The following have been added by full text:

Amendment 1

Standard Form 30, for Amendment 1 of the Solicitation, was inadvertently omitted from the first amendment package to the Solicitation (https://www.fbo.gov) that provided “pdf” versions of the “dwf” drawings set, on 19 June 2012. The Standard Form 30 for Amendment 1 is provided for the bidder’s signature to acknowledge receipt of Amendment 1, and is to be returned/included in the bid package.

Standard Form 30, for Amendment 2 of the Solicitation is provided for the bidder’s signature to acknowledge receipt of Amendment 2 and is to be returned/included in the bid package.

2. Responses to Contractor Questions:

Question: Should the proposal be prepared as the chart on page 69? Section M has not included the Part I summary, it has the Technical Proposal as part one.

Answer: Yes, the proposal should be prepared as the chart on page 69. Please note that Part II has been revised for simplification purposes by combining Parts IIa and IIb. Each part may be separated by a divider in as few binders as you choose; however, as noted on page 70, paragraph 11, the Parts must be able to lie flat when the binders are open. The proposal is to be prepared in six (6) separate parts, as set forth in the Proposal Organization Table (below). This table must be tailored to reflect the proposal structure needed for your procurement. The titles and contents of the parts shall be as defined in this table, all of which shall be within the required page limits and with the number of copies as specified in the Table. (tailor as needed)The contents of each proposal part are described in the ITO paragraph as noted in the table below: (This table is a sample. Include volumes and limits appropriate to your acquisition to include instructions on submittal of electronic versions of the proposal.)

PART I—Narrative Summary:

The narrative summary of the entire proposal should be concise, to include addressing the significant risks, and highlighting any key or unique features, excluding price. The salient features should tie in with Section M evaluation factors/subfactors. Any summary material presented here shall not be considered as meeting the requirements for any portions of other parts of the proposal. Include a master table of contents of the entire proposal. (This allows evaluators to readily locate proposal material that may be germane to their particular evaluation portion but is not included in the proposal volume with which they are primarily involved.)

PART II—Technical Proposal:

Sub-Factor 1—Organizational Plan and Manning Process:

(1) Provide an Organizational Chart that clearly identifies the lines of authority and responsibilities of key personnel.

(3) Describe the coordination and monitoring of projects.

(4) Describe the ability to perform multiple task orders, simultaneously..

The standard is met when the offeror:

· Provides a viable organizational structure identifying key personnel and the lines of responsibility/authority held at each level

· Adequately describes coordination and monitoring (e.g., performance reports, progress updates, etc.)

· Clearly identifies its processes and methods for successfully accomplishing multiple task orders simultaneously

· The risk of unsuccessful performance is low

Sub-Factor 2—Quality Control Plan (QCP): This sub-factor is met when the offeror submits an effective and complete quality control plan and addresses the following:

(1) Describe process for identifying and preventing defects before the performance becomes unacceptable

(2) Describe the manning process by which each task order will have individual and full-time supervision/superintendence from the notice to proceed through final acceptance of work. Provide a description of authority and the responsibilities of the superintendent.

The standard is met when the offeror:

(1) Provides a clear and concise Quality Control Plan which explains how the offeror will identify defects, unfavorable performance trends, and poor performing subcontractors, before performance becomes unacceptable and corrective action (to include documentation and resolution of deficiencies) is necessary.

(2) Includes methods and actions to ensure that each task order is assigned a full-time superintendent from the notice to proceed through final acceptance of work.

(3) The risk of unsuccessful performance is low.

Sub-Factor 3—Subcontractor Management:

(1) Provide sub-contractor names, addresses, points of contact, and specialty of the company (e.g., shingle roofs, built-up roofs, metal roof retrofit solutions, metal flashings, etc.)

(2) The offeror shall provide sub-contractor qualifications and work experience, to include years of experience in their specialty.

(3) Provide contractor/sub-contractor pre-certifications from roofing manufacturers.

The standard is met when the offeror:

(1) Provides a subcontract management plan that includes, at a minimum, procedures for selecting subcontractors based on price, reasonableness, experience, good past performance, availability, and capability to meet time constraints imposed by the task order.

(2) The prime contractor or sub-contractors shall represent and be certified by roofing material manufacturer(s) to install, repair or maintain all types of roofs included in project specifications.

(3) Risk of unsuccessful performance is moderate.

Sub-Factor 4—Realism Analysis:

(1) Submit with the Technical Proposal, a proposal in which the Contract Line Numbers (CLINs), CLIN title, and CLIN quantities are represented as a detailed roofing comparison for the seed project, VNVP 111080B, Replace Built-Up Roofs (BURs), Buildings 2160 and 4477. Note: CLIN pricing will only be evaluated under PART III-Pricing. No pricing information will be submitted under this sub-factor.

a. In accordance with the attached SOW, the offeror shall submit a Seed Project Execution Plan. The seed project execution plan shall match the detailed quantity estimate breakdown.

b. The seed project execution plan should include the planned activities and management approach the offeror will use to achieve the construction from the SOW and Drawings. The Seed Project Execution Plan must contain the following:

1. Seed Project Execution Plan Summary

2. Detailed Progress Schedule (The sample task schedule can be created in any software package but needs to be submitted in hard copy)

3. Proposed Material Submittals (cover sheet only, no attachments to the cover sheet will be required)

4. Complete list of the materials required for completion of the seed project

(2) A realism analysis will be performed by the Government to determine whether the estimated proposed quantities for the standard construction divisions of the seed project (as submitted IAW the instructions in Section L):

a. Are realistic for the work to be performed

b. Reflect a clear understanding of contract requirements, and

c. Are consistent with the unique methods of performances and materials described in the offeror’s technical proposal.

d. Unrealistically low (or high) proposed prices, initially or subsequently, as a result of the Government’s realism analysis, may be grounds for the Government rating the technical proposal as “unacceptable” and eliminating the proposal from competition either on the basis that the offeror does not understand the requirement or has submitted an unrealistic proposal.

(3) All offerors should base pricing of the seed project on a performance period as described in the project specifications respective to the seed project.

The standard is met when the offeror:

(1) Submits an acceptable Seed Execution Summary, an acceptable Detailed Progress Schedule, Proposed Material Submittal, and complete list of materials required for project.

(2) Submits a proposal for analysis that demonstrates a clear understanding and acceptable capability to successfully perform realistic cost estimates for simple and complex roofing projects.

(3) The risk of unsuccessful performance is low
