Request for Information # 1
FA8501-18-R-0003
1. Please clarify why a bid bond would be required instead of a bonding capacity letter from our bonding company of 3.8 million?
Answer: The purpose of the bid bond is to give the government some confidence that the offeror would be able to obtain/secure bonding. The RFP shows how the $3.8M was derived. We are required to obtain a bid bond and are requesting the bid bond be in the amount of $3.8M.
2. For the bonding company would this 3.8 million bid bond turn into a performance and payment bond?
Answer: This $3.8M bid bond will not turn into a performance/payment bond.
3. Would a separate bid bond be required for the seed project of $500,000 - $1,000,000?
Answer: Any subsequent task orders awarded over $35K in value will require a payment and performance bond. Payment and performance bonds will be required at task order level (if over 35K) once task order has been awarded.
4. Please confirm that the work for Alternate No. 1 specified in the drawings is NOT included in this bid.
Answer: Forthcoming Addendum No. 1 will clarify.
5. The RFP references a Form 820, which is not included. Can you please provide?
Answer: The Form 820 is an internal Government form that is not typically released. Please reference FAR Clause 52.211-12 – Liquidated Damages to see the applicable liquidated damages to the demonstration project 090516.
6. Can we submit OSHA 300A forms with the VPP?
Answer: No, it was not specifically required.
7. For Volume II of the proposal there is a 50 page limit. However, the number of items that are supposed to be included in Volume II will clearly exceed 50 pages. Can you reduce requirements and/or revise the page limit?
Answer: This will be revised to 80 pages in forthcoming amendment.
8. Volume II, The Safety related requirements listed in Appendix C and inclusion of the company Safety Plan could easily take up 30+ pages alone. Can you eliminate the need to attach the full company Safety Plan? This would still require us to address the list in Appendix C and the company plan could be submitted by awardees instead.
Answer: The Safety Plan requirement remains, however, the page limit will be revised to 80 pages.
9. The RFP mentions dust control due to occupancy, but doesn’t specify measures. Are there any dust control measures required beyond the abatement process and covering government property in work areas?
Answer: Construction adjacent to occupied areas will require site specific control methods. The GOV expects the Contractor to identify these hazards prior to construction and propose an effective method of remediation for GOV approval.
10. There are several references to protection from lead paint, but I don’t see an affirmation that the walls are painted with lead paint. Can you confirm that the wall to be demolished is coated with lead paint?
Answer: Forthcoming Addendum No. 1 will clarify.
11. Does the Government require CLINS 2-5 to be left blank, if not please provide information on how to calculate them.
Answer: Do not put any prices on any CLINs. The only price that will be submitted should be in your price volume on the demonstration project.
12. For this solicitation on FBO.gov, there is no “interested Vendor List” tab. This is typically alongside “notice details” and “packages”. Most solicitation have this. Can you please post the Interested Vendor List?
Answer: It is our office’s standard practice not to publish the interested vendor list. However, the sign in sheet from the site visit will be posted to FBO. In addition, once award is made, a notice will be posted highlighting the awardees.
13. Regarding the VPK DART rates sheet, it requests the info for the years 2013 through 2018. The
Government does not require the years 2016 & 2017?
Answer: Section L states that the VPP will be for the past three (3) calendar years ending with the calendar year immediately prior to the calendar year in which this solicitation is being issued.
Attachment 30 will be corrected in the forthcoming amendment.
