MEMORANDUM FOR: MACC CONTRACTORS

SUBJECT: Request for Proposal under the MACC solicitation; FA4620-20-R-0002: Project CAP1027134, Replace (RM) Alternate Fuel Cell, B1007, Fairchild AFB, WA
1. This is a Request for Proposal for the FY20 MACC seed project, CAP1027134, Replace (RM) Alternate Fuel Cell B1007, Fairchild AFB, WA. The award will be pursuant to Federal Acquisition Regulation (FAR) 15.3, all supplemental regulations, and per Section L and M of the solicitation.
TASK ORDER DESCRIPTION: Fairchild AFB invites you to submit a proposal for Project CAP1027134, Convert (R&M) Aircraft Maintenance Dock to Fuel System Maintenance Dock, B1007, Fairchild AFB, WA. This is a Design-Build project defined as a specific Work Element No. 1.2 proposed task order and as specified in the basic MACC specifications, Section 01000, Paragraph 1.2.
Work includes, but is not limited to: provide epoxy coating applied to existing flooring, partitioning of support spaces, LED light fixtures, automatic fire sprinkler and foam suppression systems with booster pump, fire detection and mass notification systems with quantitative voice intelligibility, fire protection equipment room, fire alarm system control panel, draft curtains and fire separation walls, major exhaust fans and ventilation systems, overhead rails for supporting fall protection system, emergency eye-wash stations and showers, heating and cooling systems, conversion of existing manual hangar doors into an electric powered system; replacement of existing roll-up tug and tail clearance door with insulated roll-up doors; suspended hangar door tracks heating system, structural frame reinforcement, roof and exterior wall panels repairs and replacement, thermal insulation of roof, exterior wall, and horizontal rolling hangar doors; and associated power and utility infrastructures to meet the requirements of the attached Statement of Work.
2. PROJECT MAGNITUDE: The project magnitude is between $5,000,000.00 and $10,000,000.00.
3. PERFORMANCE PERIOD: The total Performance Period for this task order is 650 calendar days, broken into three distinct phases:
Phase I -Phase I is identified as the Design, Material Gathering/Submittal Phase, and has a duration of 285 calendar days to design, prepare, submit, and receive approval on all submittals, other than those required for closeout.
Phase II -Phase II is identified as the Physical Work Phase and has a duration of 305 calendar days to occupy the work site and to physically accomplish the work.
Phase III -Phase III is identified as the Closeout Phase and has a duration of 60 calendar days for completion of all closeout requirements specified.
4. NOTICE TO PROCEED: A Notice to Proceed (NTP) shall be issued for each phase of work. A NTP for Phase I will be issued within 15 calendar days after award of the task order, receipt of bonds and approval of the Contractor’s Interim Quality Control Plan. The NTP for Phase II/III will be issued upon substantial completion of Phase I/II work, respectively. No NTP shall be issued until the previous phase has been formally accepted and/or recommended for issuance by CENM.
5. LIQUIDATED DAMAGES: Liquidated damages (LDs) shall apply for all phases- Design: Material
Gathering/Submittal; Physical Work; and Closeout. Breakdowns for each phase are as follows:
LDs for Phase I will be assessed in the amount of $182.00 per day.
LDs for Phase II will be assessed in the amount of $205.00 per day.
6. WORKING HOURS: Working hours are weekdays, 7:30 AM to 4:30 PM, excluding federal holidays.
7. CONTROLLED/RESTRICTED AREA: The work on B1007 IS located in a controlled area. An Entry Authorization List (EAL) WILL be required for work in this area.
8. SUPERINTENDENT/ QC SUPERINTENDENT: The Superintendent/QC responsibilities MAY
NOT be combined. QC requirements of the basic MACC Specifications shall be met; Contractor Quality Control shall also conform to the Fairchild Air Force Base Design Standards, Section 014516, and UFGS, Guide Specification 01 45 00.00 10 (revisions Nov 2016). For the period between the award of the task order and the issuance of the Phase I NTP, the Contractor’s Quality Control Plan may be an Interim Quality Control Plan per the provisions of the UFGS Guide Specifications, Section 3.2.
9. QUALITY CONTROL PLAN: Within 15 days after the award of the task order, the Contractor shall submit an Interim Quality Control Plan per the provisions of the UFGS Guide Specifications, Section 3.2.
10. WAGE DETERMINATION: The most current “building” wage determination for Spokane County referenced in the basic MACC solicitation is applicable to this project.
11. BONDS: The successful offeror will be required to submit a performance and payment bond in the amount of 100% of the task order price within fifteen (15) calendar days after task order award. A bid bond is required in accordance with the solicitation, Section L, 2.3.2.
12. RECOVERED MATERIALS: Recovered Materials Determination and Green Procurement are applicable for the project. Anticipated recovered materials for project use include: ground granulated blast furnace slag, consolidated and reprocessed latex paint and non-pressure pipe.
13. NOTICE TO OFFERORS: Funds are not presently available for this effort. No award will be made under this solicitation until funds become available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.”
14. CONFLICT OF INTEREST: Identify any conflict of interest or appearance issues which may be a potential Organizational Conflict of Interest (OCI) in accordance with FAR 9.5, as supplemented, and any basic solicitation clause(s) that govern the IDIQ. OCI mitigation plans or a statement that no OCI exists should accompany your proposal. Contractors are responsible for immediately notifying the Contracting Officer should any potential conflict of interest arise at any time prior to and/or after contract award.
15. PRE-PROPOSAL VIRTUAL SITE VISIT: A pre-proposal site visit will be held virtually. In addition to the Seed Project documents listed in Section J, Attachment 3, we will provide a video of the jobsite on or about 3 April 2020 via AMRDEC SAFE. 16. OFFERS DUE: Proposals shall be submitted to this office no later than a 27 April 2020 at 2:00 p.m.
Pacific, unless changed by Amendment. Proposals submitted after the established submission time will be “late” in accordance with FAR 52.215-1(c)(3). Submit proposals via email to brian.fernandez.2@us.af.mil AND heather.rogers.9@us.af.mil or by fax to (509) 247-8685.
17. PRICE SCHEDULE: Price proposal shall consist of completing the Government provided price schedule (Attachment 2). Proposals shall indicate that offers are valid until 31 December 2020 for Government acceptance, as well as acknowledgements of all amendments issued to the FOPR. In addition, the contractors shall provide a Schedule of Values (SoV) along with their price proposal. The SoV shall be broken down per the current MasterSpec format: by Division, and subsequently, by Section. Each Section Item shall include the Section Number, Section Title, and Scheduled Value. The Design effort shall be a separate line item of its own. The SoV is for informational use only and will not be used for evaluation purposes.
18. QUESTIONS AND ANSWERS: Any questions, whether technical or contractual in nature, shall be submitted in writing. Questions and Answers may be submitted in writing to the Contract Specialist (CS) at brian.fernandez.2@us.af.mil AND CO at heather.rogers.9@us.af.mil. Questions will be consolidated and responses will be forwarded to all Contractors.
19. AWARD SELECTION: The selection methodology for award of this task order will be made in accordance with FAR 15.3 and all supplemental regulations. See Section L and M of the solicitation for details.
