THE COMBAT AIR FORCES (CAF)
CONTRACTED AIR SUPPORT (CAS) SERVICES
FA4890-17-R-0007
APPENDIX M - DEFINITIONS, ABBREVIATIONS AND ACRONYMS
1.0 DEFINITIONS
AIR ABORT. Termination of a mission after launch in which the aerospace vehicle must be recovered prior to completion of mission requirements.
AIRCRAFT CLEAR-RINSE. A clear water wash without any soap substance (this is accomplished in areas where there is a high concentration of sea salt and/or spray).
AIR COMBAT TRAINING (ACBT). A general term which includes BFM, WVR, and ACT.
The prefix (D) refers to dissimilar assets. On CAF ADAIR, dissimilar or similar is irrelevant for the purposes of contractors ACBT currency. The “(D)” prefix may be found in other government documents associated with this contract and in this context only refers to government requirements.
AIRCRAFT IMPOUNDMENT. Isolation of an aircraft due to an unknown malfunction or condition making it unsafe for flight.
AIRCRAFT OPERATIONS. Includes all aircraft flight and ground operations.
ALLOWANCE STANDARD (AS). Authorized document that identifies the amount and type of equipment for an organization.
APPLICABLE TECHNICAL DATA. Those Air Force Technical Orders (TOs), instructions, regulations, manuals, and Time Compliance Technical Orders (TCTOs) which direct or prescribe required maintenance/inspection procedures on assigned aircraft, engines, and associated equipment. Supplements and amendments are considered part of the basic publication and shall require compliance. Any reference to a publication is meant to include the basic publication and all of its supplements and amendments. Supplements or amendments to publications from any organizational level may be issued during the life of the contract.
COMBAT AIR FORCE (CAF). Refers to combat coded squadrons and Formal Training Units in all serviced MAJCOMs, as well as Tactical Air Control Party training venues.
CAF ADVERSARY AIR (CAF ADAIR). Refers solely to those aircraft categories and contractors performing Adversary Air support.
CONTRACTED CLOSE AIR SUPPORT (CCAS) Refers solely to those aircraft categories and contractors performing Close Air Support (TACP Training) support.
CHECK FLIGHTS. Flights to determine compliance with contractual requirements.
CODE 1, CODE 2, CODE 3, CODE 4, CODE 5. Landing status codes used by aircrew to inform maintenance of their inbound aircraft’s condition. A Code 1 aircraft has no additional discrepancies other than those it had when it last departed; a code 2 aircraft has minor discrepancies, but is capable of further mission assignments; a code 3 aircraft has major
A-2 discrepancies in mission-essential equipment that may require repair or replacement prior to further mission tasking; a code 4 indicates suspected or known nuclear, biological, or chemical contamination; and a code 5 indicates battle damage. Codes 4 and 5 are entered into the Maintenance Information Systems (MIS) as code 8.
COMBAT AIR FORCE (CAF). Refers to combat coded squadrons and Formal Training Units in all serviced MAJCOMs, as well as Joint Terminal Attack Controller and Air Liaison Officer training venues.
COMPOSITE TOOL KIT (CTK). A controlled area or container used to store tools or equipment and maintain order, positive control, and ease of inventory. CTKs are assembled as a kit and designed to provide quick, easy visual inventory and accountability of all tools and equipment. CTKs may be in the form of a toolbox, a shadow board, shelves, system of drawers (Stanley Vidmar, Lista, etc.), cabinets, or other similar areas or containers. The CTK contains tools and equipment necessary to accomplish maintenance tasks, troubleshooting, and repair.
CONTINGENCY. Unanticipated or unforeseen occurrence.
CONTRACT ADMINISTRATOR. A qualified contracting individual appointed by the Contracting Officer to administer a particular contract. Also referred to as a Contract Manager.
CONTRACTED CLOSE AIR SUPPORT (CCAS). Refers solely to those aircraft categories and contractors performing Close Air Support (Joint Terminal Attack Control Training) support.
CONTRACTING OFFICER (CO). An individual specifically appointed by the Secretary of the Air Force, or his or her designee, with the authority to enter into, administer, or terminate contracts and execute related determinations and findings within the limits of the authority delegated. Only a contracting officer has the authority to contractually bind the government on behalf of the Air Force.
CONTRACTING OFFICER’S REPRESENTATIVE (COR). A functionally qualified person who performs quality assurance functions for a contracted service.
CONTRACTOR FURNISHED EQUIPMENT (CFE). Equipment provided by the contractor to supplement government furnished equipment. Use and maintenance of CFE is solely at the expense of the contractor. The contractor shall remove CFE from government facilities at the end of the contract.
CONTRACTOR PROCEDURES (CP). Contractor-designed operating instructions to implement and delineate procedures to fulfill the requirements of the Performance Work Statement (PWS).
CRASH DAMAGED or DISABLED AIRCRAFT RECOVERY (CDDAR). The ability to move damaged or disabled aircraft using specialized equipment.
DEBRIEFING. Program designed to ensure malfunctions identified by aircrews are properly reported and documented.
DECERTIFICATION. The removal of a specific task certification from a person’s training records.
DEFECT. Any nonconformance with the requirements specified in the contract. Additionally, a defect is any nonconformance of the unit or product that prevents it from meeting specified requirements.

DELAYED or DEFERRED DISCREPANCIES. Malfunctions or discrepancies not creating Not Mission Capable (NMC) or Partially Mission Capable (PMC) status that are not immediately corrected.
DEMANDING SORTIE (ADAIR). Sorties that task the pilot to the extent that flying frequency and continuity are most critical. Authorized sorties/events requiring demanding mission currency are: ACM, ACT, LOWAT (below 1,000 feet AGL), and night missions. Also see Non-demanding Sortie.
DEMANDING SORTIE (CCAS). Sorties that task the pilot to the extent that flying frequency and continuity. CAS is classified as a demanding mission.
DEPLOYMENT. A movement of aircraft requiring maintenance support at a location other than the assigned base. Aircraft are deployed to provide operational mission support.
EQUIPMENT CUSTODIAN. Individual responsible for all in-use equipment at the organizational level whose duties include requisitioning, receiving, and controlling of all equipment assets.
EQUIPMENT IDENTIFICATION DESIGNATOR (EID). A number assigned to a piece of shop equipment, used to track status and accountability.
EQUIPMENT ITEM. Item authorized in an allowance standard for organizational use.
FACILITY MANAGER. A designated contractor employee who is responsible for initiating trouble calls and requesting facility problem corrections and improvements.
FERRY FLIGHT. The movement of an aircraft from one location to another using standard procedure.
FISCAL YEAR (FY). The US government's accounting period of 12 months beginning 1 October and ending 30 September.
FLIGHT OPERATIONS. Aircraft operations where intent for flight exists. High speed taxi is also considered a flight operations activity.
FOREIGN OBJECT DAMAGE (FOD). Any damage attributed to a foreign object that may be expressed in physical or economic terms, which may or may not degrade the product’s safety and/or performance characteristics.
FUNCTIONAL AREA. The organization having responsibility for the actual performance of services. Under this contract, the applicable organization is ACC AMIC.
FUNCTIONAL CHECK FLIGHT (FCF). FCFs, to include Operational Check Flights (OCF), are performed to ensure an aircraft is airworthy and capable of accomplishing its mission.
However, FCFs are not normally flown when the airworthiness of the aircraft can be determined by maintenance operational checks prescribed by a technical directive.
GOVERNMENT FURNISHED EQUIPMENT (GFE). EAID, non-EAID, and government leased equipment in the possession of, or acquired by, the government and subsequently
A-4 delivered or otherwise made available to the contractor. GFE includes, but is not limited to, items such as TMDE, telephones, copy machines, personal computers, etc.
GOVERNMENT FURNISHED FACILITIES (GFF). Real property in the possession of, or acquired by the government, and subsequently delivered or otherwise made available to the contractor. GFF includes equipment attached to, and made part of, buildings and structures, but is not limited to, land, buildings, structures, utility systems, etc.
GOVERNMENT FURNISHED PROPERTY (GFP). Property in the possession of, or acquired by the government, and subsequently delivered or otherwise made available to the contractor. GFP includes, but is not limited to, consumable items such as batteries, transistors, semiconductors, lubricating oil, etc.
GOVERNMENT FLIGHT REPRESENTATIVE (GFR). Government personnel appointed to perform the contract administration services function and maintain surveillance of flight operations. GFRs are responsible for ensuring Contractors establish and follow written procedures IAW DCMA INST 8210.1C (AFI 10-220).
GOVERNMENT GROUND REPRESENTATIVE (GGR). Government personnel appointed to perform the contract administration services function and maintain surveillance of aircraft ground operations. GGRs are responsible for ensuring Contractors follow written procedures
IAW DCMA INST 8210.1C (AFI 10-220).
GROUND ABORT. A ground abort is the failure of an aerospace vehicle to get airborne after power is applied and a countdown started, but terminated for any reason related to that specific vehicle.
GROUND PERSONNEL. Personnel designated by the Contractor to perform ground operations.
IMMEDIATELY PRIOR TO LAUNCH (IPL). Specific tasks accomplished immediately prior to launching an aircraft.
INTERFACE. A common boundary between two organizations or activities.
ITEM UNIQUE IDENTIFICATION (IUID). Designed to distinguish one object from another, allowing the DoD to track identical items individually throughout their lifecycles. It allows the DoD to have information such as what an item is, how/ when it was acquired, the initial value, current custody and how the item is marked.
JEWELRY. Any necklace, ring, earring, watch, hair adornments (barrettes, hair pins, bobby pins, etc.), bracelet chain, or key chain worn under or over outer garments.
MAINTENANCE. Action taken to retain equipment in a serviceable condition or to restore it to a serviceable condition. It includes inspections, testing, modifications, servicing, repair, rebuilding, reclamation and preventive.
MAINTENANCE CAPABILITY. The ability to keep assigned equipment in serviceable condition and proper configurations.
MAINTENANCE FLIGHT. Any flight performed to determine whether an aircraft or its various components are functioning according to specifications when subjected to the flight environment. Basic flights that do not meet Operational Check Flight for Maintenance (OCFM)
A-5 criteria and are flown to maintain the health of the transition fleet are considered maintenance flights.
MAINTENANCE MANGEMENT. Organizing, directing, staffing, controlling, and planning for effective and efficient use of resources to ensure equipment and facilities are in a safe, serviceable, and operational condition to meet mission needs. Ensuring personnel have the proper skills, training, and procedures to accomplish all maintenance to standard.
MANDATORY PUBLICATION (MP). Publication for which compliance by the Contractor is mandatory. If a mandatory publication requires compliance with one or more publications or parts of other publications, the referenced publication(s) or referenced part(s) is/are guidance upon the Contractor as they apply to the original directive publication.
MASTER INVENTORY LIST (MIL)—Primary source document for inventory of CTKs. The MIL indicates the total number of items in each drawer or section of the tool kit. The MIL may be automated.
MODIFICATION. A change in original design of equipment or aircraft to improve performance or add capability.
NON-DEMANDING SORTIE. A day sortie that provides the contract pilot with the opportunity to regain basic flying proficiency without excessively tasking those skills that have been under used during the non-flying period. Authorized events flown on a non-demanding sortie are: Instruments, AHC, low level navigation at or above 1000 feet AGL, unopposed basic weapons delivery, CAS > 5000 feet AGL (including weapons delivery and recovery), and intercepts executed under limited-maneuvering training rules outside of an LFE environment.
OBJECTIVE. Desirable capability above the threshold. This is a capability desired by the requirement owner and which the program manager would like to obtain.
OFF-EQUIPMENT. Equipment attached to the aircraft, engine, or support equipment requiring in-shop repair.
OFF-EQUIPMENT MAINTENANCE. Maintenance tasks that are not or cannot be effectively accomplished on the aircraft, engine, or support equipment and require removal of the component to a repair shop and use of repair shop resources.
ON-EQUIPMENT. Equipment attached to the aircraft, engine or support equipment not requiring in-shop repair.
ON-EQUIPMENT MAINTENANCE. Maintenance tasks that are or can be effectively accomplished on the aircraft, installed engine or support equipment. Note: Maintenance on uninstalled engines and ejection seats are also on-equipment maintenance. These components assume their own identity once removed from the aircraft.
ONE TIME INSPECTION (OTI). Local (L-code) or higher headquarters (J-code) directed inspection accomplished to determine equipment condition or status.
OPERATING INSTRUCTIONS (OI). Specific instructions for accomplishing related tasks, which pertain solely to the mission organization and are not otherwise stated in standard publications.

OPERATIONAL CHECK. A functional test used to determine whether an item is serviceable.
ORIENTATION FLIGHT. A flight to familiarize selected personnel with the mission of the aircraft. Continuous flights performed within the local flying area and terminating at the point of origin (i.e., always point A to point A). Contract aircrew and controllers are authorized orientation flights in equipment for which they are not qualified for the purpose of familiarization. Contractor orientation flights must be approved by the GFR. Flights involving foreign nationals will be conducted IAW the applicable provisions of AFI 11-401 ACC Sup 1.
OVERHAUL. Disassembly, cleaning, inspection, repair or replacement of parts or components, reassembly, and test of any item or accessory IAW applicable technical orders (TOs), directives, or authorized manufacturer’s publications to provide a like-new, serviceable, and reliable item.
PERFORMANCE WORK STATEMENT (PWS). A document that accurately describes essential and technical requirements for items, materials, or services, including the standards used to determine whether requirements have been met.
PERFORMANCE INDICATOR. An output of a work process that can be measured and indicates performance.
PERSONNEL PROTECTIVE EQUIPMENT (PPE). Equipment required to do a job or task in a safe manner (i.e. gloves, helmet, safety glasses, etc.).
PREVENTIVE MAINTENANCE. Recurring work performed to safeguard and/or extend the efficient and effective lifespan of real property, RPIE, or other equipment items. Includes periodic inspections and maintenance of equipment as required by applicable directives to ensure reliability of the equipment.
PRIME MISSION EQUIPMENT. Equipment installed and commissioned to perform an operational mission or requirement (does not include cold spares or off-line equipment.) This includes, but is not limited to, the following equipment: Vehicles, AGE, Generators, Electrical Systems, and Water Plant Systems.
PRODUCT QUALITY DEFICIENCY REPORT (PQDR). A report used to identify, report, and resolve deficiencies on hardware, software, mission critical computer systems, vehicles, clothing, and textiles.
PROGRAM MANAGER. An individual designated by the contractor to act as single point of contact with the government for all matters pertaining to performance of this contract.
QUALITY ASSURANCE (QA). A planned and systematic pattern of all actions necessary to provide confidence that adequate technical requirements are established; products and services conform to established technical requirements; and satisfactory performance is achieved. For purposes of this PWS, QA refers to actions by the Government.
QUALITY ASSURANCE SURVEILLANCE PLAN. An organized written document specifying the audit methodology to be used for auditing of contractor performance. The QASP is for government use only.
QUALITY CONTROL (QC). Those actions taken by a contractor to control the production of outputs to ensure they conform to the contract requirements or services so that they meet the requirements of the contract.
QUALITY MAINTENANCE (QM). Those actions taken by a contractor to control the
A-7 production of services so that they meet the requirements of the PWS. Note: References in Government publications to quality support (QS) or quality control (QC) shall be interpreted as meaning QM for purposes of this contract.
RANDOM SAMPLING. A sampling method in which each service output in a lot has an equal chance of being selected for a quality assurance audit.
RECURRING DISCREPANCY. A recurring discrepancy is one that occurs on the second, third, or fourth sortie or attempted sortie after corrective action has been taken and the system or sub-system indicates the same malfunction when operated.
REPAIR. The restoration or replacement of parts or components of material as necessitated by wear and tear, damage, failure of parts or the like in order to maintain the specific item or material in efficient operating condition.
REPEAT DISCREPANCY. A repeat discrepancy occurs on the next sortie or attempted sortie after corrective action has been taken and the system or sub-system indicates the same malfunction when operated.
SAFETY EQUIPMENT. Equipment to prevent injury while performing specific tasks.
SAMPLE. A sample consists of one or more service outputs drawn from a lot for a quality assurance audit.
SAMPLING GUIDE. The part of the QASP that contains all the information needed to perform audits of the service output(s) by the random sampling method of auditing.
SATISFACTORY MISSION. Mission in which all Contractors operated and maintained equipment operates properly to produce required mission results. Required results must be within the capability of the system as prescribed by Government directives or manufacturers' manuals incorporated by reference into this PWS.
SCHEDULED MAINTENANCE. Periodic prescribed inspections and or servicing of equipment accomplished on a calendar, mileage, or hours of operation basis.
SERVICE LIFE. The point at which, by periodic or isochronal cycles, an engineering authority has determined an aerospace vehicle has reached its operational limit and needs to be disposed of or extended through historical data and Aircraft Structural Integrity Program (ASIP) modeling predictions.
SERVICES SUMMARY. Listing of the service outputs and the performance requirements of the listed outputs that will be evaluated by COR personnel on a regular basis.
SERVICEABLE. Meets the designed requirement and or performance.
SPARES. Serviceable assets that are available for future use, and in the logistics pipeline. The term spare carries the assumption that there are already enough assets in the Air Force inventory to satisfy end item or quantity per aircraft requirements.
STANDARD. A known value against which a measure of comparison for quantity or quality is performed.
SUPPORT AGREEMENT. A written document which describes facilities, material, or services provided by the host to another organization.

SUPPORT EQUIPMENT. Equipment such as special testers and fixtures that are required to maintain a system or subsystem. This does not include auxiliary items such as cables, connectors, and adapters.
TACTICAL AIR CONTROL PARTY (TACP) – Refers to all Joint Terminal Air Controller (JTAC) and Air Liaison Officer (ALO) CAS training venues.
TECHNICAL ORDER (TO). A publication that gives specific technical direction and guidance required to perform a task.
TECHNICAL ORDER DISTRIBUTION OFFICE (TODO). Function required to maintain records on TOs received and distributed.
TECHNICAL ORDER DISTRIBUTION ACCOUNT (TODA). Specific accounts under the Technical Order Distribution Office.
THRESHOLD. Minimum capability required to satisfy requirement owner's need. If a threshold is not achieved, it is considered unacceptable.
TIME COMPLIANCE TECHNICAL ORDER (TCTO). Authorized method of directing and providing instructions for modifying equipment, and performing or initially establishing onetime inspections.
UNSCHEDULED MAINTENANCE. Those unpredictable maintenance requirements that had not been previously planned or programmed, but require prompt attention and must be added to, integrated with, or substituted for previously scheduled workloads.
