performance in the program management plan.
10. Can there be a Teaming agreement established with a larger firm that operates in a different line of work to assist the Hubzone firm with the bond capabilities.
Answer: The principal name and cage code on the bonds must match the same name and cage code of the company that submits the proposal.
11. Reference L-900, C., Volume II, 2., Para 1 - The essential components required for submittal include, but are not limited to the work plan, quality assurance plan, drawings, specifications, AF Forms (i.e. AF Form 3064 and 3065). Also referenced in Subfactor 1, Para 1. Instead of submitting the full Quality Assurance Plan, for the sake of conserving pages, can the offeror just submit the answers to the questions listed in Subfactor 2 a.-e.?

12. Reference L-900, C., Volume II, 2., Para 1 - The essential components required for submittal include, but are not limited to the work plan, quality assurance plan, drawings, specifications, AF Forms (i.e. AF Form 3064 and 3065). Also referenced in Subfactor 1, Para 1. If the offeror’s Quality Assurance Plan is required, can it be excluded from the Volume II page limit? Our company QA/QC plan is 60+ pages alone.
