The 5 ½ inch spaced punches are normally used for landscape orientation or 12x12 paper. Please confirm that 5-1/2 inch spaced holes are required for the Original Unbound proposals.Please use the 2 ¾ inches spaced between the holes for the Original Unbound proposals.
C-011Pages 224-226 PARAGRAPH Table L.2.2.1 and L.2.5.3, page 227; L.2.5.4, page 227The requirements in L.2.5.3 and L.2.5.4 state that each volume shall contain a Table of Contents and Glossary of all abbreviations and acronyms. In the Volume outlines provided in table L.2.1.1, Volume III does not include a Glossary of Abbreviations and Acronyms and Volume IV does not include either a table of contents or glossary. C-012PAGE 228 PARAGRAPH: L.2.7.1 and L.2.1/Table L.2.1.1, pages 224-226Per Table L.2.1.1, two CDs are required to be submitted with each Proposal Volume. In paragraph L.2.7.1 it states, “The Offeror shall submit two (2) soft copies of all proposal volumes…. Each volume shall be in a different directory.” Does the government want two CDs for each volume, plus two CDs with all volumes of the proposal on each CD? C-019PAGE 212 PARAGRAPH REFERENCE: Section I, clause 252.237-7024 NOTICE OF CONTINUATION OF ESSENTIAL CONTRACTOR SERVICES (OCT 2010), paragraph (b)This clause states, "(b) The offeror shall provide with its offer a written plan describing how it will continue to perform the essential contractor services listed in Attachment 14, Mission Essential Contractor Services, dated 16 October 2013, during periods of crisis." Will the Government please confirm whether or not offerors are required to submit a Mission Essential Services plan with their proposals? If so, please clarify where the plan should be included, any page limitations associated with the plan, and how the plan will be evaluated.The plan is due during Pre-Performance conference. There are no page limitations and the plan will not be evaluated, however it will be subject for approval from the Contracting Officer.
C-020PAGE 226 PARAGRAPH L.2.1, Table L.2.1.1In table L.2.1.1, there is a 5-page limit associated with the Volume III Past Performance Table of Contents. However, the note provided at the end of the table states that Tables of Content are not included in the page limits. Can the Government confirm that there is not a page limit associated with the Volume III Table of Content? Should the 5-page limit be associated with another submission requirement?Page limit in Section 1 of Volume III (Table of Contents) was removed by Amendment 0002 of the solicitation, dated 02 Dec 2014.
C-021PAGE 232 PARAGRAPH L.3.3.3 ADDITIONAL OR CROSS REFERENCE: Section L – Organizational Structure Change HistoryIn Section L (L.3.3.3) – Concerning the Organizational Structure Change History, is the change history required for both the Prime and subcontractors?Organizational Structure Change Historty is applicable to the Prime Contractor, as well as to the contractor of the effort submitted for the Past Performance evaluation.
C-022PAGE 240 PARAGRAPH M.5.4 ADDITIONAL OR CROSS REFERENCE: Attachment for Section L – PPI Tool Instructions, pg. 6In paragraph M.5.4 Relevancy Assessment, the Government states that “In a single contract or in a combination of up to six (6) contracts, scope, magnitude of effort, and complexity will be determined by the similarity to the Offerors’ experience in the following functional areas: Civil Engineering, Logistics, Communications and Information Technology, Community Services, Local Purchase, and Visual Information Services.” However, page six of the Attachment for Section L – PPI Tool Instructions directs offerors to “Explain how your performance on this contract is relevant for each applicable factor or subfactor, as instructed under Past Performance in Section M of the RFP.” As there is no reference to factors or subfactors in determining relevancy per paragraph M.5.4, can the Government please clarify if offerors should address the functional areas specified in paragraph M.5.4 or address the subfactors listed in M.4.1.1-M.4.1.4 to demonstrate contract relevancy?There are no subfactors applicable for the Past Performance. In the PPI Tool please address the information requested in the Past Performance Information Sheet items E-H.
C-023PAGE 240 PARAGRAPH M.5.4SECTION M STATES:

M.5.4. Relevancy Assessment. Relevant performance includes performance of efforts involving requirements that are essentially the same, similar, or greater in scope, magnitude, and complexity (including contract type) to the effort described in the solicitation requirements. In a single contract or in a combination of up to six (6) contracts, scope, magnitude of effort, and complexity will be determined by the similarity to the Offerors’ experience in the following functional areas: Civil Engineering, Logistics, Communications and Information Technology, Community Services, Local Purchase, and Visual Information Services.

DISCUSSION:

The PWS areas mentioned here in M, as well as in L, are not all inclusive of the PWS areas covered within the scope of this contract and/or addressed with a different title. Specifically, Publishing, Installation Management, Operations and Maintenance, Installation Engineering, Fire Department, Lodging, Supply and Transportation are not mentioned within the L and M criteria but clearly addressed in the PWS. Were these PWS areas excluded as an oversight and if not an oversight could the Government please provide the rationale for not including all of the PWS elements into the relevancy of the stated evaluation criteria?

Given the critical nature of the not included PWS elements (such as the Fire Department), to not include the entire PWS into the evaluation criteria for past performance purposes places significant operational risk onto the Government as well as undermining relevancy evaluations for well qualified bidders who can provide past performance/experience in all PWS areas.Although the languange in Section M.5.4. Relevancy assessment mentioned only six functional areas, the first sentence of Section M.5.4 allows the Government to evaluate the effort described in the solicitation requirements which includes the PWS. Please bear in mind that Past Performance evaluation is on acceptable or unacceptable basis only. Offerors will not get a rating higher than acceptable.
C-024PAGE 240 PARAGRAPH M.5.5, Table A-3Reference RFP Section M.5.5, Table A-3, Pgs 24-241. The note to Table A-3 states that an Offeror with “unknown past performance” will be considered “Acceptable”, in the context of a LPTA award. If this is the case, what is the benefit for any offeror to submit any past performance, when the best rating they can achieve is “Acceptable”, which can also be achieved with no Past Performance (or unknown Past Performance)?Past performance shall be used as an evaluation factor within the LPTA process (see FAR 15.304(c)(3)(i), unless waived by the PCO in accordance with FAR 15.101-2(b). It shall be evaluated in accordance with FAR 15.305 and DFARS 215.305.
C-025PAGE 231 PARAGRAPH L.3.2.4.6Paragraph L.3.2.4.6 states to “Provide a complete Work Breakdown Structure (WBS) (located in the Technical Library). The only document that we found was from the DRAFT RFP, WBS Example. Does the Government want the WBS form from the DRAFT RFP to be used?Some of the attachments were not listed on the right side of the page of FBO Notice Details, however, if you look at the middle portion of the Notice Details and scroll down to “Solicitation 1” posted on November 6, 2014, you will see all the posted attachments, to include “WBS – Example – 18 Jul 14”. It is the last attachment for Attachment 13. You will also find the rest of the RFP attachments, Attachments 14 thru 17.
C-026In the response to question C-007, the Government has directed offerors to provide reports generated from the PPI tool (Attachment 6 of the RFP) in Section 1.2 Past Performance Information Sheets, of Volume III Past Performance. If the reports go in this tab, where should offerors include the Past Performance Information Sheets IAW the format contained in Attachment 5 since the PPI tool and Attachment 5 contain similar but not all of the same information?
In the response to question C-008, the Government directed that the completed Attachment 5 should be formatted IAW the directions in L.2.5.1. We are unable to use the PPI tool to format the reports IAW L.2.5.1 because the format capabilities of the tool appear to be disabled, which renders the reports difficult to read and out of compliance with Section L.2.5.1. Please confirm that the reports provided by the PPI tool do NOT have to be formatted IAW L.2.5.1, or provide guidance on how to enable the format capabilities of the PPI tool.All the information required in the Past Performance Information (PPI) Sheets (Attachment 5) are captured in the PPI tool, with the exception of Items E through H, that is why the response in question C-022, the offerors are directed to address the information requested in Items E through H of the PPI Sheets in the PPI tool under the “Program Details” tab. After “Brief Description of Effort” block, use the next block to address Items E through H of the PPI Sheet. Last sentence on the response for question C-007 “All the reports generated by the PPI tool constitute Section 1.2 of the Past Performance Volume”. Therefore, you do not need to submit a separate PPI Sheet (Attachment 5) but ensure all the information requested is included in the report generated from the PPI Tool. There might be some formatting issues with the reports generated by the PPI tool, therefore disregard the response in question C-008, however, page limitation still applies.
M-001L.2.5.1 and L.2.5.2In order to facilitate the government’s verification of compliance with page limitations, we respectfully request that offeror’s be allowed to page number sequentially within each section of each volume. For example, in the Technical Volume, pages in Section 1 would be numbered sequentially beginning with page 1-1, and pages for Section 2 would be numbered sequentially beginning with page 2-1. Also, for ease of verification by the government, we request being able to put sections excluded from the page count (such as the WBS) at the end of the section as an Attachment.The government does not instruct the offerors how to number their proposals. The government will count pages as stated in paragraph L.2.5.3 of the Request for Propo
M-002Attachment 10Identifying overhead labor, indirect labor, and lapse manyears is appropriate for a cost plus type contract. We recognize that the government needs the direct labor staff levels for people doing the work, but this additional information should not be needed for a fixed price contract. We request that the government remove the requirement to provide this data, or explain why this information is required so that we can correctly provide the information.The Government would like to clarify that the Attachment 10 is a technical document and there should not be any cost data on this attachment. The Manpower Matrix, Attachment 10 provides a uniform format which is used to validate the man-hours proposed in relationship to the PWS requirements and the potential Offeror’s technical approach. The identification of overhead and indirect labor and lapse manyears is for labor classification and man hours which equates to FTE count to assure our mission is covered.
M-003Attachment 10Can the government please provide some insight as to what they are looking for in the Workforce Matrix Attachment 10 (labeled Attachment 13) as far as Indirect Labor, Lapse Manyears, and Overhead Labor?The labor definitions provided in the Workforce Matrix for the Indirect and overhead labor seem to also be Direct Labor since the final cost objective is identifiable. Is the Government just providing these titles and definitions in order to assess the FTEs satisfying these direct labor responsibilities? Clarification is required because FAR definition of direct and indirect labor seem to be different from the definitions provided, and from an indirect (as defined in FAR 2.0) perspective would not seem to be applicable in a fixed price proposal effort since cost elements are not assessed.The Government would like to clarify that the Attachment 10 is a technical document and there should not be any cost data on this attachment. Attachment 10 is the Manpower Matrix and Attachment 13 is the WBS these are two different documents. The Government is only looking for labor classifications and man hours that you will utilize to perform the indirect labor, lapse man year and overhead labor requirement.The Attachment 10, Manpower Matrix provides a uniform format which is used to validate the man-hours proposed in relationship to the PWS requirements and the potential Offeror’s technical approach. The Attachment 13, WBS further details how your man hours tie to the PWS and man hours in the Attachment 10, Manpower Matrix. FAR 2.0 references “indirect” cost, Attachment 10 and 13, are requesting manpower and FTEs not cost data.
M-004Attachment 10When completing the Workforce Matrix, definitions have been provided for Overhead Labor and Indirect Labor. Are these items really direct labor for CLIN X006? If not, what CLIN(s) would this labor be priced in?Potential Offerors determine the labor classifications and how they plan to use direct and indirect labor classifications. In addition, CLIN X006 is the management for Operation Sustainment.
M-005Vance BOS CBA, page 50 & Article 23.1 WagesThe CBA agreement wages include a minimum wage and a maximum wage for each labor grade. Positions in each labor grade can be paid any wage within the labor grade even when it is the same position title. Will the Government provide the actual rates used for all CBA positions on contract?The Government has provided the current CBA and Demographics provided by the current contract. The Government has no additional data to provide.

If actual wages are not provided, will the Government consider mandating the offerors price to either the minimum wage or the maximum wage in each category and allow for an equitable adjustment up or down to the actual wages of employees hired at contract start so that all of the competition will be bidding to the same rates and allow for fair competition?The Government has provided the current CBA and Demographics provided by the current contract. The Government has no additional data to provide. Each potential Offeror will have to use the above-referenced data to price their proposal in conjunction with the requirements of the PWS.

How will the Government evaluate one offeror from another as it relates to the seniority usage?The Government will evaluate the potential Offeror’s proposed manpower matrix to assure that the propososal will meet Government’s minimum requirement and mission.
M-009Vance_BOS_ManpowerMatrix_-13_Aug_14 & “MANYEAR” tabIs it the Government’s intent for offerors to use an average of vacation leave hours based on the demographics provided in the “MANYEAR” tab within the Manpower Matrix to estimate an average productive hours for all labor categories?Yes, it is the Government’s intent for potential Offeror’s to use an average of vacation leave hours based on the demographics provided.

The Union will want to retain people’s current pay rates and negotiations will likely be difficult. During this time, labor unrest may occur. To mitigate this risk, will the Government consider direction to all bidders around pay rates to bid, such as current pay rates or composites of current pay rates?No, that is each potential Offeror’s business decision on how to prepare the propsal.
M-013PAGE REFERENCE: Vance BOS CBA, Pg 50 & Article 23.1 Wages & Questions M-005, M-006, M-007Several offerors have requested that the Government provide the actual wage rates that are being paid by the current contractor (as opposed to the minimum/maximums provided in the CBA) so that they can be compliant with SCA § 4(c) (the successor contractor rule). The Government’s response to these questions was that “The Government has provided the current CBA and Demographics provided by the current contract. Each potential Offeror will have to use above-referenced data to price their proposal in conjunction with the requirements of the PWS. The Government has no additional data to provide.”

It is apparent from the questions, however, that offerors are not able to discern actual wage rates being paid by the current contractor, which may present an SCA 4(c) compliance problem. In a recent ASBCA decision, Appeal of CAE USA, Inc., ASBCA No. 58006 (2014), the Board made it clear that FAR 22.1008-2 requires the Contracting Officer to provide complete CBA wage and fringe benefit information, otherwise offerors cannot “ascertain the amount of the wage and fringe benefits that [are] required by the RFP, pursuant to the SCA and FAR.”

Will the Government reconsider providing specific wage rate information so that the offerors’ bids will be in compliance with Section 4(c) of the SCA (“No contractor or subcontractor under a contract, which succeeds a contract subject to this Act and under which substantially the same services are furnished, shall pay any service employee under such contract less than the wages and fringe benefits, including accrued wages and fringe benefits, and any prospective increases in wages and fringe benefits provided for in a collective bargaining agreement…, to which such service employees would have been entitled if they were employed under the predecessor contract.” (emphasis added)) and with the Statement of Compliance with the Service Contract Act/Collective Bargaining Agreement requirements at L.3.1.4 and L.3.1.5 of the Solicitation?The wage rates range were already provided in the CBA as well as the workforce demographic. As long as the wages are within the CBA wage rates range you are in compliance.

T-016PWS Section 28.1.18.4, page 28-1-10In PWS Section 28.1.18.4, page 28-1-10, the Government states that the service provider will “Ensure Outdoor Recreation financial objectives are NIAD 10-25 %.” The Offeror cannot find a reference definition for NIAD in the solicitation documents, would the Government please provide a definition for the acronym “NIAD”?NIAD is an acronym for “Net Income Adjusted for Depreciation” The depreciation of certain NAF items is added back in to the income to calculate the NIAD. Examples of such items are: bulk equipment, fixed asset furniture/equipment or fixed asset facilities/improvements.
T-017PWS 28.1.1In the PWS section 28.1.1, Community Services, Description of Services, the service provider “Shall provide Marketing Plans for each Community Services activity, and ensure all advertising and Commercial Sponsorship required is coordinated and processed through Marketing and Publicity.” Further, the PWS section 28.1.2, Community Services, it is stated that, “The Community Services and programs are accomplished with a mixture of Appropriated Funds (APF), Non-appropriated Funds (NAF), and commercial sponsorship support and volunteers.” Does the Government have a required percentage of annual financial support to be provided by commercial sponsorship? Additionally, can the Government provide any historical commercial sponsorship financial figures? Does the Government also have any required or intended percentage level of support provided by volunteers?There is no required percentage of annual financial support provided by commercial sponsorship. All NAF events are budgeted for quarterly with projected commercial sponsorship included. If the Government marketing office is able to secure commercial sponsorship, it saves NAF funds for the Morale, Welfare and Recreation Fund (MWRF). If commercial sponsorship is not secured the entire event is funded from the MWRF. The Service Provider’s requirement here is to request commercial sponsorship during the planning phase of events. There is no required or intended percentage level provided by volunteers. Volunteers are used to assist the execution of large/basewide NAF events such as “Fall Fest” (See Appendix 28B).

T-01928.1.6.5Paragraph 28.1.6.5 of the PWS states, “Provide an assortment of equipment and personnel to support unit, Group, Wing, Command, and Air Force directed programs and the Vance Health and Wellness Center (HAWC). Support personal fitness programs and, unit, Group, Wing, Command, and Air Force level directed fitness requirements. Provide a broad range of fitness, athletic, and recreational programs, and equipment to include, at a minimum:” If we are providing this equipment, is there currently existing equipment? If so, what is the condition of the equipment? Will it be maintained/repaired by the Service Provider?There is existing fitness equipment provided as Government Furnished Property. The Service Provider follows specific manufacturer guidelines for preventive maintenance and repair of equipment and maintains a detailed equipment repair log in accordance with AFI 34-266 (Listed in Appendix 28A). The equipment overall condition is assessed every five years and replaced if necessary.
T-02028.1.6.128.1.6.1 states, “The Service Provider is required to procure and wear the USAF Standardized Fitness Uniform with corporate logo in place on USAF emblem”. Is this the uniform identified as PTU/IPTU which includes shorts, t-shirt, long sleeve t-shirt, jacket and pants? Additionally, since this is a military clothing item, will the Service Provider be allowed to procure the uniform items through the Base Exchange clothing store or will it need to be procured through the Industries for the Blind out of Winston-Salem with the Service Providers logo in place of the USAF? Also, will substitution of like clothing be acceptable. For example, a generic grey short and long sleeve shirt as well as generic colored jacket and pants with Service Provider logo?The uniform items would be purchased locally. The required shirt is dark blue polo shirt (short or long sleeve). The required trousers are pleated without cuffs and khaki in color. Shorts are not authorized. The required jacket is a dark blue jacket with a removable fleece liner. The Service Provider logo can be on the shirt/jacket or worn as a badge. The AF guidance lists no authorized substitutions.
T-02111.1.2.2.3.5 of Vance AFB PWS 28 Oct 14.pdf11.1.2.2.3.5 states, “ENTRY GATE DENIAL BARRIERS: Maintain, operate, repair, installation’s entry gate denial barriers. Denial barriers include for example permanent, power-assisted, and manually deployed active vehicle barriers.” The paragraph talks about maintain and repairing the denial barriers, I see no contract in place (Appendix 26B, page 541) to maintain these barriers. If the SP is required to maintain the barriers what type of training will be required to work on these barriers and what type of barriers are in place?Yes the SP is required to maintain the barriers. Information on the brand and requirements are detailed in the Additional CE Workload Data, pg 9. O&M manuals will be provided to the SP during transition.
T-022PWS page 19 of 605, 2.1.6.62.1.6.6. “Background Investigations. All SP employees must have a minimum of Advance Fingerprints and a National Agency Check with Inquiries (NACI) completed. Personnel with National Agency Check with Law and Credit (NACLC) clearances accomplished as listed in item 2.1.11.5. meet this requirement. (Higher level investigations such as the NACLC for Secret Access shall be submitted by the SP through DSS at the company's expense.) For all other SP personnel, the NACI investigation shall be submitted by the Government at no additional cost to the SP. (NOTE: If employee has previously had at least a favorable adjudicated security clearance with less than a 24 month break in service, they have met the above mentioned requirements and items 2.1.11.6.1. and 2.1.11.6.2. below do not apply). This information will be verified through the local Security Manager of the requesting activity during in-processing. Final determination on the validity and acceptance of prior clearances will be at the discretion of the 71 SFS/S5I office.” Reference background investigations for personnel with National Agency Check with Law and Credit (NACLC) clearances references paragraphs 2.1.11.5, 2.1.11.6.1 and 2.1.11.6.2 which have not been included in the PWS. Vance is currently a Small Quantity Generator, however our storage facility still “conforms” to the 90-day storage facility requirements, thus the term “conforming storage facility” is used.

T-033APPENDIX 25-FF, page 523 of 605 of PWSAPPENDIX 25-FF provides a listing of the equipment provided by the Government and provides the years which the vehicles were purchased, unfortunately, this does not reflect the condition or serviceability of the equipment, which is critical given that the contract requires that the contractor replace the equipment as required. Would the Government entertain the inclusion of these vehicle replacement costs in a cost plus CLIN, thus leveling the field on costing these unknowable costs and ensuring the Government only pays those costs required for new equipment rather than pay to offset risks which may or may not come to fruition. It has come to our knowledge that the Snow Broom sweepers have become unserviceable and required reverse engineering to keep them functional, yet this equipment listing does not reflect this. If replacement costs are to remain in the Firm Fixed Price CLINs, would the government please provide some indication of the serviceability of this equipment?All vehicles/equipment provided as Government Owned Contractor Replaced (GO-CR) will be in serviceable condition, although there can be no guarantees all vehicles will be fully operational at all times. Prospective Contractors may choose to submit proposals accepting or declining all, some, or none of the vehicles coded GO-CR. The government cannot provide any funding, plus CLIN, or not for vehicles coded GO-CR AS051. Contractors will use best business practices to offset the loss of GO-CR vehicles they do not want to maintain to accomplish requirements of the PWS; which may include on-demand lease, rental of vehicle assets when needs are not of a routine everyday nature, such as snow removal. Maintenance history of Snow Broom sweepers can be provided upon request but will require some time to provide.
T-034APPENDIX 25-FF provides a listing of the equipment provided by the Government and includes many vehicles assigned to “Fuels” Are these vehicles available for use on this contract and is this contract responsible for their upkeep and replacement, or have they been assigned to the DLA fuels contract?The BOS contractor will provide refueling vehicle maintenance and fleet management support vehicles provided and assigned to the fuels flight under a DLA contract.
T-35CBA Wage Rates, page 50 of 189The collective Bargaining Agreement expresses wages as a function of seniority with a range given for each labor category, a range that extends to nearly $9 an hour from minimum to Maximum for some categories. Assuming that there are 200 employees in the collective bargaining unit, this can result in a swing of roughly $18M between making the assumption that all the employees are very junior to the assumption that all the employees are very senior. Without some indication of the seniority of the workforce, this introduces a very high level of risk into the pricing for this contract. Responsible contractors will price in this risk, while less than responsible contractors may bid the low end, with the intention of seeking relief after contract award. We would respectfully request that the Government provide a detailed listing of seniority by individual trade to present a level playing field for all bidders to price the labor costs competitively.The government will not provide a seniority list. The government previously provided average wage rates by category for the current work force in response to questions on the Draft RFP. Please refer to the previously uploaded response.

Could the Government please provide an indication as to the anticipated level of interaction and the nature of those interactions, and could the Government provide an example of an ACA which they would find to be acceptableFOS and BOS service providers must frequently interact, requiring communication in the execution of their contract responsibilities. The ACA is intended to provide a foundation for structured and effective communication throughout the period of performance.
