11 May 2018
FOR: CAF CAS INTERESTED PARTIES
FROM: HQ ACC AMIC
SUBJECT: CAF CAS (Solicitation No. FA4890-17-R-0007) – Pre-Request for Proposal (RFP)
Conference
1. The purpose of this notice is to provide an update to CAF CAS interested parties on the upcoming Pre-RFP Conference (previously titled Proposal Writing Conference).
2. AMIC, has decided to move subject conference from 24 May to 7-8 June 2018 in order to allow us to finalize, and put into coordination, the documents for Business Clearance and release of the final RFP. One-on-Ones with industries proposing as a Prime have also been added on 8
June 2018. The focus of the conference and One-on-Ones is to ensure Industry understands the
RFP. As the coordination for RFP release will be underway, the requirements will already be finalized and not part of our exchanges.
3. We regret this change; however, keeping release of the final RFP on schedule is critical.
With that in mind, AMIC is discussing various options to expedite IDIQ award, to include a 30-day proposal submission timeline and the potential for oral discussions, should they be required.
Proposal prep time will be discussed in greater detail at the Pre-RFP conference and AMIC welcomes Industry’s feedback during the Pre-RFP One-on-Ones.
4. As we are moving out of the requirements development phase into the RFP release phase, direct industry involvement for acquisition development will cease with the Pre-RFP
Conference. From that point forward, further communication with industry will be handled in accordance with the established source selection procedures. The Pre-RFP Conference is anticipated to be the last conference AMIC will host prior to proposals due. AMIC intends to post additional draft RFP updates prior to the conference and encourages industry to come prepared with any questions needed to clarify their understanding of the RFP.
5. The meeting will be held at the Crowne Plaza – Hampton Marina, 700 Settlers Landing Road, Hampton, VA 23669. An updated agenda will be provided.
6. If you have questions prior to this meeting, please submit them in writing via email to the
CAF CAS inbox (ACCAMIC.DRX.AdversaryAir@us.af.mil) no later than 4:00 p.m. EST on
Tuesday, 29 May 2018, and mark anything you consider proprietary. The Government will consider Industry’s feedback and may further refine documents for final posting.
7. Each company is limited to four (4) attendees per company. All requests to attend must be submitted via email to the CAF CAS inbox (ACCAMIC.DRX.AdversaryAir@us.af.mil) no later than 4:00 p.m. EST on Tuesday, 29 May 2018. Please use the title “[Company Name] – CAF
CAS Pre-RFP Conference Attendees” in the email subject line. In addition, please include the following information in your e-mail:
- Name and address of company (include main telephone number)
- Name of each individual attending, his or her contact number, and email address
