Answer #82: This is a 100% D/B project Question #90: Attachment 03, the SOW part 1.0 B states that MACC Contractors responding to this solicitation of subject project shall be solely responsible for any and all field measurements, and verification of work elements. Being that this project had a virtual site walk, bidders were not able to verify the dimensions or existing conditions. Can you please allow bidders to rely on the dimensions given?

Answer #105: This is a 100% D/B project; building is not on generator power and no generator power is required Question #115: The RFP provided utility plan did not show where the fiber/telecom lines are being fed from that service the building. Please provide manhole locations that provide telecommunications services to the hangar building.

Answer #115: Refer to additional Attch 14. B1007 Comm Connection-1 and Attch15. PICTURES_B1007_RM.

Question #116: The RFP Option 3A floor plan shows a new communications room located on the opposite side of the building from the existing wall mounted communications enclosure. It is our understanding that the existing fiber and comm lines will need to be replaced. Please provide the fiber and telecommunications cabling requirements for the building.

Answer #116: This is a 100% D/B project; must comply with UFC. Refer to TAB H B1007 Comm Connection- 1 and TAB I PICTURES_B1007_RM.

Question #123: How many data drops and receptacles are desired in each room, are there any rooms with high occupancy or usage requirements?

Answer#123: Must comply with UFC 3-580-01, and Tab D. Standard Design for AF Corrosion Control/Fuel Cell Maintenance Hangar Facility.

Question #148: Although the Attch 1.3 SOW does not address translucent panels, the Tab A Planning Charette Report, (Page 41/59, Environmental) and the Tab A3 Elevation Model do show translucent panels. If translucent panels are required is there a base standard specification that is required (manufacturer, etc.)? The Attachment 7 Fairchild AFB 2018 Base Design Standards only addresses color?

Answer #148: See Amended SOW dated 1 May 2020, daylighting is part of the scope and required within aircraft maintenance bay area to improve overall lighting conditions for maintenance operations.

Implementation of daylighting in hangar should be done to include South, East and West walls of B1007 per Tab A3 Elevation Model/Notional Concept. #97. Current version of UFC 4-010-01 is from 12 Dec 2018; vendor should use latest version of UFC 4-010-01 in consideration of a) glazing requirement of window/daylighting panels, b) door openings and c) exterior hardening. This requirement is amended/added into SOW. See Revised

For example, based on our calculations and determinations, the Fire Pump and Equipment Room shown on the Floor Plan will need to be substantially bigger than what is shown on the RFP Option 3A Floor Plan. Please confirm if its the intention of the Government, that for bidding purposes, bidders shall adhere to the RFP Option 3A Floor Plan and any necessary changes shall be addressed with the Client after award and/or during design, etc.

Question #158: SUBJECT: Translucent Panels; Course of Action 3A Floor Plan

j. CLARIFY/CONFIRM: On the 3A Floor plan Under NOTES: IMPROVEMENTS Item number 7 READS:

Translucent Panels on the wall space above the hangar doors. Translucent panels at this southern exposure adds daylighting. CONFIRM: While we take no exception to the statement it does not appear to direct anyone to install panels. Please CONFIRM that it IS the intent of this RFP that an acceptable approach to this project MUST incorporate translucent panels on the Project and the quantity that is considered acceptable for bidding and award. Please include if translucent panels are required on the North, East and/or West walls as well.

Question #169: Reference Response to Question #4 in Amendment 2: This response directs us to Answer #9 in Amendment 1, which does not really clarify whether design/bid/build projects will be accepted and reviewed.

As the offeror we have a design/build project to submit, but not five of them completed in the last three years.

We would like to supplement this design/build project with otherwise relevant design/bid/build projects, but if they will not be accepted we do not want to include them and take up pages in the 30-page limit (which would otherwise be used for team experience). Please clarify (yes or no) whether design/bid/build projects will be acceptable, and whether they would be rated less favorably than design/build projects.

Question #190: Please provide detailed drawings showing the dimensions of the rolling hangar doors. This needs to include interior dimensions. This information is critical to developing our proposal.

Question #250:The Fire Pump and Equipment area indicated in Tab A1 Course of Action Option 3A - Floor Plan dated 29 August 2018 is approximately 7ft-0in x10ft-6in (as scaled in Bluebeam) within a plumbing room that is approximately 17ft-0in x22ft-0in (scaled in Bluebeam). Preliminary layouts of the fire protection equipment including fire pump, jockey pump, foam concentrate tank, etc. indicate a room closer to 24ft-0in x24ft-0in with outside access being required. Is it acceptable to enlarge the fire protection room to an adequate size, add a double door exit to building exterior for equipment replacement, and relocate the plumbing room to the South?

Answer#250: This is a 100% D/B project Question #251:BACKGROUND: Per UFC 4-211-01, Aircraft Maintenance Hangars, Para 3-7.7 Aircraft Power Systems, States, Aircraft have specific power requirements, including unique voltages, frequencies, and capacities. Review the requirements of the aircraft being maintained in the hangar bay to determine the appropriate special power systems required. Provide the appropriate aircraft power systems in voltage, frequency, and capacity to service the aircraft being maintained.

QUESTION:

a) What is the appropriate special power systems requirements for the KC 135?

b) Is there a specific receptacle requirement to be provided, to allow connectivity?

c) How many connection points are required in the hanger?

Answer #251: This is a 100% D/B project; voltage is determined by design based on required equipment (hangar door, fire suppression systems, etc.); refer to UFC, NFPA, Tab D Standard Design for AF Corrosion Control/Fuel Cell Maintenance Hangar Facility.

Question #254: Loads added to the structure because of added roof thermal insulation, automatic fire sprinkler system, foam suppression system, fall protection rails and heaters is anticipated to exceed original structural design loads. Structural as-builts and design calculations were not provided with the bid package, therefore the extent of structural modifications is unknown; how are we to quantify?

Answer #254: As-built drawings coupled with your structural engineers evaluation; fire suppression and insulation projects at similar hangars require no structural modification; see TAB G B1001 B1003 B1005 and B1007 As Built Drawings.

Question #269:Will perimeter cove base at wall/floor interface within the maintenance area be required?

Answer #269: This is a 100% D/B project.

Question #279: TAB A1, note 5, says to add windows to the existing exterior walls. SOW does not include this requirement. Please confirm.

Answer #279: See Amended SOW dated 1 May 2020, daylighting is part of the scope and required within aircraft maintenance bay area to improve overall lighting conditions for maintenance operations.

Question #280: TAB D, Room Criteria Sheets (Page 39). Will the base communications squadron be providing WAP mapping for placement called for in the Fuel Cell Maintenance Hangar Bay? We are assuming the government will provide these and other active communications electronic equipment.

Answer#280: Additional reference will be provided post-award Question #281: TAB D, Room Criteria Sheets. Security devices are called out on the sheets, but other documents such as the charrette documents do not address security. Are we to provide security system or rough-in only for card readers, motion detectors, glass break detectors, BMS and electric door strikes? Assuming electric strikes would have to be provided with door hardware.

Answer #281: See Amended SOW dated 1 May 2020. 5. Page 11, Section 4.16 PHYSICAL ACCESS CONTROL added. Assume rough-in for card swipe/reading system at all doors to exterior non-flightline area;

systems should tie into base-wide system Question # 282: The scope calls for providing thermal insulation to create a heated space. This affects the walls, roof, and hanger doors. With regard to insulation, this can be a code/expense mess unless clarification is offered.

Answer#282: Please thoroughly review Tab A PCR for clarification, mentioned within SOW or otherwise.

Question #283:Can the RFP state clearly what desired values of insulation are expected for the walls, door, and roof?

Answer #283: Refer to current UFC and Tab D for reference.

Question #284: Guidelines for existing structures stipulate minimum R-values, but also have stipulation for continuous insulation (CI) as part of the assembly.

Answer #284: See Answer #283 Amendment 0007 Question #292 SOW Section 4.8 bullet B indicates that heating devices with a flame or glowing elements open to the environment are not allowed in the aircraft servicing area or fuel cell rooms. If this is the case, will the purge systems and ventilation systems for these areas need to be spark and or explosion proof?

Answer #292: This is a 100% D/B project; must comply with the UFC and NFPA Question #316: Please confirm means of egress and number of exits from the facility must be upgraded to meet UFC 4-211-01 requirements. Note that this may require new outside stairs.

Answer #316: This is a 100% D/B project Question #317: Please confirm personnel doors are permitted in the hangar bay door, however they are not considered exits for egress.

Answer #317: This is a 100% D/B project Question #318: Please confirm support areas (and mezzanines) are not permitted to have their required egress through the hangar bay.

Answer #318: This is a 100% D/B project Question #319: TAB_A1 Floor Plan shows exit stairs discharging to the hangar bay and no outside stairs. Are these stairs existing to remain? Are these exits from occupiable spaces above or mezzanines? Either way, the exhibit describes non code compliant egress. Please advise.

Answer #319: No existing stairs; this is a 100% D/B project Question #320: Is there a preferred or required manufacturer for triple IR flame detectors and releasing control unit, e.g. Detronics?

Answer #320: Refer to current ETL Question #321: Please confirm at least two discharge tests will be required for commissioning of the new HEF system.

Answer #321: Must comply with current UFC, NFPA and ETL Question #322: Please clarify environmental requirements and controls associated with HEF system. Is containment required? Is there a location on base that will accept the fire suppression effluent, or is the contractor required to capture and dispose to a facility off base?

Answer #322: This is a 100% D/B project; must comply with the UFC and NFPA Question #325: The SOW requires a Quantitative Voice Intelligibility Modeling Study. Note that UFC 4-021-01 requires all occupiable rooms and exterior locations to be provided with speakers, and travel distance allowances where voice intelligibility cannot be achieved. To what benefit does the Quantitative Voice Intelligibility Modeling Study offer the government if there is no guidance (or money in the budget) on how to improve the acoustics of the existing facility?

Answer#325:Must comply with current UFC, NFPA and ETL.

Question#326:Please provide a list of the pre-recorded MNS messages required for this project.

Answer#326: Will be provided Post-award.

Question#327:UFC 4-021-01 requires interconnection and status monitoring with existing base-wide (giant voice) communication systems. Please clarify if Fairchild has the capacity for two-way communication with the new interior MNS. If so, is the existing system proprietary?

Answer#327: Refer to current NFPA and ETL Question#328:UFC 4-021-01 requires textural notification appliances at exits. Please confirm MNS text signs are required and clarify if they should be scrolling type or simply indicate announcement or evacuate depending on the FAMNS signal.

Answer#328: Refer to current NFPA and ETL Question#329:Please clarify if the MNS strobes are required to be amber or clear.

Answer#329: Refer to current NFPA and ETL Question#331: Please confirm all electrical equipment, including 400 Hz equipment located in the hangar bay and foam equipment room is required to be NEMA 250 Type 3R rated, and that all raceway shall have raintight connections.

Answer#331: Design accordingly to meet requirements.

Question#332: The SOW indicates to reuse existing lighting systems. Can the Government confirm the existing lighting in the hangar bay is NEMA 250 Type 3R rated?

Answer#332: This is a 100% D/B project; vendor must ensure and/or modify existing lighting fixtures to accommodate new fuel cell maintenance function; Refer to UFC, TAB G and Tab D Question#366: In TAB A, under Structural Requirements and under Roofing it says The existing roofing material (metal roofing panels) is to remain in place. Numerous holes occur in the metal panels and these are to be patched. A few joints, between panels, have opened-up and these are to be repaired. Panels damaged beyond repair shall be replaced and painted. -For bidding purposes, please provide the sf of Roof that need patching and the sf of Roof that need replacement.

Question#367: In TAB A, under Finishes (exterior walls, interior walls, ceilings) It says The many holes in the metal panels as well as open joints between panels are to be repaired. Damaged panels are to be replaced and painted. -For bidding purposes, please provide the sf of Metal Walls that need patching and the sf of Metal Walls that need replacement.

Answer#367: See Answer #14 amendment 0003.

Question #382: The Charette report provided in the RFP does not indicate the structural load requirements that are the basis of the structural findings in the report. Please confirm that there are no additional structural loads other than what is specifically indicated in this SOW, UFC 3-301-01 and UFC 4-211-01.

In addition, the Tab A3 Elevation Model shows an elevation drawing with translucent wall panels on the hangar door side of the building. Since daylighting /translucent wall panels are NOT specifically noted on the Attch 1.3 SOW, please confirm if daylighting /translucent panels, etc. are part of the scope and confirm what the overall intent /requirements Answer#42: Natural daylighting should be used to at least the same level as that shown in the concept design in order to reduce lighting and heating requirement;

The latest edition would be 12 December 2018. Is this the document to be utilized? a. Glazing requirement for windows and daylight translucent panels being considered.

b. Door openings at exterior wall would swing out c. No strengthening or hardening of shell. Answer #97: Yes, must comply with the latest UFC and NFPA. However, daylighting is not required within the aircraft maintenance bay area Answer #427: See Amended SOW dated 1 May 2020, daylighting is part of the scope and required within aircraft maintenance bay area to improve overall lighting conditions for maintenance operations.

Implementation of daylighting in hangar should be done to include South, East and West walls of B1007 per Tab A3 Elevation Model/Notional Concept. #97. Current version of UFC 4-010-01 is from 12 Dec 2018; vendor should use latest version of UFC 4-010-01 in consideration of a) glazing requirement of window/daylighting panels, b) door openings and c) exterior hardening. This requirement is amended/added into SOW.

Question #428: Page 50 of the Planning Charette indicates that the existing floor slab is sloped at 0.36%. The Planning Charette does not make it clear where this measurement was taken, and the plans only vaguely show slope arrows around the north end of the building (were not sure if these indicate new or existing floor slope).

With this information, and the fact that a physical site visit is not allowed, we dont have a way to accurately gauge the quantity of floor sloping materials required to meet the 0.5% slope requirements. If the Government can provide a drawing showing all existing floor sloping in the hangar, the following questions will be answered:

a. Where was the initial slope measurement high point measured from and in which direction(s)? b. Is the location noted High Point of Slab in TAB A1 the existing high point of slab? c. Assuming the existing high point of slab is the location shown on TAB A1, is the existing floor slab sloped at 0.36% on both sides (north and south) of this line? d. If the existing slope is not the same on either side of the line shown as High Point of Slab in TAB A1, please provide the existing slope north of this line. (note that the existing slope to the north of this line could impact the amount of sloping material well need on the south side of the line, as we may have to bring this high point up higher to achieve the required slope going both ways).

Question #479: Per Amendment 0005, Answers #362 and #363 indicate that no exterior concrete or asphalt paving work is required. However, per the Tab A2 Site Plan Map, there is new asphalt paving noted (i.e. for the tug route, the relocated parking spaces, etc.). Please reconfirm what asphalt and/or exterior concrete work is required, if any.

Answer# 479: See Amended SOW date 1 May 2020_exterior concrete paving work is required for dedicated tug route to flightline, walkways, and barrier curbs. Requirements have been added in SOW as 4.14 A, B, C, respectively.

Question #429: In order to slope the floor to the required 0.5%, existing expansion joints will have to be replaced. Does the grid pattern shown on the slab in TAB A1 represent the existing expansion joints? If not, please provide the locations of all existing expansion joints.

Question #430: Q and A numbering in Amendment 0003 skips a lot of numbers (ex. Question #177 is followed by Question #203). Same thing with Amendment 0004. Are the skipped question numbers questions that are yet to be addressed?

Question #431: On future amendments where the Government modifies miscellaneous items in an attachment or section of the solicitation, can the Government please highlight the changes?

Answer#431: The areas that have been changed have been identified in Block 14 of the Amendment and updated attachments have been provided with associated Amendments. For future Amendments the Government will specify the page, section, and/or paragraph when possible.

Question #435: Are we to provide harnesses for the fall protection system and if so how many sets?

Answer #435: No, you are not required to provide harnesses.

Question #437: Loads to the steel frames. The as-builts for the hangars that are being referenced as comparison show that the structures are not the same as B1007. It is very likely the loads added to the structure because of added roof thermal insulation, automatic fire sprinkler system, foam suppression system, fall protection rails and heaters is anticipated to exceed beyond the 2.2 psf reserve capacity they discuss in Tab A original structural design loads. Structural as-builts and design calculations were not provided with the bid package, therefore the extent of structural modifications is unknown; how are we to quantify?

Answer# 437 No additional existing structural as-builts and design calculations are available; installation of structural frame reinforcement and/or purline to support and transfer additional loads from roof thermal insulation, automatic fire sprinkler system, foam suppression system, draft curtains, fall protection rails and heating elements is stated SOW, para 4.5.

Question #438: The metal wall panels in the video are aluminum, are the roof panels the same? There may be a concern with being able to walk on the roof to make repairs if its thin old aluminum.

Answer# 438: Assume Roof and Wall panels material identical Question #439: In the revised SOW it calls out for 25 each 10ft X 12ft panels, we dont think the panels are 10ftX12ft. Is this a type-o?

b) Since its not reflected in the site plan, please provide exact location in relation to the building and the door pocket.

c) Are we to relocate the light pole since it sits within the dedicated path of the new tug route?

Answer# 470: A) Structural concrete pavement on the airfield is typically 16 to 17 inches in this area. Shoulder asphalt is typically about 3 inches. However, the asphalt could be thicker, up to 6 inches, where it is used for structural pavement (for heavy aircraft). There may be isolated spots where that occurs. B) Hangar door pockets are on either sides of the buildings southern facing corners. C) Yes Question #442: Solicitation documents state exterior walls we must comply with UFC 4-211-01 - 3-3.2.3 which states; 3-3.2.3 Exterior Walls Provide a masonry or concrete finish up to a minimum 10 ft. (3.0 m) minimum above the finished floor for the interior and exterior face of the entire perimeter of the Aircraft Maintenance Bay, except at hangar doors. This includes the side/end walls, as well as the back wall which typically separates the Aircraft Maintenance Bay from shops and parts repair rooms. Question: Please clarify response given to question #63 and subsequent revised SOW which states to assume 100LF of CMU wall repairs. Existing CMU low wall was not constructed to support the additional weight of the anticipated 10ft+ high perimeter wall required to meet UFC requirements. For bidding purposes are we to assume low wall is sufficient and only needs repairs to 100LF, or are we to follow UFC requirements and provide costs to remove low wall and construct new 10ft+ perimeter walls?
