CAF ADAIR – OL Laydown Discussion
Fielding of OLs to provide the CAF’s contracted ADAIR services is impacted by industry’s proposed solution, NEPA, funding levels applied, rate at which funding is applied, the acquisition and program fielding burden, and strategic leadership decisions to be made post-IDIQ award regarding “capacity” vs
“quantity.” Funding levels applied are currently not released by the HAF. AMIC expects funding applied initially (FY19 and FY20) to be somewhere between 5 and 12 total OLs. The following provides a breakdown to industry of the 4 likely iterations of expected laydown. Additionally, assuming funding is applied somewhere between 5 and 12 sites, fielding would most likely be truncated in reverse order from the “NEPA” blocks identified below.
The following possible iterations and driving constraints for the table below are as follow:
a) Priority – COMACC’s priorities
b) Nellis + 4, restricted: ACC funded initially with slow OL fielding as HAF funding catches up to acquisition, and slow-leaked due to concerns of acquisition capacity to field.
c) Nellis + 4, unrestricted: ACC funded initially with rapid OL fielding based on post-proposal assessments acquisition capacity exists such that OL fielding can be expedited.
d) NEPA restricted: Fielded entirely with HAF funding and COMACC priority limited by NEPA timelines; slow HAF funding due to concerns of acquisitions capacity to field.
e) NEPA unrestricted: Fielded entirely with HAF funding and COMACC priority limited by NEPA timelines; rapid OL fielding based on post-proposal assessments of acquisition capacity exists such that OL fielding can be expedited.
The above fielding is all developmental and estimated based on constraints on the program known as of
1 Jun 2018. Actual fielding is subject to change at any time, including after the IDIQ is awarded.
