Questions Response
Attachment 01 – Paragraph 5.3.3 requires :
A Demolition Plan that provides a detailed approach of how the requirements will be met, including a schedule that details each phase specified in the Seed Project SOW, Section 2.1.
The plan shall describe how Paint Booth 1 operational time will be optimized. The plan shall provide removal procedures including the route of material removal considering airfield restrictions on the east side and salvage. The plan shall also include a section on sanding booth deconstruction. The deconstruction section shall describe in detail how the sanding booth will be disassembled to minimize damage and optimize reassembly. The demolition plan shall describe any analysis and procedures necessary to assure the existing building structure is not compromised. The demolition plan shall describe how dust control for personnel and networking equipment will be accomplished.
The description above sounds more like a narrative than a drawing. Other than the route for removal of materials and possible location of dust control barriers, everything else is more properly addressed in a narrative.
Please confirm that a narrative separate from a demolition plan can be provided to fully describe this work
The intent is a narrative not a drawing, however other elements must be folded into the narrative to meet the requirements of the referenced paragraph (e.g. a map showing the route for waste removal).
Attachment 01 – Paragraph 5.3.4 requires:
A comprehensive Architectural Plan that provides a detailed approach of how the requirements will be met including a drawing that details all American Barriers Act (ABA) and architectural elements listed in the Seed Project SOW, Section 2.2.
Minimum criteria is met when detailed drawing(s) are submitted that conform to American Barrier Act (ABA) accessibility and meet all other requirements IAW Seed Project SOW Section 2.2.
We are willing to provide a preliminary (15% design) of the floor plan addressing in general a floor plan that complies with the ABA. However, a detailed design that details all American Barriers Act (ABA) and architectural elements listed in the Seed Project SOW, must be reserved for future submittals if we are the successful design team. We can not guarantee we have addressed ALL ABA issues with a 15% design. And it is inappropriate to request a detailed design with a proposal.
Please confirm that a conceptual floor plan is acceptable and detailed drawings are not required with this proposal.
A detailed design is not required, but a narrative only is insufficient and will fail the technical evaluation. The Architectural Plan must have a concept drawing in pdf format. The concept drawing, notes included, must indicate minimum ABA slopes, ABA door openings, ABA handicap stalls including 5'-0 dia turning radii in order to show fundamental understanding of ABA requirements.
Attachment 01 – paragraph 5.3.6 requires:
An Electrical Plan that describes in detail how the requirements in the Seed Project SOW, Section 2.3, will be met. The plan shall include a One Line Diagram for each of the two Main Distribution Panels showing the equipment and areas listed in the Seed Project SOW. The One Line Diagrams shall include the Main Distribution Panels, subpanels, and a detailed description of how the Main Distribution Panels will be modified. The One Line Diagram shall include all subpanels, wire and conduit sizing.
Minimum criteria is met when the electrical plan provides a detailed approach that meets all requirements identified in the Seed Project SOW Section 2.3
It is inappropriate to request a detailed design with a proposal. Please confirm that a conceptual design is acceptable and detailed drawings including all subpanels, wire, and conduit sizing are not required with this proposal.
The referenced paragraph does not require "detailed drawings" it requires the offeror to "describe in detail how the requirements…will be met." It does require a One Line Diagram with the elements as stated. The referenced paragraph has been amended to indicate conduit and wire sizing is only required between each MDP and each feeder circuit.
Attachment 01-paragraph 5.3.7 requires:
A Mechanical Systems Plan that describes in detail how the Mechanical requirements identified in the Seed project SOW will be met, including: All new Heating, Ventilation, and Air Conditioning (HVAC), breathing air and shop air IAW the requirements in the Seed Project SOW Section 2.4.
It is inappropriate to request a detailed design with a proposal. Please confirm that a conceptual design is acceptable and detailed drawings including all requirements are not required with this proposal.
Detailed design drawings are not required. A conceptual design is acceptable provided the Mechanical Plan describes the basis of design using narratives, sketches and preliminary calculations or approximate sizing.
Attachment 01 – paragraph 5.3.8 requires:
A Concrete Structural Design IAW Seed Project SOW, paragraph 2.1.1. The proposal shall include accurate footing or foundation and floor structural calculations and detailed sketches prepared by, and stamped by a Professional Structural Engineer.
The proposal shall include complete calculations and detailed sketches that clearly illustrate reinforcing size, placement, dimensions, and pertinent foundation information.
Minimum criteria is met when concrete structural design meets all requirements identified in Seed Project SOW paragraph 2.1.1; and design(s) include accurate footing or foundation and floor structural calculations and detailed sketches prepared by and stamped by a Professional Structural Engineer; and design(s) include complete calculations and detailed sketches that clearly illustrate reinforcing size, placement, dimensions, and pertinent foundation information.
It is inappropriate to request a detailed design with a proposal. In fact, this is requiring the equivalent of a 100% submittal.. We will not and can not provide stamped and signed calculations at the proposal stage. This is a violation of our profession licensing which requires a signed contract to provide this information.
Please confirm that a conceptual design is acceptable and detailed calculations, and drawings stamped and signed by our engineer are not required with this proposal.
The requirement for the "Concrete Structural Design" to be stamped by a licensed structural engineer has been amended and now requires identification of the structural engineer along with the state of licensure. Paragraph 5.3.8 has also been amended to allow a disclaimer statement indicating the calculations are for proposal purposes only.
Attachment 01 – paragraph 5.3.9 requires:
Communications Design Plan shall include CER and TR concept sketches that identify the location of data cabling pathways and a description of protection for network equipment throughout construction.
Location of pathways and design of cabling systems should not occur at the proposal stage.
Field investigation is required to provide this information.
The requirement for location of pathways has been removed. A complete design of cabling systems is not required but shall be addressed.
Are as built drawings available for this building? Are those drawings available in cadd? The Government does not have current as-built drawings for this facility.
Has a Geotech report been prepared? This information will be required in order to prepare a foundation design.
A Geotech report has not been prepared and is not required for the propossal. Offerors may base their calculations for the proposal on the Seed Project SOW Appendix 1 R1, paragraph
3.7.1 for minor structures. Contractors may elect to provide a geotechnical report to substantiate a higher soil bearing pressure during the design process.
Has a flow test been performed to determine water pressure? This information is required in order to design the fire protection system.
Flow data for potable water lines is available and has been provided in Seed Project SOW Attachment 7. Data from three separate hydrants has been supplied. The contractor will be required to verify this data with their own flow test(s) after award. The high pressure fire suppression line is not in compliance with ETL 02-15 and cannot be used for fire suppression in this project. Any source of water for fire suppression used in conjunction with this project shall use the potable system and must not rely on the high pressure fire suppression system.
Existing systems that are modified or repaired shall be removed from the high pressure system and must use the new potable connection designed and installed as part of this project.
Connections made to the potable lines must be in compliance with UFC 3-600-01, ETL 02-15, Hill AFB Design Guide, AFCEC Interim Guidance (Seed Project SOW Addendum 1), and all applicable NFPA codes.
Can you tell me who the successful awardees (of previous MACC contract) were? E-Corp, Advanced Solutions Group, Grand Enterprises, Sahara Palms, K.O.O. Construction, A4 Construction,Au'Authum Ki, Pesavento Construction, and Sierra - H1.
Can you provide any information about the projects that were awarded as part of the previous MACC (number of projects, size of projects, etc.)?
Due to proprietary information and disclosure regulations, this type of request would have to be submitted to the Freedom of Information Act (FOIA) Office.
In Section L, 7. Volume IV Contract Documentation, 7.1.1 Model Contract/Representations and Certifications. We are unsure what the Model Contract is, please clarify.
The Model Contract encompasses Section L 7.1.2, 7.1.3, and 7.1.4. IAW Section L, 7.1.1, Offerors shall submit a signed and complete model contract [SF1442 - Solicitation, Offer, and Award (Construction, Alteration, or Repair)]. IAW Section L, 7.1.3., Offerors shall complete all required clause fill-ins. Representations and Certifications are required in Section L, 7.1.4.
Section L has been amended.
In Section L, 7. Volume IV Contract Documentation, 7.1.1 Model Contract/Representations and Certifications and 7.1.4 Section K-Representations and Certifications both require Representations and Certifications. Please clarify if we are required to submit a copy of the representations and certifications in both locations.
Representations and Certifications are required in Section 7.1.4. Section L has been amended.
In Section L, 7. Volume IV Contract Documentation, 7.4 Plans Required by Regulation or Policy
– Submit the following plan IAW applicable FAR and DFARS and SOW Sections. We are unsure exactly what is required to be submitted, please clarify.
Section L, 7.4 has been amended.
There is no PPI tool in the list of documents on the solicitation FBO page. Please advise. The PPI tool was uploaded to FBO.gov on Oct 29, 2015 under solicitation FA8201-15-R-0019.
The order of the proposals contradicts – Table 1 on page 4 of Section requires Contract Documentation as III and Past Performance as Volume IV, but then on page 12 Past Performance is listed as Volume III and Contract Documentation is listed as Volume IV. Please clarify which order you prefer.
Table 1 - Proposal Organization has been corrected. Changes will be reflected in an amendment to the solicitation.
We assume CPARS must match the project examples submitted but since this is not explicitly stated we would like to check that this is in fact the case.
The question as submitted is unclear. However, Project Examples are required in Volume II, Subfactors 2 and 3. Volume III requires Offerors to submit recent and relevant contracts (maximum of three contracts). Past performance information will be gathered as stated per Section M, 2.5.
In Subfactor Two, 5.4, on page 11, Section L – does this section include only the SF 330 and the Fire Protection Plan (5.4.5), or are the projects as described in 5.4.1 and 5.4.3 to be separate from the SF 330?
Sections 5.4.1 and 5.4.3 are separate from the SF330s in Section 5.4.
Subfactor 3 – Contractor Requirements, 5.5.1.2 – the meaning of the project requirement in this section is unclear. Is a project defined as a project on a “military installation” – OR “a military installation...in both commercial aviation infrastructure within airport secured areas and industrial production facilities”
A maximum of two successfully completed projects totaling to at least $2.5M must be submitted. The project or projects shall be on a military installation(s) or shall include both commercial aviation infrastructure within airport secured areas and industrial production facilities.
Contract Documentation, Section 7.4. – Can you please restate this section as we are not clear what you are looking for? “Plans Required by Regulation or Policy - Submit the following plan IAW applicable FAR and DFARS and SOW Sections. These plans shall be placed in individual binders that are subtitled (e.g., Volume IV, Contract Documentation). Provide copies in the formats and quantities identified in Table 1.”
Section L, 7.4 has been amended.
We do not know what to submit under “7.1.1. Model Contract/Representations and Certifications” (page 13), as the only reps and certs are the ones included in the Solicitation.
Please clarify.
The Model Contract encompasses Section L 7.1.2, 7.1.3, and 7.1.4. IAW Section L, 7.1.1, Offerors shall submit a signed and complete model contract [SF1442 - Solicitation, Offer, and Award (Construction, Alteration, or Repair)]. For the project examples, is there a limit to how old they can be? (the Past Performance requires these to be submitted for projects performed in the last three years – is this the same for the experience section?)
Yes, there is a limit to how old example projects can be. Changes will be reflected in an amendment to the solicitation.
Can we submit a project that is substantially complete (i.e., in closeout)? Regarding Section L paragraph 5.4 and 5.5, example projects shall be contractually complete for sub-factors two and three. Regarding Section L paragraph 6 - Past Performance does not stipulate contracts or task orders must be complete. Section L was amended.
In Section L, on page 4, Table 1 – Proposal Organization, it states that Volume III is Contract Documentation and that Volume IV is Past Performance, but on page 12 of Section L, it states under number 6 that Volume III is Past Performance and on page 13 it states under number 7 that Volume IV is Contract Documentation. Please clarify the correct Volume number for each Volume title.

The SF-1442 requires a Bid Guarantee, however there is no mention of the Bid Guarantee under Section L. Please clarify in which Volume the Bid Guarantee should be submitted.
Offeror(s) shall submit Bid Guarantee as part of Volume IV - Contract Documentation, 7.1.3 - Section I Contract Clauses.
RFI 6 – In section L, Volume III Past Performance, 6.4 states offerors must use the Past Performance Information (PPI) Tool (use latest version from FBO.gov) in order to electronically submit the Past Performance Volume IAW the RFP. See Appendix I for instructions. Please clarify where the PPI Tool is as we cannot locate it in FBO as the RFP states.

Page 4 of Section L states that Volume III is Contract Documentation; however page 12 of Section L states that Volume III is Past Performance. Can you please clarify?

Page 4 of Section L states the Past Performance Volume is required to be submitted in an Original plus 1 Hardcopy and 1 CD; however, page 13 of Section L states that the Past Performance Volume must be submitted electronically using the Past Performance Information (PPI) Tool. Can you please clarify?
The offeror shall submit what is being uploaded to the PPI too also as indicted in Table 1 - Proposal Organization.
Page 12 of Section L, states that offerors are to provide a maximum of three recent and relevant contracts for the Past Performance Volume. Do these projects need to be the same as the project requested in Sub-Factor Three: Contractor Requirements, paragraphs 5.5.1.2 and/or 5.5.1.3?
No.
Page 10 of Section L, paragraph 5.4.1 states that we are to provide one example of a past project containing short circuit, coordination, arc flash and voltage drop calculations...Is this requirement for the Lead Design Firm? Also, is there a specific project format that we are required to use? Please clarify.
Yes, this is an Architect-Engineer (A-E) requirement. There is not a specific project format that is required for this particular information.
Page 11 of Section L, paragraph 5.4.4 states that we are to provide one example of a past design-build project similar to the seed project. Is this requirement for the Lead Design Firm?
Yes, this falls under paragraph 5.4 which is Architect-Engineer (A-E) qualifications.
Page 13 of Section L, paragraph 7.1.3 requires us to submit Section I - Contract Clauses. This section is 52 pages long. Do you want us to submit this entire section with our proposal?
Yes, IAW Section L, 7.1.3.
The solicitation includes FAR 52.222-34 Project Labor Agreement (Page 12) and FAR 52.222-33 Notice of Requirement for Project Labor Agreement (Page 65). We respectfully request that these clauses be removed from the solicitation. As a Federal project, competition should not be limited and all wages are stipulated as Davis-Bacon. The requirement of project labor agreements can sometimes limit subcontractor competition to only Union contractors since small, local, non-union contractors may be hesitant to participate or bid on jobs with Project Labor Agreement requirements.
FAR clauses 52.222-33 and 52.222-34 have been removed. Refer to solicitation amendment.
Section L – Table 2 Cross Reference Matrix. The Cross Reference Matrix is not is the same numerical order as Section L. (i.e. 5.3.3 followed by 5.3.8 followed by 5.3.4). Do you want the proposal arranged is the exact order of Table 2 or can we adjust the Cross Reference Matrix to be in the same numerical order as Section L?
Offeror(s) shall submit proposals arranged in the exact order of the Section L column in the Table 2, Cross Reference Matrix.
Section L – Table 2 Cross Reference Matrix does not include the requirements of Section L 4.5 Pricing Assumptions or 4.6 Estimating Techniques. Are those sections required to be submitted with the proposal?
Sections L 4.5 Pricing Assumptions and Section L, 4.6 Estimating Techniques and Methods are required to be submitted with the proposal per Section L - Table 1, Volume I - Price. Section L, Table 2 has been amended.
Section L - paragraph 3.13.2 Table 1 Proposal Organization has: a. Volume III – Contract Documentation and Volume IV – Past Performance but b. Section M has: i. Volume III – Past Performance and Volume IV as Contract Documentation. Which order for these 2 Volumes is correct?
Table 1 - Proposal Organization has been corrected. Changes will be reflected in an amendment to the solicitation.
The solicitation states that the pages limit for Volume II (Technical)-Subfactor 1 is 200 pages.
Since this technical plans requires numerous plans, drawings, calculations, and narratives for all/most of the scopes of work for the Seed Project, would you consider increasing the page limit of Subfactor 1 in Volume II to 300 pages? Increasing the page limit to 300 would ensure that we could provide the Government with the most complete technical detail.
Section L, Table 1, Volume II has been changed to exclude the Safety Plan from the 200 pages allowed.
There are multiple requirements in the various plans where some of the drawings/calculations must be signed and stamped by various licensed engineers. We respectfully request that the requirement for signatures and stamps be removed from the proposal and evaluation criteria.
Our engineers are will to put the required information together, but are reluctant to sign and stamp a project that may or may not be awarded.
Section L and M have been revised removing this requirement.
Attachment 4-Section M-2.4.3.5 states, “provided an example of at least one past project that has achieved LEED AP Silver Certification.” Would it be acceptable to submit an example LEED project that went beyond the Silver level?
Yes, however, no additional credit will be given for exceeding requirements.
Please increase the page count for Volume II, Subfactor 2 (A/E Qualifications) to 100 pages.
The current page limitation of 50 pages will not allow for a quality submission of all the required Subfactor 2 retirements. An A/E team based SF330 with all engineering disciplines covered can often be 40+ pages.
Volume II, Subfactor 2 is changed to 100 pages.
We respectfully request that you extend the December 3rd due date for the proposal at least one week as several people will be off at various times during the week of Thanksgiving.

Is the PPI tool used only to insert data and then save and print for this proposal, or does it stay in a government data file after it is saved for viewing by others?
Yes, the PPI tool is used to insert data and then save and print for this proposal. This information stays in the Government Source Selection file, which is protected source selection information. It is not viewable by others, i.e., those not authorized to view information for the current Source Selection.
Can you go into the PPI tool and start to insert data save and then return in the future to add to/revise?
Yes, an Offeror should be able to, as long as the Offeror has downloaded the tool and renamed it per the instructions. It is an Access Database file and works like Word or Excel. If an Offeror enters information into the tool with it still being on FBO (which the Government does not believe is possible), then it would work like Word or Excel docs that are shared and the Offeror data would not be saved because the Offeror does not own the file.
In reference to Section L (Instructions to Offerors) 6.1. It is my understanding that we are limited to Three (3) contracts/projects with data submitted and printed from the PPI Tool in our Volume II – Past Performance 6.1.1. Can we add more than Three projects to the PPI tool, (if it is visible by the Government/Others), for this Solicitation?
IAW Section L, 6.1 a “maximum of three contracts” can be submitted. FYI, Past Performance is Volume III, not Volume II.
Does the projects/contracts examples used in Sub-Factor Three of Volume II – Technical Acceptability, have to coincide with the projects used in the Volume III – Past Performance?
No, past performance contract(s) or task order(s) do not need to be the same as the projects for subfactor two and subfactor three.
If we have copies of CPARs (Contractor Performance Assessment Reports System) for projects/contracts we use in Sub-Factor Three of Volume II, can we attach these to our Volume III Past Performance under 6.1.1 in the Section L along with projects/contracts data printed from the PPI tool?
Copies of CPARS can be attached if they do not exceed page limitations but it is not recommended. The Government has access to CPARs and will verify information submitted by Offeror(s).
Is there any chance that you can send me a copy of the attendee list or a link where to find it? Attendee list was posted to FedBizOpps (www.fbo.gov) to solicitation FA8201-15-R-0019 on 10 Nov 2015. From the Site Visit, it appeared the current contract drawings in the scope of work was not a good representation of what has been installed and built in Building 270. My question is, will there be more current as-builts provided with this amendment?
No, the Government does not have current as-built drawings. The as-built drawings provided in Seed Project SOW Appendix 6 have inaccuracies and are for reference only. The site visit provided the opportunity to obtain approximate dimensions for bidding purposes. Requests for additional site visits will not be granted.

The Government posts information regarding this requirement to FBO. Offeror(s) are advised to monitor FBO for information regarding this requirement.
A101 – keyed note 2 reads “(not used)” yet it is keyed at the plan east north of the entry. Can this be clarified?
To remain ABA compliant, a landing with ramp must be provided. Seed Project SOW Addendum 2 was revised. Please refer to SOW Addendum R1.
A101 - Keyed note 18 on the Overall floor plan at the plan NE of the training room should probably be 17. Verify.
This is correct. The roll up door should be key note 17.
A101 and AD101 – the "existing Janitor room to remain" is labeled an "existing Comm Room" on AD101. Is this space to be repurposed or reused as the janitor's closet?
The Comm Room is north of the janitor's room. The janitor's room shall remain as is. The primary intent of AD101 is to identify the existing concrete slab area to be demolished.
A101 and AD101 – the existing Fire Equipment room gets larger in the floor plan and depicts a stair within it, but the stair does not terminate at the boundary of the future mezzanine. Does the government desire a stair to the Mezzanine be located within this room?
The stairs could be in this room, however, this is an element that will be addressed in the design. A staircase to the mezzanine is required.
A101 and AD101 - The existing Women’s, Office, Men’s Lockers: some of these spaces are to remain and some to be removed or reconfigured. Is there somewhere where this information exists dimensionally? Drawings provided are labeled as "not to scale". With unscalable drawings, there is no reasonable way to estimate necessary quantities. Please provide scalable or electronic drawings at least.

A101 – there is to be a plywood floored mezzanine over the locker areas. What is the existing ceiling height below that space that needs to be matched?
The existing ceiling height is approximately 9' height but details will be addressed during the design process. The Government does not have current as-built drawings. The as-built drawings provided in Seed Project SOW Appendix 6 have inaccuracies and are for reference only. The site visit provided the opportunity to obtain approximate dimensions for bidding purposes. Requests for additional site visits will not be granted.
AD101 - Does the Paint Mixing room, Spec Tools, and Paint Storage bay toward the plan east exist and if so, is it to remain? Any dimensional information? This would seem to conflict with future PAINT BOOTH 2.
Before this contract is in place, this area will be demolished. The Paint Mixing, Spec Tools and Paint Storage rooms shown on AD101 will be demolished down to the existing concrete slab on a separate contract.
AD101 – is the square in the center of the space mostly at future PAINT BOOTH 4 the existing sanding booth to be disassembled and salvaged?
Yes.
AD101 – The existing PRODUCTION ROOM is to be demolished per 2.1.4.2. It is two stories. Is there any dimensional and height information for that space?
No, there is no additional information available for that space. Government does not have current as-built drawings. The as-built drawings provided in Seed Project SOW Appendix 6 have inaccuracies and are for reference only. The site visit provided the opportunity to obtain approximate dimensions for bidding purposes. Requests for additional site visits will not be granted.
AD101- note 2.1.4.3 required all utilities and the "adjacent ceiling" to be removed at the “North Facility Wall.” I presume the north wall is the plan west wall. Please provide photographs or as-built information about utilities or an adjacent ceiling.
The drawing is oriented that North is on the left side and East is at the top. All concept drawings in Seed Project SOW Addendum 2 are oriented in this way. Photos were posted to FedBizOpps (www.fbo.gov) to solicitation FA8201-15-R-0019 on 19 Nov 2015.
AD101 – note 2.1.4.4 requires all partitions in the Women’s RR and Locker rooms to be demolished, however, in A101, several small closet-like rooms are depicted as remaining.

Is it the intent for the teams to provide a single representative footing and foundation design package even though the proposed three booths are graphically different sizes and configurations?
Yes.
The provided base reactions appear to have inconsistencies in loading requirements. For example a typical portal frame should have base shear loads associated with the frame dead and live load. However, no shear loads for these load cases are provided in the load table. Is any more information available regarding these reactions?
Use only the dead loads and column heights given in the table. The contractor will be required to derive base shear and lateral loads based on the given dead loads. For calculating seismic loads, conservatively assume that the center of mass for each column is at the top of the column.
The provided Seismic shear and uplift loads do not appear consistent with the associated column loads and booth frame geometry. Please confirm that the provided loads are required to be used for the bid design.

Per the RFP section 2.6.3, item 4 states to “Redo fiber to rack from BET to CER”. In addition, item 5 states “Ensure sufficient slack available to relocate exterior fiber and fiber tie-cable to other COMM room.” How many strands and what type of fiber optic cabling must be provided to the new CER? Will the fiber cabling be extended from the existing TR or shall new OSP cabling be routed from the existing manhole, etc. feeding the facility? Is fiber optic cabling required in the expanded TR1 room?
Twelve strand single mode fiber must be provided to the new CER. Fiber cabling shall be extended from the existing CER to the expanded TR in 2" orange inner duct conduit.
Per the RFP section 2.6.3, item 6 states to “Install new 6 inch racks in the CER and TR1 with 6” fingered wire management closing doors.” What is meant by new 6 inch racks? Are these standard communications racks? If yes, how many standard "U" bays are desired?
Clarification: Install new standard size, 6” x 19” x 72"racks in the CER and the expanded TR with 6” vertical fingered wire management.
Vindicator elements are required for much of the security systems, will the base be providing a vindicator parts list for bid? Usually the parts list requires coordination with the base security office during design.
This type of detail will be worked out during the design process. The proposal must include a new security system, including vindicator, for the facility.

The Model Contract encompasses Section L 7.1.2, 7.1.3, and 7.1.4. IAW Section L, 7.1.1, Offerors shall submit a signed and complete model contract [SF1442 - Solicitation, Offer, and Award (Construction, Alteration, or Repair)]. IAW Section L, 7.1.3., Offerors shall complete all required clause fill-ins. Representations and Certifications are required in Section L, 7.1.4.

Reference: Section L, Subfactor 2, paragraph 5.4.2, SF 330, A-E Firm Qualifications. The Government referenced Part J of the SF 330. As there is no Part J, are we to assume the Government meant Part II A-E Qualifications? Does the Government require a separate copy of the SF 330 for each team member and/or subcontractor (design disciplines) to demonstrate the total qualifications being offered?
The verbiage should be Section L Attachment 3 instead of Section J Attachment 3. Part II A-E Qualifications is part of the SF 330.
Reference: Section L, Subfactor 2, paragraph 5.4.4 In this requirement, the Government asks for "a past project similar in scope...". This indicates one project submission to satisfy this requirement. However, in the second sentence the Government states..."Project examples shall be formatted...". This indicates more than one project example. How many project examples does the Government want to meet the requirement of paragraph 5.4.4?

The Government appears to require the submission of one plan-- Limitation of Subcontracting (7.4.1); however, in 7.4 it states that the offerors are to provide the format and number of copies required in Table 1. Table 1, found under paragraph 3.13.2 has no provisions for format of the required information for the Contract Documentation volume. Will the Government please clarify what format for the information is required?
There is no specific format for the information required. Offerors may submit information in format of their preference.

Reference: Section L, Appendix I Past Performance Information tool. Please define what is expected under Business relationships. Does it include prime and subcontractors or just Prime and Team Member or JVC? The Government requires three past performance examples under Volume III Past Performance. Does the government expect all three to be from the prime, or the prime and their team member combined in one contract citation, or does the Government need 3 sample project citations from both the prime and the A-E firm.
Per Section M 2.5.1.2, any relevant Government contract where the Offeror was the Prime Contractor will be considered and reviewed to determine past performance history. IAW Section L 6.3, if a joint venture is contemplated, provide complete information as to the joint venture. Include any relevant and recent past performance information on previous joint ventures with the same partner. If this is a first time joint venture, each party to the joint venture should provide a list of past relevant contracts (maximum of three). Section M has been amended.

Reference: Seed SOW, paragraph 2.1.4.6 SOW for the seed project states that modifications and additions are required for the Industrial Waste (IW) piping under areas of concrete floor removal. Materials and labor for these systems are extremely expensive, and it is not possible to provide preliminary design or pricing for this work without reasonably accurate data regarding the existing piping layout, depths, and materials. Please provide this information for all areas subject to this work.
All existing IW line under demolished concrete slab shall be replaced with new IW material specifically designed for the Seed Project.

Note that the flared connectors and accessories between the paint booths and the round ducts can be extremely expensive, and it is critical to define responsibility for them.

Reference: (Site visit observations, 3 Nov) Field observations during the site visit indicate the existing hangar doors are in very poor condition, including rusted-through holes in the sheet metal components and skin. The SOW indicates that these doors are to be repaired “…ensuring a tight fit to minimize air infiltration.” To what degree is the contractor responsible to repair corrosion damage in order to meet this requirement?

Reference: Section L, paragraph 5.4.5.3 The new high-expansion foam systems stipulated by AFCEC require higher pressures than for previous systems. Has the firefighting water supply serving B270 been evaluated against this requirement? If not, what is the government’s intent to address any discrepancy in water supply versus system requirements?
The "firefighting" water supply is to be addressed by this design. The High Pressure Fire Suppression line is not to be used as it is in violation of ETL 02-15. The government's intent is to have the contractor, through their FPE, design a solution to this problem that complies with UFC 3-600-01, ETL 02-15, Hill AFB Design Guide, AFCEC Interim Guidance (Seed Project SOW Addendum 1), and all applicable NFPA codes. Additionally, please refer to the response for Question 9 above.
Reference: General - In order to provide preliminary designs, engineering, and to budget for installation of foam generators in the new paint booths, it is necessary to have detailed information on the construction and interior features of the paint booths. Please provide full information on the interior height, ceiling layout, intended aircraft position, structural system to include capacity for support of foam equipment, lighting and other ceiling-mounted equipment, and any other issues which could impact placement of and supply to foam generators. If the booth manufacturer has any assumptions regarding installation of foam equipment, please provide that information. If specific information is not available, please provide assumptions on which to base our design and bid.
The foam generators will be furnished and installed in each new paint booth by the paint booth contractor, but the contractor must connect all utilities to single point connections closest to the outside surface of each paint booth.

Reference: Seed SOW, paragraph 2.2.1.10 The doors in the government’s concept drawings do not appear to meet all requirements for emergency egress per the life safety code. Code stipulates a net actual travel distance not to exceed 150 feet from any location in the hangar to an emergency exit. What is the government’s intent regarding conflicts between the SOW and life safety codes?
The design must comply with life safety code, NFPA 101.
Reference: Seed SOW - Please confirm that all interior walls and overhead cover between the hangar area and accessory areas, such as offices, training room, paint mixing rooms, etc., are required to comply with ETL 02-15, paragraph A1.1.1.2.1, which stipulates that such separations must be of fire-rated masonry construction, with fire-rated penetrations and protective devices, to include ducted air supplies, fire and smoke dampers, etc. If accessory area enclosures are required to comply with ETL 02-15, paragraph A1.1.1.2.1, please note that this conflicts with the SOW requirements for a “plywood” mezzanine deck. Please confirm that any overhead enclosure must meet the requirements of the ETL for non-combustible, fire-rated construction.
