SECTION SF 30 BLOCK 14 CONTINUATION PAGE
The following items are applicable to this modification:
Roofing Maintenance Repair and Installation- indefinite Delivery / Indefinite Quantity (IDIQ) – QUESTIONS
Question: I have never heard the term “Draw Bar” in roofing. Is this referring to a “Termination Bar”?
Answer: Yes, Draw Bar could be considered as a Termination Bar.
Question: What is the R-Values of the Insulations called out on lines 2014c, 2015a, 2015b and can you add a line after the tapered insulation for fill insulation, the further the taper goes the thicker and more expensive the fill gets therefore varying the cost of taper per square a great deal
Answer:
R-Value for insulation reference under line item 2014c shall have an R-value of 6.0 per inch of thickness.
R-Value for insulation reference under line item 2015a shall have an R-value of 6.
R-Value for insulation reference under line item 2015b shall have an R-value of 19.
Fill insulation, of the proper thickness, is obtained from line items 2014a, 2014b, or 2014c.
Question. Contract Line ltem #A4002 a & b ask for pricing on lighting arrestor system for BUR & SSM Roof. What size system should be priced?
Answer: Less than half on the roofs on Sheppard, have a lighting projection/arresting system. For BUR, assume a typical roof/area to contain 20,800 sf, and for SSM, assume a typical roof/area to contain 12,700 sf.
Question. What are the requirements for having to do electronic As-Builts since we do not know what dollar amount each Task Order will be, or how many projects will require them?
Answer: Reference Specification 01 78 00 10, paragraph 1.4.1.4., “The CADD drawing requirement is applicable to task orders with a cumulative final task order amount in excess of $300,000.00.”
Question. Will the Government provide CADD files for each Task Order that requires electronic A s-Builts?
Answer: Reference Specification 01 78 00 10, paragraph 1.4.1.1., “For projects, with a cumulative final cost in excess of $300,000.00, one set of electronic CADD files in the specified software and format revised to reflect all bid amendments will be provided by the Government at the preconstruction conference for projects requiring CADD file record drawings. “
Question. lf there are multiple Task Orders in progress at the same time, other than a Superintendent, will there have to be a Quality Control and Safety Officer at each project on site at all times if the Superintendent isn't allowed to be all three?
Answer: Each bidder will have to make that decision based on the following references.
Reference Specification Section 01 11 02-10, paragraph 1.1.3. Site Project Superintendent: The site project superintendent will be held responsible for the quality of work on the job, and shall ensure that all work performed by the general contractor’s forces and by subcontractors is in full compliance with the construction documents. . . . . The site project superintendent shall maintain a physical presence at the site and shall be responsible for all construction and construction-related activities at the site.
Reference Specification Section 01 11 02-30, paragraph 3.1.3.3. The quality controller shall have at least 5 years experience in the supervision and inspection of BUR construction. The quality controller shall not be a principal or officer of the roofing contractor’s company. However, the quality controller can be the job foreman. The quality controller shall be on the jobsite at all times Built-Up Roof construction is underway.
Reference Specification Section 01 35 26, paragraph 1.5.1.1. The SSHO shall be at the work site at all times, unless specified differently in the contract, to perform safety and occupational health management, surveillance, inspections, and safety enforcement for the Contractor, and their training, experience, and qualifications shall be as required by EM 385-1-1 paragraph 01.A.17 and all associated sub-paragraphs. A Competent Personal shall be provided for all of the hazards identified in the Contractor's Safety and Health Program in accordance with the accepted Accident Prevention Plan, and shall be on-site at all times when the work that presents the hazards associated with their professional expertise is being performed. The credentials of the Competent Persons(s) shall be approved by the Contracting Officer. The Contractor Quality Control (QC) person can be the SSHO on this project.
Reference Specification Section 01 35 26, paragraph 1.5.1.2. Provide a competent person for confined space meeting the definition and requirements of EM 385-1-1. The Contractor Quality Control (QC) person can be the Competent Person for Confined Space Entry on this project.
Question. Specifications call for a Superintendent, Quality Control, and Safety Person. Can one person that is not an Owner or Officer of the Roofing Company perform the role of all three?
Answer: Each bidder will have to make that decision based on the above references.
Question. lf there is an existing Installer Warranty in effect on any type Repair Work Project will we only be responsible for the area we repaired or the entire roof?
Answer: Under repair type task orders, bidder will be responsible for area under repair, unless bidder’s activities damage adjacent areas. In that case, bidder would be responsible for area under task order and adjacent damaged area.
Question. If a repair is needed on either to BUR or SSM roof that is under the existing Manufacturer Warranty and they will only continue the warranty if repairs are made by their own Contractor, what procedure should be followed? Who would be the responsibly party for the difference in price if it varied from the bid price submitted in the solicitation? Who would be responsible to continue the warranty if it was voided?
Answer: Existing warranty information will be provided with each task order. The successful bidder would be responsible for price differences as stated above. Additionally, the successful bidder would be responsible to provide repairs that would continue a manufacturer’s warranty.
Question. Can the Government provide us with warranty packages on any roof that would be included in this solicitation?
Answer: No. Existing warranty information will be provided with each task order.
Question. In preparing the solicitation it is stated that documents must be submitted in binders. On page 77 of 85, Part V-Representations, Certifications, and other Statements of Offerors, No. 2, it is stated the "The original copy should be clearly marked under separate cover and should be provided without any punched holes". Does this mean you want all other sections in binders EXCEPT the original volume of Reps & Certs? Or just the signed solicitation portion as an original under separate cover with no holes? lf not binding it, what is the preference of submitting it? Binder Clips? In a folder? Please clarify.
Answer: The documents should be submitted in a binder or binders. Regarding the Representations and Certifications, please disregard the requirement, “under separate cover and should be provided without any punched holes.”
Question. I have not been able to find information on the Lightning protection system removal and reinstallation.
