APPENDIX M - DEFINITIONS, ABBREVIATIONS, AND ACRONYMS
1. DEFINITIONS
AIRCRAFT COMMITTED TO THE SCHEDULE. The number of aircraft the Contractor provides to the contracted flying schedule for typical, maximum and surge turn patterns;
accounting for weather, operations, and maintenance attrition.
AIR COMBAT MANEUVERS (ACM). Air to air training designed to: (4th generation/traditional) achieve proficiency in element formation maneuvering and the coordinated application of BFM to achieve a simulated kill or effectively defend against one or more aircraft from a pre-planned starting position; or (5th generation) achieve proficiency in 2-ship transition to high-risk WVR environment from a detached (mutual support by presence) formation and practice traditional ACM and air to air maneuvering within visual range as an element.
AIR COMBAT TACTICS (ACT). Training in the application of BFM, ACM, WVR and tactical intercept skills to achieve a tactical air-to-air objective.
AIR COMBAT TRAINING (ACBT). A general term which includes BFM, WVR, and ACT.
The prefix (D) refers to dissimilar assets. On CAF ADAIR, dissimilar or similar is irrelevant for the purposes of Contractors ACBT currency. The “(D)” prefix may be found in other
Government documents associated with this contract and in this context only refers to
Government requirements.
AS FRAGGED. Contractor aircraft are on station in scheduled numbers configured and functioning as intended/contracted.
BARON CONTROLLER. A position sometimes utilized to augment formal ground control intercept (GCI) control when GCI is unavailable. In this context GCI is simulated by a rated pilot providing simple GCI, usually bearing and range call-outs only, to airborne assets from a real-time ICADS display.
COMBAT AIR FORCES (CAF). Refers to combat coded squadrons and Formal Training Units in all serviced MAJCOMs, as well as Tactical Air Control Party training venues.
CONTRACT ADMINISTRATOR. A qualified contracting individual appointed by the Contracting Officer to administer a particular contract. Also referred to as a Contract Manager.
CONTRACTING OFFICER (CO). An individual specifically appointed by the Secretary of the Air Force, or his or her designee, with the authority to enter into, administer, or terminate contracts and execute related determinations and findings within the limits of the authority delegated. Only a contracting officer has the authority to contractually bind the Government on behalf of the Air Force.

CONTRACTING OFFICER’S REPRESENTATIVE (COR). A functionally qualified person who performs quality assurance functions for a contracted service.
CONTRACTOR FURNISHED EQUIPMENT (CFE). Equipment provided by the Contractor. Use and maintenance of CFE is solely at the expense of the Contractor. The Contractor shall remove CFE from Government facilities at the end of the contract.
CIRCULAR ERROR PROBABLE (CEP). The two-dimensional horizontal distance within which, there is an 80% confidence level, a specific weapon will fall 50% of the time.
DEMANDING SORTIE (ADAIR). Sorties that task the pilot to the extent that flying frequency and continuity are most critical. Authorized sorties/events requiring demanding mission currency are: ACM, ACT, LOWAT (below 1,000 feet AGL), and night missions. Also see Non-demanding Sortie.
DEMANDING SORTIE (CCAS). Sorties that task the pilot to the extent that flying frequency and continuity are most critical. Authorized sorties/events requiring demanding mission currency are: All close-air-support sorties. Also see Non-demanding Sortie.
FERRY FLIGHT. The movement of an aircraft from one location to another using standard procedures.
FISCAL YEAR (FY). The US Government's accounting period of 12 months beginning 1 October and ending 30 September.
FUNCTIONAL CHECK FLIGHT (FCF). FCFs, to include Operational Check Flights (OCF), are performed to ensure an aircraft is airworthy and capable of accomplishing its mission.
However, FCFs are not normally flown when the airworthiness of the aircraft can be determined by maintenance operational checks prescribed by a technical directive.
GOVERNMENT FLIGHT REPRESENTATIVE (GFR). A rated U.S. Military officer, or Government civilian in an aviation position, to whom the Approving Authority has delegated responsibility for approval of Contractor flights, procedures, crewmembers, and ensuring Contractor compliance with applicable provisions of the contract, service and DoD guidance.
GOVERNMENT FURNISHED EQUIPMENT (GFE). EAID, non-EAID, and Government leased equipment in the possession of, or acquired by, the Government and subsequently delivered or otherwise made available to the Contractor. GFE includes, but is not limited to, items such as TMDE, telephones, copy machines, personal computers, etc.
GOVERNMENT FURNISHED FACILITIES (GFF). Real property in the possession of, or acquired by the Government, and subsequently delivered or otherwise made available to the Contractor. GFF includes equipment attached to, and made part of, buildings and structures, but is not limited to, land, buildings, structures, utility systems, etc.
GOVERNMENT FURNISHED PROPERTY (GFP). Property in the possession of, or acquired by the Government, and subsequently delivered or otherwise made available to the Contractor. GFP includes, but is not limited to, consumable items such as batteries, transistors, semiconductors, lubricating oil, etc.

GOVERNMENT GROUND REPRESENTATIVE (GGR). A USAF aircraft maintenance Officer, SNCO (E-7 or above), or Government civilian equivalent, responsible for surveillance of Contractor aircraft maintenance and ground operations.
IMPOUNDMENT. Isolation and investigation of aircraft or equipment due to system/component malfunction or failure of a serious or chronic nature, making aircraft or equipment unsafe for flight.
M. Mach number.
MAINTENANCE FLIGHT. A flight performed to determine whether an aircraft or its various components are functioning according to specifications when subjected to the flight environment. Basic flights that do not meet Operational Check Flight for Maintenance (OCFM) criteria and are flown to maintain the health of the fleet are considered maintenance flights.
MANDATORY PUBLICATION (MP). Publication for which compliance by the Contractor is mandatory. If a mandatory publication requires compliance with one or more publications or parts of other publications, the referenced publication(s) or referenced part(s) is/are guidance upon the Contractor as they apply to the original directive publication.
MAXIMUM ENDURANCE. The airspeed flown to maximize time aloft.
MEMORANDUM OF AGREEMENT (MOA). A written document which describes facilities, material, or services provided by the host to another organization.
NON-DEMANDING SORTIE (ADAIR and CCAS). A day sortie that provides the contract pilot with the opportunity to regain basic flying proficiency without excessively tasking those skills that have been under used during the non-flying period. Authorized events flown on a non-demanding sortie are: Instruments, AHC, low level navigation at or above 1000 feet AGL, unopposed basic air to ground weapons delivery, close-air-support above 5000 feet AGL (including weapons delivery and recovery) in a non-complex/unopposed scenario, and intercepts executed under limited-maneuvering training rules outside of an LFE environment.
OFF-EQUIPMENT MAINTENANCE. Maintenance tasks that are not or cannot be effectively accomplished on the aircraft, engine, or support equipment and require removal of the component to a repair shop and use of repair shop resources.
ON-EQUIPMENT MAINTENANCE. Maintenance tasks that are or can be effectively accomplished on the aircraft, installed engine or support equipment. Note: Maintenance on uninstalled engines and ejection seats are also on-equipment maintenance. These components assume their own identity once removed from the aircraft.
OPTIMUM RANGE. The airspeed flown to maximize range.
ORIENTATION FLIGHT. A flight to familiarize selected personnel with the mission of the aircraft. Continuous flights performed within the local flying area and terminating at the point of origin (i.e., always point A to point A). Contract aircrew and controllers are authorized orientation flights in equipment for which they are not qualified for the purpose of familiarization. Contractor orientation flights must be approved by the GFR. Flights involving foreign nationals will be conducted IAW the applicable provisions of AFI 11-401, Aviation Management, ACC Sup 1.

PERFORMANCE WORK STATEMENT (PWS). A document that accurately describes essential and technical requirements for items, materials, or services, including the standards used to determine whether requirements have been met.
PUBLIC AIRCRAFT OPERATIONS (PAO). Aircraft designated by the US Armed forces under 49 U.S.C that operate outside of the purview of its FAA airworthiness certificate and applicable operating regulations under 14 CFR.
QUALITY ASSURANCE SURVEILLANCE PLAN (QASP). An organized written document specifying the audit methodology to be used for auditing of Contractor performance.
The QASP is for Government use only.
QUALITY MAINTENANCE (QM). Those actions taken by a Contractor to control the production of services so that they meet the requirements of the PWS. Note: References in Government publications to quality support (QS) or quality control (QC) shall be interpreted as meaning QM for purposes of this contract.
SATISFACTORY MISSION. Contractor provided sortie configured correctly and operated in a sufficient manner to enable an effective blue air mission by the Government.
SCHEDULED FLYING. This is the flying schedule coordinated with the host OL that is contracted.
SCHEDULED MAINTENANCE. Periodic prescribed inspections and or servicing of equipment accomplished on a calendar, mileage, or hours of operation basis.
SERVICES SUMMARY. Listing of the service outputs and the performance requirements of the listed outputs that will be evaluated by GFR, GGR, or GPO personnel on a regular basis.
TACTICAL AIR CONTROL PARTY (TACP). Refers to all Joint Terminal Air Controllers (JTAC) and Air Liaison Officers (ALO).
THIRD PARTY VALIDTION. The Contractor’s report to the Government, via a Government-approved third party, which validates technological solutions for contracted aircraft avionics enhancements.
VUL. Short of vulnerability period. The time aircraft are on-station and vulnerable for tactical engagement.
