Solicitation Seed Project Questions and Answers:

Question #1: The replacement of existing roll up doors is in the SOW. I can not find dimensions for the tug door. Can you provide these dimensions?

Question #2: Will the contractor be following design specs that you are providing, or will the contractor be responsible for the plumbing/mechanical design as well?

Answer 2 YES; the contractor is responsible for the plumbing/mechanical design.

Question #3: Since this is a virtual site visit instead of the normal approach, will the government provide a list of attendees for participating companies?

Answer # See Amendment 0002 Answer#16 Question #4: Tab A Planning Charrette Report, Page 44/59 - The Hazardous Materials Inspection report states that the red colored paint on the interior of the facility is lead based. The Attch 1.3 SOW, Page 2, 2.0 Hazardous Materials Section, also mentions lead based paint. While all three areas show Lead based paint there is no mention of what extent this is to be removed. Are we to assume complete removal of all lead based paint (all red paint on the building structure), throughout the entire building?

Answer 4 NO; only as required to accomplish that particular aspect of work needed Question #5: The roof structure, post transition (storage to fuel cell function) will be burdened with several new loads consisting of, at a minimum, Fire Protection Piping, misc. mechanical and electrical items, as well as fall protection rails and connection points. Without field observations, and measurements how are contractors to determine the remaining capacity of the roof Structure and how much additional support will be required to address these or any new loads?

Answer 5: See Attachment 13 B1001, B1003, B1005 and B1007 As Built Drawings as a reference; fire suppression insulation projects at similar hangars require no structural modification.

Question #6: Facility exit doors articulated in the Option 3A Floor Plan indicate (3) risers at each stair indicating the adjacent interior floor elevation is 18-21 inches above grade and main floor elevation. This Option 3A Floor plan does NOT make allowances for ADA:ABA (required on page 13 of 59 PDF page count; Planning Charette) compliant access ramps at a slope of 1:12. How does the Government plan on approaching ADA accessibility into these spaces and how shall ramps be directed?

Answer #6: Not required.

Question #7: REQUEST: Can the government confirm/provide the amount of existing insulation within the building at exterior walls and the roof?

Answer #7: No existing insulation within building at exterior walls and roof.

Question #8: BACKGROUND: Tab A Planning Charette Report Tab A under Vehicular Parking reads:

Adequate Parking is within the vicinity of the hangar. Additionally, the same report in paragraph 2.1 General Description READS in part....the analysis of antiterrorism standards TO BE INCORPORATED INTO THE RENOVATION will be guided by UFC 4-010-1 and that given the buildings construction standoff distances should be extended AS FAR AS IS PRACTICAL and that access control shall be implemented IF access roads, PARKING, or trash need to be closer to the building. Adequate parking is within the vicinity of the building What is the distance of the vicinity referred to?

Answer #8: Normal UFC and standard facility design for parking (occupancy, standoff, etc.)

Question #9: How is ADA access to the building being addressed?

Answer#9: Not required.

Question #10: If the Standoff distance via UFC 4-010-1 required greater separation how does a contractor bid moving parking and trash vs incorporating access control?

Question #12: BACKGROUND: Tab A Planning Charette Report Tab A (page 6 of 59 PDF page count) Paragraph 2.5 Concept READS IN PART: the workspace is to be separated from the hangar with a CMU wall a minimum of 10 feet high. What substantiates the need for a 10-foot-high CMU wall; is it a certain fire rating and if so what is the reported area separation requirement in terms of an hourly rating?

Answer#12: Must comply with UFC and NFPA Question #13: If the CMU is required for an hourly separation rating, for bidding purposes (equal bids /assumptions) what is the required rating for the ceiling structure of the support spaces?

Damaged panels are to be replaced and painted. holes in the metal panels are to be repaired while damaged panels are to be replaced and painted Without adequate physical observation via an on-site physical visit or adequate As-Built records how are bidders (for bidding phase) to determine the amounts of area to be replaced versus the amount of surfaces to be replaced?

a. Added 4. For bidding purposes, assume 600 small holes/punctures cross the hangar were observed.

b. Added 5. For bidding purposes, assume no more than 25ft, 10ft x 12ft panels require replacement Question #15: Holes could be argued is a form of damage. Logic would state that ALL holes are a form of damage BUT ALL damages are not holes. Who and how is it determined which panels get replaced and which panels get repaired? For the purposes of equal and fare bidding.

Question #16: Background: Roofing: Tab A Planning Charette Report Tab A (page 13 of 59 PDF page count) Paragraph 3.2; User and Facility Requirements under Roof READS: The existing roofing material (metal roof panels) is to remain in place. Numerous holes occur in the metal panels and these are to be patched. ...Panels beyond repair shall be replaced and painted. For the purposes of equal bidding how are Contractors to determine the amount of repair and the amount of replace to budget?

Question #17: Additionally, post award, who determines if a panel is too damaged to be repaired in place?

Answer#17: Following post-award, with vendors field observation and notifying CO/COR, government will determine if a panel is beyond repair Question # 18: Background: Tab A Planning and Scoping of Building B1007; Aircraft Fuel Systems Maintenance Hangar (22 May 2018) Section B project Description under Project Narrative (page 35 of 59 PDF page count) READS IN PART: The support spaces require a 1-hour rated separation from the hangar area by a concrete masonry (CMU) wall a minimum of ten feet high as well as being raised above the floor of the hangar by eighteen inches. Clarify: The mens and womans restrooms (heads) appear to be accessed from a exit corridor leading to a presumed exit that does NOT indicate (depict) an exterior stair. It is assumed that the restroom finish floor is 18 inches above the Hangar finish floor which means the presumed exit corridor is slopping upwards from the hangar finish floor to first the mens then the womens restroom. Since the resumed doors into the restroom run in parallel to the exit corridor/ramp the door threshold would slope which is NOT compliant with ADA requirements. There are landings required at each restroom.

Question #23: Per SOW, Section1B, states, During the pre-proposal site visit, MACC contractors shall visit the site and become familiar with the project requirements. Government-furnished information is not guaranteed to represent actual conditions and shall therefore be field verified prior to incorporation into the design. It is the responsibility of the Contractor to ensure designed elements, layouts, etc. are compatible with existing site conditions. Since the site visit is a virtual video, how will the various teams be able to field verify?

Question #32: There are references that the existing lighting has been recently replaced and no addition high bay lighting is required. There is also a performance requirement within the design standards that dictates the lighting be complaint to UFC 3-530-01. Is it assumed that we perform modeling and adjust layout and augment the existing lighting?

Question #33: Is there any information regarding the existing layout and fixture specifications?

Answer#33:This is part of the design-build process.

Question #34: Question relates to the plumbing and HVAC for the project. Will the contractor be following design specs that you are providing, or will the contractor be responsible for the plumbing/mechanical design as well.

Answer#34:YES, this is part of the design-build process; the contractor is responsible for the plumbing /mechanical design.

Question #35: BACKGROUND: required exits per NFPA within the main hangar space. It can be noted within the Option 3A Floor Plan issued within the RFP that there are NO accessible exits from the main hangar space from the southernmost wall of the CTK room on the West side of the hangar and the southernmost wall of the Plumbing room on the East side of the hangar space. NOTE: All exits on the northern half of the plan can only be accessed by the support spaces behind the elevated 10 foot high CMU wall. CLARIFICATION: For purposes of equal bidding please clarify where additional exits should be located per the interpretation of NFPA per the government.

Question #36: SUBJECT: Tab A Page 3 of the Comparative Analysis (page 50 of 59 per PDF Page Count) States for the issue Mezzanine Floor the required is 1-Hour Rated. QUESTION/CLARIFICATION: please verify that the mezzanine space is NOT enclosed and that ONLY the ceiling/floor assemble between the support spaces below the mezzanine and the mezzanine floor needs to meet the 1-Hour rating.

Question #37: SUBJECT: Tab A Paragraph titled Structural page 2 of that section READS IN PART: Existing roof trusses: the roof trusses can support 2.2 psf added loading WITHOUT ANALYSIS (emphasis added for clarity). Again, this is very minimal BUT IS LIKELY ADEQUATE to support fire sprinklers, lighting and lightweight insulation overbuild. QUESTION/CLARIFICATION: For the purpose of bidding shall ALL contractors then assume that no strengthening of the roof is required and if so proven an incorrect assumption later on it (strengthening of the roof structure) will be added as a scope change? If not bidding contractors need more information on the roof framing system including but not limited to the gauge and types of roof trusses installed. PLEASE NOTE that the assumption above does NOT include Draft Curtain, heating elements and Lighting in the load assumptions.

Question #40: SUBJECT: Spaces on the Option 3A Floor Plan. QUESTION: Are the ONLY access points to the CTK, CELL RM, and COMP via the access corridor or are there other means of access? Please NOTE the requirement of the project to meet ADA means an 18-foot-long RAMP is needed/required to access any and all spaces that are 18 inches above the Hangar floor elevation.

QUESTION: Given that there are extensive implications related to ADA and any/all access to the elevated support spaces. Will you please explain the reason for elevating these spaces? 1.0 GENERAL PROPOSAL PREPARATION INSTRUCTIONS

1.1 Offerors are required to meet all solicitation requirements, such as terms and conditions, and representations and certifications in addition to those identified as evaluation criteria. Failure to meet a requirement may result in an offer being ineligible for award. Offerors must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale.

Failure of a prospective offeror to submit any questions or review the virtual site visit will be construed to mean that the prospective offeror fully understands all requirements of the solicitation. All prospective offerors are advised that this solicitation will remain unchanged unless it is specifically amended in writing. If an amendment is issued, normal procedures relating to the acknowledgment and receipt of any such amendment as described in contract clause 52.215-1, Instructions to Offerors- Competitive Acquisition, of this RFP shall apply. The joint venture must be approved by the Small Business Administration (SBA), prior to award. Joint venture agreements must be received by the Small Business Administration (SBA) prior to proposal due date and approved before award of a resulting contract. If a joint venture is contemplated, then the assigned SBA Business Opportunity Specialist (BOS) must be advised as soon as possible. Ensure the agreement is submitted in sufficient advance to the BOS to permit adequate time for a regulatory compliance review. 1.11 The contracting officer has determined there is a high probability of adequate price competition in this acquisition. Therefore, only a limited amount of pricing information is required in the initial proposals. 2.0 SPECIFIC PROPOSAL PREPARATION INSTRUCTIONS:

2.1 VOLUME 1 PAST PERFORMANCE

Past Performance Volume is due NO LATER THAN THE DATE AND TIME INDICATED IN BLOCK 14 OF

THE MOST RECENT SF30 (AMENDMENT).

2.1.1 Contents of Past Performance Volume

The offeror shall submit a Past and Present Performance Volume containing the following:

-Table of Contents -Summary Page describing the role of the offeror, teaming partner, and /or joint venture partner that the offeror is required to provide Past Performance Information Sheets on, in accordance with paragraph 2.1.2 below.

2.1.2 Past Performance Information Sheets: Submit information on contracts you consider most relevant in demonstrating your ability to perform the proposed effort. Each relevant contract shall have been performed during the past three years from the date of issuance of this solicitation. The offeror shall submit up to five (5) Past Performance Information packages (using Attachment 2) identifying active or completed contracts, either Government or commercial, for each prime, teaming partner, and/or joint venture partner (within the same division or cost center). The offeror shall provide experience data for itself and for any proposed division, or teaming contractor or partner or key personnel whose effort on this contract will significantly influence performance of the proposed construction and/or design-build effort. Offerors are cautioned that the Government will use data provided by each offeror in this volume and data obtained from other sources in the evaluation of past and present performance.

2.1.3 Relevant Contracts: Past Performance Information sheets referenced in 2.1.2 above shall include information on contracts that you consider relevant as defined in Table 4 of DoD Source Selection Procedures in demonstrating your ability to perform under the multiple award construction contract program. Provide data for up to five relevant contracts held within the last three years for each entity the offeror wants the Government to consider. Performance Information Sheets for each contract is limited to three (3) pages. Include rationale supporting your assertion of relevance. Note that the Government will not consider performance on an effort that concluded more than three years prior to the issuance date of this solicitation. Offerors are required to explain what aspects of the contracts are deemed relevant to the proposed effort, and to what aspects of the proposed effort they relate. Relevant past performance information must demonstrate design/build construction experience with multiple disciplines, such as new construction, renovation, alteration and repair, with associated architectural and engineering work, such as airfield, pavement, renovation, repair, additions/upgrades, along with specific work in heating, ventilation and air conditioning (HVAC), electrical, mechanical and other major trades. Projects shall be similar in size, scope, and complexity as those anticipated under this contract, i.e., having a project values of $1M and above, and include projects with the Federal Government, state and local government agencies, and commercial customers. A "Design-build" project is defined as a single contract that requires the prime contractor to engage architectural, engineering services and construction services to complete the project with the prime contractor being the single point of responsibility.
