STATEMENT OF WORK
MULTIPLE AWARD TASK ORDER CONTRACT (MACC)
ORIENTATION SEMINAR
22 January 2025
1. OBJECTIVE
This Statement of Work describes the requirements for the Contractor to attend and participate in a one-day MACC Orientation Seminar. The seminar will be held at Fairchild
AFB, WA. The contractor will attend the conference and submit required deliverables detailed below. Seminar content will include various contract administration, security, design/engineering perspectives and construction management information. Results of the seminar are expected to set the framework for solid partnering, increased base familiarity, and clarification of processes/perspectives. The seminar is not intended to discuss or change contract requirements.
2. SCOPE
The contractor shall attend and participate in the MACC Orientation Seminar at Fairchild
AFB, WA. This conference is intended as an orientation to the MACC program for
Fairchild AFB. The seminar shall provide a program overview covering several topics, as follows:
▪ Partnering
▪ Government/Contractor Design Build Philosophies
▪ Program Management o Contract Administration o Cost and Change Controls
▪ Project Management o Quality Control Program (i.e., quality control vs. quality assurance, superintendence) o Design management o Construction management o Security/Philosophies (i.e. FPCONS, Base security requirements) o Site specifics associated with the base
▪ Base Design Guide (BDG)
▪ Installation Facilities Standards (IFS)
▪ Environmental requirements.
The orientation seminar will be conducted in an open communications environment. Cross flow of information and ideas is paramount to the seminar’s success.
Exact date and time for this conference will be scheduled after basic contract award.
3. TASKING AND DELIVERABLES
As a minimum, the Contractor’s Program Manager shall attend the seminar. It is highly encouraged for a Design Team Member and other key team members to attend who are

Attachment 12 - Orientation Seminar Statement of Work intimately involved with contract administration, design/build, superintendence, quality control, construction management and program/project management.
All deliverables shall be emailed a minimum of one (1) week prior to the scheduled seminar date to Tuyen Nguyen at tuyen.nguyen.2@us.af.mil.
3.1 Base Access Information
The contractor shall deliver the following information to the 92d Contracting
Squadron (CONS) minimum of one (1) week prior to the scheduled seminar date:
• One (1) copy of the contact information for the seminar attendees to include their name, social security, date of birth and company for base access.

Contractor shall provide the required information for base access as follows:
- Send information in a password protected document (PDF preferred).
- Password to be issued to us in separate email.
3.2 Signatory Authority
The contractor shall provide a Signatory Authority Signer Letter.
• Required on company letter head.
• Identify individuals who may sign contract action items required under the MACC (Notice to Proceed (NTP), Modifications, Submittals, Requests for Information (RFIs), Progress Reports (PRs), Change Order Proposals (COPs). In addition, list individuals who are authorized to negotiate on behalf of the organization.
• Letter shall be signed by the authorized individual(s) outlined in the organization proposal letter at time of bid for the basic contract.
4.0 SUBMITTAL REQUIREMENTS
The contractor shall provide an organization Staffing Plan, Quality Control (QC) plan, and Safety Plan submittals using the Air Force 3000 transmittal form (AF3000). The
AF3000 template shall be provided upon issuance of the Orientation Seminar Task Order award. All submittals shall be issued to CONS as one merged document, using the following naming convention that consists of the last seven (7) characters of the Orientation
Seminar Task Order number awarded.

4.1 Contract Management Staffing Plan
Submittal Naming Example: 25F0001_SUB001-StaffingPlan
- Staffing Plan shall include all individuals within the organization identifying company position and roles ((Project Managers, Designer
Project Manager, Safety Manager, Quality Control Managers, Superintendents, Contract Administrators, Payroll Administrators, and
Badging & Certified Payrolls personnel), and contact information (office and cell phone, and email address).
4.2 Primary Quality Control Plan (per MACC Specification Section 01700)

5.0 QUESTIONS
Questions may be submitted prior to the Orientation Seminar conference. No more than three (3) questions, issues, or concerns pertaining to the overall contract. The Government will endeavor to address all inquiries received from the Contractor.
