DESIGN-BUILD MACC III

PROJECT TITLE: Repair Building 270

MACC III Seed Project

STATEMENT

OF

WORK

1. SCOPE

1.1. This Seed Project Statement of Work (SOW) defines the scope of the Seed Project for the Hill Air Force Base (AFB) Design-Build Multiple Award Construction Contract III (MACC III). The Seed Project will be the first Task Order (TO) on MACC III.

1.2. All design services furnished by the Design Build MACC III contractor shall be performed under the direct supervision of licensed Professional Engineers (PE) and Architects. The contractor, through its designer, is responsible for the accuracy, adequacy, timeliness and professionalism of the design solutions and design documents. The contractor shall ensure design solutions meet the requirements of the contract documents.

1.3. Efficient project management shall include accurate on-time submittals for successful project execution. Technical requirements include early involvement in the process to allow for the development of the most cost-effective and technically-sound design solution. The contractor shall perform all work in accordance with (IAW) federal, state, and local statutes and regulations.

1.4. Building 270 (B270) is the new location for the F-35 Paint and Coatings Center of Excellence.

The facility was built in the 1940’s, and has housed some very important work loads. The current work load is A-10 Aircraft and C-130 Aircraft. This MACC III Seed Project will convert the building to a new fueled aircraft paint booth facility for the F-35 program. Even though this facility is very old, this renovation will bring the facility up to current standards, which will be on display as countless tours will see this new and improved facility. The project consists of two phases and the schedule is critical.

1.5. Phase 1 focuses on work required to finish the concrete required for Paint Booth 2. Paint Booth 2 procurement and installation are on a separate contract and are not included in the Seed Project.

During Phase 1, A-10 production will have one dock in the Northwest (NW) area of B270. Barriers are required to delineate active construction areas.

1.6. Phase 2 deconstructs the A-10 Sanding Booth, demolishes the two-story Production Room, and focuses on work to finish the concrete for Paint Booths 3 & 4. Paint Booth 3 & 4 procurement and installation are on a separate contract and are not included in the Seed Project.

1.7. The Seed Project focus then shifts to the remaining demolition and rebuilding of the facility.

This includes providing or renovating the following rooms: Training, Conference, Paint Mixing, Break, and Office Areas. Substantial electrical, mechanical, fire protection, communications (COMM), etc. are also included throughout B270.

1.8. In summary, the Seed Project prepares B270 to accept three new F-35 paint booths (booths 2, 3 & 4). These three paint booths will be assembled and installed as part of a separate contract from the Seed Project. Paint booth 1 has already been installed and shall remain operable except when outages are properly scheduled by the contractor. The east and west side hanger doors shall remain operable.

The paint booth installation contractor, as well as others, will be working as construction progresses in the facility. The construction contractor shall allow for flexibility without schedule delay.

2. PROJECT DESCRIPTION

2.1. Demolition, Industrial Waste and Concrete, Addendum 2 concept drawing (A101): All interfering demolition shall be completed before placement of new concrete or finish work on the hanger walls. All recyclable material removed shall be recorded on the Hill AFB Construction and Demolition Waste Diversion Report, Appendix 3. The contractor shall comply with Hill AFB asbestos abatement policy, Appendix 4 for Asbestos Containing Material (ACM) and Lead Based Paint (LBP) requirements. See Appendix 5 for applicable Contractor Qualification Requirements.

2.1.1. Concrete Structural Design: The contractor shall design footings, foundations, and floors for paint booths 2, 3, & 4, ref Appendix 1 paragraph 3.1 and 3.7. The footings and foundations shall be designed to support anticipated loads. Included in Appendix 2 is an example of the structural loads of a paint booth. Because the final Paint Booth design is not complete, column locations and reactions are not exact. Continuous footings are required in lieu of spot footings. The continuous footing shall be capable of supporting 125% of the example shown in Appendix 2. This will envelope the maximum expected final Paint Booth design loads. Loads shall be applied along the centerline of the continuous footing at any point. The specific paint booth loads will be provided after contract award. The contractor may fine tune the footing design for each paint booth.

2.1.2. Concrete: The contactor shall saw cut and remove all concrete within the footing periphery of booths 2, 3 & 4, Addendum 2 concept drawing (AD101). The contractor shall provide new footings, foundation and floor for paint booths 2, 3 & 4. The elevation of the new paint booth foundations shall be level within +/- 1/8”. New paint booth floors shall be flat within +/- 1/8”, sloped 1/8” per foot minimum, 1/4” per foot maximum, to the catch basins and broom finished. Paint booth floors shall not be finished per UFC 4-211-02; instead, new concrete shall be sealed with a thin siliconate penetrating sealant specifically for broom finished concrete. Seal test samples shall be submitted and approved by the Government Program Manager (GPM) or Contracting Officer’s Representative (COR) prior to application. Samples will be considered acceptable if the sealant penetrates into the concrete and does not leave an obvious coating on the surface.

2.1.3. Industrial Waste Line: The contractor shall provide new catch basin drains for paint booths 2, 3 & 4 and new Industrial Waste (IW) line within all the demolished concrete areas. The contractor shall provide new IW line where concrete has been removed. The contractor shall reconfigure existing IW line if necessary and connect new High Density Polyethylene (HDPE) IW line to the existing IW line. The catch basins shall be pre-cast size 2’ x 2’ x 2’, and be centered 20’ out from the center of each paint booth filter wall with a grate to support a minimum of 250 per square inch (psi) covering the basin.

2.1.3.1. Phase 1: During Phase 1, aircraft production will have one dock in the NW area of B270 and F-35 Paint Booth #1 operational.

The C-130 Paint Booth steel structure, associated HVAC, utility lines along the south wall and the Existing Paint Mixing Paint Mixing, Storing and Tool Room will be removed as a separate effort outside of the seed project. Two of the nine existing 44,000 cfm air handlers serving the C-130 Paint Booth will remain in place for auxiliary heat in case it is needed during construction. The two existing units shall be demolished as part of this contract as the two new units are operational.

2.1.3.1.1. Industrial Waste (IW) and Concrete: The contactor shall saw cut and remove all concrete within the footing periphery of Booth 2, Addendum 2 concept drawing (AD101). The contractor shall provide new catch basin drains for paint Booth 2 and new IW line within all the demolished concrete area. The contractor shall reconfigure existing IW line and connect new IW line to the existing IW line. The contractor shall provide new footings, foundation and floor for paint Booth 2. The goal is to have concrete in place by 6 July 16.

2.1.4. Phase 2:

2.1.4.1. Sanding Booth Deconstruction: The Sanding Booth shall be saved for use in another space and time. The contractor shall carefully deconstruct the Sanding Booth. Individual pieces shall be mapped and marked for reassembly. All supporting utilities including shop air, breathing air, water, electrical, fire suppression, etc. shall be removed back to the mains or sources. The contractor shall disassemble, palletize, band or box the disassembled pieces for shipment on flatbed trailer.

2.1.4.2. Production Room Demolition: The contractor shall completely demolish and remove the two-story Production Room including all structure and system furniture. All supporting utilities including Heating, Ventilation and Air Conditioning (HVAC), fire suppression, water, drains, electrical, etc. shall be removed back to the mains or sources.

2.1.4.3. North Facility Wall: The contractor shall remove all existing utilities inside the facilities north wall and adjacent ceiling with the exception of fire suppression and utilities required to support Paint Booth #1.

2.1.4.4. Conference Room: The contractor shall demolish the women’s restroom, including toilets, partitions, sinks, countertops and all plumbing. Contractor shall remove the showers, all water mains above the ceiling, all drains from the walls, and capped below floor grade. This area will become a new Conference Room. The closet like rooms contain electrical which must remain and shall be accommodated in the design.

2.1.4.5. Office Area: The contractor shall carefully remove the wall in between the Men’s Locker Room and the Existing Office. This will open up the area to expand the Office Area.

2.1.4.6. IW and Concrete: The contactor shall saw cut and remove all concrete within the footing periphery of Booths 3 & 4, Addendum 2 concept drawing (AD101). The contractor shall provide new catch basin drains for paint Booths 3 & 4 and new Industrial Waste (IW) line within all of the demolished concrete areas. The contractor shall reconfigure existing IW line and connect new IW line to the existing IW line. The contractor shall provide new footings, foundation and floor for Paint Booths 3 & 4. The goal is to have concrete in place by 1 Oct 16 for Paint Booth 3 and 31 Dec 16 for Paint Booth 4.

2.2. Architectural Design and Construction, reference A101:

2.2.1. The contractor shall use the Government Addendum 2 concept drawing (A101) and design a dirty locker room and both men’s & women’s locker rooms. The contractor shall also design & construct a break room, new office, a training room, a conference room, and paint mixing rooms. The contractor shall construct walls and partitions that will hold a 100-lb per square foot (sf) platform above new areas – refer to Addendum 2 concept drawing (A101) for location. Contractor shall provide new lockers in the dirty room locker area as required, in the men’s clean locker room area, and in the clean women’s locker room area. See detailed scope below for required number of lockers and size. Refer to mechanical, electrical & fire protection for associated requirements for these areas.

The contractor shall provide a mezzanine area above the locker rooms; see Addendum 2, A101 key note 19 as indicated by dashed line. The mezzanine area shall support a minimum of 100 lbs/ft^2 for miscellaneous material storage. A staircase to the mezzanine is shown by the existing non-potable water tanks but the exact location will be worked out during the design process. Provide canopies, as required. An example canopy is provided in Attachment 8.

2.2.1.1. Restrooms and Locker Rooms: As part of this scope of work, the contractor shall design and construct new restrooms & locker rooms for both men & women refer to Addendum 2 concept drawing (A101). Final design configuration can vary from the concept but functionally must match the concept sketch. All restrooms and locker rooms must be American Barriers Act (ABA) accessible. There is approximately a 6” floor elevation change between hangar and locker rooms due to sewer elevation requirements. It is anticipated additional locker room and restroom space will require the same elevation change to accommodate proper sewer slope. This shall be resolved as part of contractor’s design. All existing lockers will be removed by the Government prior to start of construction. At existing men’s & women’s locker room areas, the contractor shall remove all concrete curbs (4” +/-) where the lockers are currently located down flush to adjacent floor level.

The contractor shall remove all existing lighting, electrical wiring, walls, HVAC and necessary ancillary fixtures to create the new locker rooms and restrooms as depicted by the concept plan. The contractor shall provide all new finishes and coordinate finishes (i.e. provide 2 finish boards) with the Government. Refer to mechanical & electrical scope of work for further associated work for these areas.

2.2.1.2. Dirty Locker Room Area (approximately 400 square feet): The contractor shall provide new walls, floor finishes, lighting, HVAC, plumbing and electrical power for the new dirty room locker area. Refer to mechanical & electrical scope of work for complete detail. The contractor shall provide 54 lockers for the dirty locker room area. The new lockers shall be 15”W x 18”D x 3’H.

Existing lockers in the hangar area may be re-used and installed in the Dirty Locker Room. The existing lockers are approximately 15”W x 18”D x 3’ H – manufactured by Hallowell. The contractor shall provide additional new lockers to match the existing size and color to complete the locker room design. The contractor shall provide a 15” width wood locker room bench length 20’-0. The existing flooring is epoxy. The floor will need to be prepared to receive new vinyl composition tile. The tiles shall be a minimum 6” x 6” and sloped to drains. Contractor shall provide separate entry doors to the men’s & women’s clean locker room areas, and provide privacy screening entrances so there is not a direct view into the showers or clean locker room areas from the dirty locker room area. Contractor shall provide hard ceiling – moisture-resistant gypsum board or equal - finished. The contractor shall match existing ceiling height.

2.2.1.3. Men’s Clean Locker Room and Restroom (approximately 900 square feet): The contractor shall remove existing toilets, lavatories, and associated fixtures. Contractor shall reconfigure existing plumbing at this area to work with Addendum 2 concept drawing (A101).

Existing showers may remain in place but must meet Addendum 2 concept drawing (A101). Provide 48 new lockers for the men’s locker room clean area. These lockers shall be 15”W x 18”D x 3’ H – manufactured by Hallowell or equivalent. Contractor shall provide hard ceiling – moisture-resistant gypsum board or equal - finished. The contractor shall match existing ceiling height. The contractor shall provide the following accessories for the men’s clean locker room and restroom:

• Size bathroom fixtures for male occupant load of 100

• Provide ceramic wall tile to 5’-0 height all around at each restroom

• Provide new toilet partitions – solid phenolic

• Provide new toilet accessories: Georgia Pacific Toilet Tissue Dispenser (TTD) model# 56783 and Georgia Pacific TTD model# 52109 or approved equivalent

• Provide new toilets (TOTO or approved equivalent), manual flush

• Provide new paint finishes

• Provide moisture-resistant gypsum wall board throughout (3 5/8” metal studs w/ 5/8” moisture resistant gypsum wall board each side). Provide full batt insulation full height of wall

• Provide accessible door(s) (wood solid core – 1¾” thick, 3-0 x 7-0) w/ push and pull hardware and door kicks

• Provide signage on the door to indicate accessible restrooms and men and women

• Provide solid surfacing vanity countertop with flush mount porcelain lavatories Provide vanity countertop length of 20’-0 x 2’-0 width

• Provide a minimum of three lavatories at each restroom or more as required by occupant count

• Provide full height mirror (42” height measured from top of 4” backsplash) and continuous width to match vanity countertop width

• Provide Metalux BAU 232 or approved equivalent vanity overhead light fixtures at vanity countertop – continuous.

• Provide area lighting (overhead) in addition to the vanity lighting as required

• Provide new HVAC (supply & return air and exhaust fans). Refer to mechanical scope

• Provide floor drain

• Provide electrical wiring– refer to electrical scope

2.2.1.3.1. The existing flooring is epoxy. Contractor shall prepare floor to receive new vinyl composition tile, minimum 6” x 6” tiles, – slope to drains. The existing shower, toilet and lavatory locations at existing men’s locker rooms can remain to the extent that all other locker room requirements and space requirements by the scope of work is met, otherwise re-configure these fixture locations to meet concept plan. Match existing ceiling height. Provide benches in front of lockers minimum width 15” and 20’ length. Provide hard ceiling – moisture-resistant gypsum board or equal - finished. Existing janitor room shall remain in current location.

2.2.1.4. Women’s Clean Locker Room and Restroom (approximately 700 square feet):

Contractor shall provide new women’s locker room as indicated on the Addendum 2 concept drawing (A101). Contractor shall provide individual showers and 12’-0 x 2’-0 of continuous lavatory countertop space. Contractor shall provide 24 new lockers for this space. Lockers shall be 15”W x 18”D x 3’ H – manufactured by Hallowell or approved equivalent. Contractor shall provide hard ceiling – moisture-resistant gypsum board or equal - finished. The contractor shall match existing ceiling height. The contractor shall provide the following accessories for the women’s clean locker room and restroom:

• Size bathroom fixtures for female occupant load of 50

• Provide vinyl composition wall tile to 5’-0 height all around at each restroom

• Provide new toilet partitions – solid phenolic

• Provide new toilet accessories: Georgia Pacific TTD model# 56783 and Georgia Pacific TTD model# 52109 or approved equivalent

• Provide Sanitary Disposal (SD) at women’s – Georgia Pacific typical

• Provide new toilets (TOTO or approved equivalent)

• Provide new paint finishes

• Provide moisture-resistant gypsum wall board – (3 5/8” metal studs w/ 5/8” moisture resistant gypsum wall board each side. Provide full batt insulation full height of wall.

• Provide accessible door(s) (solid core wood – 1¾” thick) with push and pull hardware and door kicks

• Provide signage on the door to indicate accessible restrooms and men and women

• Provide solid surfacing vanity countertop with flush mount porcelain lavatories Provide vanity countertop length of 12’-0 x 2’-0 width

• Provide a minimum of three lavatories or more as required by occupant count

• Provide floor drain

• Provide electrical wiring – refer to electrical scope

2.2.1.5. Break room (approximately 600 square feet): Contractor shall provide a break room for mutual use by men & women. Break room shall include two stainless-steel double bowl sinks with a sprayer accessory for each sink, and a shelf in the overhead cabinetry that will house four (4) microwaves. Coordinate size of microwaves with the GPM or COR to ensure sufficient shelf space as well as coordinate location availability of electrical power. Contractor shall provide at least 16 linear feet x 2’-0 width of overhead cabinetry and countertop space. Countertop shall be solid surfacing.

Contractor shall provide under-counter cabinetry for a portion (8’-0 minimum) of the countertop.

Overhead cabinetry shall be 12’-0 length x 30” height x 12” depth, custom grade, as defined by the Architectural Woodworking Institute (AWI) – wood maple. Provide wood samples as a submittal for approval. Mount overhead cabinetry 18” above countertop. Contractor shall prepare floor to receive vinyl composition tile installation and provide vinyl composition tile in break room area. Contractor shall provide new wall and all associated finishes – paint. Contractor shall provide a hard ceiling – moisture-resistant gypsum board or equal – finished to match existing ceiling height. Contractor shall provide separate entry doors to men’s & women’s clean locker room areas from the break room area, and provide privacy screening entrances so there is not direct view into the clean locker room areas from the break room area.

2.2.1.6. Training Room (approximately 2800 square feet): Contractor shall design and construct a new training room for paint booth work. The contractor shall provide HVAC, metal door, environmental controls, electrical and exhaust systems – refer to mechanical and electrical scope of work for further requirements for this area. The contractor shall construct a new training area with new 3 5/8” metal studs @ 16” o.c. with 5/8” gypsum wallboard – both sides. Provide full batt insulation at all wall partitions. Provide a 10’-0 (ceiling height) hard lid ceiling insulated. Contractor shall provide new flooring –Vinyl Composition Tile (VCT), prepare and paint new walls and ceiling

– color white. Contractor shall provide a new 8’-0 x 8’-0 metal roll-up door, motorized, as located on the Addendum 2 concept drawing (A101). Contractor shall provide a storage room, a small classroom, communications room and a fire panel room. Contractor shall provide double-leaf doors

(6’-0 x 7’-0) and hardware to each of these rooms IAW Appendix 1, Base Design Standard. The classroom shall be 20’ x 20’ and the storage room shall be 12’ x 12’.

2.2.1.7. Conference Room (approximately 700 square feet): Contractor shall demolish in entirety the existing women’s restroom. Contractor shall remove all plumbing fixtures and cap pipe.

Contractor shall remove all tile and wall finishes, floor tile finishes and any other bathroom accessory items to be complete. Contractor shall remove existing interior partition walls, benches and lockers.

Contractor shall provide a new conference room shown in the location indicated on Addendum 2 concept drawing (A101). Contractor shall provide all new finishes at the conference room (i.e. carpet, paint, ceilings, lighting et.al.), and provide a 2’ x 2’ tegular ceiling throughout the conference room area. New conference room must be American Barriers Act (ABA) accessible. There is approximately a 6” floor elevation change between hangar and new office space area that must be resolved. Refer to mechanical and electrical for further requirements this area. Contractor shall provide a new 3’-0 x 7’-0 aluminum storefront entrance with 1’-0 sidelite off of the main vestibule.

2.2.1.8. New Office Area (approximately 600 square feet): Contractor shall provide new office area in the location indicated on Addendum 2 concept drawing (A101). Contractor shall remove all existing finishes and provide all new finishes – carpet, paint & ceilings. Provide a 2’ x 2’ tegular ceiling throughout the conference room area. New office space must be American Barriers Act (ABA) accessible. There is approximately a 6” floor elevation change between hangar and new office space area that must be resolved. Refer to mechanical and electrical for further requirements this area.

Coordinate design area with the GPM or COR.

2.2.1.9. Paint Mixing Rooms and Storage Rooms: Contractor shall procure and install two 12’ x 20’ paint mixing rooms and two 12’ x 20’ paint storage rooms for paint and chemicals. Contractor shall provide Rohner Part number MX-10-8-15N or approved equivalent for a total of four (4) units.

Paint mixing and paint storage rooms shall have two adjoining sections and be self-contained as indicated on Addendum 2 concept drawing (A101). All rooms shall have HVAC, electrical, lighting, etc. and be installed on top of a minimum 4” height concrete containment curb. The contractor shall provide all ventilation equipment, grounding, single point electrical hook ups, and all safety equipment. Contractor shall provide a 3’-0 x 7’-0 door to connect paint mixing room to paint storage room. Provide an entrance 3’-0 x 7’-0 door for each paint mixing and paint storage room.

2.2.1.10. Doors: The contractor shall provide new doors IAW Addendum 2 concept drawing (A101). Provide new entrance and exit door on the north side of the building shall be 3’-0 x 7’-0.

This door will be entrance and egress with a CDX10 lock and panic hardware, IAW Appendix 1, Base Design Standard. The contractor shall frame in the existing four (4) man doors (3’-0 x 7’-0) located in the large hangar doors. To the maximum extent possible while staying in compliance with applicable life safety code, the existing doors at these locations shall be removed. The openings shall be framed, insulated and patched with 18-gauge steel sheeting inside and outside, primed and painted to match existing adjacent panels. The contractor shall remove existing outside door and provide a new storefront entrance door with sidelite at the south entrance (vestibule) and exterior lighting. The contractor shall provide a new exit only door in the break room.

2.2.1.11. Vestibule: Contractor shall renovate existing vestibule. Contractor shall remove all existing finishes, metal appurtenances and provide all new finishes, lighting and 2’ x 2’ tegular suspended acoustical ceiling. Contractor shall provide a vinyl composition tile floor and provide 3’-0 x 7’-0 aluminum storefront entrances with 1’-0 sidelites off of both sides of the vestibule to access both conference room and offices.

2.2.1.12. Hangar door requirement: Contractor shall replace all weather stripping and door seals on both the east and west hangar doors. Contractor shall install new weather stripping and door seals, ensuring a tight fit to minimize air infiltration. The contractor shall prepare and paint the inside of both east and west hangar doors. The contractor shall repair all visible degraded areas to ensure a tight fit and minimize air infiltration.

2.2.1.13. Interior Hanger Walls: Contractor shall frame up the south side wall to a height of 20’, insulate, and install white vinyl to match existing material on the north side wall. The contractor shall submit a material sample for approval by the Government. The contractor shall provide and install 18-gauge or heavier 8'-0 tall panels on all interior hangar walls. The design shall include continuous metal angle at base and top for continuous support. Panels shall be securely fastened at least every 2’ on center. Continuous finish trim along the panel top and bottom shall be included.

All new metal shall be primed and painted to match the vinyl. Coordination for existing wall openings such as doors, louvers and any other similar appurtenances shall be included.

2.3. Electrical, reference Addendum 2, concept drawing E101:

2.3.1. Contractor shall design, provide and install a new electrical system for the new facility configuration including Paint Booths 2, 3 & 4 and all equipment required to include listed below.

The contractor shall modify the main distribution panels (MDP) as required for all applicable existing and to be constructed electrical loads. Panels for each new Paint Booth shall be located, side by side, as shown on the E101. Paint Booth 3 shall be supplied with new 400-amp, 3-phase, 480/277V and 200-amp, 3-phase, 208/120V panels. Paint Booth 2 & 4 shall be supplied with 600-amp, 3-phase, 480/277V and 200-amp, 3-phase, 208/120V panels. Contractor shall connect Paint Booths 2, 3 & 4 with 480/277V and 120/208V power with a J-Box with terminals and disconnects as shown on E101.

The contractor shall provide the following for the Training Room: six (6) each 480V, 3-phase, 20-amp circuits with disconnects on the walls and six (6) each 120 V, single-phase, 20-amp duplex receptacles, one for each station. The contractor shall provide 480V, 3-phase, 60-amp circuit for the future Small Parts Paint Booth.

2.3.1.1. Grounding and Lighting: The contractor shall provide grounding and include four

(4) aircraft grounding points for new paint mixing rooms and Paint Booths 2, 3 & 4 for a total of 20 grounding points. The contractor shall design and provide new lighting in all open hanger areas, the new Office Area, Training Room, Conference Room, Locker Rooms, Restrooms, and aerial lights on the exhaust stacks. Lighting intensity shall comply with the Illuminating Engineering Society (IES) lighting handbook. See Appendix 1 R1.

2.4. Mechanical, reference Addendum 2, concept drawing M101: The contractor shall cap and repair all unused exhaust duct and pipe penetrations, through the walls and roof using a government approved roofing contractor for the roof to avoid warranty issues. The Single Point Locations (SPL) as shown on the drawing is the notional location for paint booth water, air, gas, wire and fire. Exact positioning and mounting shall be as detailed in the design by the contractor in coordination with and approved by the GPM or COR.

2.4.1. HVAC: The contractor shall design and provide two (2) new direct fired natural gas air handlers on the existing C-130 catwalk. The units shall be sized and configured for 30% ventilation and 70% recirculation and connected. The contractor shall install Direct Digital Controls (DDC) and provide programming for the existing Energy Management Control System (EMCS). Ducting shall supply heated air down just above the floor elevation between Paint Booths 1 and 2. Infrared heating (IR) is required in the open hanger areas and not above paint booths. The contractor shall reconfigure existing IR and provide new IR for heat in the open hanger areas. The contractor shall design and provide HVAC for the Locker Rooms, Restrooms, Conference Room, Training Room, Break Room, Paint Mixing Rooms, New Office Area and COMM Rooms. The contractor shall commission all HVAC in building 270. The entire facility area shall be maintained at a minimum of 60 degrees Fahrenheit for the duration of the project. EMCS connection points shall be added to monitor the Training Room, Conference Room, COMM Rooms, Locker Rooms, Restrooms and the new Office Area.

2.4.2. Paint Booth Ventilation: The contractor shall procure and install six new motorized 72” X 60” Class 1 intake air dampers in place of existing windows on the high bay walls. The contractor shall procure and install six new 48”exhaust air stacks including guide wires and aerial lights. Each stack shall have transition flange just below the roof deck. Each stack must extend 20’ above the highest roofline and 3’ below the roof deck. The Paint Booth Contractor, not part of this contract, will run the interconnecting ductwork and provide damper control.

2.4.3. Breathing Air for Paint Booths 1-4: The contractor shall size, procure and install two (2) redundant Breathing Air Systems (BAS) Class 4, Del-Monox DM series or approved equivalent. The new BAS will be installed where the existing BAS is located. The contractor shall design and provide piping for breathing air to Paint Booths 1-4 Single Point Locations (SPL). Each BAS shall be sized to provide 44 breathing air lines being used simultaneously, for 3M hoods being used, eight for each Paint Booth 1-4 and the Training Room as described below. The contractor shall include low breathing air pressure and carbon monoxide (CO) alarms.

2.4.4. Shop Air for Paint Booths 1-4: The contractor shall design and provide shop air piping for Paint Booths 1-4. Piping shall tie into the existing Shop Air System. Piping shall be sized to allow 32 outlets to be simultaneously used, eight each for Paint Booths 1-4. Air tools and spray guns require up to 50 SCFM and the vacuum system requires up to 300 SCFM, all at 90 psi.

2.4.5. Training Room Breathing Air and Shop Air: The contractor shall design and provide six breathing air stations including piping and quick disconnects. The contractor shall include low breathing air pressure and CO alarms. The contractor shall also design and provide six shop air stations including piping and quick disconnects.

2.4.6. Small Parts Paint Booth: The contractor shall design and provide piping sized for six breathing air stations. The contractor shall include low breathing air pressure and CO alarms. The contractor shall also design and provide piping for six shop air stations. All piping shall terminate on the facility wall near the Small Parts Paint Booth location.

2.4.7. Water: The contractor shall provide and install 2” non-potable water lines from the non-potable tank system, southwest corner of the building, to each Paint Booth, 1-4.

2.4.8. Natural Gas: The contractor shall design and install 2” min pipe for natural gas to each Paint Booth 1-4.

2.5. Security: The contractor shall design, provide and install a security system in this facility to protect the entire facility for open storage of classified information and in compliance with Open Storage Area (Secure Room) construction standards as mandated in DoD Manual 5200.01, Volume 3, Appendix to Enclosure 3, see Appendix 8 of this SOW. Some specific requirements unique to this contract are provided in the remainder of this section, but the contractor shall be responsible for designing and renovating this facility to meet Secure Room standards regardless of whether or not specific requirements are called for in the remainder of this section. The system will include a minimum of 35 motion detectors for the IDS (Intrusion Detection Systems). The motion detectors shall be installed so all motion around all the Paint Booths, Locker Rooms, COMM Rooms, Break Room, Restrooms and Training Room will be covered by the sensors. The contractor shall install balanced magnetic switches (BMS) on all existing and new doors including personnel, hangar, and the roll-up door. The facility will also include a Vindicator system with pin pad that will control two entry points. The contractor shall install two new CDX10 combination locks compatible with panic hardware on the entry doors. All other personnel doors shall be converted to exit only doors by removing exterior door hardware (and covering hole with a solid steel plate welded to the door), and installing panic hardware with deadbolt emergency egress hardware. Roll-up door and hangar doors shall be lockable from the inside with a steel deadbolt or latches. The contractor shall provide 1/2” solid steel bars in a 6” grid (welded at intersections) in the hangar door windows IAW window requirements in Appendix 8, DoD Manual 5200.01, Volume 3, Appendix to Enclosure 3. The contractor shall provide sheet steel 18-gauge on the inside of the building in front of all the lower row of windows; this includes the North side, West side, and South West corner. All HVAC ducts or openings larger than 96 square inches penetrating the secure perimeter of the facility must be secured using 1/2” steel bars in a grill with 6” spacing secured to the inside portion of the room. The bars shall be welded at all intersections. The bars shall be welded to a steel frame anchored to the wall on the secure side of the wall (with 6” anchors), and not the ductwork itself. Secured ductwork shall have inspection ports installed to verify that bars are in the ductwork for later security checks. The contractor shall remove the exterior electric door operators on both the east and west hangar doors and replace with a fire dept. emergency keyed access switch.

2.6. COMM:

2.6.1. The contractor shall design and install a communications system for this facility. All communication work shall comply to the 75 ABW/SC Communications & Information Directorate Hill AFB, Utah Telecommunications Installation Criteria for Facility Design and Renovation (TAB K) dated August 2011, the Engineering Technical Letter, (ETL) 02-12: Communications and Information System Criteria for Air Force Facilities dated 27 Jun 2002, and the Unified Facilities Criteria (UFC) UFC-3-580-01, Telecommunication Building Cabling Systems Planning and Design dated 27 Jun 2007. The contractor shall identify one person certified as a Registered Communications Distribution Designer (RCDD) and one person certified as a Building Industry Consulting Service International (BICSI) technician. Proof of certification shall be provided.

Contractor shall ensure all personnel assigned are capable of working independently and have demonstrated the knowledge, skills and expertise necessary to perform duties as defined. Contractor shall coordinate with 75th ABW/SCXP (801-586-0214) Base Communications Program Manager prior to performing work with this project.

2.6.2. This project will require a new Communications Equipment Room (CER) and expanded Telecommunications Room (TR) to house communications equipment. The dimensions of the new CER shall be at least 7’ X 10’. The contractor shall remodel and expand the existing TR room to 7’ X 10’ or larger. The floor of the CER and expanded TR shall be raised at least 2” to prevent damage to communications equipment from water entering the room. Ceilings shall be hard-lid. All doors for CER and expanded TR must be solid core, directly assessable and installed so the door opens out.

Each room shall be independently climate controlled, capable of providing year round ambient temperature control (24 hours/day, 365 days/year) to protect all installed electronics equipment.

Rooms must be provided with positive atmospheric pressure to exclude dust.

2.6.3. All work shall be accomplished in order to prevent as much communications service down-time as possible. Network equipment must be protected throughout construction of new CER and expanded TR. CER must be IAW aforementioned standards including but not limited to proper lighting, power, security, etc. Contractor shall relocate existing communications equipment and cabling from old communications closet to newly constructed CER. All efforts should be made to re-utilize existing cabling and equipment. However, some new cabling and equipment shall be provided in order to reach new CER or to meet TAB K standards, see Appendix 7.

1. All existing Cat 5 cabling, jacks, and patch panels shall be upgraded to Cat 6.

2. Cables/conduit can be intercepted and re-routed to new CER where applicable.

3. Building Entrance Terminal (BET) to remain in place, extend a 50 pair house cable to a rack in the CER.

4. Redo fiber to rack from BET to CER with twelve strand single mode fiber.

5. Ensure sufficient slack available to relocate exterior fiber and fiber tie-cable to other COMM room.

6. Install new 6” x 19” x 72 inch racks in the CER and expanded TR with 6” fingered wire management closing doors. Ensure each racks are seismically braced and grounded.

7. Install a 50 pair cross connect cable from existing COMM board in TR to the new rack in the expanded TR.

8. Install 1 ea 48 port patch panel on each rack in the CER and expanded TR for 50 pair house cables.

9. Install sufficient 48 port patch panels for Cat 6 cabling in each CER and expanded TR and provide a minimum spare capacity of 25 %.

10. Install 208 to 110 power to racks in both the CER and expanded TR.

11. Install new cable tray from CER and expanded TR to offices. Cable tray will not be higher than 20 feet.

12. Existing wireless LAN shall remain in place. Cabling to wireless LAN shall be replaced with

CAT 6

13. Labeling of all jack locations and patch panels will be determined by 75th ABW/SCXP during preparatory meeting with Communications Contractor.

14. Install, terminate, test and label (2 ea) blue CAT 6 cable and black jacks to 30 locations.

15. A pre-construction meeting will be scheduled by the contractor with the 75 ABW/SC COMM

PM.

Any cable/equipment identified by 75 ABW/SC personnel as abandoned in place (AIP) will be removed and discarded. Coordinate through SCXP PM prior to beginning work. Advance notice required. UPS/Switch will be moved by 75 ABW/SC personnel.

2.7. Fire Protection: Contractor shall design and provide a fire suppression and alarm system that meets ETL 02-15, UFC 3-600-01 and all other the applicable requirements, including Air Force Civil Engineering Center (AFCEC) Interim Guidance taking precedence, for the operation of B270. See Addendum 1 for AFCEC Interim Guidance. Appendix 6 contains as-built utility drawings. The contractor shall verify all as-built information, survey the existing base water distribution system and conduct tests as necessary to assure a functional design that meets all requirements. Attachment 7 provides potable water flow data. The contractor shall provide the infrastructure to support the paint booth design that accommodates fueled aircraft. Currently, there are no plans to prep fueled aircraft in the main hanger space.

3. REQUIREMENTS DOCUMENTS

3.1. The Contractor shall identify and comply with all applicable federal, state, local DOD and Air Force requirements whether or not specifically listed. See Appendix A of the MACC III Basic SOW for a partial list. This SOW calls out appendices, addendums and attachments throughout. For example: Appendix 1 is the Base Facility Design Standard. Addendum 1 is AFCEC Interim Guidance and Addendum 2 contains four concept drawings: AD101, A101, M101 and E101.

Attachments include AutoCAD drawing templates, facility surveys on Asbestos Containing Materials (ACM) and Lead Based Paint (LBP). Addendums 3, 4, 5 & 6 contain the Hill AFB General Specifications.

4. GOVERNMENT-FURNISHED INFORMATION, EQUIPMENT, AND PROPERTY (GFI,

GFE, GFP)

4.1 It not anticipated GFI, GFE or GFP will be furnished. However, if required GFI, GFE, or GFP will be identified at the TO level.

5. MANAGEMENT, PLANNING, AND REPORTING REQUIREMENTS

5.1. The Contractor shall implement the range of construction and engineering activities specified in this SOW and IAW all applicable compliance documents. The Contractor shall supply all labor, equipment, and materials necessary to accomplish the work assigned unless otherwise specified in this SOW. The Contractor shall perform management and planning functions, including performance measurement and fund status reporting, through the course of this effort.

5.2. Schedule

5.2.1. The contractor shall maintain a detailed working schedule that facilitates the management of the project work and provides the capability for early identification of potential schedule impacts.

The schedule shall include negotiated baseline dates and current schedule projections. The current schedule shall be maintained and updated at least monthly to accurately reflect program progress and provide realistic forecast projections. The contractor shall provide schedule updates at either a detailed level or a summary level as requested by the GPM or COR. Additionally, schedule updates that reflect actual schedule progress shall be submitted on AF IMT 3065 or as approved by the CO.

5.3. Meeting and Conference Requirements

5.3.1. The Contractor shall perform a site visit and attend a pre-performance conference, preconstruction conference, and other meetings necessary to support construction activities. The

Contractor shall also attend and support meetings and teleconferences to discuss technical or regulatory issues and project progress and status. The Contractor shall prepare, and submit for review, presentation materials and minutes for meetings and an agenda.

5.4. Contractor Documentation

5.4.1. The Contractor shall create and maintain a Master Document List or Submittal Register, i.e.

AF Form 66, that includes all documents, whether the document is a deliverable or not, which are prepared during the course of this SOW. The Master Document List and its documents shall be maintained and made available for submittal to the Government. All Material Submittals shall be accomplished IAW the instructions pertaining to AF Form 3000, Material Approval Submittal.

5.5. Notification Requirements

5.5.1. The Contractor is required to notify the CO and the GPM or COR of critical issues that may affect the contract performance, human health, and the environment. The types of issues that require notification include, but are not limited to: health risks, spills, changes in critical personnel. On critical issues, verbal notification shall be made immediately, followed by written notification as soon as practical.

5.6. Permits

5.6.1. The contractor shall develop, coordinate, and assist in applying for and obtaining all, federal, state, local, and other applicable permits, access, agreements, licenses, and certifications required.

The Contractor shall comply with all applicable permit conditions.

Contractor shall notify GPM or COR 30 days prior to any utility outages including, water, gas, communication, electrical, fire suppression, shop and breathing air.

ENVIRONMENTAL Remarks

Hazardous materials present(e.g. asbestos, PCBs, lead-based paint)

The Contractor is cautioned that materials in and around this project may contain asbestos or be coated with Lead-Based Paint (LBP).

The government will make every effort to locate and identify and remove all Asbestos Containing Materials (ACM) and LBP prior to bidding; however, this is not always possible.

These materials are often hidden and cannot be discovered until after demolition has begun.

The failure of the government to identify all ACM and LBP in no way relieves the Contractor from legal obligation to comply with state and federal regulations regarding the handling of ACM or LBP.

Known geo-technical issues (e.g. contaminated soil, ground water, etc.)

5.6.2. The Contractor shall have a copy of these documents at all times and comply with all applicable permit conditions.

6. SITE WORK

6.1. The Contractor shall coordinate work site activities to ensure the protection of human health and the environment; the prevention of damage to property, utilities, materials, supplies, and equipment; and the avoidance of work interruptions. The Contractor shall perform site work required under this SOW in compliance with the following:

6.1.1. Conservation

6.1.1.1. Activities shall be planned and implemented in a manner that protects existing site utilities, structures, surface features, service operations, monitoring and other types of wells, and the general site environment. This includes the protection of trees, shrubs, and other vegetation not in the affected zone from dust damage, soil compaction, and physical contact with machines and equipment.

If appropriate, the Contractor shall conserve uncontaminated topsoil by removal, storage, or redistribution. All reasonable measures shall be taken to minimize and suppress fugitive emissions of dust, vapors, and other site materials during site work. All fill materials shall be uncontaminated.

The Contractor shall conduct all operations and activities with the intent of reducing the amount of pollution generated. Specific areas to be focused on are generation of solid waste, use of hazardous materials, use of ozone-depleting chemicals, generation of hazardous waste, and use of energy and water.

6.1.2. Site Preparation

6.1.2.1. The Contractor shall perform site work to prepare the site for construction activities.

Security and access controls shall be implemented to prevent unauthorized entry. The Contractor shall survey existing utilities to determine adequacy and need for modifications to support site activities. The Contractor shall obtain appropriate approvals and shall construct connections or new systems for electrical power, water, sewer, gas distribution, telephone, and other utilities, as required, to accomplish the activities specified in this SOW.

6.1.3. Demobilization

6.1.3.1. The Contractor shall decommission facilities and restore the site. The Contractor shall remove any temporary facilities, structures, and utilities. The Contractor shall document and report on activities and train Government personnel to perform required maintenance.

7. CONSTRUCTION DOCUMENT PREPARATION

7.1. The contractor shall be responsible for the professional quality, technical accuracy, and the coordination of all designs, drawings, specifications, and other services furnished under this contract.

The Architect-Engineering (A-E) design team shall, without additional compensation, correct or revise any errors or deficiencies in its design drawings, specifications and other services. The design of architectural, structural, mechanical, fire protection, electrical, civil, or other engineering features of the work shall be accomplished by or under the direct supervision of architects and engineers licensed in the respective disciplines. All designs, drawings, specifications, notes and other works required in this SOW shall become the sole property of the Government and may be used on any other design or construction without additional compensation to the Contractor. The Government shall be considered the “person for whom the work was prepared” for the purpose of authorship in any copyrightable work under 17 U.S.C. 201(b).
