PURPOSE
This document supplements UFC-3-580-1 and the Air Force Civil Engineer Support Agency (AFCESA) Engineering Technical Letter (ETL) 02-12, which identifies the minimum telecommunication requirements, and to provide design criteria for telecommunications cabling and distribution system requirements unique to Hill Air Force Base. The AFCESA ETL 02-12 states pre-wiring shall be included in all military facility construction projects accomplished with 3300 series funding. IAW AFI 33-101, COMMUNICATIONS AND INFORMATION MANAGEMENT GUIDANCE AND RESPONSIBILITIES, the Communications-Computer Systems Officer (CSO) has mandated that all pre-wiring must comply with ETL 02-12, BISCI Telecommunications Distribution Methods Manual and this document. Compliance with this document improves maintenance by establishing a standard for communication systems.
Department of Defense (DOD) publications direct the use of commercial standards whenever they meet DOD needs.
The guidance in this document will be followed by all base and tenant agencies and their contractors.
To minimize the long-term cost of the infrastructure, ensure interoperability and interface capability, local standards are established and may only be changed when approved in writing by the CSO. These standards are intended to promote common skills among maintenance personnel throughout the base and to minimize the necessity for excessive spare parts and variations in telecommunications equipment.
Revisions to this document will be prepared and distributed by 75 ABW/SC when higher headquarters guidance, USAF communications standards, or other contributing agency standards warrant changes. Additionally, 75 ABW/SC recognizes the inherent need to maintain close interaction with Base Civil Engineering (BCE) and the Army Corp of Engineers on all project issues and we invite comments or recommendations for changes to this document.

2.0 GENERAL SCOPE
a. Project design packages will comply with criteria documented herein for:
(1) Concealment of wiring and cabling.
(2) Space for installation and maintenance.
(3) Flexibility of office layout in administrative areas.
(4) Standardization of user requirements.
b. The base CSO or designated authority should be contacted for approval/disapproval for any deviations to the criteria defined in this document.
c. The design package OPR shall:
(1) Submit all required Communication Service Requirement Documents (CSRD) needed in support of the project.
(2) Present all communications requirements to 75 ABW/SC prior to the 10% level of design review.
(3) Present 75 ABW/SC a complete design package for review to include a draft Requirements and Maintenance Plan (RAMP), draft drawings, DD FORM 1391, FOR OFFICIAL USE ONLY 6
MILITARY PROJECT CONSTRUCTION DATA, and a list of any deviations from the 75 ABW/SC criteria, which must be approved by the base CSO.
(4) Allow 10 business days for the Communications & Information Directorate personnel to review all design packages.
(5) Provide a project support agreement (PSA) identifying all requirements and the dates when support will be required.
d. 75 CS/SCX Project Manager(s) will:
(1) Coordinate design packages/PSA’s with all appropriate communications agencies.
(2) Receive and maintain comments on design packages. Ensure design packages comply with DOD and local standards and support the current base blueprint document.
(3) Forward comments to the OPR and attend design meetings as required.
(4) Ensure the most efficient wire or cable distribution system is in the design package.
(5) Check design packages to ensure current and projected communication requirements are considered for flexibility to accommodate future additions or changes.
(6) Ensure appropriate 75 ABW/SC personnel are involved in all phases of the project.
3.0 PERSONNEL CERTIFICATION REQUIREMENTS
Personnel involved in design and construction shall be certified in engineering and installation of telecommunications, cabling and distribution systems. Contract personnel and affiliated organizations shall provide adequate proof of skills upon CSO request.
4.0 LOCAL MINIMUM STANDARDS
4.1. FIBER
4.1.1. For Base Fiber Optic Backbone Building Connections (Information Transfer Nodes- ITN's), use 36 Strand Single Mode (SM) Fiber 9/100 micron –Consistent with long distance transport via ATM or Gigabit Ethernet protocol transmission equipment.
4.1.2. For Base Fiber Optic Satellite Building Connection (End Building Node-EBN's), 12 Strand SM Fiber 9/100 micron – Consistent with Switched Ethernet, Gigabit Ethernet, or Switched Gigabit Ethernet protocol transmission equipment.
4.1.3. For Horizontal cable connections between the main communications equipment rooms (CER) and other telecommunications rooms (TR) within the same building, a minimum of 6 Strand Single Mode (SM) Fiber will be used.
4.1.4. All interior fiber connections will use ST (Straight Tip) type connectors.
4.2. COPPER
4.2.1. The number of copper cable pairs needed for new installations will be determined during design reviews or when a requirement has been identified.

4.2.2. All cable used for telecommunications outlets shall be four pair, 24 AWG, solid copper conductor, Category 5E, UL tested and certified. Each Data cable shall be dedicated to one device or outlet only.
4.2.3. Only plenum rated cable may be used whenever cable is installed and exposed within air circulation areas. Contact CSO for any deviations.
4.2.4. All outside cable splices for 26 AWG copper wire shall be spliced using modular splicing methods.
4.2.5. All outdoor metallic Twisted Pair (TP) Cable will be gel filled core type, and meet Rural Utility Service (RUS) PE-39 or PE-89 specifications.
4.2.6. Pedestals used to provide service shall have protected terminal blocks. (See Atch 1).
4.3. COMMUNICATION JACKS
4.3.1. All telecommunications outlets shall be quad RJ45 type jacks utilizing TIA 568B wiring configuration. (See Figure 1 and Attachment 1)
4.3.2. Place phone/data/LAN outlet jacks every 12 LF along every wall space or one for each 50 square foot of floor space; whichever provides a higher outlet density. All other locations will be provided with an outlet density as determined by the CSO. (See also Para. 10)
5.0. BUILDING COMMUNICATIONS DISTRIBUTION SYSTEM
5.1. For new construction or remodeling, the design, installation, and related costs necessary to extend the conduit and manhole system to the new location shall be included in the project package in accordance with ETL 02-12. Multiple service entrance locations will be required for all facilities housing command and control systems to provide redundant, survivable service.
5.2. CONDUITS (EXTERIOR)
5.2.1. All outside plant communications cable installation shall adhere to the technical specifications set forth in AFTO 31W3-10-3 thru 31W3-10-22, the TIA/EIA, the ETL, and the NEC
5.3. CONDUITS/CABLE TRAYS (INTERIOR)
5.3.1. For new installations, and renovations, circuit connectivity from the telecommunications outlet jacks to the TR or the CER will be routed through conduit sufficient in size as not to exceed the 40% rule as stipulated in the National Electrical Code (NFPA 70). Conduits will be installed 12" above the finished ceiling, using the most direct route. Cable trays when used shall be installed no higher than 14 feet in industrial areas. In administrative areas, the cable tray/raceway will run no higher than 6 inches above the ceiling tile grid, using an independent support structure, and using the most direct route between the TR and the CER. Ground on each

end (one end to telecommunications main ground bus bar/telecommunications ground bar (TMGB/TGB) and at intervals not to exceed 18m (60 feet). Use a #6 AWG cable with green/yellow stripe to jumper between discontinuous segments on both side rails. The jumper shall be made with 2-hole compression lugs terminated on both ends. (TMGB/TGB: Minimum dimensions of 0.25 inch thick by 4 inches wide by 10 inches long for TMGB and TGB. Perform and provide TMGB/TGB ground bus resistance test results (5 ohms or less) in accordance with ETL 02-12, paragraph 8.3.3.2.4; NEC art 501-510; MIL-STD-188-124B, paragraph 5.1.1.1.7.
Telecommunications grounding bus bars shall be installed to maintain clearances as required by NEPA 70 and shall be insulated from its support. A minimum of 50 mm (2 inches), using non-conductive standoffs, separation from the wall to allow access to the rear of the bus bar and the mounting height shall be adjusted to accommodate overhead and under floor cable routing.
Label near point of connection at panel board and each TMGB and TGB in accordance with TIA J-STD-607-A; "If this connector or cable is loose or must be removed, please call the building telecommunications manager." “J” hooks may also be used for distribution of wiring. In existing buildings, plenum jacketed cables may be used, where allowed by national building codes, without the noted conduits, if properly supported.
5.4. MANHOLES/HANDHOLDS
5.4.1. All manholes shall be designed and constructed to meet the requirements of T.O. 31-W-3- 10-22, and provide a clear floor space of 8’x 10’ measured inside the manhole. An alternate size of 6’x 8’ may be used when no primary backbone cable passes through the manhole (lateral or dead end service only). All manholes shall provide a clearance height of not less than 7 feet.
Mandatory items include a grounding bus bar and rod and related conductors and wiring, a ladder or steps, cable rack supports (galvanized), a sump (French drain), pull in irons, frame and a manhole cover cast with the word “COMMUNICATIONS” exposed to the surface. Manhole covers will be a minimum of 36” in diameter. The manhole ring/collar shall be labeled with the MH#. CONTACT 75 ABW/SCOIVC for proper MH designation. Conduits shall enter the manholes 4 to 5 feet from floor on the end and be perpendicular to the wall in approximate location as shown on attached sketch (Figure 2).
5.4.2. A manhole with a minimum of 2 four inch conduit/duct bank lateral system with tracer and pull rope will be used for required service and distribution cables, plus 100 percent spare ducts (not less than 1 spare) for expansion and maintenance in all primary duct banks.
5.4.3. Manholes shall be installed for all connections to the existing cable plant as required to maintain a maximum manhole spacing of 500 feet, center to center. Additional manholes may be required to provide adequate control of connection and distribution of the cable plant. See Figure 2 for specific manhole construction criteria.
5.4.4. Handholds, when needed, will have a nominal inner dimension of 4’ x 4’ x 4’ and have a grounding rod, cable rack supports, sump drain and pulling irons installed.
6.0 TELEPHONE ENTRANCE CABLE

6.1. The contractor will provide underground exterior service gel filled cable, IAW Rural Electrical Association (REA) standard PE-39 or PE-89, from main communications Building Entrance Terminal (BET) to the nearest manhole tie in point or splice case, which can provide sufficient vacant pairs to accommodate each facility with required circuits, plus 100 percent spare pairs, as determined by the CSO or designated authority.
6.2. From the nearest manhole, stub up 2 continuous, 4” lateral conduits 6” above the finished floor level to a location in the CER, and adjacent to the telephone punch down board. One of the lateral (entrance) conduit will have four 1 inch, smooth walled inner-ducts from the CER to the interconnect manhole location within the existing backbone conduit system for fiber optic cable connection and for future requirements.
7.0 COMMUNICATION ROOMS
7.1. COMMUNICATION EQUIPMENT ROOM (CER)
7.1.1. A CER will be provided to house all necessary communications equipment needed to terminate the building's interior wiring with the exterior base cable system. The quantity and size of the building CER shall comply with the standards and guidelines set forth in ETL-02-12, paragraph 8.3.3.3. Adequate installation and maintenance space (see Figure 3), shall be included to support this equipment and any necessary cable entry requirements. If equipment racks/cabinets will be installed, they must be seismically braced, and have a minimum of 3 feet of clearance along all sides to facilitate equipment installation and maintenance. Cabinets/racks that are placed side by side must maintain the clearance as outlined above, around the row of cabinets/racks. Type 630B-8 wall jacks will be provided for wall mounted telephones in the CER, electrical/mechanical rooms and communications closets and mounted 60” above the finished floor. Ceilings will be either opened air or installed with a hard-lid ceiling. If hard-lid ceiling is installed, a minimum of 12" must be maintained between the top of the cable tray or ladder rack and the lowest point of the ceiling. All incoming cable trays shall be installed below the hard-lid ceiling.
NOTE: Special attention will be given to the space allocation required for placement of classified systems IAW AFSSI 7010 and AFSSM 7011 to ensure security countermeasures are met.
7.1.2. Backboards: All required BET or block terminations shall be mounted on an 8’ x 4’ x ¾” AC plywood backboard. The backboard will be flame retardant or covered with a flame retardant coating. The backboard will be installed vertically, 9 inches above the finished floor, and use 4 inch standouts between the wall and the backboard with smooth side out in the TR and CER.
The stamp verifying the backboard has been pre-treated with fire retardant must be face away from the wall and be seen at all times. Backboards that are not pre-treated with fire retardant shall be painted with two-coat insulating varnish finish or fire retardant paint. Backboards that are painted shall not have the stamp covered, measures must be taken to ensure the stamp is not painted over while applying insulating varnish finish or fire retardant paint.
7.1.3. No other equipment, such as mechanical and plumbing equipment and electrical panels, will be placed in the CER unless pre-approved by the 75 ABW/SC designated approving authority. Exception: electrical panels may be installed in the CER if they directly affect the

power outlets in the room and no others. The CER will be free and clear of all obstructions to a height of 8’0” to provide adequate ventilation and cooling. General purpose storage is prohibited in the CER and Telecommunications Rooms (TR).
7.1.4. Category 5E Data wiring (see Atch 1) will be terminated in a 110 style, 48 port, 19 inch, rack mounted, category 5E patch panel, located in the CER and situated in a centralized location within the building, unless the cable distance exceeds 300 ft. (90M) from the CER to the desktop/wall jacks. If the cable distance exceeds 300ft (90M), the LAN cable will terminate in a TR patch panel and provisions will be made to interconnect each TR to the primary CER via 4” steel conduit, cable tray or inner-duct.
7.1.5. Outside Plant cables feeding from the nearest manhole will not have a maintenance coil on the backboard in the Communication Equipment Room (CER). These cables will exit the conduit and run directly to the Building Entrance Terminal (BET) or the Fiber Termination Tray.
7.2. TELECOMMUNICATION ROOMS (TR)
7.2.1. TR’s will be provided with space as required for CER rooms (See Figure 3) and will be located so that the distance, measured along the routing path of the cable, will not exceed 300’ (90M), including vertical distances to wall telecommunications/data outlets. This will maintain the integrity of the digital data signal as stipulated by Category 5E wiring requirements. Where multiple TR rooms are required, attention must be given to their strategic placement to support interconnection via 4” conduits or 6”x 2” cable trays between each room as well as to the primary CER, where the cable head/fiber connections are to be located. If it is necessary to interconnect more than one remote CER or TR to the primary CER, a minimum of 6 strands of single mode fiber optical cable will be used. A smooth walled 1” plenum inner-duct will be provided inside a 4” conduit or conduit raceway, with pull cord, as a direct path between each TR and the primary CER. For telephone interconnection, a 24 AWG or better copper wire cable between the TR and the CER (of adequate quantity to provide 125% connectivity for all voice circuits located within the CER or TR) to accommodate data grade services (fax and modems) and phone connections.
7.2.2. All doors for TR and CER must be installed so the door will open out, must be solid core, and directly accessible.
8.0. SECURITY
8.1. Secured interior or exterior access to the CER/TR will be provided to allow 24-hour access.
Locking door knobs shall be utilized with ASSA key to match the 75 CE Master Key System.
Only personnel with authorization from the CSO may possess CER/TR keys.
8.2. Classified requirements may vary and shall be taken on a case-by-case basis. Customers must identify classified message traffic or telephone requirements, and coordinate all requirements with the 75 ABW/SCXPP Plans & Program Branch and 75 ABW/ SCOOI Information Assurance Branch to ensure proper compliance measures are attained.
8.3. All CER/TR’s will be as CER and or TR (TR1, TR2, etc ).

9.0 OPERATIONAL ENVIRONMENT
9.1. Temperature/Humidity. A temperature controlled environment is required IAW ETL 02-12, Para. 8.3.3.2.3 in the CER and TR areas. Provide heating, cooling, and fresh air appropriate for the equipment housed. Maintain a positive pressure inside the room to reduce the entry of dust.
Normal operating ranges should be as locally established for employee comfort (typically between 68 to 78°F [20 to 26°C]). There are no special relative humidity requirements. However, in order to minimize static discharge and condensation it is recommended that the relative humidity be between 20 to 60%.
9.2. Lighting: Switched lighting will be provided in all CER areas, adequate to promote work with small fiber items and miniature lettering devices. Maintain a minimum of 12” clearance between fluorescent (ballasted) light fixtures and all cable runs and cable devices. Provide a minimum of 538 lux (50 foot-candles) of illumination measured 1 meter (39 inches) above the finished floor.
10.0. POWER
10.1. A dedicated four-gang 115 V, 60Hz power outlets on a separate 20 Amp circuit with isolated ground, shall be installed on each wall for use to power telecommunications devices.
An additional duplex convenience outlet will be located away from the telecommunications outlets to provide power to operate service and maintenance equipment.
10.2. CER’s will require, 208V, 60Hz, 1ph, 20A service with isolated ground for each rack or cabinet that will house the uninterruptible power supplies (UPS). Outlets will be a NEMA L6- 20R.
10.3. Grounding of all devices, cable sheaths, protectors and other equipment shall be in accordance with T.O. 31-W-3-10-22, ANSI/EIA/TIA 607, MIL –STD-188-124B and the National Electrical Code.
11.0. BUILDING ENTRANCE TERMINALS (BET)
11.1. Terminations and cables shall be numbered according to room and jack number. Pairing and color-coding shall be in accordance with EIA 568B standards.
11.2. All BET's shall be installed using Emerson gas tube protected, 710/66B terminals or equivalent, in accordance with manufacturer's instructions and the NEC. (See Atch 1)
11.3. All Building Entrance Terminals will be provided with 5-pin element plug in gas tube protective modules and will provide equal protection to REA-PE-80 specifications.

11.4. BET’s used for the termination of outside twisted pair cables shall have a built in splice chamber with 710 type splice modules. Equipment side (House) of the BET shall use 25 pair Telco type connections to station equipment.
11.5. House cables will be installed between BET and R-66-25 blocks. Contact 75 ABW/SCOIVT Telephone Maintenance for installation criteria.
12.0. WIRING
12.1. All data lines in administrative areas will be terminated on CAT 5E patch panels. See Figure 4.
12.2. Distribution frames and interior conduits/cable trays shall be of sufficient size to allow for 100% growth and shall not exceed the 40% fill rule stipulated in the National Electrical Code
(NFPA 70).
12.3. Installation of all interior pre-wiring to include the CER and TR closets shall be performed to ensure termination as required back to the CER.
12.4. Each cable shall be marked with an adhesive type strip marker at both ends. Affix a permanent label to the outlet jack cover to clearly identify the outlet with the corresponding termination jack on the patch panel or termination block. Hand written or manual embossing labels are NOT permitted. Automated embossed labels are preferred, such as Brothers P-touch systems utilizing 1/4-inch labels, with 1/8-inch lettering.
12.5. Wiring for administrative telephones, office automation equipment and high speed networking (DATA), will be unshielded twisted pair, category 5E cable, 24 AWG, and compatible with Integrated Services Digital Network (ISDN) and installed by a category 5E certified technician/team. All installations require compliance with the Institute of Electrical and Electronic Engineers (IEEE) standard 802.3 for base band systems. Cable jacket shall be white in color. DATA cable jacket shall be blue in color. Single mode fiber optic cable shall be provided between all TR and CER locations to support high speed multiplexing of all signals and be terminated in a properly sized Fiber Optic Distribution Panel (FODP) that allows room for 100% growth.
12.6. 75 ABW/SC personnel shall cross connect the interior blocks or patch panels. A minimum of five working days will be needed to complete the cross connects, install equipment and verify the system prior to occupancy by the tenant.
12.7. Areas with equipment items which can be easily moved, such as pre-wired workstations, systems furniture and modular walls/offices, shall be pre-wired during facility construction and shall provide sufficient flexibility and connectivity to enable rearrangement without modifications to the permanent TR or CER wiring system in the facility. The installer shall provide adequate quantities of suitable connectors and extension cables. Permanent splices/connections shall not be made.

13.0. TELECOMMUNICATIONS OUTLETS
13.1. In general office areas, use a quad modular telecommunications outlet, with four 8-pin/8 position CAT 5E or better modular USOC RJ-45 Hubbell type jacks mounted in a single face plate (two for voice/two for data use) in a factory made assembly. Voice cable pairs will be split and placed in jacks 3 & 4, Data Cables will be installed on jacks 1 & 2. See Para 4.2.2. All wall outlet components shall have a removable outer bezel with molded labeling to identify the outlet usage. (See Figure 1 and Atch 1). Communication jacks installed (in the floor for conference rooms) will have dust covers installed on the individual jacks and coaxial cable ends. Enclosure covers with seals will be used to prevent moisture and debris from entering the enclosure.
13.2. Where systems furniture and communications poles need to be installed, modular quad outlet jacks shall be installed in each work area and identified by the tenant unit for administrative use requiring automation equipment or telephone equipment, in such a way as to maintain the UL listing of the modular furniture. Each of the four outlet jacks shall be numbered by room and jack number and wired with four pairs (eight conductors) according to the wiring diagram located on the side of the jack. (See Figure 4 and Atch 1). Jacks will be wired and placed at desk top level of systems furniture to facilitate ease of installation, maintenance and repair; and to allow proper accessibility for connection to communication devices.
13.3. Telecommunication wall outlets shall be mounted 18” above the finished floor or same as power outlets to the centerline of the cover plate, unless noted otherwise.
14.0 PERIODIC, FINAL INSPECTIONS, TESTING AND DOCUMENTATION
14.1. All telecommunications cable shall be certified and tested in accordance with EIA/TIA standards with written test results provided to 75 ABW/SC. Where deficiencies of any type are discovered, the responsible installing organization shall make all necessary repairs, including replacement, at no additional cost to the government. All test results will be provided on electronic media (cd disc) in .PDF format.
14.2. Revised drawings, which reflect the actual “AS BUILT” conditions, shall be maintained by the installing activity throughout the construction phases. A copy of the “AS BUILT” drawings and cable certification records will be given to and reviewed by the designated 75 ABW/SCXPP Project Manager upon project completion, but prior to project acceptance.
14.3. Communications-Computer System Installation Records (CSIR): CSIR MANAGEMENT, DESIGN DRAWINGS, forms the basis of "as built" cable records. The drawings shall show cross-connect and termination points for each cable pair, locations and identification number for each modular outlet and the location and value of each line amplifier and multi-port device throughout the cable system. Prior to facility turn-over or final acceptance, the installing activity will give three hard copies of the finalized “AS BUILT” drawings to 75 ABW/SCXPP or designated representative, along with one electronic copy prepared in the most current version of AUTOCAD. For conduit and direct bury installations, the contractor will also provide GPS plotted locations of any new manholes, handholds, posts, stubs, comm. closets, connecting

manholes and any other information that is beneficial to aid in updating and maintaining the communication GEO-Base component. A GPS measurement must be taken every 100 feet or at every directional change.
14.4. In-progress inspections by 75 ABW/SC personnel are required during the construction phase. For example, trenches will not be covered prior to being inspected. This will ease verification of conduit size, quantity, cable type, earth cover compliance and the accuracy of "red line" cable records or contract drawings. The installation activity/contractor is solely responsible for requesting an inspection.
14.5. Installed cable (fiber and copper) shall be tested by the installer. Fiber and copper cable sample rate will be at the discretion of the 75 ABW/SC cable maintenance personnel. Baseline test records shall be provided for signed acceptance to the HAFB CSO in printed and digital format. All category 5E cable shall be tested and certified to 155 Mbps (100 MHz). UL standards for new cable, including fiber optic testing of single-mode and multi-mode cable shall be followed.
