Question Response
The response to RFI #217 indicates that a schedule is required for the Seed Project. Section L, paragraph 5.3.3 (Demolition Plan) notes “including a schedule that details each phase specified in the SEED Project Sow”. For the proposal submission is a schedule required for just the demolition phases or a full schedule for all phases of project (i.e.
demolition, design, and construction).
Each contractor must provide a detailed demolition schedule for Phase 1 and 2 in the Demolition Plan. After contract award, the contractor selected for the Seed Project shall provide a schedule per Seed Project 5.2.1
Previous responses noted that the SEED project will not be certified when it is complete. However, is it required for the team to design and document the project to a LEED Silver
No.
Are the walls that are being removed in the existing rest room area to create the new conference room bearing walls? Shear walls?
The walls called for removal are not "building" bearing or shear walls but may aid in supporting ancilliary HVAC equipment above the ceiling, which means, the equipment above would need to be temporarily shored until the equipment is removed or re-configured.
It indicates that the new vestibule is to have no columns. Is it OK to add new columns just inside the building to cantilever the vestibule?
No.
In question #1, section 2.1 talks about “dust protection….for networking equipment.” Please clarify exactly what “networking equipment” is and where it is located.
Dust protection of network equipment includes the following:
network switch, patch panels, cabling and communications rack in the existing communication rooms.
Question 90 references “corrosion” on the hangar doors. We noticed that there was some rusting on the outside of the doors, but not much visible corrosion on the inside. The SOW doesn’t show any repairs to the outside. Are we responsible for the outside of the hangar doors? Also, there are a few broken and cracked window panes in the doors. Is the government requiring the contractor to repair/replace window panes as well?
Refer to Seed Project SOW paragraph 2.2.1.13. Specifically with regard to the hanger door surfaces, the contractor is responsible only for the inside surface. The outside surface will be reconditioned on a separate contract at a later date.
Question 138 states that “two existing air handlers serving the C130 booth will remain in place for auxiliary heating during construction.” Who is responsible for removing these air handlers after construction?
The Seed Project contractor is responsible for removing the two remaining units.
Question 303 asked about the reinforcing in the slab. The government answered “None Known.” Does this mean the government doesn’t know what the reinforcement is, or that they are unaware that there is any?
The Government does not have any information about reinforcing steel in the floor; therefore, the Government does not know if any reinforcement is present in the floor.
Question 328 states that this will NOT be a LEED Certified project. However, Section 5.1 of the BFDS posted with Addendum 1 still stipulates that major renovations are to receive LEED Silver Certification. We just want to completely clarify that B270 will NOT be a LEED Silver Project because it may drastically impact the HVAC equipment.
The Seed Project is NOT a LEED Silver project.
Reference: Section L, Paragraph 5.3.1 Comprehensive Safety Plan. Q: Since the safety plan does not count towards the total page count of the technical volume, and due to the anticipated length of a comprehensive plan, will the Government allow the offeror to place the entire safety plan as an appendix to the Technical Acceptability Volume?
Yes.

Q: These two questions concern the presentation of the project information associated with Section L, paragraph 5.4.1.
It is the only project information that does not specifically require the use of the project template provided by the Government. In the answer to question #30 the Government states "no specific format is required". In the answer to question 157 the Government states "Please provide the project description as formatted in the Example Project Template. Will the Government please clarify how they want the project information for 5.4.1 presented? It is recommended that for consistency, offeror's use the project
The Example Project Template found on Page 15 may be used in part. However, a template is not applicable to provide evidence that Section L, paragraph 5.4.1 is fully complied with such as short circuit, coordination, arc flash and voltage drop calculations signed and stamped by a licensed Professional Electrical Engineer.
Section L Paragraph 2.2.1.3 (Page 6) – Provide vinyl composite wall tile. Q: Should this be ceramic wall tile?
The wall tile is intended to be ceramic wall tile. Seed Project SOW has been amended.
SEED SOW Paragraph 2.5 Q: This requires steel bars in the windows of the hangar doors. Are these in all windows or just those below 18-feet above ground as required by the Base Standards?
Bars shall be installed in accordance with DoD Manual 5200.01, Volume 3, Appendix to Enclosure 3, which states "Windows that are less than 18 feet above the ground measured from the bottom of the window, or are easily accessible by means of objects located directly beneath the windows, shall be constructed from or covered with materials that will provide protection from forced entry." The Government considers the hangar door windows above 18 feet to be NOT easily accessible.
Question 98 said that all entrances are required to have canopies but the concept drawings show a canopy only at the South entrance. Q: Is a new canopy required at the north entrance / exit as required by the Base Design Standards?
A canopy is also required above the new north entrance door, refer to the Hill AFB Architectural Compatibility Guide paragraph 6.10. Seed Project SOW has been amended.
ETL 02-15 Section A1.1.1.5. requires draft curtains surrounding separate fire sprinkler systems or up to 15,000 sf whichever is larger. Q: Will new draft curtains be required in this project?
Provided the existing sprinkler system outside of the paint booths is not modified or changed in any way, draft curtains are not required.
ETL 02-15 Section A1.1.2.1. requires floor and ramp drainage to control liquid spills. Q: Is this project to fully comply with this requirement beyond the area of the paint booths?
Provided the existing sprinkler system outside of the paint booths is not modified or changed in any way, existing floor and ramp drainage is acceptable.
Reference SEED Project Q: While the SEED project will not be certified when it is completed, is it required to design and document the project to a LEED Silver standard?
No.
Reference: NFPA 101 (Life Safety Code), Section 40.2.6 Q:
Section 40 specifies that High Hazard Industrial Occupancies, such as the Paint Mixing and Storage Rooms, have a maximum travel distance to exits of 75 feet. The Addendum #2 Concept Drawings show an aircraft in the center bay of the hangar with the Paint Mixing and Storage Rooms. With an aircraft in this bay, locations of the Paint Mixing and Storage Rooms as shown in the Concept Drawings exceed the maximum travel distance to the nearest exterior egress door(s). Is it the Government’s intention to waive the distance requirement, or will alternative locations for the Paint Mixing and Storage Rooms be acceptable?
The distance requirement shall not be waived. Alternative locations for the paint booths are acceptable to meet the travel distances as required.
Reference SEED Project Q: Please confirm our understanding that an F-35 aircraft is to be accommodated in the hangar space between Paint Booths #1 and #2.
During construction, the space will be empty.
Reference: NFPA 101 (Life Safety Code), Section 40.6.1.2 Q:
This section requires that exits from aircraft servicing areas be provided at intervals not exceeding 150 ft (46 m) on all exterior walls. This would require the doors through the south vestibule and the locker are swing in the direction of egress (opposite of those shown in the Addendum #2 Concept Drawings). Is it the Government’s intention to waive the door swing requirement, or will the doors be revised to meet this requirement?
The drawing is "conceptual." It is the designer's responsibility to provide a code compliant facility. If this requires door swings other than shown, then this is the designer's decision, but this must be justified in the basis of design.
Reference: SEED SOW 2.4.3 Q: Regarding SOW 2.4.3, the site utility plan dated Dec 6 1990 (C3) indicates a 4” compressed air line serving buildings 259 & 272. a. What is the capacity of the existing compressor serving this line? b. What is the air pressure of the line? c. Is this air of breathable quality (i.e. no oil, appropriate temperature)?
Building 270 is on the compressed air loop serving the east area. There are multiple compressors on the loop at approximately 100 psi. This air is acceptable for Class D breathing air.
Reference SEED SOW 2.4.1 Q: SOW 2.4.1 states, “The contractor shall design and provide two (2) new direct fired natural gas air handlers on the existing C-130 catwalk. The units shall be sized and configured for 30% ventilation and 70% recirculation and connected.” A. Are these new direct fired natural gas air handlers supposed to provide the make up air for paint booths 2, 3, &4? B. If not, what are these air handlers supposed to serve? C. The statement, “and connected” is unclear. We are assuming that “connected” refers to natural gas, electrical wiring, and controls connections. Please confirm.
A. No, the air handlers are only for facility heat outside of the paint booths.
B. See answer above, ie. Facility heat.
C. The fuel source for the units shall be natural gas and electrical.
Reference SEED SOW 2.1.3.1 Q: SOW 2.1.3.1 describes nine
(9) existing 44,000 cfm air handlers. A. What purpose do these nine (9) existing 44,000 cfm air handlers serve? B. Will the two new direct fired natural gas air handlers mentioned in SOW
2.4.1 have the same function?
A. The nine units currently serve the C-130 booth.
B. No, the two units are only for facility heat outside of the paint booths.
Reference SEED SOW 2.4.4 Q: SOW 2.4.4. states, “Air tools and spray guns require up to 50 SCFM and the vacuum system requires up to 300 SCFM, all at 90 psi.” A. This section gives vacuum performance information. Is installation of vacuum piping part of the SEED project? B. If so, where will vacuum system connections be required? (i.e. paint booths, SPL locations, training room, etc.) C. Will the vacuum piping tie into an existing vacuum system?
A. Yes, pipe shall be provided to the each Single Point Location
(SPL)
B. Reference M101 for all SPL locations.
C. There is no vacuum system serving the facility. The vacuums, provided outside of the Seed Project, run of the 90 psi air pressure lines.
How will the NTE Hourly rates be utilized on future Task Orders?
Not to Exceed (NTE) hourly rates will be utilized for all future Task Orders. Offerors will be required to submit pricing in a worksheet similar to the MACC III solicitation pricing worksheet for future Task Orders. Offeror(s) will submit rates and quantities for labor categories for each Task Order; this amount will be added to the project price. The Government will verify the Offeror(s) rates proposed on Task Orders do not exceed the rates in the basic contract award. All NTE rates proposed in solicitation are contractually binding throughout the life of the basic contract.
