APPENDIX B – CONTRACT DATA REQUIREMENTS LIST (CDRL)

The documents contained in this appendix constitue the Contract Data Requirments List (CDRLs) required on the contract. These do not constitue all deliverables needed to facilitate performance, such as those required to support local wing integration at the task order level (key checkout, documentation required for CAC cards, line bagdges…etc). The documents contained here as CDRLs are those required to facilitate program management functions required across the enterprise at the GPO level. However, some CDRLs pertain at IDIQ level, or the task order level, or both. Table B-1 indicates on-which level these CDRLs pertain.

* IDIQ Level Only – These CDRLs are site agnostic and apply to the contractor’s operations regardless of awarded task order. In some cases a single CDRL is required, but is not due until award of the first task order. In some cases the CDRL is a deliverable upon IDIQ MAC award. When this column is marked “X” concurrent with the “IDIQ & TO Combined” Column it indicates it’s the contractor’s preference to combine the CDRL across the IDIQ or at the task-order level.

* Task Order Level – These CDRLs are specific to operations at a given task order. When this column is marked “X” concurrent with the “IDIQ & TO Combined” Column it indicates it’s the contractor’s preference to combine the CDRL across the IDIQ or at the task-order level.

* IDIQ & TO Combined – These CDRLs combine the deliverable across the IDIQ and at the task order level into a single CDRL. When the only column marked is this column, it indicates the GPO forces a combined solution. When marked with other columns, the choice to combine into a single CDRL is up to the contractor.

FOR THE CONTRACTOR

Item 17. Specify appropriate price group from one of the following groups of effort in developing estimated prices for each data item listed on the DD Form 1423.

a. Group I. Definition - Data which is not otherwise essential to the contractor's performance of the primary contracted effort (production, development, testing, and administration) but which is required by DD Form 1423.

Estimated Price - Costs to be included under Group I are those applicable to preparing and assembling the data item in conformance with Government requirements, and the administration and other expenses related to reproducing and delivering such data items to the Government.

b. Group II. Definition - Data which is essential to the performance of the primary contracted effort but the contractor is required to perform additional work to conform to Government requirements with regard to depth of content, format, frequency of submittal, preparation, control, or quality of the data item.

Estimated Price - Costs to be included under Group II are those incurred over and above the cost of the essential data item without conforming to Government requirements, and the administrative and other expenses related to reproducing and delivering such data item to the Government.

c. Group III. Definition - Data which the contractor must develop for his internal use in performance of the primary contracted effort and does not require any substantial change to conform to Government requirements with regard to depth of content, format, frequency of submittal, preparation, control, and quality of the data item.

Estimated Price - Costs to be included under Group III are the administrative and other expenses related to reproducing and

d. Group IV. Definition - Data which is developed by the contractor as part of his normal operating procedures and his effort in supplying these data to the Government is minimal.

Estimated Price - Group IV items should normally be shown on the DD Form 1423 at no cost.

Item 18. For each data item, enter an amount equal to that portion of the total price which is estimated to be attributable to the production or development for the Government of that item of data.

These estimated data prices shall be developed only from those costs which will be incurred as a direct result of the requirement to supply the data, over and above those costs which would otherwise be incurred in performance of the contract if no data were required. The estimated data prices shall not include any amount for rights in data. The Government's right to use the data shall be governed by the pertinent provisions of the contract.

5) PWS, Section A Para 2.2.3 "Organizational Structure and Personnel Listing" Provide an organizational structure with the Contractor leadership hierarchy, identification of key personnel, assigned roles and responsibilities, and lines of authority. Provide a certified/qualified workforce. There shall be no mission impact due to position vacancies or unqualified personnel. The organizational structure shall include personnel and positions included in Section E, para 2.0." The list shall include the employee's name, date of birth, social security number, position, and level of security clearance. The list shall be validated and signed by the company’s Facility Security Officer (FSO) and provided to the GPO.

8) The document will be accepted or rejected by the Government within 5 working days after receipt. Contractor shall revise and resubmit the document within 5 working days after receipt unless otherwise directed by the CO.

9) Distribution is authorized to U.S. Government agencies only (Administrative or Operational Use, 21 Aug 18). Other requests for this document shall be referred to ACC AMIC/PKB.

5) PWS, Section A Para 2.2.4.1 "Aircraft Airworthiness Data Package." Submit Aircraft Airworthiness Data Package (AADP) for all contractor-provided aircraft. The Contractor shall provide an AADP IAW AWB 1012 for each aircraft utilized for this contract.

(Information Required)

1. GENERAL INFORMATION:

a. Make and Model Number

b. Serial Number – identify the serial number(s) of the aircraft.

c. Registration Number – identify the registration number(s) of the aircraft.

d. Type Certificate Data Sheet (TCDS) – provide the aircraft’s TCDS number on which the aircraft’s serial number appears. If no TCDS number exists, describe the basis of certification recognized by the FAA.

e. Airworthiness Certificate – provide a copy of the aircraft’s Airworthiness Certificate

f. Period of Use – identify when the operator will perform the COCO aircraft operations.

g. Purpose of COCO Aircraft Operation – provide an overview describing the nature and purpose of the services being provided.

2. AIRCRAFT CONFIGURATION:

a. Modifications – if the aircraft configuration will be altered by act or direction of the US Armed Forces prior to, or during, the COCO aircraft operation, describe the following:

i. Each alteration and planned approach for certification

ii. The existence and/or type of FAA approval applicable to the parts being installed

iii. Government Furnished Equipment (GFE) that will be on-board the aircraft.

b. Temporary Equipment – if temporary equipment is being used in support of the COCO aircraft operation, describe the nature of the equipment, how and when it will be used in flight, and the approach for certification.

3. AIRCRAFT OPERATIONS:

a. Operating Organization – identify the organization(s) that will be operating the aircraft during the Period of Use.

b. Operating Rules – identify rules and procedures governing ground and flight operations. Identify any planned deviations.

c. Technical Data – identify the technical data that will govern flight operations. If operating outside of FAA-approved technical data, describe the nature and frequency of such operations.

remarksb: d. Oversight – identify the organization that will be responsible for oversight of aircraft operations during the Period of Use.

4. AIRCRAFT MAINTENANCE:

a. Maintenance Organization – identify the organization that will be performing maintenance during the Period of Use.

b. Maintenance Rules – describe the rules and regulations that will govern how maintenance is performed. Identify any planned deviations from the established maintenance requirements.

c. Technical Data – identify the technical data that will govern maintenance requirements and procedures. If the aircraft will be maintained outside of FAA-approved technical data, describe the nature of such maintenance.

d. Oversight – identify the organization that will be responsible for oversight of aircraft maintenance during the Period of Use.

e. Maintenance Currency – state that maintenance has been, or will be, verified as current prior to the first flight of the COCO aircraft. Identify the organization that will perform the verification and how the verification will be accomplished.

8) For IDIQ (12 months after IDIQ award) and for Task Order (prior to performance). The document will be accepted or rejected by the Government within 10 working days after receipt.
