SECTION 11-3
11.3. General Information
11.3.1. INSTALLATION MANAGEMENT, HOUSING MANAGEMENT
11.3.1.1. Officer Dorm Rooms: Vance AFB has 200 unaccompanied officer quarters. Within a 52 week period, 110+ percent of these quarters will turn over. Pilot graduations occur every 3 weeks with 11 to 30 pilots graduating and presumably leaving Vance AFB.
11.3.1.2. Enlisted Dorm Rooms: There are a total of 109 unaccompanied enlisted quarters for permanent party personnel (ranks normally E1-E4) whose stay will be approximately 2 to 4 years. Vance’s First Sergeants routinely use five (5) designated rooms for personnel undergoing hardship situations.
11.3.2. INSTALLATION MANAGEMENT, ENVIRONMENTAL
11.3.2.1. Installation Restoration Program: The management of restoration requirements will remain inherently governmental. The Installation Restoration Program will require interface between the SP, Higher Headquarters, and the Army Corps of Engineers (USACE).
11.3.2.2. Archaeological/Historical/Cultural Resources: Include Tribal Consultation, consultation with the State Historic Preservation Office, the Advisory Council on Historic Preservation, and where applicable, the National Park Service. The SP cannot reach agreement with the parties named above with regard to the National Register of Historic Places eligibility of historical or archeological resources.
11.3.2.3. Conservation of Natural Resources: Includes criminal investigations, prosecutions, and other judicial functions; management of Government programs requiring value judgments, as in direction of the national defense; management and direction of the Armed Services; activities performed exclusively by military personnel who are subject to deployment in a combat, combat support, or combat services support role; conduct of foreign relations; selection or program priorities; direction of Federal employees; regulation of the use of space, oceans, navigable rivers, and other natural resources. Monetary transactions and entitlements, such as tax collection and revenue disbursements; control of the treasury accounts and money supply; and the administration of public trusts are also considered governmental functions. When it is not practicable to utilize DoD personnel to perform natural resources management duties, priority will be given to obtaining these services from federal or state agencies having responsibilities for the conservation and management of natural resources. Document the effort to obtain federal or state services in writing before seeking non-governmental assistance.
11.3.2.4. Designated Wetlands: The installation has 3.4 acres of jurisdictional wetlands located at Kegelman Auxiliary Field.

11.3.2.5. Air Quality: Vance is currently within levels for air quality and is "permit exempt".
The facility is responsible for complying with applicable state, federal, and local rules and regulations. Per OAC 252:100-7-2(b)(2), permit exempt facilities remain subject to all other applicable air quality control rules except Permitting Requirements, Annual Emissions Inventory, and Annual Operating Fees.
11.3.2.6. Permit Requirements and Designations: Vance AFB conducts mission activities that produce pollution. Although it would be advantageous to eliminate all pollution, this will never be possible. To quantify and standardize the amount of pollution allowances, regulatory bodies establish permits and place designations on polluting activities that are enforceable under federal, state and local environmental statutes.
11.3.2.7. Air Permit: Oklahoma Department of Environmental Quality (ODEQ) governs air quality at Vance AFB.
11.3.2.8. Treatment, Storage, and Disposal Facility (TSDF) Permit: Vance AFB operates one conforming storage facility HW Permit # - O2570024164.
11.3.2.9. Hazardous Waste Generator Designation: Vance AFB is designated as a small quantity generator and has EPA # O2570024164.
11.3.2.10. The General National Pollutant Discharge Elimination System (OPDES) Storm Water Permit: Vance AFB Storm Water Permit is #MSR001362 and covers the industrial areas of the base. This program is managed by the ODEQ under the delegation rules in the Clean Water Act.
11.3.2.11. Environmental Databases: Vance AFB maintains a significant amount of information in the form of reports and databases. This information can include a management system that may be used to store historical records and requires addition of new data or may be used to maintain a level of environmental risk below an established/statutory limit.
11.3.2.12. Air Installation Capability Use Zone (AICUZ): The AICUZ report, which generates safety zones and noise contours for air operations data requires annual reviews and updates every five years or when significant changes in flight operations occur.
11.3.2.13. Asbestos-Containing Materials and Lead-Based Paint Database: A PC based database, shall be maintained by the SP, which contains past sampling results and facility drawings with identification of sampling location. This database used several assumptions that require confirmation sampling upon actual facility renovation or disposal and should only be used as a tool to determine sampling requirements and not an official document. Updates occur as new sampling results are taken.
11.3.3. OPERATIONS

11.3.3.1. Critical Assets: Certain base assets may be designated as critical assets: The desired number of unscheduled outages, duration, and impact to these assets are always zero. Critical assets are defined as assets for which failure to operate properly creates, or threatens to create, one or more of the following conditions:
11.3.3.1.1. Personal safety or public health hazards
11.3.3.1.2. Inability of aircraft to take off and/or land safely at any time
11.3.3.1.3. Inability of emergency vehicles to respond to emergencies on the base
11.3.3.1.4. Large-scale property damage or data loss for any base organization
11.3.3.1.5. Near-total loss of work productivity for personnel or mission capability for longer than 24 hours, with no substitute or backup system available
11.3.3.1.6. Disruption of scheduled sorties
11.3.3.1.7. An installation-wide loss of a widely used service
11.3.3.1.8. Security breaches
11.3.3.2. Energy Monitoring and Control System (EMCS): The EMCS monitoring system is located in Bldg 288.
11.3.3.3. Thermal Energy Storage: There is one chilled water plant that utilizes two 460 ton, 480 VAC chillers to provide chilled water for air conditioning at seven buildings around Bldg 672, Operations Group.
11.3.4.Utilities:
11.3.4.1. Vance AFB maintains its own water distribution system, and receives water from the City of Enid, OK. Kegelman AAF receives its water from the town of Jet, OK. Vance AFB water supply is stored in one (1) elevated storage tower and one (1) ground water storage tower which serve the entire base.
11.3.4.2. Vance AFB sends all wastewater to the city of Enid, OK.
11.3.4.3. Vance AFB uses natural gas supplied to the base through a 4” steel main owned by Oklahoma Natural Gas. The main and feeders run approximately 13 miles and supplies natural gas to the base boundary at approximately 200 psi through the master entry meter. It is then regulated at 15 psi to the loop mains within the base distribution system. The majority of the base system is the original cathodically protected black steel pipe. Approximately 30 feet of the black steel pipe have been replaced by polyethylene pipe.

11.3.4.4. Vance AFB obtains electricity through the Oklahoma Gas and Electric (OG&E) distribution lines coming into the main sub-station which is owned and maintained by OG&E.
There is a lower capacity secondary feed line coming from the east which provides some back-up capability to the base. All distribution lines prior to the OG&E sub-station are owned and maintained by OG&E.
11.3.5. Change of Occupancy Maintenance (COM):
11.3.5.1. Change of Occupancy Maintenance (COM) in permanent party dormitories checklist which at a minimum includes items listed below:

11.3.6. FIRE EMERGENCY SERVICES
11.3.6.1. The installation senior medical officer will provide the FES flight with: approved EMS protocols, EMS program management oversight and expendable supplies and durable equipment as specifically identified in the supply lists approved by AF/SG3 and AF/A7C, posted on the AF/SG knowledge exchange, based on the level of care provided, and as determined by the senior medical officer and approved by the wing commander.
