QuestionAnswer
Question 1Subfactor 2 for SSPC certifications state that contractor or teaming partner shall have all 3 certifications. According to SSPC website under find a contractor ( http://www.sspc.org/find-a-certified-contractor/?1398880156 ) There are no contractors in the state of Oklahoma with QP2 or QP5 certification. There are only 2 contractors in OK with QP1. In Texas there are 7 contractors with QP1 and only 3 of those contractors have the QP2 training. No one contractor has all three certification in Texas. There are two contractors in Texas with the certification. The proposal shall include certification by either the Offeror or Offeror's Teaming Partners/Subcontractors. Please see Question #2 for further details.
Question 2Will the certification requirement be able to be met by different contractors?IAW Solicitation FA4419-14-R-0102, Section L, Section II, Subfactor (b), it states: "Proposal shall include information that shows current certification for the offeror OR offeror’s teaming partner/subcontractor in the following SSPC programs." The certification is required by EITHER the offeror OR the offeror's teaming partners OR subcontractors. Please see Specification Attachments 21, 23, 24, and 25 for more information.
Question 3Will the pricing tool take into account having to have a subcontractor travel in order to complete the specific task orders the certifications are required?IAW Attachment 1, Section 3.1.4, Paragraph 3.1.4.3 it states: "...subcontractor costs to include but not limited to overhead and profit; on and off site storage; as well as costs associated with compliance of environmental, labor, and tax laws, or these specifications."
Question 4Has the coefficient method been used on prior contracts?Yes, prior contracts at Altus AFB have used the coefficient method.
Question 5Will the government or contractor estimate the bare costs RSMEANS per task order?RSMeans (E4CLICKS) will list the Bare Cost Total. IAW Attachment 1, Section 3.1.4, Paragraph 3.1.4.2 it states: "The Government established unit prices listed in the E4CLICKS (material, equipment, and labor without any markups for material, equipment, labor, subcontractor, sales tax, overhead, or profit), multiplied by the average City Cost Index (CCI) percentage for Lawton, Oklahoma, multiplied times the coefficient to arrive at the actual price for the task order." Before award of a Task Order, the Government and the Contractor will negotiate the quantities for the pre-priced items in RSMeans and/or the methods of service to obtain a final Task Order price.
Question 6On the coefficient breakout, will the qtys of hours for personnel be provided? Each contractor will have different hours entered affecting the costs if we all enter our own hours. No, this number is dependent on the Contractor's ability to perform Paint and Protective Coatings IDIQ services for a year time-frame.
Question 7Should qtys be entered on items 11-17 of the breakdown? Will the quantity be provided?Quantities should be entered in items 11-17 on the breakdown. However, this quantity will not be provided as some contractors may or may not use the suggested items listed.
Question 8How is the labor burden calculated on the estimated $1.7 mil estimated cost? Is the subtotal of labor burden a % on every labor dollar spent?Yes, the labor burden will be a percentage of your total labor cost.
Question 9Is the fully burden labor a percent on the total contract amount? I can get the dollar amount to equate to what the formula is calculating.See question #8
Question 10Will office trailers be required at each task order? Will our home office be able to be the office location? No, an offer trailer will not be required at each Task Order.

Yes, your home office will be able to be used as an office location.

Question 11Should we submit two versions of the coefficient breakdown to allow a percentage for standard and non-standard hours?Yes, a coefficient breakdown will be required for both standard and non-standard hours.
