Question #30: Virtual Site Visit Observation - It appeared from the video of the exterior face of the CMU wall is bearing on a very thick concrete face. According to all information the wall is to be 56inch+/-, per the video it exterior reflects 48inch. Is this a thickened edge or is this a grade beam designed to support the SMU wall? And what is the dimension?
Answer#30: Cross-sectional view of CMU wall/Concrete Block Wall EXCEPT AT OPENINGS is illustrated on page 2 of Tab(N).
Question #31: Is this a foundation condition with footings? If so, what is the assumed bottom of foundation depth?
Answer #31: Slab thickness/profile and foundation condition vary at different locations throughout the building and dependent on types of footings; Refer to page 1,2 and 3 of Tab(N).
Question #140: What is the bottom track width and how far are the bottom tracks apart?
Answer #140: The actual width of track is unknown, however the doors are approximately 5 inches wide.
Question #175: Is there water supply information available (static psi, residual psi, gpm) from either existing fire hydrant #1007 or #1009 shown on Tab A4-Utility Plan?
Answer #175: Yes. Please see Attachment TAB L B1007 Prelim Hydraulic Analysis.
Question #193: The estimated fire protection demand is given as 2,743 g.p.m. in the Tab A Planning Charette Report. The concept site plan located in Tab 4A indicates the installation of a 6inch main between Building #1007 and Building #1005 to serve a fire hydrant and that this 6inch main is also to serve the new fire protection systems. Paragraph 3-6.4.1.2 of UFC 4-211-01 limits the fire pump capacity to 2,500 g.p.m. and Paragraph 9-
5.1.7 of UFC 3-600-01 states that the maximum fire suppression system demand must not exceed 140 percent of rated pump capacity. A 2,000 g.p.m. rated fire pump could meet this demand, but a 2,500 g.p.m. fire pump is more applicable. The minimum pipe to serve a fire pump of either capacity is 10inch by N.F.P.A. #20. Further, Paragraph 9-6.1.2 of UFC 3-600-01 states that for service laterals that do not utilize PVC pipe, the velocity must not exceed 10 feet per second and Paragraph 9-3.1.4 states that in Service Mains served by fire pumps or Service Laterals serving fire pumps, velocities must be calculated using 150 percent of the rated capacity of the fire pump. For a 2,000 g.p.m. or 2,500 g.p.m. rated fire pump, the velocity is to be determined based upon a

flow of 3,000 g.p.m. or 3,750 g.p.m. at 10 feet per second and would yield a minimum underground pipe size of 12inh. Please confirm that the requirements of UFC 3-600-01 apply to this project and that a 12inch supply is required.

Question #198: The tenth bullet point item of Paragraph 4-4.2 in UFC 4-021-01 states that the Mass Notification System shall have the capacity for multiple pre-recorded messages (at least eight, but more if required by the DOD installation). The Fairchild standard Mass Notification System pre-recorded message were not contained in the bid documents. Please provide the (8) Fairchild AFB standard Mass Notification System pre-recorded messages.
Answer #198: Requested messages will be provided post-award Question #244:BACKGROUND: Attachment 6 MACC Specifications 7 January 2020, Item 1.2 Work Element No. 2 (Design-Build Effort Required with Provided Partial Design): States, MACC Contractor shall be provided a previously accomplished preliminary/ intermediate design effort (e.g., 15% / 35% equivalent design) including available drawings, specifications, and/or design analysis, etc.
The information provided in this TOPR for the Seed project is classified as a Work Element No. 2 and fails to provide the 15% level of information as outlined and is more schematic with a design level of 5-10% post Charette. The information provided is in line with a Work Element No.1 since the only drawings are as-builts and a single blocking diagram.
a) since the information provided requires the Contractor to develop project design documentation including drawings, specifications, design analysis, etc., for the purpose of bidding, should this be classified as a Work Element No.1?
b) Should the contractor provide per Section 01400, General Design Requirements, paragraph 11, a 15% Design of contractor concepts and provide at time of proposal, to will be evaluated by the Government, since proposals are based on the contractor advancing the 5% design to a greater than 15% concept? This would ensure the government accurate comparison during evaluation.
c) Would the government consider adequate time for design teams to advance the design?
Answer# 244: 244a. No,this has been categorized as a Work Element 2. 244b. No. Again this is a Work Element 2. design will be accomplished post award. 244c. Not applicable as no design is required with proposals.
Question #414:What gauge are the existing metal wall and roof panels?
Answer #414: Refer to BDS Division 01, Section 017823 - OPERATION AND MAINTENANCE DATA, Part
2.01 Materials (page 191/409).
Question #436: Amendment 03 responses to questions #05 and #37 states that projects at similar hangars required no structural modifications, however per TAB A Scope Analysis; 3.2 User and Facility Structural Requirements on page 13 states: that the loads being added to the structure exceeds the original structural design loads and the steel frames are to be reinforced and new steel purlins to be added.
Answer #436: See Answer #30 Amendment 0009 Question #452: RFP SOW section 4.1 B 2. Please explain the intent for the Allow 30 calendar days to complete each design update, resubmit and obtain government approval. Please confirm that the meaning of this clause is that the Government is requiring a minimum 30 day period from the end of Government review of one phase before the DB team can submit for the next phase. If that is the case, please considering removing this statement. If that is not the case, please explain the intent/meaning of this clause through providing an example with fictitious dates.

Question #463: For the new primary switch identified in the SOW 4.9B how many switch ways are required?
Answer #463: Assume this is a replacement for existing which currently has 2 switch ways.
Question #464: In regards the temporary generator required by SOW 4.9B if the primary switch is being replaced as part of the building renovation is a 500kW generator still required?
Answer #464: A generator is not required. See updated SOW dated 5 May 2020 4. Page 9, Section 4.9
ELECTRICAL SYSTEMS
Question #466: The RFP Option 3A floor plan shows a new communications room located on the opposite side of the building from the existing wall mounted communications enclosure. It is our understanding that the existing fiber and comm lines will need to be replaced. Please provide the fiber and telecommunications cabling requirements for the building.
Answer #466: This is a 100% D/B project; must comply with UFC. Refer to TAB G as a comparison.
Question #467:The RFP Option 3A floor plan note #12 says to demolish existing panel boards and provide a new 1600 amp main switchboard with (2) new 400 A panel boards. The building currently is fed from two different utility transformers (one 480V and one 208V) is the intent to only have one 1600A 480V service (since only one new switchboard is called out) which will have a step down transformer inside the building to serve the 208V loads from one of the new 400A panel boards? Therefore, the 208V transformer will no longer be needed?
Answer#467: No, existing 75 KVA 208V transformer is required for dedicated feed to power fire suppression load. However, vendors electrical engineer will determine the needs during design.
Question #468:BACKGROUND: Attachment - 1 MACC Seed Project FOPR Letter, Item 1, 2nd para; States This is a Design-Build project defined as a specific Work Element No. 1.2 proposed task order and as specified in the basic MACC specifications, Section 01000, Paragraph 1.2. Which when you go to the basic MACC specifications, Section 01000, Paragraph 1.2 it states, MACC Contractor shall be provided a previously accomplished preliminary/ intermediate design effort (e.g., 15% / 35% equivalent design) including available drawings, specifications, and/or design analysis, etc., . Per Attachment -1, item 17, it states, In addition, the contractors shall provide a Schedule of Values (SOV) along with their price proposal. The SOV shall be broken down per the current MasterSpec format: by Division, and subsequently, by Section. REQUESTED INFORMATION:a) Since this task order is rated at a Work Element No. 2 it indicated the government will provide the specifications, which it is assume will be project specific. The requirement to provide the project specific Schedule Of Values (SOV) would be aligned with the specifications Table Of Contents (TOC). Please provide the specifications.b) The Design Analysis would provide a clear basis of design for the various systems and materials. It would provide clarity within the conflicting UFCs and Design standards as it pertains to this project and resolve a majority of the questions. Please provide the governments Design Analysis.
Answer#468: Between the planning charrette and all provided documents it is considered the equivalent of a 15% concept design and there are no available specifications. The Planning Charette would be considered the preliminary design analysis.
Question #469:BACKGROUND: Attachment 1.3 SOW 27+April+2020; Item 4.3 Fire Suppression System, A.
1; States, Currently, Building 1007 has no connections to water or sewage service. An existing 16inch water main that runs parallel along the west face of B1007 shall be the point of connection for new water service to the hangar. Per TAB A4 - Utility Plan, reflects the new water service as a 6inch line, entering from the east side into the pump room. Due to the amount of existing utilities along the north side of the site, it is impracticable to route the line from the west side up and around and down to the east side location. QUESTION:
a) Can we route the new fire service along the south face of the hanger? If so what is the specifications for the apron construction?
b) Can we relocate the fire room to the west side of the hanger to provide direct access to the 16inch water line?
Answer #469: Yes. A) This is a 100% D/B project; structural concrete pavement on the airfield is typically 16 to 17 inches in this area. Shoulder asphalt is typically about 3 inches. However, the asphalt could be thicker, up to 6 inches, where it is used for structural pavement (for heavy aircraft). There may be isolated spots where that occurs. B) Yes. This is a 100% D/B project.
Question #476: BACKGROUND: Apparent Conflicting responses to questions related to daylighting.
CLARIFICATION: Answer #47 READS IN PART Daylighting SHOULD be used to at least the same level as that shown in the concept design. Answer #97 READS IN PART: Daylighting is NOT REQUITED within the aircraft maintenance bay area. The daylighting indicated on the concept plan(s) include windows in various support spaces such as offices, training, comp. room and conference AS WELL AS Translucent panels on the south elevation that are WITHIN the Maintenance bay of the Building. So given the two responses above it is assumed that translucent panels or any natural daylighting within the maintenance bay are NO LONGER REQUIRED but windows into support spaces are to be retained. PLEASE VERIFY as this is NOT a small budget line item.
Answer #476: See Amended SOW dated 1 May 2020_a)Daylighting is part of the scope and required within aircraft maintenance bay area to improve overall lighting conditions for maintenance operations;
Implementation of daylighting for aircraft maintenance bay should be implemented in South, East and West walls of B1007 per Tab A3 Elevation Model/Notional Concept; b) interior and exterior windows for the inhabited support portions of the hangar are appropriate/required if in compliance with current UFC, BDS, and ATFP standards. Recommended locations are indicated on Attachment A.1. Glazing requirements for minimizing hazardous fragments and possible blast resistance shall comply with the current UFC and ATFP standards. This requirement is amended/added into SOW as 4.15.B.
Question #477: BACKGROUND: Daylighting. When asked about daylighting via question #42 the response was Natural Daylighting SHOULD be used to at least the same level as that shown in the concept design. When asked about daylighting again via question #97 the response was daylighting is NOT REQUIRED within the aircraft maintenance bay area. CLARIFICATION: The ONLY daylighting shown in the Concept Design are translucent panels installed in the South Elevation on either side of AND above the Hangar doors and windows within the support spaces. Since response to question #42 uses the word SHOULD instead of SHALL or MUST and #97 states clearly that daylighting is NOT REQUIRED within the aircraft maintenance bay area (which is the entire south elevation) please clarify for the purposes of equal and comparable bidding if the government desires/expects daylighting within the facility more than the windows provided in the support spaces (offices, breakroom, training, and Comp. room) as indicated on the Concept Design released within the RFP.

Question #481: Amendment 6 #136 has incorrect info on dimensions, can we please verify?
Answer #481: Please refer to attachment TAB M B1003 and B101 Tail Door Drawings for verification.
Question #491: According to previous PPI responses we are to assume no structural modifications are required, however based on limited information available we believe structural modifications may be necessary to support the additional loads, not enough information has been provided to quantify. For bidding purposes can we agree to address them by differing site condition modification if they are found to be needed?
Answer #491: See revised SOW 5 May 2020 section 4.5.
Question #494: Reference Tab A, Appendix G - AS IS SUBMITTAL. This section includes a structural narrative outlining the need for a structural assessment of Building 1007 to evaluate the adequacy of the existing structure to support new loading induced by the implementation of a fire protection system and other loading.
Neither the supplied AS BUILDs nor the narrative define the gravity load design of the existing building. For purposes of equal bidding, we ask you provide the designed gravity load of the existing building.
Answer #494: See TAB N - Foundation Plan B1003, B1005, and B1007 As Builts. This is the only information we have. Other similar hangars (i.e. nose docks and full-in) from the same era, 1950s, have had additional load added (IR heaters, insulation, fire suppression, etc) without needing structural modifications.
Question #495: We are attempting to price options for the 2 hr rated wall. We need the size of the columns in that area. If we were able to walk the job we would have measured the cross section of the columns... flange thickness, web thickness, flange width, web height. The as-builts sent out do not have this kind of information. If you have drawings that have this info, can you send them? Or can CE supply measurements?
Answer #495: See Answer #494 Amendment 0009 Question #496: In the 4th line of answer 427 it states Tab A3 Elevation Model/Notional Concept. #97.
I am trying to follow along with this answer, but I am perplexed on what Notional Concept. #97. is referring to.
This is all a bit confusing Answer #496: Ignore the verbiage. Answer is that daylighting is required and translucent panels are one way of providing required daylighting, as indicated in the concept design document (PCR).
Question #497: Question on 2ft wide curb... Was the intent 2ft HIGH curb?
Answer #497: No. See answer #471 Amendment 008.
Question #498: BACKGROUND: Attachment 1.3 SOW 27+April+2020; 4.9 ELECTRICAL SYSTEMS, Item B.4. States, Ensure that existing pad-mounted distribution transformers (480Y/277 volts and 208Y/120 volts, respectively) located on the northwest corner of B1007, as indicated in the Attachment A.4, are adequately sized and sufficient for the scope of this conversion project. If the existing transformers indeed require upgrading, Contractor shall be coordinated with the Government and the Base Electrical Shop during Phase I Design.
QUESTION:
a) Since the government has indicated that the existing transformers are adequately sized and sufficient. Can it be assumed that in the event they need to be upgraded, this would be considered a change condition?
Answer #498: See Updated SOW dated 5 May 2020 Question #499: BACKGROUND: Attachment 1.3 SOW 27+April+2020; 4.9 ELECTRICAL SYSTEMS, Item B.5. States, For bidding purposes, the Contractor shall provide a temporary generator, in order to supply power to the building while the switchgear is de-energized. The Contractor shall assume that a 500KW capacity is required for each generator. QUESTION:
a) If the existing structure has limited services what is the need for a 500kw generator?
b) Per Attachment 7, 1.21 AVAILABILITY OF UTILITY SERVICES, Item-A; states, the Government will provide utilities (water, gas, and electricity) for project work areas during the performance period of this contract if available. Would the temporary electrical service be adequate for any services required to remain functional during construction?
c) What required services need to remain operational within the facility during construction?
Answer #499: Answer #499: a. There is no need for a generator; b. temporary electrical service for other facilities is not required; c. none for B1007. Other buildings should not be impacted except on a temporary basis when making utility connections (sewer, water, electrical, gas). See updated SOW dated 5 May 2020.
Question #500: BACKGROUND: Attachment 7 - Fairchild AFB 2018 Base Design Standards, Item 1.10 B, States, During all operations within the restricted area of the airfield, the Contractor must have an escort. One escort shall be required for every twenty five (25) employees of the Contractor, and each separated work operation shall require an escort. Escorts shall be provided by the Government.
QUESTION:
a) Is this project site within the restricted area or the airfield? And will escorts be required?
b) If this project is within the restricted area, would the government allow the establishment of a Construction Free Zone?
Answer# 500: a. No escorts are required (reference FOPR); b. EAL or free zone is required.
Question #501: BACKGROUND: Per the TAB-A, UFC and TAB-D indicated trench drains for fuel collection and indicated that FUEL Trench drains are not required as FAFB has other procedures for cleaning up spills.
The nature of the question is not regarding fuel spills, rather High-Expansion Foam discharge. There is no reference to or for any containment systems for Hi-Ex foam discharge within the UFC 4-211-01 or design standards. Per USGF 21 13 25 HIGH-EXPANSION FOAM SYSTEM, it is the responsibility of the local environmental regulations to define the requirements. For equal bidding please CLARIFY and CONFIRM Whether a containment system is required to deal with High-Ex foam discharge. If required please provide the UFC, design standard or base environmental regulations that defines requirements for any containment system.
Answer #501: A containment system is not required.
Solicitation Questions Question #473: BACKGROUND: Attachment 1 MACC Seed Project FOPR Letter; Item 3 PERFORMANCE PERIOD; States, The total Performance Period for this task order is 650 calendar days, broken into three distinct phases: Phase-1 allows for 285 cds, and Phase-2 Allows for 305 cds.QUESTION: a) If the contractor and design team complete the phase-1 portion early, will any time savings be allowed to be added to Phase-2 to increase the performance period for the construction?
Answer #473: No. The period of performance is outlined in the FOPR Letter paragraph 3.
Question #480: Per the RFP Solicitation, Page 59/70, Section L, 1.10 and recent Amendment(s) responses (i.e.
Amendment 1, Question 2) - Proposals shall be submitted on CD/DVDs. Please confirm if this includes the original bid bond, as typically the Government requires the original hard copy be submitted with the proposal.
Answer #480: The bid bond can be submitted on the CD/DVD. However, awardee of the Seed project will have to submit hard copy of bid bonds post award.
Question #486: Reference requirements for Volume II - Price and Contract Forms (unlimited page count), Section 2 - Complete copy of RFP includes Representations, Certifications, and other Statements of Offeror. Is it desired for the D-B team to provide narratives in the format of a Technical Proposal for the Government to better understand the D-B Team approach? If such a narrative is provided, will it be reviewed and considered or discarded and not reviewed?

Question #502: We just downloaded Amendment 0008, which adds information that impacts design. For example, Answer #487 impacts the requirements for the mechanical system. This is an eight page amendment issued just a few days before we have to get our proposal in the mail. Will the Government please consider extending the proposal due date to allow us adequate time to react to the information provided in the last several amendments? (design team has to process the information and then we have to communicate this with our subcontractors, allowing them enough time to price accordingly) Answer #502: Yes.
