Question #220: Per Tab A Planning Charette, page 11, Exterior Electrical - The existing electrical distribution transformers are expected to be sufficient for the scope of this project. Per the Attch 1.3 SOW, 4.9, B.4 - Ensure that existing pad-mounted distribution transformers (480Y/277 volts and 208Y/120 volts, respectively) located on the northwest corner of B1007, as indicated in the TAB A, 4., are adequately sized and sufficient for the scope of this conversion project. Please clarify which statement is correct.
Answer#220:Both 208V and 480V transformers exist at northwest corner of B1007; voltage requirement is determined by design/required equipment (hangar door, fire suppression systems, etc.); post award, vendor must field-verify.
Question #221: Per the Attch 1.3 SOW, 4.9, B - Replace existing electrical switchgear along the electrical distribution feeder lines with a Type A Pad-Mounted Grid Switchgear per the TAB A Planning Charette. In order to price the correct switch, what is the desired configuration? How many ways, is this switch in a 200 or 600 amp configuration or both, if it is a 600 amp configuration, should the feeder be fused/unfused?

Is there an existing vault currently under the existing switch S1-100? If not, is there slack loop on either end of the existing circuit to gain slack to feed the new switch?

Question #226: Per the Tab A Planning Charette, Project Narrative, page 36/59 - We know that the floor in the support spaces shall be raised above the floor of the hangar a minimum of eighteen inches. Please confirm if the raised floor has to be noncombustible.

Please advise if we are to provide service entrance equipment from each and what size (in amperage).

Item #11 Fire Protection in Tab A1 Course of Action Option 3A - Floor Plan dated 29 August 2018 states in lines #3 and #4 to provide a wet pipe sprinkler system in all support areas and in lines #5 and #6 to provide a pre-action fire sprinkler system in the Hangar Bay. Please confirm what type of sprinkler system is required to protect the support spaces.

Question #232: UFC 3-600-01 states that cabling Is to be installed as Class B for all Fire Alarm circuits.
Division 28 Paragraph D.13 of Attachment 7 Fairchild AFB 2018 Base Design Standards states that the last device installed must have an engraved sign stating the value and location of the end-of-line resistor. In past Hangar projects on Army installation(s), Class A cabling was required to minimize false Low-Level High Expansion Foam System discharges. Please confirm that Class B cabling will be acceptable.

Question #233: The bid documents and virtual video tour indicate that the water main on the West side of Building #1007 is 12 inches in some locations and 16 inches in others. Please confirm the main size on the West side of Building #1007.

Question #234: Section 4.3.A.3 of the Scope of Work states that the contractor shall conduct the hydrant flow test at existing fire hydrant locations as indicated in TAB A.4. Paragraph 1.22 attachment 7 Fairchild AFB base design standards states that Government personnel will turn on the hydrant valve, leaving it on for the Contractors operation through his gate valve and that only Government personnel will operate the fire hydrant valve. Paragraph 13.1.9 of Attachment 6 states water flow tests shall be performed by the MACC Contractor in coordination with the Base Water Shop. Paragraph 1.22 of the Fairchild Base Design standards states that the Contractor will be furnished a water supply from a fire hydrant selected by the Contracting Officer with written coordination of the Base Fire Department. Please confirm who is responsible for performing a hydrant flow test upon award of the project.

Question #235: In reference to the Attch 1.3 SOW, 4.11 Data and Communications - In the virtual walkthrough video, fiber and copper cable are seen in the building. Can there cables be used/reused, or do new fiber and/or copper backbone cabling need to be installed?
Answer#235: Assume cables cannot be reused.
Question #237: In reference to the Tab A Planning Charette, Page 17 - If an independent blast analysis is required for the existing hanger frames, will additional loading and acceptance criteria be provided in order to properly evaluate the existing frames and determine upgrade requirements.

fire suppression and insulation projects at similar hangars require no structural modification; see projects 1011 and 1015 for comparison.
Question #240: BACKGROUND: The RFP, FAFB Design Standards and MACC specifications reference outdated Engineering Technical Letters, e.g. ETL 02-15 and 98-8. CLARIFICATION: For purposes of equal bidding please confirm the design and installation shall comply with UFC 4-211-01, Change 1, November 2017.

a. QUESTION/CLARIFICATION: In lite of the requirements to design the most efficient systems. Is it the intention of the Government, that all bidders strictly adhere to the published desired floor plan per Action Option Plan 3A and provide the government with what has been depicted, or are teams permitted to propose efficiency based designs relative to the requirement of the adjacencies as reflected in the referenced design guides and UFCs, and propose on an alternative floor plan?
b. QUESTION/CLARIFICATION: If alternative floor plans are permitted how do we assure that the government would accept an alternative from which our bid product was based? Would the government consider requiring a final floor plan submission with our proposal?

The virtual site video released and Section 4.3.A.1 of the Statement of Work indicate that the main on the West side of Building #1007 is 16 inch. 2. Life Safety Plans per UFC 3-600-01 section 1-7.2.3 and 1-7.2.4.

Please confirm our understanding, or correct any specific task(s) listed above.
Answer#248: Confirmed Question #249: This project requires compliance with UFC 4-211-01. This UFC specifies the use of a Det- Tronics system for releasing of the Low0Level Low-Level High Expansion Foam System. Since a Qualified Fire Protection Engineer (QFPE) is required by UFC 3-600-01 to oversee the testing of these systems, is the QFPE required to have past experience with Det-Tronics systems?

b) Please confirm the conditions and extent of required repairs/refurbishment of the rollers and approx. count of them that need to be refurbished.
Since we couldnt preform a physical inspection, the extent of effort required is unknown, and further to what extent will total replacement be required?

Tab D indicates purge ventilation systems in the same spaces and minimum 0.5 cfm/ft2 normal ventilation and 1.7 cfm/ft2 when fuel vapor exceeds a certain threshold. Does the 1.7 cfm/ft2 apply to and meet the purge system requirements?
