A. When working within the Explosives Clear Zone (MAMS I, MAMS II, Little Mountain, UTTR (OASIS) as well as any of the Airfield areas described in Section 12 (Safety Requirements), specifically Sections 12.4 -
12.4.5 the following rules will be adhered to:
1. Smoke only in posted “Designated Smoking Areas”, vehicles are not Designated Smoking Areas.
2. “Hot Work” (welding, cutting, brazing, open flames, spark producing equipment, high heat appliances, tools, etc.) requires an AF Form 592 (Hot Work Permit) issued by the HAFB Fire department before work commences.
3. A maximum speed limit of 25 mph shall be enforced unless posted otherwise.
4. Park vehicles 100 feet from any explosives facility on surfaces free of combustible materials. If the vehicle is not required as part of the work effort, it shall be parked in established parking areas or lots.
5. The use of Modern Mobile Emitters (ex. cell phones, pagers, radios & laptop computers) shall not be used within 10 feet of any explosives loaded vehicle or facility.
6. Explosive laden vehicles have the right of way at all times.
7. Roads posted “Explosives Operation in Progress” shall not be used.
8. If a construction trailer is located in the free zone, the windows will be boarded up from the inside. This is to protect personnel from flying glass in the event of a mishap. Each work site shall have a minimum of two serviceable Type 2A:10ABC fire extinguishers present.
9. Work on facilities, or in areas with explosives requires prior approval of the facility supervisor and 75 ABW/SEW. Exception: Facilities with the explosives content removed.
10. In the event explosive safety requirements are not specified in a contract, apply the provisions of DoD 4145.26-M.
B. When working in the explosive areas, use only the minimum number of workers to accomplish the job.
Remain in the explosive areas for the minimum amount of time to complete the job. Leave the explosive areas for breaks and lunches. The cardinal rule for the explosive areas: Limit exposure to a minimum number of persons, for a minimum amount of time, to the minimum amount of ammunition and explosives consistent with safe and efficient operations. When lightning is within 30 Minutes of 5 nautical miles (5.75 land Miles) of HAFB, ALL personnel shall evacuate the Explosive Clear Zone, which is determined as the gated areas of these zones.
C. Emergency procedures in the event of accident, fire, and/or electrical storm:
1. Maintain a capability to communicate with 75 ABW emergency services (telephone 911, radio with frequency authorized by the Project Manager or other suitable means).
2. Maintain a capability to be contacted by emergency services or the Project Manager.
D. Only tasks consistent with the contract shall be accomplished in explosive areas.
E. Contact shall be made with the 75 ABW Weapons Safety Manager to determine if contractor employees require a weapons safety briefing before being granted access to explosives areas or beginning work.
