Request for Information # 2

Deadline for additional Requests for Information (RFIs) has been established as 19 March 2018

1. Is there an asbestos report for this project? If not, is there confirmation of some type that asbestos exists in the materials cited in the RFP? Section, 01 00 50, 1.01, D., 1., “k. Asbestos Abatement: Contractor shall abate all existing ductwork insulation, piping insulation, tank insulation, vibration connection cloth, existing building insulation, hard ceiling, transite panels, transite siding and dry wall mud located in the spaces and above the ceiling in the spaces in the scope of work areas.”

Answer: Reference Addendum #1, item #2.

2. Should bids and schedules include abatement of asbestos? If not, should they include testing for asbestos of the listed materials?

Answer: Reference Addendum #1, item #2.

3. Sect 01 65 00 Phasing, 3.01, B., 3. “Complete duct system cleaning, resealing, reinsulating, testing and balancing of HVAC systems installed in major Phase 1 shall be completed during this phase. The portion of duct work running through Phase 2 will need to be accomplished after hours and coordinated with COR.” It doesn’t make sense to attempt to remove existing insulation, clean, reseal and re-insulate ducting while it is above ceiling rather than after the ceiling has been demolished, as planned in Phase 2. Can you move this work to Phase 2? Or combine Phase 1 and Phase 2 so the work can be conducted simultaneously?

Answer: The GOV will entertain requests to modify the phasing after award. For bidding purposes follow phasing as specified.

4. Lead time for equipment will be at least six to eight weeks. Equipment can’t be ordered until shop drawings and submittals are approved. With a limit of 70 days (see Construction Schedule in RFP), that means shop drawings/product data have to be completed, submitted and approved all within two weeks. This doesn’t seem realistic based on experience with past Robins AFB submittals. Can you lengthen this portion of the schedule?

Answer: 70 days as listed should be adequate.

5. The Phases indicated in the drawings (see G002) conflict with the Construction Schedule listed in Section 01 65 00, 01651-4 and -5. Drawings show replacement of AHU-2 and AHU-3 during Phase 1. The Construction Schedule lists replacement of AHU-3 during Phase 1 and replacement of AHU-2 during Phase 2. Which of these is correct?

Answer: Phasing as shown on G002 are general type notes. As noted refer to specification section 01650 for phasing details.

6. Drawing S101, detail for Phase 1 and Phase 2 Mechanical Room equipment pads refers to Detail 4 S302. However, Detail 4 of S302 is shown as “Not Used.” Please clarify if the detail reference is incorrect, and, if so, please provide correct detail reference.

Answer: Detail reference is correct. Detail 4 on plate S302 should be titled “EQUIPMENT PAD” not “NOT USED”

7. Drawing S302, Detail #5 shows new slab-on-grade to fill the gap between the existing slab and the new screen wall. However, there is no spec section for cast-in-place concrete. Please provide.

Answer: Reference Addendum No. 1, item 7

8. The RFP and drawings states that equipment is to be removed from the ceiling prior to demo, stored by the contractor, and then replaced after ceiling replacement. Will the government provide storage? If not, is the contractor required to provide climate-controlled storage for the electronics?

Answer: The government will not provide storage but provide a laydown yard of indeterminate size and location.

9. Where will laydown be provided?

Answer: Contractors may store some supplies and equipment on project site or other approved area as practicable. Items that are too large, pilferable, etc. to store on site will be the contractor’s responsibility to store. An additional laydown area may be provided; base on availability, and can be up to two mile away from the construction site. The CO will determine storage area location. All supplies and equipment on the project site shall be stored so as to preclude mechanical and climatic damage or storm water pollution from exposed material. Site shall be maintained in a neat and orderly manner IAW NFPA 241 and EM 385-1-1. The Government is not responsible for protecting stored material from damage or theft.

10. Statement of Work, Section 01-00-50, D1(k)(l) states: In this section of the SOW there is reference to asbestos and dust hazards. Does the government have an Asbestos any other hazardous report related to this project that is can share?

Answer: Reference Addendum #1, item #2 and item #3.

11. Is a bid bond of $3.8M required in advance of the proposal due date of March 19, 2018 or included within the proposal at the time of submission?

Answer: Bid bonds are to be included within the proposal at the time of submission.
