:The Multiple Award Construction Contract (MACC) is an Indefinite-Delivery, Indefinite-Quantity (IDIQ), in support of Fairchild AFB (FAFB) and other sites supporting FAFB, for Design-Build (DB), ranging from concept up to full 100% design, and "Construction Only" services based on general statements of work further defined with each subsequent individual Task Order (TO), adhering to the FY25 Base Design Guide (BDG) Specifications, and the 2018 FAFB Installation Facilities Standards (IFS). Magnitude of the individual TOs typically range from $500.00 to $10,000,000.00. The total program value is Not-to-Exceed $95,000,000 over one (1) five (5) year base ordering period with one (1) two (2) year option ordering period.
Amendment 0005 - FY25 MACC Seed Project: GJKZ1149058 - Replace Dormitory Boilers, Multi:
A. The purpose of this amendment is to answer questions proposed by prospective contractors for the FY25 MACC Seed Project: GJKZ1149058 - Replace Dormitory Boilers, Multi.
1. Question: Per 25R0001_ Atch11B_FOPR_GJKZ1149058-Atch 2-SOW20DEC2024, paragraph 4.7.10, "Install a new domestic hot water storage tank. Design team shall calculate the required capacity using one per dorm room ("Living Unit" on existing drawings", plumbing fixtures available in each dorm room, and recovery rate of new DWB. See attachment F. Consider available pathway restriction to MER when selecting tank (S) diameter." Attachment F only indicates 3 Levels plus the mechanical space below. It is assumed there are 5 Levels in each of the Dorm Buildings, can you please provide the existing "As-Built" Drawings for each of the 4 separate buildings to allow the design team to provide calculations required for each building in order to quantify the bid for the required "new domestic hot water storage tank design? Please confirm.
Answer: Attachment F for the seed project has been revised and shows all levels of B2256. The remaining buildings B2257, BB258, and BB2259 are identical in layout and construction to B2256. Refer to SOWAtchF_Amend0005ExistingB2256Drwgs.
2. Question: The Period of Performance for Phase 2 of this project will be completed in essentially four separate phases during Phase 2, which is 240 calendar days including a total of 12 weeks of demobilization and remobilization between buildings. The new equipment will need to be purchased and delivered to the project site prior to starting the work on the first dormitory. Will the Contractor be able to invoice/bill for all materials stored on site once they are delivered? Please confirm.
Answer: This will be under the Contracting Officer's discretion under FAR 52.232-5 Payments under Fixed-Price Construction Contracts.
3. Question: We are reviewing the existing conditions for the intake and exhaust placement on some of the current gas-fired equipment. The setup currently allows both to be positioned within a mechanical well and within four feet of opening windows. Based on our understanding of applicable building codes, this proximity may not be permitted unless specifically approved. Could you confirm whether this configuration meets code requirements? If not, could you provide guidance on the necessary adjustments or approvals required?
Answer: The intake area well has double doors, and this is where intakes should be located (like existing) so there are no issues with exhaust terminations and the nearby double doors. The exhaust area well is physically separated from the intake area well by a concrete wall, so there is no communication between the areas wells until you get to ground level. It is the responsibility of the design team to place the intake and exhaust terminations appropriately when considering the area well terminations at grade. As this is an existing arrangement, bidders shall assume this configuration is permitted.
4. Question: Could you provide guidance on how to handle the existing glycol mixture in the heating system, including any necessary testing, disposal procedures, or recommendations for reuse? Additionally, if there are any code or environmental considerations, we should be aware of, please let us know.
Answer: Glycol cannot be disposed of in the sanitary sewer system and must be captured for disposal off base. This is considered industrial liquid waste - see SOW 3.5. The government requires proof of disposal at an approved facility. For this project, glycol mixtures shall not be recycled back into the existing heating system and must be taken off base.
5. Question: As we proceed with construction, we are evaluating whether the existing natural gas supply can be used for temporary supplemental heating, should the need arise. If permitted, please advise on any necessary precautions, approvals, or modifications to ensure compliance with any specific safety and code requirements that may be in place at Fairchild AFB. Additionally, please provide guidance on any operational considerations we should be aware of.
Answer: Open-source flames are not permitted. Closed source is permitted. Electric heat is ideal (since power is readily available in the dorms - gas is not). The dorm hallways are very short in length and supplemental electric heat is preferrable (to maintain minimum building temperature per SOW 4.2.1).
6. Question: Contractual / Staffing Requirements: Do the Superintendent, SSHO and QC Manager need to be 3 separate individuals?
Answer: Refer to SOW 2.5 for Superintendent and QC manager roles.
7. Question: Execution / Construction Sequencing: Are there any phasing requirements?
Answer: Each dorm building will be unoccupied during construction - See SOW 2.6. Only one (1) dorm building at a time may be under construction and shall follow a specific construction sequence. See SOW 2.3.4 and 2.3.5.
8. Question: Site Occupancy / Coordination: If the building remains occupied, how many people will be in the building?
Answer: Each dorm building will be unoccupied during construction - see SOW 2.6.
9. Question: Temporary Utilities / Environmental Control: Are there any temporary heating/cooling requirements?
Answer: See SOW 4.2.1.
10. Question: Schedule / Period of Performance: Can the period of performance be extended after award once the material/equipment lead times are confirmed due to current market conditions for the equipment for this project?
Answer: No. Contractor to adhere to Paragraph 4. PERFORMANCE PERIOD of the Fair Opportunity Proposal Request (FOPR) for the seed project package.
11. Question: Existing Conditions / Geotechnical: Are soil boring reports available? If not, it will be assumed that excavation will be clear of rocks and obstructions.
Answer: There are no excavation requirements for this project.

12. Question: Estimating / Clarification of Quantities: For roofing penetrations, please provide bidding quantities for deteriorated underlayment (roofing).
Answer: If design team creates new roof penetrations (based on their design) they are responsible to properly seal/flash any such penetrations.
13. Question: Existing Conditions / Warranty Information: Please confirm the manufacturer of the existing roofing system and who carries the current warranty of the roofing system.
Answer: The question is not relevant to the scope of work. If the design team creates new roof penetrations, properly seal/flash around any such penetrations.
14. Question: Hazardous Materials & Environmental: Please confirm whether asbestos or lead is present on this project, and if so, provide the relevant documentation.
Answer: Refer to SOW 3.1 and 3.2.
15. Question: Hazardous Materials & Environmental: Can the Government provide results from any historical asbestos or lead-based paint surveys? Or is the limited hazardous materials survey the only requirement?
Answer: Previous surveys are not available. Follow SOW 3.1 and refer to SOW 3.2 for specific quantities.
16. Question: Hazardous Materials & Environmental: What is the expected turnaround time for the TCLP results, and does this impact the start of demolition?
Answer: The contractor's team shall work with their contacts for the timing of all project requirements. This is the contractor's means and methods.
17. Question: Subcontractor Coordination / Controls: Please provide the contact information for the building controls contractor.
Answer: The base uses Alerton controls and does not have a contract with a specific controls contractor.
18. Question: Subcontractor Coordination / Life Safety: Please provide the contact information for the building fire alarm company.
Answer: The government does not have a contract with a specific fire alarm contractor.
19. Question: Existing Conditions / Site Documentation: Please provide photos of the job site and existing conditions.
Answer: Refer to SOW Attachments A, B, C, D1, D2, E, and revised F (refer to SOWAtchF_Amend0005ExistingB2256Drwgs) within the seed project package.
20. Question: Administrative / Financial Clarification: Is this project tax exempt?
Answer: Yes
21. Question: Design & Existing Conditions: Please confirm the availability of existing as-built drawings for each dormitory building (2256-2259), and whether they meet A/E/C CAD standards or are "For Information Only" Answer: AutoCAD drawings are available to the awardee of the seed project. Refer to SOW 4.1.2.
22. Question: Design & Existing Conditions: Can the Government provide site access for field verification during the proposal phase to verify dimensions, access pathways, and existing conditions in mechanical rooms?
Answer: Pre-proposal site visit for the seed project was scheduled for 28 APR 2025 at 09:00 A.M. (PST) according to Block 10, Paragraph H of SF1442 for the FY25 MACC Solicitation. See Amendment 0001 issued on 17 APR 2025.
23. Question: Design & Existing Conditions: Are there existing structural drawings indicating load capacity of the mechanical room floor to confirm it can support the new extended concrete pads and equipment?
Answer: AutoCAD structural drawings are available to the awardee of the seed project. Refer to SOW 4.1.2. Attachment F has been revised (SOWAtchF_Amend0005ExistingB2256Drwgs) to include relevant structural drawings for the mechanical room.
24. Question: Equipment Replacement and Install: Can the Government confirm if any of the existing flue exhaust systems or intake piping are reusable, especially for the domestic water boiler and storage tank venting?
Answer: Per SOW 4.7.9, contractors may reuse the existing flue pipe IF your design team concludes it is properly sized for the new system. If it is not properly sized, then the instruction is to exhaust to the area well. However, this is a design-build project, and the design team may provide the best solution. The government cannot conclude anything about the condition of the existing flues, only that there are no current issues with them.
25. Question: Equipment Replacement and Install: What is the maximum equipment width and height allowable through mechanical room access routes, including turning radius and clearance inside the MER?
Answer: The information that has been provided about dimensions can be found on page 7 of the SOW. It is the design team's responsibility to ensure their equipment will fit once demolition is complete (items can be cut out, if necessary, for demolition, so access restrictions do not apply). Options include removing the H&V fan motor (see page 7 of the SOW). Any water heater storage tank solutions must be found by the design team. Also, the option of taking measurements was available at the time of the pre-proposal site visit.
26. Question: Equipment Replacement and Install: Is it permissible to temporarily remove or modify the H&V fan motor or other equipment to facilitate boiler and tank delivery/removal?
Answer: Yes, but such temporary modifications must include TAB, and any commissioning required to restore such systems to their original operations.
27. Question: Electrical Coordination: Confirm the availability of space in the existing switchboard for a new circuit breaker feeding Panel M2. If existing 100A breakers are spare, can they be reused?
Answer: There is available space in the existing switchboard and spares may be reused.
28. Question: Electrical Coordination: What are the conduit routing constraints within the MER electrical room for running feeders from the switchboard to the new panel?
Answer: There is available space for routing new electrical conduit. See SOWAtchB-PhotosB2256_2257_2258_2259, pages 15 and 16.
29. Question: Gas Piping & Metering: Has Avista been engaged for the gas meter removal/installation scope? If not, will the Government coordinate this, or is it the contractor's responsibility?
Answer: The contractor shall work with Avista. See SOW 4.3.1.
30. Question: Gas Piping & Metering: Can the Government provide documentation or confirmation of the gas load calculations validating the existing 1-inch poly service for new boiler and DWH loads?
Answer: This is the design team's responsibility. However, preliminary calculations by the government show that the line is suitable for one combined service. If, after the award, the design team concludes that the line is not suitable for combining gas loads, the existing gas meter at the street will NOT be decommissioned and will be reused for the new domestic hot water boiler. Bidders shall assume the gas loads CAN be combined.
31. Question: Controls & EMCS: Please confirm which EMCS protocol is required (BACnet/IP or BACnet MS/TP) for integrating the new boilers, DWH, and glycol make-up system.
Answer: FAFB uses BACnet/IP.
32. Question: Controls & EMCS: Are any third-party integration services required or is this to be done by base personnel for EMCS programming?
Answer: Per the FAFB BDG, controls shall be Alerton. Full programming and full integration shall be by the controls contractor.
33. Question: Plumbing & Water Quality: Can the Government clarify if Legionella mitigation measures (e.g., thermal disinfection, chlorination) are required for the new domestic hot water systems?
Answer: Disinfection is required per SOW 4.7.20.
34. Question: Plumbing & Water Quality: Is there a preferred method or vendor for water testing after system pressure drops below 20 psi, as referenced in Section 3.6?
Answer: This will be the contractor's means and methods.
35. Question: Testing, Commissioning & Warranty: What are the commissioning requirements for the domestic and heating water systems, and is a third-party commissioning agent required or provided by the Government?
Answer: The contractor shall work with their commissioning agent subcontractor for typical plumbing and heating elements that require commissioning. The government does not provide these services. Commissioning agents do not need to be independent of the design team.
36. Question: Testing, Commissioning & Warranty: What level of coordination is expected for start-up testing with the FAFB EMCS team? Are multiple site visits expected?
Answer: Training government personnel on all installed and modified systems is a requirement per the FAFB BDG. The government need not be present for start-up testing. FAFB EMCS must have full visibility of all systems (new and modified). The number of visits is up to the contractor and their schedule. See SOW 4.8.
37. Question: Architectural & Finish Impacts: Will the contractor be responsible for repairing interior finishes (paint, patching, trim) disturbed by mechanical or electrical work, particularly in corridors and vestibules used for equipment ingress/egress? If yes, is the repair just to the impacted area(s) or is a wall-to-wall repair required?
Answer: All areas damaged/marred by the contractor, the contractor is responsible for repairing and returning to the government at a minimum to the original and functional condition.
38. Question: Architectural & Finish Impacts: Please confirm the extent of surface restoration required in areas affected by demolition and new work within the Mechanical Equipment Rooms (MER) and access corridors.
Answer: All areas damaged/marred by the contractor, the contractor is responsible for repairing and returning to the government at a minimum to the original and functional condition. Any pre-existing damage/conditions within the mechanical rooms may have some existing surface imperfections, which will be addressed by the government.
39. Question: Architectural & Finish Impacts: What are the existing flooring finishes in the MERs and access corridors (e.g., epoxy, VCT, tile)? Are any of these to be patched, protected, or replaced following equipment removal and installation?
Answer: It is recommended to place protective surface coverings in all areas to minimize damage to existing finishes, this is means and methods. If new damage occurs due to construction activities, elements (wall, floors, etc.) shall be restored to original condition. Surfaces consist of exposed brick, VCT, carpet, painted concrete, exposed concrete, sealed concrete, and gypsum wall board. See answers to questions 37 and 38.
40. Question: Architectural & Finish Impacts: Is there a requirement for epoxy floor touch-ups or full recoating in the MERs after pad extensions and equipment placement?
Answer: No. However, if new damage occurs because of construction activities, all areas damaged/marred by the contractor, the contractor is responsible for repairing and returning to the government at a minimum to the original and functional condition.
41. Question: Architectural & Finish Impacts: Is there existing tile (wall or floor) in the access paths or within the MER that will need to be repaired or replaced due to routing of new utilities or demolition work?
Answer: All major work effort is confined to the MER. The MER has an exposed ceiling as does the electrical room, with exposed concrete walls, ceiling, and floors. There are some gypsum wall boards in the MER. All areas damaged/marred by the contractor, the contractor is responsible for repairing and returning to the government at a minimum to the original and functional condition.
42. Question: Temporary Protection Requirements: Please confirm if temporary protection measures (e.g., floor covering, corner guards, dust containment) are required for interior paths during equipment removal and installation. If so, are there specific materials or standards that must be followed?
Answer: This is the contractor's means and methods of protecting existing finishes. The contractor is responsible for repairing and returning to the government at a minimum to the original and functional condition.
43. Question: Temporary Protection Requirements: Are there fire-rated or security-rated doors, finishes, or enclosures along the access path that require special procedures or escorts during removal or transit?
Answer: No.
44. Question: Doors, CMU, and Interior Impacts: Are any doors, frames, or hardware to be removed or temporarily altered to facilitate access to the MER? If so, are they to be reinstalled or replaced?
Answer: This depends on the contractor's design, what route they choose, and if they are willing to temporarily remove equipment to facilitate equipment that wouldn't normally fit through the existing single-width doors. Also, see answer to question 25. Temporarily removed elements may be reused as long as they are fully functional and restored to original condition.
45. Question: Doors, CMU, and Interior Impacts: Are there any CMU wall penetrations or removals anticipated as part of rerouting new piping, exhaust, or vent terminations? If yes, please confirm responsibility for cutting, patching, and surface finish restoration.
Answer: The routing of the new systems is the design team's responsibility. The contractor and their team is responsible for all cutting, patching, and surface finish restoration.
46. Question: Doors, CMU, and Interior Impacts: Will core drilling through existing CMU or slab for piping and flue routing require x-ray or scanning procedures? If so, who is responsible for this effort?
Answer: This is the contractor's means and methods. All work for this project is fully executed by the contractor and their team.
47. Question: Security & Fire Alarm Concerns: Do any doors along the equipment route have security or fire alarm contacts (e.g., magnetic switches, motion sensors)? If so, will the contractor be required to coordinate with base security or fire departments prior to disconnection and reconnection?
Answer: No doors along the equipment route have security or fire alarm contacts.
48. Question: Security & Fire Alarm Concerns: Are any existing alarm systems or access controls within the MERs or along egress paths impacted by this scope? If so, please clarify the required procedures or notification protocols.
Answer: No.
49. Question: Utility Metering - Proposed Locations: Please confirm the proposed new location for the consolidated natural gas meters and clarify if Avista will determine final placement or if the contractor should propose and submit locations for approval.
Answer: The gas meter location shall be located as shown in SOWAtchD1-15PcntConceptPlan.
50. Question: Utility Metering - Proposed Locations: What clearances, setbacks, or protection (bollards, fencing) are required around the new meter assemblies near the MER area wells?
Answer: The location is such that protection requirements are not required - see SOWAtchB-PhotosB2256_2257_2258_2259, page 1. The new gas meter will be in a grassy area along an untraveled path at the back of the buildings.
51. Question: Utility Metering - Proposed Locations: Will new meter locations require modifications to adjacent landscaping, concrete pads, or site grading to ensure access and compliance?
Answer: No. If there is any damage to existing landscaping, concrete structures, or grass, the contractor will be required to restore them to their original condition at minimum. See SOWAtchB-PhotosB2256_2257_2258_2259, page 1.
52. Question: Phasing & Logistics: Please confirm whether the three mobilizations listed in the SOW include demobilizations or if those are considered separate events.
Answer: These would be considered separate events. See SOW 2.3.5 for required building construction sequence. SOW 2.3.4 also allows the contractor to demobilize and use that gear for other work during the 4-week interval.
53. Question: Work Hours & Labor: Can extended hours or weekend work be approved in advance, and will premium pay be reimbursable under the contract?
Answer: Contractor may request extended hours or weekend work, but it is the Contracting Officer discretion to approve work outside the general work hours outlined in SOW 2.6.3. This is a Firm-Fixed Price Contract, bid accordingly.
54. Question: Environmental Controls: Are there specific dust, vibration, or noise control requirements for work within the MER or adjacent occupied areas?
Answer: A dust control plan MAY be required depending on where the contractor stages their gear/office. No other plans should be required as the dorms are very isolated from each other and will be unoccupied during construction.
55. Question: Submittals & Approvals: Will there be any penalties or time/cost impacts associated with rejected or resubmitted design and material submittals?
Answer: Contractor may be subject to Liquidated Damages for any calendar days beyond the Period of Performance. Please refer to Paragraph 7 LIQUIDATED DAMAGES of the Fair Opportunity Proposal Request (FOPR) for the seed project package.
56. Question: Site Access & Laydown: Will laydown and staging areas be designated near each building, or must the contractor secure offsite options?
Answer: There are adequate spaces near the dorms for laydown and staging areas that will not require off-site staging. The awardee will provide recommendations and coordinate with the government.
57. Question: Utility Coordination: Will the Government coordinate directly with Avista for gas meter work, or is the contractor responsible for all coordination and fees?
Answer: Refer to SOW 4.3.
58. Question: System Chemicals & Treatment: Is the contractor responsible for supplying and administering glycol and water treatment chemicals, including testing and verification?
Answer: Yes.
59. Question: Rigging & Equipment Access: Are crane lifts or special rigging anticipated for equipment removal/installation, and are there any base-specific restrictions or permits required?
Answer: This is the contractor's means and methods. However, if using cranes, approval must be given by the government to not interfere with air operations. With the scope of this project, however, the government does not see the necessity for cranes.
60. Question: Base Access Requirements: Will the contractor incur costs for access badges, base safety training, or other personnel clearances for work on-site?
Answer: No. This is a Firm-Fixed Price contract.
61. Question: Traffic Control: Are there any base-specific traffic control requirements for equipment delivery, such as escorts, signage, or flaggers?
Answer: Traffic Control is not applicable for this project.
62. Question: Weather & Seasonal Constraints: Given that winter exclusion is not applicable, what temporary weather protection, snow removal, or heating provisions are required by the contractor?
Answer: The contractor is responsible for proper storage and protection from any damage to all construction materials. Any damage to the materials is not the government's responsibility. See SOW 4.2.1 for temporary building heating requirements.
63. Question: Hazmat Disposal: Will the contractor be reimbursed for landfill or tipping fees related to asbestos or lead-based material disposal?
Answer: No, this is a Firm-Fixed Priced contract.
64. Question: Temporary Utilities: Will temporary power and water be provided by the Government, or must the contractor supply these independently?
Answer: The government will provide temporary power and water, if needed. The contractor must hook up to these utilities at their existing locations approved by the government (the government will not bring them to you).
65. Question: Can all buildings be in one (1) package or does the government need individual package (i.e. Can our design-build team do one set of drawings encompassing all buildings or one complete set of drawings for each building so it can be phased?)
Answer: You may provide one package for all buildings, even though the buildings will not be worked on at the same time. Refer to SOW 4.11.
66. Question: Please confirm if steam demolition drawings are required.
Answer: Steam demolition drawings are not required. The government wants the existing steam piping and components completely removed and pipes capped at the wall.
67. Question: The tightness of the mechanical room could not be fully determined until walked. Is it acceptable to temporarily shut down and move other systems in order to remove and install boilers and other equipment? Please note the following:
The existing mechanical rooms (MER) are restrictive in space and pathways. Note critical dimensions below and recommended guidance. This shall be considered by the design team when selecting equipment and bidding this project. Design team MAY include in their bid the cost of removing the heating and ventilation unit (H&V) supply fan motor (see Attachment B, page 10) and re-installing it after all hydronic systems are installed. Design team is responsible to account for these pathway restrictions when providing bids based on their research and design of new systems and demo of existing systems.
- Existing MER door entry width is 34 inches with the door removed. Only single-width doors from the MER to the exterior are available and the construction path will pass through interior lobbies/vestibules.
- Existing pathway between H&V supply fan is 31 inches wide (fan motor) and 74 inches high (overhead piping) - see Attachment B, page 10. This is encountered immediately after entering the MER.
- MER area wells cannot be used as a pathway because of existing fan motors, ductwork, piping, Unistrut, glycol make-up tanks, water filters, and pumps, that block pathways.
- Removing existing equipment may require cutting equipment to allow for removal from MER. This is especially true for the existing domestic hot water storage tank.
Answer: Refer to answers in question 26.
68. Question: What main gear manufacturer is in each building? We need to know so we can get proper pricing on the required breaker to feed the new sub panel.
Answer: Refer to SOWAtchB-PhotosB2256_2257_2258_2259, page 14.
69. Question: We are reviewing the existing conditions for the intake and exhaust placement on some of the current gas-fired equipment. The setup currently allows both to be positioned within a mechanical well and within four feet of opening windows. Based on our understanding of applicable building codes, this proximity may not be permitted unless specifically approved. Could you confirm whether this configuration meets code requirements? If not, could you provide guidance on the necessary adjustments or approvals required?
Answer: Refer to question 3.
70. Could you provide guidance on how to handle the existing glycol mixture in the heating system, including any necessary testing, disposal procedures, or recommendations for reuse? Additionally, if there are any code or environmental considerations, we should be aware of, please let us know.
Answer: Refer to question 4.
71. Question: We are evaluating whether the existing natural gas supply can be used for temporary supplemental heating, should the need arise. If permitted, please advise on any necessary precautions, approvals, or modifications to ensure compliance with any specific safety and code requirements that may be in place at Fairchild AFB. Additionally, please provide guidance on any operational considerations we should be aware of.
Answer: Refer to question 5.
72. Question: What is the total square footage of each dormitory?
Answer: Refer to revised SOWAtchF_Amend0005ExistingB2256Drwgs for building dimensions and available graphic scales for calculating square footage.
73. Question: The current phase 2 duration of 240 days only allows for 38 calendar days to complete all abatement, demolition, complete installation by multiple trades, and testing per building. Based on schedules provided by our subcontractors, we request that phase 2 be extended by 60 calendar days to allow completion of each building.
Answer: Phase II Period of Performance will remain at 240 calendar days.
74. Question: Per the SOW Section 3.2 list quantities for ACM. We have been notified that these buildings have been tested multiple times and have never come back hot. Can you provide any survey and/or testing documentation listing the results from previous tests.
Answer: Refer to question 15.
75. Question: For the heating system, do the point of connections have isolation or is it the intent of the owner to have the entire dormitory drained and refilled?
Answer: If using the concept plan (Attachments SOWAtchC-15PcntConceptDemoPlan and SOWAtchD1-15PcntConceptPlan) connection points to the heating water system, isolation valves DO NOT EXIST to isolate the dormitory and would require the entire dormitory heating water system to be drained. Because this is a design-build project, other connection locations may be used that would not necessitate draining the entire heating water system. There are supply and return isolation valves at various pieces of heating water equipment, such as at the existing boiler inlet and outlet connections.
76. Question: Per the SOW Section 3.2 list quantities for ACM. We have been notified that these buildings have been tested multiple times and have never come back hot. Can you provide any survey and/or testing documentation listing the results from previous tests.
Answer: Refer to question 15.
77. Question: The project SOW references MACC criteria for 65% level deliverables, however section 4.11 of the SOW references specifications as "on drawings".
Will book specs be required for the design portion of this project?
Answer: Specifications on drawings are acceptable for this project.
78. Question: Will the drawings need to detail the mechanical room for each building or will one typical plan suffice for the work in all 4 rooms.
Answer: One mechanical room plan is sufficient for all four (4) buildings. As-built drawings for this project should capture any installation differences in each mechanical room, if differences exist.
79. Question: SOW 4.7.10 requires the design team to calculate the required domestic hot water capacity and determine the appropriate delivery temperature. Do the existing fixtures have ASSE 1070 temperature reducing devices or shower valve limit stops?
Answer: A thermostatic mixing valve in the mechanical room drops the temperature from 140F (at the water storage tank) to 110F before serving dormitory fixtures
- this is the extent of any temperature reduction before serving plumbing fixtures. All plumbing fixtures in the dormitories are NOT low-flow.
