STATEMENT OF WORK
FOR
BUILDING 1007
AT
FAIRCHILD AIR FORCE BASE, WASHINGTON
Project: CAP 1027134
28 February 2020
1.0 PROPOSAL
This Task Order is directed by Work Element No. 2 (Design-Build Required with Provided Partial Design) as specified in the MACC Statement of Work, General Contract Provisions, Section 01000.
A. Relevant project information are provided as TAB A-G, including the Planning Charrette Report (TAB A), Course of Action Option 3A Floor Plan (TAB A.1), Site Plan Map (TAB A.2), Elevation Model (TAB A.3), Utility Plan (TAB A.4), As-Built Drawing Submittal (TAB A.5), Type A Pad Mount Oil-Insulated Switchgear Reference (TAB B), Base Switchgear Map (TAB C), Corrosion Control/Fuel Cell Maintenance Hangar Facility Standard Designs (TAB D), Hazardous Materials Inspection Report (TAB E), and Standard Restroom Fixtures Cut Specification Reference (TAB F).
B. During the pre-proposal site visit, MACC contractors shall visit the site and become familiar with the project requirements. Government-furnished information is not guaranteed to represent actual conditions and shall therefore be field verified prior to incorporation into the design. It is the responsibility of the Contractor to ensure designed elements, layouts, etc. are compatible with existing site conditions. MACC Contractors responding to this solicitation of subject project shall be solely responsible for any and all field measurements, and verification of work elements. Questions arising at the site visit shall be submitted to the Contracting Officer in writing. The Contracting Officer will respond to all questions in writing to all Offerors within a reasonable time period after the site visit.
C. All means, methods, and proposal submission requirements shall conform to specifications set forth in this statement of work, and shall be designed and constructed to, a level acceptable by, or surpassing that of quality and performance industry standards. All construction and contractor provided products shall conform to the most current Air Force and Base Design Standards, UFC, NEC, NFPA, and other local, state, and federal regulations at the time of the proposal.

2.0 HAZARDOUS MATERIALS
The Hazardous Materials Inspection Report (TAB E) in support of this project has been performed on April 2018 by Fulcrum Environmental Consulting, Spokane WA, with the scope of work limited to Asbestos Containing Materials and Lead Containing Materials. The Contractor shall provide all Hazardous Materials abatement necessary to all areas that will be affected by the conversion work, and shall only reference TAB E for information only when providing the proposal for this task order. As a requirement of this contract, the successful Contractor shall provide additional hazardous material testing and reports to incorporate all areas that will be affected by the conversion work during the Phase I performance period to support their construction efforts. Should the successful Contractor encounter additional hazardous materials that were not identified in the provided hazardous material survey, they shall immediately bring the issue to the Contracting Officer’s attention for resolution. Suspected Hazardous Materials not identified in the Phase I performance period will be considered as differing site conditions.
A. For Bidding Purposes, the Contractor will assume the following:
1. Asbestos Containing Materials, including Pipe Insulation, Pipe Joints (including elbows and tees), Door Sealant and Cement Board CLIN Item 0002): 1500 SF.
B. All waste streams that contain building materials with surface coatings shall have a Toxicity Characteristic Leaching Procedure (TCLP) accomplished.
1. Results of the TCLP will be submitted to the Government for review and acceptance.
2. TCLP results shall be submitted for review prior to any waste streams containing building materials with surface coatings leaving the worksite for disposal.
3. TCLP reports shall be accomplished during Phase I of this contract.
C. Conduct Clean-Air Testing as required to meet all Fairchild Air Force Base, OSHA, EPA, and other Federal, State and Local codes and standards.
D. Waste Water: any waste water generated during this project is subject to FAFB EPA MS4
Storm Water Permit. To comply with the permit, all contaminated wastewater produced by this project must be collected, processed, characterized, and disposed of into the FAFB sanitary sewer system or another authorized disposal method. FAFB sanitary sewer discharge requires a FAFB Sanitary Sewer Discharge Permit which is used by DPW Waste Water Treatment Plant. Prior to discharge a laboratory analysis of the waste water may be required for review and approval by wastewater plant personnel. Process water is not authorized to discharge to the ground or FAFB storm sewer. The environmental protection plan for the project should identify any potential wastewater generation and the process to which that water will be properly disposed.
3.0 SCOPE
This Statement of Work (SOW) defines the scope for this task order including construction actions at the proposed project site to convert Building 1007 into a fully-functioning fuel cell maintenance dock and to bring into compliance with fire protection and life safety codes in as far as practicable. A Planning Charrette Report (PCR) was completed in support of this project, and determines the overall scope, and definable features of work required to be accomplished under this contract. The following is a brief summary of the project and is provided solely for the purpose of revealing the general nature of the work involved. The place of performance shall be at Fairchild Air Force Base (FAFB), Washington (WA).
A. Project Management Plan: The Government will reference the basic MACC contract proposals for information relating to quality control, teaming, personnel qualifications, etc.
1. Comply with Unified Facilities Guide Specification 01 45 00.00 10/20 (revisions Nov
2016/Nov 2011), Contractor Quality Control.
B. Material gathering shall be accomplished after the submittals have been reviewed and approved by the Government Project Manager and the Contracting Officer. Material gathering shall be accomplished in both Phase I and Phase II of the project. Major items requiring longer lead time for pending fabrication and/or delivery shall be submitted during Phase I of the project.
C. The performance period shall not exceed the number of calendar days shown in the Fair
Opportunity Proposal Request (FOPR) issued by the Contracting Officer. The performance period shall be broken down into three phases: Phase I – quantitative voice intelligibility modeling, hazardous materials survey, fire protection and life safety analysis, hydraulic analysis, work plan, 100% design drawings, and material submittals and material gathering;
Phase II – Physical works; and Phase III – Closeout. A Notice to Proceed (NTP) will be issued for each performance period. Material submittals process must be complete and prior to issuance of NTP and start of Phase II.
D. MACC contractor shall submit work plans, material submittals, and design drawings, complete with comprehensive engineering analysis using performance requirements and fire-hydrant flow test records, etc. per General Contract Requirements.
E. NTP for Phase II (Physical Construction phase) shall be issued upon completion and government acceptance of Phase I.
1. Planned disruptions to gas, electric or other utilities must be coordinated with the
Construction Manager a minimum of 5 days in advance of work.
2. The Government will make a determination prior to the end of Phase II, after a joint contractor / Government inspection of the contractor’s punch list items and all systems testing and acceptance, whether Phase II is substantially complete.
F. NTP for Phase III (Closeout Phase) shall be issued upon acceptance of Phase II. Per the contract specifications, the requirements for Closeout Procedures shall be managed by the contractor throughout the total contract performance period. The NTP to Phase III shall identify the due date for the completion of all close-out requirements, government review, and the delivery of Contracting Officer approval of the receivables.
4.0 GENERAL WORK DESCRIPTION
The contractor shall perform all design, demolition and construction activities required to provide hazardous material survey and abatement, epoxy coating applied to existing flooring, CMU walls separating the support space from the hangar, partitioning of support spaces to include cell room, tool room, computer room, offices and training room, break room and toilet rooms; LED light fixtures for new support spaces, automatic fire sprinkler and foam suppression systems with adequate water supply and pressure, fire detection and mass notification systems with sufficient quantitative voice intelligibility, booster pump, fire protection equipment room, fire alarm system control panel, draft curtains and fire separation walls, major exhaust fans and ventilation systems, overhead rails for supporting fall protection system, emergency eye-wash stations and showers, heating and cooling systems, conversion of existing hangar doors from manual operations into an electric powered operating system; replacement of existing roll-up tug and tail clearance door with insulated roll-up doors; suspended hangar door tracks heating system, structural frame reinforcement, roof and exterior wall panels repairs and replacement, thermal insulation of roof, exterior wall, and horizontal rolling hangar doors; and associated power and utility infrastructures to support these systems. Work includes associated architectural, structural, mechanical and electrical construction. Activities specific to this project shall include but are not limited to:
4.1 DESIGN SUBMITTALS
A. Preparation of the technical portion of the Design Documents of the project, to include
Quantitative Voice Intelligibility Modeling Study, Fire Protection/Life Safety/Hydraulic Analysis, and a full, complete design (35%, 65%, 95%, and 100%). Refer to MACC Specifications General Contract Provisions Section 01300 for Design Requirements as applicable to the scope of this task order. As-built drawings are required for project close-out.
1. All map data shall use a Coordinate System of NAD83 (2011) State Plane WA North feet; all GPS coordinates shall be first order accuracy (1:25,000).
2. Any and all features demolished under this task order shall be deleted from the map and associated geodatabase electronic file.
3. Any and all errors, changes, or modifications to existing site features shall be reflected on the map and associated geodatabase. This includes changing electrical lines from “in-use” to “abandoned.”
4. Surveyed GPS coordinates (horizontal and vertical control) shall be provided for any cut or capped utilities and the boundaries of any features modified under this task order.
B. Schedule the design work with the following considerations:
1. Contractor shall furnish 35%, 65%, 95%, and 100% Design submittals for Government review. Allow 30 calendar days for Government review and comments of each design submittal.
2. Contractor shall schedule 35%, 65%, and 95% Design Review Conferences at Fairchild AFB after Government comments have been furnished to the contractor. Allow 10 calendar days to complete each design update, resubmit and obtain Government approval.
3. The 35%, 65%, 95%, and 100% Designs shall be submitted and approved within the Phase I performance period.
4.2 TEMPORARY FACILITIES
Provide temporary facilities in accordance with Fairchild Air Force Base Design Standards. The Contractor shall have approval from the Contracting Officer and the Building Manager prior to initiating any temporary facilities. Building Manager’s contact information will be provided upon award of Contract. Provide, maintain and remove guard rails, barricades, warning signs and other warning devices at appropriate locations to protect and safeguard base personnel, property and operations during the construction process.
4.3 FIRE SUPRESSION SYSTEMS
A. Install a single interlock, addressable pre-action fire sprinkler system in Building 1007, including hangar and support spaces per TAB A. The fire suppression system design shall be performed by an A-E of Record. The designer shall be, at minimum, a licensed Professional fire Protection Engineer (FPE). Items include, but not limited to:
Addition of two (2) new fire hydrants Fire Suppression booster pump with backflow prevention Automatic Fire Sprinkler System
Other specifics are as follows:
1. Currently, Building 1007 has no connections to water or sewage service. An existing
16” water main that runs parallel along the west face of B1007 shall be the point of connection for new water service to the hangar.
2. The connection between Building 1007 and the 16” water main shall include a new PIV Feed, excavation backfill site restoration, valves and fitting as required for a complete and fully functional installation to supply required water flow to new Fire Suppression System.
3. The contractor shall conduct the hydrant flow test at existing fire hydrant locations as indicated in TAB A.4.
B. Provide design and construction for a Low-Level, High-Expansion Foam Fire Suppression System per TAB A, including but not limited to, the following components:
Piping; provide types as required by UFC and ETL Foam Concentrate, booster pumps, storage tanks and control valves High Expansion Foam Generators Foam System Control Panel (FSCP) Fire Protection Room
1. Ensure expansion foam suppression system pumps maintain an independent electrical connection and/or compliance with NFPA 13.
C. Provide draft curtains in accordance with the comparative analysis of TAB A.
A. The curtain depth will be a minimum of one eighth of the distance from roof to floor.
NOTE: All fire suppression systems will have seismic protection per TAB A.
4.4 FIRE DETECTION AND NOTIFICATION SYSTEMS
Provide design and construction of a new addressable fire alarm and mass notification system with sufficient quantitative voice intelligibility, panels, fire detection system components and devices for the entire Building 1007 to include, but not limited to, wiring, raceways, pull boxes, terminal cabinets, outlets and mounting boxes, control equipment, alarm, and supervisory signal initiating devises, alarm notification appliances, supervising station fire alarm system transmitter, and other accessories and miscellaneous items required for a complete operating system in an aircraft maintenance hangar in accordance with UFC 3-600-01, Fire Protection Engineering for Facilities, and UFC 4-021-01, Design And O&M: Mass Notification Systems A. In conjunction with the installation of a mass notification system, Contractor will provide testing/modeling, design and implementation of quantitative voice intelligibility within the fuel cell maintenance facility to meet the specifications and requirements of UFC 3-600-01 and UFC 4-021-01.
1. Quantitative Voice Intelligibility Modeling Study will be completed prior to the initial
35% design submittal.
2. Facilities are required to verify intelligibility by measurement after installation.
4.5 ARCHITECTURAL AND STRUCTURAL WORKS
A. Design and construct CMU wall separation and non-CMU partitions for interior support space as indicated in COA Option 3A Floor Plan Layout and Comparative Analysis of TAB A.
B. Design and Construct 1-hour fire resistant rated and fully insulated, temperature-controlled Fire Protection Equipment Room with direct exterior access containing the fire pumps, fire pump controllers, overhead fire sprinkler system risers, the foam system equipment and FSCP, and the fire alarm system control panel per TAB A. Provide and install HVAC units as required to provide adequate heating and cooling. Proposed location is indicated on TAB A.1.
C. Design and Construct two new Toilet Rooms as indicated in COA Option 3A Floor Plan Layout of TAB A. For standard toilet fixture specifications, Refer to TAB F.
D. Repair existing exterior CMU low walls extended up to the eave line in accordance with comparative analysis of TAB A.
1. Repair holes in the metal panels and open joints between panels.
2. Panels damaged beyond repair shall be replaced and painted.
3. Metal panels shall be repaired/replaced prior to insulation installation.
E. Upgrade existing northern and western wall near Building 2036 to 2-hour rated separation in accordance with comparative analysis of TAB A.
F. Repair existing punctured or damaged roof panels in accordance with comparative analysis of TAB A.
1. Repair opened joints between panels.
2. Panels damaged beyond repair shall be replaced and painted.
3. Roof panels shall be repaired/replaced prior to insulation installation.
G. Convert existing manually operating hangar doors into an electric powered operating system with independent circuits for power source, heated tracks and portable generator connection per comparative analysis of TAB A.
H. Replace existing roll-up tug and tail clearance door with insulated roll-up door in accordance with comparative analysis of TAB A.
I. Provide and install structural frame reinforcement and/or purlins to support and transfer additional loads from roof thermal insulation, automatic fire sprinkler system, foam suppression system, draft curtains, fall protection rails and heating elements in accordance with comparative analysis of TAB A.
4.6 FLOORING
Provide noncombustible epoxy coating finish for the existing concrete floor with slope in order to accommodate and withstand aircraft and equipment movements in accordance with Comparative Analysis of TAB A.
4.7 INSULATION
Provide and install thermal Insulations with serviceable finished surfaces to the roof, exterior walls and to the horizontal rolling hangar doors per TAB A.
4.8 HVAC, EXHAUST FANS & VENTILATION SYSTEMS
A. Provide all new HVAC infrastructure, to include exhaust fans and ventilation systems, ductwork, DDC controls, and accessories for complete and usable HVAC systems for the entire Fuel Cell facility, including the offices, restrooms and all support areas in accordance with UFC 3-410-01 and Scope Analysis of TAB A. Other specifics are as follows:
1. Controls for the new HVAC, exhaust fan and ventilation systems are to be connected to the base wide EMCS system. All graphics are be updated to reflect the current floor plan throughout the building.
B. Provide and installed interior-suspended heating system for de-icing the horizontal rolling hangar door tracks/rails per the Comparative Analysis of TAB A.
1. Heating devices with a flame or glowing element open to the atmosphere are not permitted in the aircraft servicing area or fuel cell rooms.
2. Radiant tube heating systems may be used in the aircraft repair area if the flame is contained in a sealed chamber with combustion air taken from outside the repair area, and the combustion products are exhausted outside the repair area.
3. For additional direction regarding heating, and the types of heating systems allowed in aircraft maintenance hangars, refer to UFC 4-211-01.
4.9 ELECTRICAL SYSTEMS
A. Provide and install new electrical power systems in order to accommodate the new fuel cell facility’s requirements and its support functions. All systems shall be complete and usable and shall comply with UFC, NEC, NFPA, USAF and Fairchild AFB Base Design Standards. Other specifics are as follows:
1. Provide and install all necessary electrical infrastructure to include, but not limited to, electrical wiring, conduit, receptacles, controls, alarms, and systems as defined by TAB A.
2. All circuit breakers shall be non-adjustable and shall be bolt-on type. All new panel(s) shall have at least (2) spare circuit breaker spaces.
3. Provide Surge Protection Device (SPD) to protect all power supply circuits to FACP and FSCP panels, including any subpanels (e.g. Mass Notification Panels, Amplifier Panels, and NAC Booster Panels). Provide SPD to protect all fire alarm circuits leaving or entering the building. Devices mounted on an exterior wall do not require an SPD when lighting protection is provided on the building (e.g. wall mounted exterior speaker.)
SPDs will be in accordance with UFC 3-520-01 and will be mounted in a separate enclosure, unless listed and installed by the factory (e.g. Installing the SPD in the FACP or FSCP is not permitted).
B. Replace existing electrical switchgear along the electrical distribution feeder lines with a
Type A Pad-Mounted Grid Switchgear per TAB A. Other specifics are as follows:
1. The bases of design for base switchgears is by Cooper Industries as referenced in TAB
B. Other manufacturer’s equivalent products shall be allowed if documentation is provided that indicates equal or superior performance.
2. Existing equipment pad shall be enlarged to an adequate size to host new switchgear and to meet UFC and NEC regulatory requirements.
3. At the concrete pads, the grounding ring shall have individual concentric neutrals extending to the grounding ring. Neutrals may NOT be connected together, nor doubled up on a lug. The neutrals shall be evenly spaced along the grounding ring. Verify the layout with Government prior to the installation.
4. Ensure that existing pad-mounted distribution transformers (480Y/277 volts and 208Y/120 volts, respectively) located on the northwest corner of B1007, as indicated in the TAB A.4, are adequately sized and sufficient for the scope of this conversion project. If the existing transformers indeed require upgrading, Contractor shall be coordinated with the Government and the Base Electrical Shop during Phase I Design.
5. For bidding purposes, the Contractor shall provide a temporary generator, in order to supply power to the building while the switchgear is de-energized. The Contractor shall assume that a 500KW capacity is required for each generator.
4.10 LIGHTING SYSTEMS
Provide and install new LED Light Fixtures in the newly partitioned interior support space layout including all components and infrastructure for a complete and functional installation as indicated in TAB A.
4.11 DATA & COMMUNICATION SYSTEMS
Provide and install data and communication system connection points throughout the fuel cell facility to support a fully functioning telephone and data network system per UFC 3-580-01, Telecommunications Interior Infrastructure Planning And Design. Required items include, but not limited to:
Data receptacles in each office Multiple data receptacles in break room Telephone connections in all office/training areas
4.12 PLUMBING
Provide and install all plumbing, sewer and drainage utilities and fixtures required to support the new facility program per TAB A. Other specifics are as follows:
1. Currently, Building 1007 has no connections to water or sewage service. Water supply connection shall occur at the 16” main located along the west face of B1007 in accordance with procedures outlined in both UFC 3-230-02 and Principles and Practices of Water Supply Operations Series: Water Transmission and Distribution.
2. The contractor shall field verify the location and coordinate the tap location with the Government prior to the start of Phase II construction. For approximate location, refer to
TAB A.4.
3. In order to prevent possible discharges of the High Expansion Foam Suppression System from causing sewer pump failure, floor drains are prohibited on bay floor.
4.13 OCCUPATIONAL SAFETY
A. Provide Overhead Rails for Fall Protection System in support of personnel working on top of the aircraft wings and fuselage and major ventilation systems per TAB A.
B. Provide and install multiple locations of emergency eye-wash and shower stations to accommodate fuel cell maintenance operations per TAB A.
5.0 TECHNICAL REFERENCES
The documents listed in Section 01300 of the basic contract are incorporated here by reference.
Requirements for implementing the Fairchild AFB Green Procurement Plan and use of Recovered Materials are referenced in the BASE DESIGN STANDARDS as "92 CES, Green Procurement Program Plan, 2006". The following products have been identified as EPA-designated items of Recovered Materials required for this project: 1. Cement and Concrete containing Fly Ash or Ground Granulated Blast Furnace Slag. 2. Carpet. 3. Latex Paint. 4.
Floor Tiles. 5. Restroom dividers/partitions. 6. Gypsum Wall Board. 7. Acoustical Ceiling Tiles.
This list, however, may not be complete.
