MEMORANDUM FOR MACC CONTRACTORS
FROM: 92 CONS/PKB
SUBJECT: Fair Opportunity Proposal Request (FOPR) under the FY25 Multiple Award Construction
Contract (MACC) Solicitation: FA462025R0001, Seed Project GJKZ1149058 – Replace
Dormitory Boilers, Multi, Fairchild AFB, WA
1. This is a FOPR for subject project to be awarded on a fair opportunity basis pursuant to Federal
Acquisition Regulation (FAR) 16.505 ordering procedures, the terms and conditions of the FY25 MACC
Solicitation, and the specific requirements outlined in this request with attachments.
2. TASK ORDER DESCRIPTION: Fairchild AFB invites you to submit a proposal for Seed Project
GJKZ114058 – Replace Dormitory Boilers, Multi. This is a 65% Design Build, defined as a specific Work
Element No. 1 (Design-Build Effort Required with Provided Partial Design) proposed task order as specified in the basic MACC specifications, Section 01000.
a. Work includes but is not limited to: For each dorm (B2256, B2257, B2258, B2259) – Replace the heating water boiler and domestic water heating systems with new, including two (2) boilers in parallel, single domestic water boiler, piping systems, gas systems, and install new electric panel; ACM removal; mobilization/de-mobilization; all demo, cleaning, preparation, and disposal necessary to accomplish said tasks; all required testing and start-up of equipment, all coordination necessary to accomplish said tasks; as-built records; General Requirements associated with the above listed work to meet the requirements of the attached Statement of Work.
3. PROJECT MAGNITUDE: The project magnitude is $1,000,000 and $5,000,000.
4. PERFORMANCE PERIOD: Total Performance Period for this project is 450 calendar days and will be performed in three (3) distinct phases:
• Phase I - Phase I is identified as the 65% Design, Hazardous Material Survey, Material Gathering
Submittal Phase, and has a duration of 150 calendar days to design, prepare, submit, and receive approval on all submittals, other than those required for Phase III (Closeout).
• Phase II - Phase II is identified as the Physical Work Phase and has a duration of 240 calendar days to occupy the work site and to physically accomplish the work. Each facility will be unoccupied during this phase. Contractor may only work on one facility at a time. Upon completion of each facility, government must accept and approve the work so occupants can relocate back to the dorm, prior to contractor beginning work in the next facility. There are four (4) dorm facilities.
• Phase III – Phase III is identified as the Closeout Phase and has a duration of 60 calendar days for completion of all closeout requirements per the basic MACC specification.
5. NOTICE TO PROCEED: A Notice to Proceed (NTP) shall be issued for each phase of work. NTP for Phase I will be issued within 15 calendar days after award of the task order and upon receipt and approval of bonds. NTP for Phase II/III will be issued upon substantial completion of Phase I/II work, respectively.
6. WINTER EXCLUSION: Winter Exclusion period IS NOT applicable.
7. LIQUIDATED DAMAGES: Liquidated damages (LDs) shall apply for Phases I/II: Material
Gathering/Submittal and Physical Work. Breakdowns for each phase are:
• LDs for Phase I will be assessed in the amount of $185.00 per day.
• LDs for Phase II will be assessed in the amount of $265.00 per day.
8. WAGE DETERMINATION: The most current “Building” wage determination for Spokane County referenced in the FY25 MACC solicitation is applicable to this project.
9. BONDS: In accordance with Section H of the FY25 MACC solicitation, all offerors are required to submit a Proposal Guarantee (Bid Bond) equal to 100% of their proposal price with their proposal.
In addition, the awardee of this seed project will be required to submit a performance and payment bond in the amount of 100% of the Seed Project task order price within ten (10) calendar days after task order award.
10. NOTICE TO OFFERORS: Funds are not presently available for this effort. No award will be made under this solicitation until funds become available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the
Government has no obligation to reimburse an offeror for any costs.
11. CONFLICT OF INTEREST: Identify any conflict of interest or appearance issues which may be a potential Organizational Conflict of Interest (OCI) in accordance with FAR 9.5, as supplemented, and any basic contract clause(s) that govern the Indefinite Delivery/Indefinite Quantity (ID/IQ). Contractors are responsible for immediately notifying the Contracting Officer should any potential conflict of interest arise at any time prior to and/or after contract award.
12. PRE-PROPOSAL SITE VISIT: A pre-proposal site visit will be held in accordance with Block 10 of FY25 MACC SF1442. Parties will meet at the Contracting Office, Bldg. 2451A Fairchild AFB, WA.
Attendees must be pre-cleared to access the base. All interested contractors shall submit base access requests to Mr. Tuyen Nguyen at tuyen.nguyen.2@us.af.mil and SSgt Tristian Ellenson at tristian.ellenson@us.af.mil a minimum seven (7) calendar days prior to the site visit to request clearance for access to the base.
13. OFFERS DUE: Proposals shall be submitted to this office in accordance with Block 10 of FY25
MACC SF1442. Proposals submitted after the established submission time will be “late” in accordance with FAR 52.215-1(c)(3). Submit proposals via email to Mr. Tuyen Nguyen at tuyen.nguyen.2@us.af.mil and SSgt Tristian Ellenson at tristian.ellenson@us.af.mil.
14. PRICE SCHEDULE: Price proposal shall consist of completing the Government provided price schedule under Attachment 25R0001_Atch11A_FOPR_GJKZ1149058-Atch1-PriceSchedule.
Proposals shall indicate that offers are valid in accordance with Block 13 of FY25 MACC SF1442 for
Government acceptance, as well as acknowledgements of all amendments issued to the FOPR. In addition, the contractors shall provide a Schedule of Values (SoV) along with their price proposal. The SoV shall be broken down per the current MasterSpec format: by Division, and subsequently, by Section. Item shall include the Section Number, Section Title, and Scheduled Value. The Design effort shall be a separate line item of its own. (The Schedule of Values is for informational use only.)
15. QUESTIONS AND ANSWERS: Any questions, whether technical or contractual in nature, shall be submitted in writing to Mr. Tuyen Nguyen at tuyen.nguyen.2@us.af.mil and SSgt Tristian Ellenson at tristian.ellenson@us.af.mil seven (7) days prior to proposal due date. Questions will be consolidated, and responses will be forwarded to all Contractors.
16. AWARD SELECTION: The selection methodology for award of this task order will be made in accordance with Section L and M of the FY25 MACC Solicitation (FA462025R0001).
