APPENDIX D

JOB DESCRIPTIONS

Accountant, Base Maintenance 804096 LG9 LP38

Maintains records and files concerning Cost Accounting in the Interim Work Information Management System (IWIMS) and the Automated Civil Engineering System (ACES).

Tracks and reports utility costs to ensure appropriate consumption, costs and payments are charged to base organizations and reimbursable customers, prepares all required utility reports, monthly statements and resale contracts. Submits and monitors monthly and yearly cost estimates for reimbursable customers and non-appropriated fund customers. Establishes records to track obligations/cost authority during the year.

Monitors construction projects and base/service contract work orders for correct information and closes work orders when complete. Prepares all required cost accounting reports for interface with AETC, DFAS and base agencies. Performs other related duties as assigned.

Accountant, General 804054 LG7 LP52

Responsible for the accounts payable system, cost distribution, and reporting. This includes, but is not limited to, the following: maintenance of all vendor and payment files, coordination with Local Purchase, vendors, Fuels, Freight, Packing and Crating, and various other supply functions to insure the expeditious processing of all accounts payable items, typing/distribution/logging/balancing of all contractor checks.

Coordinates the operation of the General Accounting office. Providing technical guidance, direction and training as required. Assists in the preparation of requested reports, financial data, etc. works closely with internal and external auditors.

Responsible for reimbursement of company debit cards and troubleshooting account problems with card holders and the corporate office. Inputs expense report data into accounting system. Must have good working knowledge of a personal computer. Must be able to produce and interpret various internal and external computer products.

Performs other related duties as assigned.

Accountant, Real Property 804098 LG9 LP38

Maintains real property accountable records for all land and facilities located on Vance AFB, Kegelman Auxiliary Field and other acquired land. Records and maintains current status on all base installed property. Prepares Real Property reports/land proffers for submittal to Air Staff, AETC, and base agencies. Maintains files on real property, leases, permits, out grants, in grants, and all required documents concerning facilities and land. Responsible for Real Property Air Force Civil Engineering System (ACES- RP) inputs, additions, deletions and required reports. Trains, monitors and controls the base Building Manager Program. Maintains a five year building proposal program.

Participates and attends all Facility Board meetings and presents changes or additions to Real Property records. Prepares written cost appraisals for the purpose of establishing land value. Assists internal and external organizations with audit/reviews of real property. Maintains the grand master key system for the base and makes keys/cores when required. Performs other related duties as assigned.

Administrator, Payroll Sr. 804258 LG10 LP52

Furnishes technical guidance on Payroll matters as required. Administers the processing and accurate paying of employees’ biweekly. Process and maintain all records and fliers applicable to payroll. Maintain timekeeping master system in regards to new hires, terminations, job changes, missed punches and schedule changes.

Maintain, verify and process weekly timesheets in time management system. Corrects all Time and Labor and coding errors. Corrects all retro pays and coding errors in PS.

Verify and request all off cycle payroll checks. Update and process special pays.

Maintains time management departmental permission authorization. Prepares quarterly CDC report, biweekly accumulative overtime report and NAF reports, other reports upon request using PS Queries, Excel, Kronos and Access Database. Prepares spreadsheets for payroll and leave audits, requesting adjustments as needed. Prepare and audit Pass-Through prior to billing. Instrumental in setting up CBA changes in payroll system. Ensures Company and DCA audit criteria is met. Assist HR upon request and other related duties as assigned.

Administrator, Personnel 804259 LG7 LP52

Responsible for People Soft Input and Changes in regards to new hires, terminations, job changes, longevity increases, yearly raises, CBA/Union Lists and other changes as needed. Data entry in computer software for new hires and terminations, job changes, increases, maintains databases for job descriptions, special pays, employee contributions and medical files for job related physicals. Capable of communicating for recruiting, hiring, employment/reference verifications, State Criminal history checks and new hire orientations. Knowledge of Medical/Dental Vision Insurance, Short Term disability and work comp procedures. Familiar with application of Federal laws and regulations to HR activities and functions. Capable of using database and word processing computer software effectively. Back up for Payroll. Performs other related duties as assigned.

Administrator, Resource Advisor/NAF Funds 804417 LG10 LP52

Administrator of Air Force Appropriated & Non-appropriated and company funds using efficient management controls. Reviews, analyzes, manages and approves all purchase requests to ensure proper execution of allocated funds. Prepares Quarterly and Annual budget loads for submission to the base Budget Office. Reviews and provide guidance on the completeness of Unfunded Requirements to highlight organizational shortfalls. Reviews Company debit card reimbursements to ensure propriety and accuracy of the request. Analyzes financial reports to identify spending trends and recommend sound management controls of operating budgets. Maintain account tracking tools to ensure available balances match the Air Force Accounting and Finance System (BQ) and Quality Management Information System (QMIS). Maintains inventories of resale accounts and non-appropriated related records and accounting files. Maintains the Electronic Personnel Security Program for Services activities. Keep activities informed of their funds. Collects daily activity reports and bank deposit receipts and ensures they are accurate and balanced prior to forwarding to the Non-appropriated Fund Office. Maintains close surveillance and updates of inventory status accounts and transactions including procurement, receipt and discharge of supplies, equipment and fund handling. Use automated systems such as CRIS, ABSS, QMIS, BATS, and FMSuites to research accounting entries details, process accounting entries, and track inventories. Conducts quarterly unannounced cash counts. Provides funds handler training and maintains training records. Conducts monthly Harvest of Quarters at the Gold Driving Range, and Fitness Center. Provide a monthly NAF Variance Report for all Community Services Activities for briefing to the Wing Commander.

Attends and participate in the base Financial Work Group. Performs other related duties as assigned.

Administrator, Services Logistics 804283 LG10 LP59

Responsible to Community Services Director for the operation of Logistics Support Section consisting of requesting, receiving, warehousing and safeguarding of all appropriated and non-appropriated equipment and supplies in Community Services.

Promotes and monitors the use of acceptable methods of maintaining the Logistics Support Section activities in a clean and attractive condition assuring the highest standard of service. Maintains a positive audit trail for all assets received into and moved out of Logistics Support Section. Ascertains that all authorized furnishings, linens, supplies and equipment are procured, inspected, accounted for, and inventoried.

Recommends expenditures for equipment for appropriated items and non-appropriated equipment when funds are not available. Monitors all fire and safety practices in Logistics Supply Section and provides on the job training and guidance in developing new ways to continually improve services. Provides appropriated and non-appropriated budget requirements. Ensures all training and safety programs are accomplished.

Provides administrator oversight of the Linen Exchange Program, Equpment Rental, Outdoor Recreation and Equipment, the Furnishings Management Program, Outdoor Recreation and Equipment, Loan and Check Out Service, and serve as the NAF Vehicle Control Officer. Working knowledge of applicable computer programs. Proficient in the use of computers, communicating both orally and in writing. Performs other related duties as assigned.

Administrator, System CE Functional 804280 LG11 LP22

Administers and maintains Civil Engineering functional servers and applications.

Ensures functional servers, peripherals, communication devices, network cables and operating system/application software are properly installed and configured for network operation and are available to customers. Loads software, manages user accounts and permissions, prepares and submits required reports, troubleshoots and repairs systems.

Must possess a strong working knowledge of the functional applications as well as the network environment, associated procedures and analysis techniques. Provides technical solutions for functional system upgrades and new requirements. Monitors systems to ensure optimal performance. Apprise management of resource requirements and deficiencies. Assist system users with application use, security requirements, and related problems. Adheres to applicable government directives, base policies and local operating instructors. Must obtain applicable certifications based on job requirements and industry standards as determined by management.

Must be able to obtain a secret security clearance. Performs other related duties as assigned.

Administrator, System Sr. 804143 LG12 LP22

Ensures servers, peripherals, communication devices, network cables and operating system/application software are properly installed and configured for network operation, are on-line and are available to customers. Independently capable of troubleshooting networks, isolating faults, resolving problems, and restoring services. Performs risk assessment and works with information security personnel to effect adequate security measures. Provides technical solutions for system upgrades and new requirements.

Provides assistance to network specialists for network related and system outages.

Must obtain applicable certifications based on job requirements and industry standards as determined by management. Must be able to obtain a secret security clearance.

Performs other related duties assigned.

Analyst, Computer Network 804195 LG13 LP22

Provides technical guidance and training to the Network Specialist. Highly skilled in all facets of network and computer maintenance and installations and must possess a strong working knowledge of the base LAN/WAN backbone environment. Configures and installs base LAN/WAN switches, routers, and other network devices. Coordinates network wiring and equipment installations and maintenance. Submits reports, metrics, and other information as requested by management. Provides assistance to network specialists for network related and system outages. Performs risk assessment and works with information security personnel and system administrators to effect adequate security measures. Maintains layout drawings and network schematics relative to the base infrastructure. Designs upgrades to the base infrastructure. Works closely with the base planner/programmer on new building construction to solve network requirements. Maintains inventory of equipment, tools and network supplies. Must obtain applicable certifications based on job requirements and industry standards as determined by management. Must be able to obtain a secret security clearance.

Performs other related duties as assigned.

Analyst, Energy Management & Control System Network 804210 LG13 LP9

Responsible for the development, implementation, and sustainment of the Vance AFB EMCS. Performs all duties of the EMCS Operator plus the following: Provides technical guidance and training for the EMCS Operators, and coordinates work schedules and specific work assignments for the EMCS Operators. Oversees the daily

EMCS operation to optimize system efficiency, maximize energy savings, ensure comfortable work environments and achieve customer satisfaction. Provides and submits energy reports, metrics and other information as requested by management.

Possess knowledge and assist craftsmen in all facets of the EMCS network, computer maintenance and equipment installation. Possess a strong working knowledge of the base EMCS backbone environment. Configures EMCS network devices. Coordinates network wiring and equipment installations and maintenance. Provides engineering assistance for upgrades to the base EMCS infrastructure. Works closely with the Engineering project programmer on new building construction to identify and plan network expansions. Design, write and analyze Direct Digital Control programs using vendor supplied software and sequences of operations for heating, ventilating and cooling systems. Performs other duties as assigned.

Analyst, Hazardous Materials Pharmacy 804070 LG7 LP42

Responsible for timely and correct accomplishment of assigned workload. Ensures the accuracy, integrity, and timeliness of all Pharmacy computer products. Coordinates SBSS/CEMAS interface with Pharmacy computer systems. Capable of performing hardware setup and system software loading. Coordinates with Small Computer Section or other local support agencies to research system difficulties, isolate faults, resolve problems, restore service, and effect repair. Must have a working knowledge and is responsible for preparation of Query Language Processor (QLP) programs for the retrieval of data. Must be capable of identifying SBSS/CEMAS Transaction Identification Codes (TRIC) and Type Transaction Phrase Codes (TTPC). Analyzes customer pharmacy material usage and maintains accurate historical data. Tracks subcontractor hazardous material use to ensure reporting requirements are met.

Reviews chemical spills and releases and maintains accurate tracking data. Maintains the base Material Safety Data Sheets (MSDS) master file library. Responsible for the gathering of data, preparation, publication, and distribution of Pharmacy information media. Compiles periodic statistics for reports. Prepares and inputs data into the Pharmacy computer data base system. Will attend training as required. Must have working knowledge related to control of hazardous material. Maintains a professional and positive working relationship with Pharmacy customers and serves as backup for Pharmacy Coordinator. Performs other related duties as assigned.

Analyst, Information Technology/Telecom Planning 804277 LG11 LP56

Acts as the communications computer systems liaison/Point of Contact during planning, acquisition, installation and testing on information technology projects to include downward-directed and upward generated. Ensures allied support for information technology projects is completed in accordance with project schedules and advises the Air Force of status and completion. Plans and budgets for network communications equipment maintenance requirements. Provides computer systems technical solutions by routing information technology system requirements documents to the appropriate agency. Obtains contract maintenance for communications/network equipment and maintains warranty and maintenance records for communications equipment. Ensures request for IT systems data are tracked and responded in accordance with associated suspense. Coordinates updates and modifications of IT drawings in accordance with applicable directives. Attends meetings and planning forums as directed. Coordinates and processes IT training request. Processes IT Time compliance Technical Order publications. Monitors Air Force mandated network compliance tracker. Performs other related duties as assigned.

Analyst, System Administrator 804196 LG13 LP22

Provides technical guidance and training to the system administrators. Highly skilled and knowledgeable in all facets of system administration and maintenance. Designs and provides technical solutions for new server installations and upgrades. Performs risk assessment and works with information security personnel and network analyst to effect adequate security measures. Completes system administrator’s documentation accurately and in a timely manner. Assists in the development of network contingency plans. Must obtain applicable certifications based on job requirements and industry standards as determined by management. Must be able to obtain a secret security clearance. Performs other related duties as assigned.

Analyst, Telecommunications Planning 804265 LG11 LP56

Provides technical guidance and training to Communications Specialist and PWCS Specialist. Skilled in all facets of base communications systems and installations and possess a strong working knowledge of the base communications infrastructure. Plans, programs, and budgets all communications requirements to support new construction and facility relocations or modifications. Provides technical, financial, and other information; relative to communications systems and services as requested by management. Maintains base maps and schematics; relative to base communications infrastructure. Attends planning meetings, and other associated conferences; to obtain information for planning communications systems into existing and programmed base facilities. Designs upgrades to the base communications infrastructure to support ever increasing requirements. Provides technical solutions and submits requests for communications services and equipment to appropriate approving authorities. Performs backup duties for switch programming. Must be able to obtain a security clearance.

Assistant, Administrative 804256 LG7 LP53

Assist with administrative responsibilities for the Community Services or the Information Technology directorate. Performs duties pertinent to the directorate or department of assignment. Serves as receptionist, receives and refers telephone calls, visitors and customers to the proper branch. Types correspondence and prepares reports.

Maintains files, manuals, regulations and suspense system as required. Updates and maintains all department ISO procedures. Updates organizational directories, recall charts and department phone directories. Processes and forwards personnel related issues, requisitions, Personnel Status, for processing. Privacy Act monitor for directorate or department of assignment Receive and distribute department job postings, payroll and mail. Maintains Directorate or Department daily calendar.

Schedule meeting and appointments for Director and/or Branch Managers. Order office supplies and uniforms. Prepares travel authorization requests, special orders and expense reports for personnel going TDY. Reviews department staff summary sheets.

May act as, appoint, or delegate A Functional Area Records Manager (FARM), Customer Account Representative (CAR), and publication and forms monitor for the department. Performs other related duties as assigned.

Assistant, Administrative Sr. 804255 LG10 LP53

Ensures all base projects are reviewed for fire protection features. Signs off plans for compliance on all projects, Performs acceptance testing of fire alarm and protection systems, and signs off on record of completion forms. Insures fire protection systems on base are maintained IAW applicable codes and requirements. Reports to responsible agencies when systems are past due for required servicing. Maintains required records and folders for fire prevention. Insures annual fire pump testing is performed to proper standards. Perform on Scene Commander and Safety Officer Duties when required.

Directs Lead Firefighter, Driver Operator, FACC and Firefighter personnel. Must participate in all required Air Force training, to include, Air Force orientation training, pediatric first aid, rescue breathing, positive guidance, child abuse reporting and identification, blood borne pathogens, food handlers, and continue progress in and demonstrate competency of the Military Child Development Training Modules. Prepares weekly lesson plans and monthly calendars.

Prepares assessment and observation sheets. Establishes and meets goals for classroom and personal education needs. Assesses children’s progress, keeps portfolio current and plans parent conferences. Implements developmentally appropriate activities and communicates with the Training and Curriculum Specialist about the educational program. Performs daily inspections of premises and equipment to ensure all is clean, safe and in working order. Keeps USDA form on meals. Prepares meals, snacks and does laundry as required.
