Question #77: Attch_1.2_Price_Schedule reflects a single bid item CLIN 0001. Per SOW Paragraph 2, item 1a, states, Asbestos Containing Materials, including Pipe Insulation, Pipe Joints (including elbows and tees), Door Sealant and Cement Board CLIN Item 0002): 1500 SF. According to TAB A, Page 20 of 59, states, A Hazardous Materials Inspection report was conducted by Fulcrum Environmental Consulting, Spokane, WA dated April 26, 2018. The Scope of work was limited to Asbestos Containing Materials and Lead Containing Materials. Asbestos was not found on the site, but LBP was found. Are we to assume there will be a revised bid schedule to include CLIN 0002?

If the support spaces are constructed 18 inches above the finish floor of the Maintenance Bay and are themselves defined by 10 ft-0 inches high CMU walls around their perimeter that the support spaces CMU walls will be 18 taller (higher) than the adjoining CMU walls around the Maintenance Bay. Please CONFIRM this is an acceptable outcome!

Glazing requirement for windows and daylight translucent panels being considered. b. Door openings at exterior wall would swing out c. No strengthening or hardening of shell.

Design loading considerations of storage vs office space and thus cost impacts. Question #109: In 1.3 SOW paragraph 4.5.D it states to Repair existing exterior CMU low walls extended up to the eave line in accordance with comparative analysis of TAB A. TAB A analysis of Exterior Walls (p. 50) states that for a Fuel Cell 10ft high CMU walls are required at the perimeter exterior of the Aircraft Maintenance Bay and that the existing condition is CMU walls 54 1/2 inches high with corrugated metal panels above on steel framing and that New walls are required per UFC 4-211-01 - 3-3.2.3. Will the exterior 54 1/2 inches CMU walls need to be raised to 10ft for this proposal?
Answer #109:The new 10-ft interior wall, which separates aircraft from support facilities, is separated/adjacent to the exisiting, exterior 54 1/2 inches CMU walls Question #110: TAB A Planning Charette Report in the Structural section (p. 44) states that Structural scope on this project will also include design of independent masonry walls supporting a steel and concrete deck framed mezzanine, and the structure of associated steel handrails and stairs. TAB A1 - Course of Action Option 3A Floor Plan also shows three sets of stairs that appear to be leading to this referenced mezzanine, but no mention is made of it in the drawing. Is the structural mezzanine and associated stairs required for this project and if so what will the loading requirements and other design parameters be?

Question #111: In 1.3 SOW paragraph 4.5.B it requires a separate Fire Protection Equipment Room with direct exterior access and lists all of the components to be contained in the room and that proposed location is indicated on TAB A.1. On TAB A.1 there is an area designated as F. PUMP and EQUIP in the PLUMBING ROOM this space will not meet the requirements of the equipment called out and does not have direct exterior access. Is this space what is intended for the Fire Protection Equipment Room or can as much area as needed of the PLUMBING ROOM be used and does it still require a direct exterior access?

Question #112: 1.3 SOW paragraph 4.5.E requires upgrading of existing northern and western wall near Bldg 2036 to 2-hour rated separation in accordance with comparative analysis of TAB A. TAB A comparative analysis (p. 49) states that if the setback is less than 30 feet a 2 hour exterior wall separation is required. The existing condition states that building B2036 is less than 60 feet from B1007 so requires the 2 hour separation wall while TAB A2 Site Plan Map shows that there is more than 30 feet separation between the buildings. Is the 2 hour fire separation required and if so what are the exact limits of this 2 hour rated wall as the building has multiple north and west facing walls in that area?

Question #114: TAB A2 Site Plan shows a new security gate installed in the existing fence for the new asphalt paving tug route. What security controls are required for operation of this gate?

Question #117: The RFP Option 3A floor plan note #12 says to demolish existing panel boards and provide a new 1600 amp main switchboard with (2) new 400 A panelboards. The building currently is fed from two different utility transformers (one 480V and one 208V) is the intent to only have one 1600A 480V service (since only one new switchboard is called out) which will have a step down transformer inside the building to serve the 208V loads from one of the new 400A panelboards? Therefore, the 208V transformer will no longer be needed?

(other sections state this as well). Please provide the Fairchild Base Design Standards sectional information developed by the 92nd Civil Engineer Squadron Engineering Flight.
Answer #118:The mentioned sectional information refers to the subsequent Section 042000 - Unit Masonry (page 180/409 of BDS) Question #119: Reference Attachment 1.3 SOW: Section 2.0 paragraph A directs us to assume for bidding purposes 1500 SF of Asbestos Containing Materials, including pipe insulation, pipe joints, door sealant and cement board. Costs for abatement of these items will vary. Please clarify quantities of ACM for each of these items, to be used for bidding purposes.

Question #121: Is existing and new structural steel to be cleaned, prepped and painted? In comparison photos of fuel cell maintenance facility in Bangor, all exposed structural steel was prepped and painted.

Question #124: What type of flooring does the user want in the support facilities? Wet areas, (mens and womens restrooms will receive ceramic tile) I didnt see anything on the specs for the garage doors. Did I overlook something? Or, do I need to site visit to confirm measurements?

Question #132: CLARIFICATION: For purposes of equal bidding please CLARIFY. What is the existing conditioning of the weather stripping, gasketing, brushes at the each of the panels? Is there a requirement to replace repair any portion of these items/ and if so, please quantify?

QUESTION/VARIFY: Please VERIFY that the thickened dashed line running along the north wall adjacent to CTK, Cell Room, and Comp Room then turning North along and around the COMM and ELECT room terminating at the Roll Up door defines the Limits of the Exterior 2 Hour Wall. NOTE there is no legend or arrow connecting the words 2 Hour Wall to that graphic depiction of the dashed thickened line.

AsBuilt drawing sheets A-2, A-3, A-4 have notes throughout indicating corrugated metal siding. Throughout other RFP documents, the siding is referred to as metal siding. The video appears to show original 1950s cement fiber panels. Repairing cement fiber panels and replacing them would be very different from repairing/replacing metal panels. Please clarify whether exterior wall panels are metal or cement fiber. If they are original cement fiber panels from the 1950s, have they been tested for asbestos content?

Tab A, Page 33 of 59 requires raising the floor of the support facilities eighteen inches above the hangar floor. Attachment 6 states Provisions for the physically handicapped will be included in this design in accordance with the Architectural Barriers Act (ABA), the Americans with Disabilities Act (ADA) and the Uniform Federal Accessibility Standards (UFAS) FED-STD-795 to the maximum extent possible. Are ABA/ADA compliant alterations in this facility considered to be technically infeasible, or shall ramps be provided between the aircraft clearance line and the Admin areas, as well as all locations where stairs are shown, to be ABA/ADA compliant?
