About this file
This Statement of Work (SOW) details a project to replace boiler and domestic hot water systems in four dormitory buildings (2256, 2257, 2258, 2259) at Fairchild Air Force Base, Washington. The project involves two primary contract line items: replacing heating hot water boiler systems and domestic hot water systems, and conducting asbestos abatement. Specific work includes removing existing equipment, installing new high-efficiency gas-fired condensing boilers, new domestic hot water boilers, storage tanks, piping, electrical panels, and associated controls and infrastructure.
The project requires comprehensive system replacement with precise technical specifications, including installing two new boilers per building capable of meeting two-thirds of the existing heating output, new pulse output gas energy meters, condensate neutralization kits, and integration with the base's existing Energy Management Control System (EMCS). The contractor must perform a limited asbestos survey, handle hazardous materials, provide as-built drawings, and ensure all new equipment meets specific efficiency and performance standards. The work is to be completed in three phases: design, physical construction, and closeout, with strict requirements for submittal quantities, material specifications, and coordination with base personnel.

FA462025R0001, Attachment 11B
FOPR_GJKZ1149058
NOTE:
Existing mechanical rooms (MER) are restrictive in space and pathways. Note critical dimensions below and recommended guidance. This shall be considered by the design team when selecting equipment and bidding this project. Design team MAY include in their bid the cost of removing the heating and ventilation unit (H&V) supply fan motor (see Attachment B, page 10) and re-installing it after all hydronic systems are installed. Design team is responsible to account for these pathway restrictions when providing bids based on their research and design of new systems and demo of existing systems.
- Existing MER door entry width is 34 inches with the door removed. Only single-width doors from the MER to the exterior are available and the construction path will pass through interior lobbies/vestibules.
- Existing pathway between H&V supply fan is 31 inches wide (fan motor) and 74 inches high (overhead piping) – see Attachment B, page 10. This is encountered immediately after entering the MER.
- MER area wells cannot be used as a pathway because of existing fan motors, ductwork, piping, Unistrut, glycol make-up tanks, water filters, and pumps, that block pathways.
- Removing existing equipment may require cutting equipment to allow for removal from MER. This is especially true for the existing domestic hot water storage tank.
CLIN0001AA: MER DEVIATIONS FROM B2256 DESCRIPTIONS
The demo and new installation requirements that follow apply to B2256. Deviations from these requirements for the remaining buildings B2257, B2258, and B2259, are explained here.
B2256 and B2258 have the same MER layout. B2257 and B2259 have the same MER layout, being mirror images of B2256 and B2258. Deviations are as follows:
B2257
The existing chilled water filter (see Attachment B, page 17) is located where the existing concrete housekeeping pad will be extended to, near the far MER wall. It will need to be removed and re-installed, preferably on the new extended concrete housekeeping pad. This includes all piping necessary to re-install it and re-filling of the CHW system. Purge any air out of piping after installation by running the CHW pumps and bleeding air.
B2259
In place of an existing domestic hot water boiler, there are two (2) tank-style water heaters that will be removed and replaced with one (1) DWHB. See Attachment B, page 21.
FA462025R0001, Attachment 11B
FOPR_GJKZ1149058
CLIN0001AA: REMOVE ABANDONED STEAM EQUIPMENT AND PIPING
Much of the former steam equipment and piping was removed back in 2002 when boilers replaced central steam, but there is still abandoned equipment and piping in place. This equipment and piping shall be COMPLETELY removed under this project and is confined to the end wall of the MER – see B2256 photos in Attachment B. Removal of this abandoned steam system will allow for concrete housekeeping pad extension and general clean-up of the end of the MER. For purposes of bidding the removal of this leftover system, use the following estimates:
- Two (2) flash tanks
- 100 feet of 6-inch piping, including elbows, valves, traps, and PRVs.
Leftover piping penetrating walls/floors shall be capped close to the walls/floors.
See Section 3.2 for anticipated ACM abatement requirements.
CLIN0001AA: COMBINE MULTIPLE GAS SERVICES INTO ONE NEW SERVICE
Each dormitory building is served by two existing gas meters. One gas meter serves the domestic water heater, and the other gas meter serves the heating water boiler. The gas meter serving the domestic water heater will be de-energized and its gas load will be added to the new gas meter that will serve the boilers and the domestic water heater for each dormitory building.

4.7.5.1. DWBs shall be controlled per the manufacturer’s recommendations for interaction with water storage tank temperature. Basis of design control system is per the model listed in Section 4.7.2.1. Controls contractor to provide all necessary controls points (including all hardware) and programming (where necessary) for executing this control sequence.
Maximize boiler efficiency through equipment integral software programming.
4.7.6. DWBs shall have a stainless-steel heater exchanger.
4.7.7. DWBs shall include a condensate neutralization kit and shall be installed on the condensate pipe prior to discharge to the mechanical room floor drain.
4.7.8. DWBs shall draw combustion air from the existing mechanical room area well (install intake in fresh air area well, not exhaust area well). Provide with appropriate combustion air inlet terminations.
4.7.9. DWBs shall be able to direct vent to the exterior. Contractor may use the existing flue vent pipe in vicinity of the existing DWB if design team determines existing pipe size is properly sized; if not, then flue shall be vented to the exhaust area well without the use of draft fans (preferred).
4.7.10. Install a new domestic hot water storage tank. Design team shall calculate required capacity using one person per dorm room (“Living Unit” on existing drawings), plumbing fixtures available in each dorm room, and recovery rate of new DWB.
See Attachment F. Consider available pathway restrictions to MER when selecting tank(s) diameter.
4.7.10.1. Domestic hot water shall be stored at 140°F. Design team to calculate appropriate delivery temperature out of MER.
4.7.11. Install a new removable bladder, carbon steel expansion tank for the existing domestic hot water service. Design team shall calculate required capacity. See Attachment D1 for concept location. Connect expansion tank to domestic cold water service downstream of existing check valve to prevent water from pushing back into domestic cold water service. When connecting to domestic water system, pipe size shall be full size of connection on expansion tank. Install shut-off valve to isolate expansion tank for maintenance.
4.7.12. Install a new thermostatic mixing valve. Basis-of-design is “Symmons TempControl”. See Attachment E.
4.7.13. Providing new copper piping for all new domestic water piping. All shut-off valves, check valves, drain valves, etc., shall be of bronze construction. Piping
