The Multiple Award Construction Contract (MACC) is an Indefinite-Delivery, Indefinite-Quantity (IDIQ), in support of Fairchild AFB (FAFB) and other sites supporting FAFB, for Design-Build (DB), ranging from concept up to full 100% design, and "Construction Only" services based on general statements of work further defined with each subsequent individual Task Order (TO), adhering to the FY25 Base Design Guide (BDG) Specifications, and the 2018 FAFB Installation Facilities Standards (IFS). Magnitude of the individual TOs typically range from $500.00 to $10,000,000.00. The total program value is Not-to-Exceed $95,000,000 over one (1) five (5) year base ordering period with one (1) two (2) year option ordering period.
Amendment 0004 - FY25 Multiple Award Construction Contract (MACC) Solicitation:
A. The purpose of this amendment is to answer questions proposed by prospective contractors concludes any further questions related to SF1442 of theAND FY25 MACC Solicitation.
1. Question: 1, Sec M 2.2.4 Section 2 States "A complete copy of this RFP (through Section M, less attachments) with the original signature of an official authorized to contractually bind the offeror in block 20A-C of the SF 1442." Will the government re-issue a conformed RFP with all of the changes included in the amendments with a new SF 1442 reflecting 230 days so it meets the contract requirements.
Answer: Section L, Paragraph 2.2.4 under Section 2, not Section M, Paragraph 2.2.4 references the question stated above. The government will not re-issue a conformed RFP. Refer to Section L, Paragraph 2.2.4.
2. Question: Volume I Past Performance Questionnaires: Many of our government clients will not or have been directed to not complete past performance questionnaires (PPQ) when there is a final CPAR or have previously completed a PPQ. Please allow the use of CPARS or previously issued PPQs so that the full range of relevant projects can be used to demonstrate companies complete experience and not limit the competition Answer: Refer to Section L, Paragraph 2.1.4 in Amend0002 issued on 28 Apr 2025.
3. Question: Section 2.1.3. Relevant Contracts states "relevant as defined in Table 4 of DoD Source Selection Procedures". Where is Table 4 of the DoD Source Selection Procedures located or please provide.
Answer: Table 4 of DoD Source Selection Procedures is reflected in the table under Section L, Paragraph 2.1.3 Relevant Contracts.
4. Question: Section C Description/Specifications/Statement of Work states ," The Multiple Award Construction Contract (MACC) is an Indefinite-Delivery, Indefinite- Quantity (IDIQ), in support of Fairchild AFB (FAFB) and other sites supporting FAFB for Design-Build (DB), ranging from concept up to full 100% design, and "Construction Only" services based on general statements of work further defined with each subsequent individual Task Order (TO)". The statement referring to "construction only services" which is "Design Bid Build". Can the proposed projects be a combination of DB and DBB to demonstrate both capabilities?
Answer: Refer to Section L, Paragraph 2.12 Past Performance Information Sheets, Paragraph 2.1.3 Relevant Contracts, and 2.1.1 Past Performance Evaluation Questionnaires.
5. Question: 2.2 Volume 2 Price and Contract Forms. Paragraph 2.2.4 Contract forms states "Include the following data in this volume in the format indicated."
Sections 1- 4 does not include the Financial Resources information. Where does the "Financial Resources" information go in this volume?
Answer: Refer to Section L, Volume Submission Requirements in Paragraph 1.8 and Paragraph 2.2 Volume 2 - PRICE AND CONTRACT FORMS.
6. Question: Will you please provide Attachment 9 Past Performance Information and Attachment 8 Past Performance Questionnaire (PPQ) as a Word document.
Answer: No. Refer to Section J, Attachment 25R0001_Atch8-PastPerfCvrLtrQuestionnaire.
7. Question: Please confirm that the Government only requires 2 electronic copies (CD/DVD), and that contractors are NOT required to submit any printed, wet-ink "originals."
Answer: Refer to Section L, Paragraph 1.8.
8. Question: Contents of Past Performance Volume 2.2.1 states:
The offeror shall submit a Past and Present Performance Volume containing the following:
* Table of Contents
* Summary Page describing the role of the offeror, or the joint venture partner that the offeror is required to provide Past Performance Information Sheets in accordance with paragraph 2.2.2 below.
* Past Performance Information Sheets and Past Performance Questionnaire completed in accordance with the following attachments under Section J -
Do you want the PPQs included in Volume 1 with the contractor provided information as noted in section 2.2.1? If so can we provide the first 2 pages with the information contractors provide?
Answer: Refer to instructions in Attachment 25R0001_Atch8-PastPerfCvrLtrQuestionnaire and Section L, Paragraph 2.1.4.
9. Question: 2.1.2 Past Performance Information Sheets Paragraph 2 - The offeror shall provide experience data for itself and for any proposed division, joint venture, or key personnel whose effort on this contract will significantly influence performance of the proposed construction and/or design-build effort. Will the government confirm that the experience data is to be contained on the Past Performance Information Sheets ONLY?
Answer: Refer to Section L, Paragraph 2.1.2, second paragraph.
10. Question: 2.1.2 Past Performance Information Sheets Paragraph 2 - The offeror shall provide experience data for itself and for any proposed division, joint venture, or key personnel whose effort on this contract will significantly influence performance of the proposed construction and/or design-build effort. Will the government confirm that the experience data should only be provided on divisions, JVs, or key personnel directly related to the prime contractor?
Answer: Refer to Section L, Paragraph 2.1.2, second paragraph.
11. Question: 2.1.3 Relevant Contracts

Paragraph 3 Past performance information must demonstrate design/build construction experience as the prime contractor. Will the government confirm that the all past performance information sheets should be directly related to projects performed by the prime contractor?
Answer: Refer to Section L, Paragraph 2.1.3.
12. Question: 2.1.3 Relevant Contracts Paragraph 3 Past performance information must demonstrate design/build construction experience as the prime contractor. Since we are a Prime Contractor without a teaming arrangement, joint venture or any other relationship, will the government confirm that this prime contractor's proposal may only contain 5 Past Performance Information Sheets?
Answer: Refer to Section L, Paragraph 2.1.3.
13. Question: 2.1.5 Subcontractor consent Paragraph 3 Past performance information pertaining to a subcontractor cannot be disclosed to the prime offeror without the subcontractor's consent. Provide a Subcontractor/ Teaming Partner Consent Form, Attachment: 25R0001_Atch10-SubKTRTeamingRelease, in Section J - List of Attachments, from all subcontractors/teaming partners that will perform major or critical aspects of the requirement, consenting to release of their past performance information to the prime contractor. Will the government confirm that no past performance information sheets may be provided for major subcontractors that are not joint venture partners or teaming partners or otherwise directly related to the prime contractor?
Answer: Yes. Refer to Section L, Paragraph 2.1.3.
14. Question: 2.1.2 Past Performance Information Sheets and 2.1.3 Relevant Contracts: please confirm the Past Performance Information Sheets - no matter what combination used (prime, JV, etc) - will total 15 pages maximum. Please confirm this page limit and do not say "refer to..."
Answer: Per Section L, Paragraph 1.8, Volume I - Past Performance has a page limit of 30 Max.
15. Question: 2.1.2 Past Performance Information Sheets and 2.1.3 Relevant Contracts: these sections state that relevant contracts shall have been performed during the past three years from the date of issuance of this solicitation. Can this please be extended to the last five years from the date of this solicitation for submitted design-build projects?
Answer: No
16. Question: 2.1.5 Subcontractor Consent - please define the term "teaming partners" Answer: Refer to FAR 9.601 Definition.
17. Question: 2.1.5 Subcontractor Consent - please define the term "teaming partners2.1.5 Subcontractor Consent - do you want the Subcontractor/Teaming Partner Consent Form section in front of the Organization Structure Change History section?
Answer: Refer to Section L, Paragraph 2.2.4.
