1. Description of Services. The Service Provider (SP) shall provide non-personal services, to include all personnel, equipment, tools, supervision, and other items and services necessary to ensure that grounds maintenance is performed at Vance AFB and Kegelman Auxiliary Airfield, (AAF) Oklahoma in a manner that will promote the growth of healthy grass, trees, shrubs, and plants and present a clean, neat, and professional appearance. The SP’s performance will be based on the Contracting Officer’s (CO) and Contracting Officer’s Representative (COR) (Quality Assurance Personnel) evaluations and of the results required by the Service Summary (SS) and not the frequency or method of performance. It is at the SP’s discretion to determine the frequencies to attain the levels of service at the best value. The evaluation of results will be based on COR performance assessment and customer complaints. Final results of the evaluations will be the determining factor for the success or failure of this contract. The SP shall comply with applicable federal, regional, state, and local laws as well as commercial standards.

NOTE: Wherever the term “grass” is used in this document it shall be interpreted to mean grasses, weeds, and other vegetation. The term includes all parts of the plants.

1.1. Maintain Improved Grounds. THE SP SHALL: Improved grounds are identified in Appendices A and B.

1.1.1. Mow. Mow all improved grounds to look well-manicured, with a neat and professional appearance at all times. Maintain grass and vegetation in lawns between 2 and 4 inches in height, uniform in appearance, free of skips, gaps, rutting, or scalping.

Pick up debris and litter prior to mowing any area. Remove or mulch grass clippings, when visible after mowing, before leaving work area.

1.1.2. Edge. Edge sidewalks, driveways, street edges, curbs, and other hard surfaced areas located within the improved grounds during mowing or when vegetation extends onto hard surface by more than 2 inches. Grass and vegetation height shall match surrounding area vegetation height. Remove vegetation from expansion joints and cracks in sidewalks, driveways, curbs and other hard surfaces. Grass and/or other vegetation shall be cut back no more than a ½-inch from the surface being edged, maintaining an even contour with the edged surface, uniform in appearance and free of scalping, rutting, and uneven or rough cutting.

1.1.3. Trim. Trim grass and vegetation around trees, shrubs, buildings, fences, poles, fire hydrants, parking lot bumper blocks, boulders, and other fixed obstacles and temporary obstacles/objects on improved grounds. Trimming height shall match surrounding area grass height. All areas shall be trimmed concurrent with mowing or when height exceeds 4 inches. Remove or mulch grass clippings, when visible after trimming, before leaving work area.

1.1.4. Irrigation. Maintain, adjust, and repair existing lawn irrigation systems.

1.1.4.1. Operation of Irrigation Systems. Irrigate improved grounds to maintain the health of the turf ensuring no ponding of water, excessive runoff, etc. This includes lawns, plants, flowers, landscaped areas, and all areas requiring manual watering (see Appendices A and B). Position hoses, etc., for manual watering and then remove/store hoses, etc., between watering to ensure neat, clean appearance of areas. The SP is prohibited from connecting to any fire hydrant within the boundaries of the installation without prior approval from the COR. The SP shall meet the requirements of the installation with regard to backflow prevention and other local requirements. Practice water conservation measures whenever possible, positioning all watering systems to avoid overspray onto pavements, sidewalks, roadways, etc. Watering shall be performed during nighttime hours. If daytime watering is necessary, permission shall be obtained from the CO or COR before doing so. Irrigation responsibilities also include setup, monitoring, adjusting, etc., of irrigation system computer, clocks/timers, controllers, pumps, etc. Maintain day-to-day operation of the base-wide automated irrigation system.

1.1.4.2. Maintenance of Irrigation Systems. Maintain irrigation systems. The irrigation system shall be turned over to SP in fully operational condition and the SP will return the system to the government in the same condition it was received. Maintenance includes, but is not limited to draining and charging systems, replacing damaged or broken control devices and sprinkler heads, and repairing ruptured pipes. Maintain equipment and systems to be efficient and in good operational working order. The irrigation system to be maintained and related workload data is identified in Appendices A, B, and F.

1.1.5. Remove Debris. Perform general debris and litter patrol in all areas of improved grounds and additional areas identified in Appendices A and B. Gather, remove and, dispose of debris and litter (tree limbs, dry brush, leaves, food wrappers, plastic bottles, cans, etc.) in accordance with base solid waste and recycling procedures.

1.1.5.1. Dead Animals. IAW Vance AFB BOS

1.1.6. Leaf Removal. Remove large quantities of leaves to maintain a neat and professional appearance after receiving direction from the CO or COR. Leaf removal must be completed within one day upon issuance of direction for this special requirement.

At all other times leaf removal is a part of debris and litter removal to maintain a neat and professional appearance.

1.1.7. Fertilization. Maintain a pH adjustment and fertilizer application program.

Perform a laboratory test of the soil in improved grounds and apply fertilizer and soil amendments using procedures appropriate for the soil conditions found, type of grass, and season. Provide soil test results to COR prior to fertilizer application. CO or COR must issue prior approval for each soil test in excess of one test per year

1.1.8. Herbicides. IAW Vance AFB BOS

1.1.9. Lawn Renovation. Renovate lawns in improved grounds as directed by the CO or COR. Renovate deteriorated lawn area to match surrounding areas. SP shall seed, sprigg or sod in according with Vance AFB approved landscaping guide. Areas damaged by the SP shall be repaired at no cost to the government.

1.1.10. Prune Shrubs, Hedges and Other Plants. Prune/trim shrubs and other plants to maintain their natural growth characteristics, and enhance the beauty and health of the plant. Maintain hedges to their natural mature height and shape. Shrubs, plants, hedges, and ground cover/vines shall be pruned/trimmed 3 inches away from buildings, fences, curbing, sidewalks, and other fixed obstacles. All ground cover and plants shall be kept within the bed borders. All plants around landscape and ground lights shall be pruned/trimmed to allow light usage for its intended purpose. Shrubs and hedges located on street corners, curb easements, etc. shall be pruned/trimmed to keep from obstructing view of oncoming traffic. Areas beneath shrubs and hedges shall be kept free (clean) of all grass, weeds, vegetation, and debris. Volunteer tree growth seedlings shall be removed at no additional cost to the government.

1.1.11. High Visibility Areas. These areas shall be maintained above and beyond the normal PGMS standard. Special emphasis shall be required in the following areas: Main base entrance and Wing Headquarters area buildings 500 and 672. These high visibility grounds shall be maintained in such a manner to meet the following appearance requirements each day of contract performance period. Grass shall have a freshly mowed appearance. Edges of vegetation shall have a clean mechanically edged appearance. All shrub beds shall be weed free and mulch maintained to appropriate level. All trees shall be well pruned with no visible vines, weeds, etc. All sidewalks surfaces shall remain free of weeds and other vegetation; vegetation adjacent to the sidewalks shall have a clean, mechanically edged appearance. Police grounds to remove litter and trash.

1.2. MAINTAIN SEMI-IMPROVED GROUNDS. THE SP SHALL: Semi-improved grounds are identified in Appendices A and B.

1.2.1. Mow. Maintain vegetation height between 4 and 10 inches in all semi-improved grounds areas except in airfield areas designated as Bird Aircraft Strike Hazard (BASH) areas in Appendices A and B. Pick up debris and litter prior to mowing any area.

Remove or mulch grass clippings, when visible after mowing, before leaving work area.

1.2.2. Trim. Trim grass and vegetation around trees, shrubs, buildings, fences, poles, fire hydrants, parking lot bumper blocks, boulders, and other fixed and temporary obstacles/objects on grounds. Trimming height shall match surrounding area grass height. All areas shall be trimmed concurrent with mowing or when vegetation exceeds

10 inches. Mulch or remove grass clippings when visible after trimming before leaving work area.

1.2.3. Airfield Mow. Maintain grass and vegetation height between 7 and 14 inches in BASH areas as shown in Appendices A and B. Maintain a uniform appearance in all areas. Where possible, maintain adjacent areas at or near the same grass heights.

1.2.3.1. Airfield Coordination. Coordinate all activities on the airfield by contacting Airfield Management. Ensure all airfield operations are uninhibited when performing sweeping, repair and maintenance operations and airfield pavements. Special attention and coordination will be given to maintenance activities that unavoidably conflict with airfield operations. Work will be accomplished only after Airfield Management has approved the requested dates/times.

1.2.3.2. Flightline Drivers Training. Training must be completed prior to operating vehicles or mowers on the flightline. All employees working on airfield grounds shall be required to have an AF Form 483, Certificate of Competency (flightline driver’s license) with them at all times. Vehicles must have a valid POV pass issued by Airfield Management prior to operating on the flightline. No equipment will be left unattended while working in these areas. Ensure all foreign objects and debris produced by grounds maintenance is cleared off of all taxiways, runways, and aircraft parking aprons before leaving the work area.

1.2.3.3. Airfield Tower Communications. Maintain constant two-way radio contact with the control tower and Airfield Management when operating near runways, overruns, and taxiways. The SP shall maintain contact with the control tower when operating on or within 150 feet of the runway. The SP shall respond immediately to all directions from airfield personnel

1.2.3.4. Airfield Fixed Objects. Trim grass and vegetation around airfield fixed and temporary objects such as runway/taxiway lights, signs, structures, etc. between 7 and 14 inches. Grass or vegetation shall not extend over the edge of the paved areas by more than 2 inches. All areas shall be trimmed concurrent with mowing or when height exceeds 14 inches. Mulch or remove clippings when visible after trimming before leaving work area.

1.3. MAINTAIN UNIMPROVED GROUNDS. THE SP SHALL: Unimproved

grounds are identified in Appendices A and B. Maintain grass and vegetation in unimproved grounds to prevent woody encroachment IAW Integrated Natural Resources Management Plan (INRMP) and the Vance Sustainable Landscape Development Plan.

The SP shall maintain unimproved grounds when directed by either CO or COR. This service may or may not be used in any particular year.

1.4. MAINTAIN VEGETATIVE BEDS, INERT BEDS AND RELATED AREAS.

THE SP SHALL: Maintain vegetative beds, inert beds, and related areas as identified in Appendices A and B to present a neat and professional appearance. Maintenance activities may include, but are not limited to fertilizing, watering, weeding, mulching, and repairing or replacing of damaged plants and shrubs. When replacing plants, shrubs, and performing repairs, conform to good Xeriscaping practices for the area.

1.5. MAINTAIN SURFACE DRAINAGE DITCHES. THE SP SHALL: Maintain surface drainage ditches to be free of shrubs, trees, and debris to ensure continuous flow of water. Maintenance activities shall be based on requirement to keep the ditches free-flowing and not be based upon level of grounds maintenance of the adjacent grounds.

Drainage ditches to be maintained are identified in Appendices A and B

1.6. Perform Snow/Ice Removal. IAW Vance AFB BOS

1.6.1. Basic Services. RESERVED

1.6.1.1. Remove Ice. IAW Vance AFB BOS

1.6.1.2. Sand Barrels. RESERVED

1.7. SPECIAL REQUIREMENTS. THE SP SHALL:

1.7.1. Trees. Identify to COR all trees that require pruning or trimming for safety or health reasons. Prune or trim trees previously identified after receiving direction from the CO or COR. Pruning or trimming shall be accomplished in accordance with the American National Standards Institute (ANSI) A300 Part 1 industry standards. Identify 25% of the trees to be trimmed each year in improved areas only, thereby creating a 4-year pruning cycle. Remove or cutback branches that conflict with normal traffic or safety. Minimum safety clearances are: 16 feet over streets, 12 feet over driveways, 8 feet over walk areas, 4 feet over buildings, and 1 foot from buildings. Remove trees that pose threats to structures or buildings. Topping and de-horning are not permitted. Do not trim and/or prune trees that touch or hang over energized utility poles or power lines.

Notify CE customer service activity if trees need to be trimmed from around power lines.

Remove all debris generated from trimming or pruning operations. This service is issued by direction of the CO or COR and must be completed within five (5) workdays from notification, unless otherwise directed by the CO or COR.

1.7.1.1. Damaged Tree Care. Brace, cable, guy (to keep tree vertical), and water all damaged trees at the root level after identification. Remove all guy wires, cables, straps, and stakes when the trees remain vertical (normally, after one growing season). Adjust wires, cables, and straps as required, to prevent girdling.

1.7.1.2. Tree Standards. Perform all tree work in accordance with contract specifications and the ANSI A300 tree care standards, latest edition, unless otherwise directed by the CO or COR.

1.7.1.2.1. ANSI A300 - Standard Practices for Tree Care Operations:

ANSI A300 (Part 1) – Tree Pruning

ANSI A300 (Part 3) – Tree Support Systems (Cabling, Bracing, and Guying)

ANSI A300 (Part 6) – Planting and Transplanting Trees

ANSI Z60.1 – American Standards for Nursery Stock

ANSI Z133.1 – Safety Requirements for Tree Care Operations

1.7.1.3. Emergency Spot Pruning/Trimming. Emergency spot pruning/trimming shall only be accomplished after specific direction of the CO or COR. Complete emergency spot pruning/trimming within one (1) workday from the date of direction. Typically, emergency spot pruning/trimming includes removal of dead and/or broken limbs or removal of limbs for required clearances.

1.7.1.4. Tree, Shrub, and Stump Removal. Tree, shrub, and stump removal shall only be accomplished after direction by the CO or COR. Perform stump and perimeter root removal by cutting and grinding all growth to a minimum of 8 inches below grade, and removing all debris. Stumps shall be ground within two (2) workdays of the tree removal date. Stump-grinding debris shall be removed and the hole filled with topsoil to match existing grade the same day grinding is performed. Trees identified for removal shall be considered within the following categories, Large, Medium, Small and Sapling, as based on their diameter. The diameter of the tree shall be determined by measuring 4.5 feet above the ground. Trees with multiple trunks shall be measured as follows: All trunk diameters shall be measured. The largest trunk diameter shall be recorded. Each remaining trunk diameter shall be halved. All values will then be added together to obtain the final tree diameter.

Large Trees: Diameter 36” and above, remove within 10 workdays from the date directed to perform the work.

Medium Trees: Diameter 24” to less than 36”, remove within 10 workdays from the date directed to perform the work.

Small Trees: Diameter 3” to less than 24”, remove within 10 work days from the date directed to perform the work.

Saplings: Diameter 3” and smaller, remove within 10 workdays from the date directed to perform the work.

Shrubs: For shrubs that do not fall under Para 1.7.5, remove within 10 workdays from the date directed to perform the work.

1.7.1.5. Emergency Tree and Stump Removal. Perform emergency tree and stump removal only after being directed by the CO or COR to perform the work.

Large Trees: Remove within 2 workdays from the date directed to perform the work.

Medium Trees: Remove within 2 workdays from the date directed to perform the work.

Small Trees: Remove within 2 working day from the date directed to perform the work.

Saplings: Not required

1.7.2. Emergency and Special Event Services. The SP shall upon notification by the CO or COR, through the issuance of either oral or written direction perform emergency or special event grounds maintenance service. Upon notification of an emergency, the contract manager shall respond within two (2) hours to meet with the CO or COR. SP shall begin emergency work within two (2) hours of receiving direction by the CO or COR. Oral work directives for emergency services to minimize damages or mitigate hazardous conditions will be confirmed with written direction. The CO or COR will notify the SP as soon as a special event requirement is known, but no less than 24 hours prior to the event.

1.7.3. Xeriscaping and Urban Forest Services. Perform Xeriscaping upon notification by the CO or COR. The base master plan for Xeriscaping and Urban Forest creation is provided in Appendix E. Provide unit pricing for Xeriscaping and Urban Forest activities as shown in Appendix E.

1.7.4. Special Cuts. The SP shall upon notification by the CO or COR perform special cuts. The intent is for a trade-off so that when a special cut is requested before it would normally be due under this PWS, then the next regular cut would be delayed by same amount of time the special cut was performed early.

1.7.5. Planting Trees, Shrubs, and Vegetative Beds. Upon notification by the CO or COR perform planting of trees, shrubs, and vegetative beds to include, but not limited to:

removal and disposal of trees, shrubs, or vegetative beds being replaced; and performance of maintenance after planting to include watering, pruning, and insect and disease prevention to promote survivability. All planting to be accomplished in accordance with ANSI standards. Provide unit pricing for planting trees, shrubs, and vegetative beds as shown in Appendix

2. SERVICES SUMMARY

The contract service requirements are summarized in performance objectives that relate directly to mission essential items. The performance threshold briefly describes the minimally acceptable levels of service required for each requirement. The Services Summary (SS) and the SP’s Quality Control Plan provide information on contract requirements, the expected level of SP performance and the expected method of Government validation and confirmation of services provided. These thresholds are critical to mission success. Procedures as set forth in the FAR 52.212-4 (a), Contract Terms and Conditions - Commercial Items, Inspection/Acceptance, will be used to remedy all deficiencies. During the first 30 days of the contract, two additional errors on each Performance Objective shall be allowed in an effort to identify normal phase-in problems, unless the incumbent SP wins new contract.

2.1. QUALITY CONTROL. THE SP SHALL. Provide a written description of the quality control system to include identification of the commercial practices and procedures to be used, such as those of the Professional Grounds Management Society (PGMS), Tree Care Industry Association, American Society of Landscape Architects, ANSI, and local Extension Offices of the Federal Cooperative Extension Service and IAW Vance AFB BOS.

4.4.2. Herbicides. All herbicides must be approved prior to use by the installation.

Submit proposed list of herbicides, with intended uses, and Material Data Safety Sheet for each herbicide in accordance with installation procedures. The COR will assist SP with the submission. The SP shall use reasonable care to avoid releasing herbicides in a manner which may cause environmental damage to Government structures, equipment, land, water, or other natural resources. If the SP’s failure to use reasonable care causes damage to any of this property, the SP shall replace or repair the damage at no expense to the Government as the CO directs. SP shall not apply any herbicides without receiving specific permission from the base, routed through COR, for each application. SP requests for herbicide application will be in accordance with local base procedures IAW Vance

AFB BOS.

4.4.2.1. Herbicide Storage and Mixing. The following facility will be provided for SP herbicide storage and mixing: Building 255

4.4.2.2. Monthly reports. The SP shall submit a report to the COR within ten (10) working days of the end of each month listing all herbicide applications made. Include herbicide name, use concentration, amount applied, date, and detailed location of use. A DD Form 1532 will be provided on request to facilitate record keeping.

4.4.2.3. Inspections. The SP is subject to inspection by federal, state, or local agencies.

4.4.3. Hazardous Materials Inventory. IAW Vance AFB BOS

4.5. PERMITS, LICENSES AND CERTIFICATIONS. Maintain records of such requirements and make the documentation available to the Government for review.

In the event a Government supervisor so requests, temporarily cease work in the area and report the instructions, to include name of the Government person involved, to the CO or COR immediately by the most expedient means. Notify the CO or COR verbally of disputes with customers or other base SPs and follow-up in writing.

4.12. CONTRACTING OFFICER AND CONTRACTING OFFICER

REPRESENTATIVE (QUALITY ASSURANCE PERSONNEL). IAW Vance AFB BOS 4.13. WORK APPROVALS. The SP shall obtain prior written approval for all work which involves excavation or welding in accordance with installation procedures.

APPENDIX D – DEFINITIONS AND ABBREVIATIONS

Definitions:

1. Scalping – Areas where the grass is mowed too close to the ground because of uneven ground underneath. When grass is mowed too close to the ground it frequently appears as an unsightly yellow scar. Typically scalping occurs when mowing on hill sides and around obstacles on uneven terrain.

2. Xeriscaping - A landscaping method that employs drought-resistant plants in an effort to conserve resources, especially water, and reduce yard trimmings.

3. Pocket Urban Forests – A landscaping technique of planting indigenous local trees and shrubs in clusters to cut down on large open areas of grass that are regularly maintained.

This method would be practical on-bases that receive a large amount of rainfall, and as a result do not irrigate.

4. Seed Head Inhibitor – An agent or combination of agents applied to grass areas prone to the production of seed heads to suppress the seed heads and reduce the frequency of mowing required.

5. Rutting – Visible marks left on the grounds from the wheels of mowing and edging equipment.

6. Topping – The reduction of a tree’s size using heading cuts that shorten limbs or branches back to a predetermined crown limit. Topping is not an acceptable pruning practice.

7. Lion’s Tailing – The removal of an excessive number of inner, lateral branches from parent branches. Lion’s tailing is not an acceptable pruning practice.

8. Types of Pruning:

a. Cleaning – Selective pruning to remove one or more of the following parts: dead, diseased, and/or broken branches.

b. Thinning – Selective pruning to reduce density of live branches.

c. Raising – Selective pruning to provide vertical clearance.

d. Reduction – Selective pruning to decrease the height and/or spread.

9. Branch Bark Ridge – The raised area of bark in the branch crotch that marks where the branch and parent meet.

10. Caliper – The diameter of a tree measured at a point 6 inches above the ground line if the resulting measurement is no more than 4 inches. If the resulting measurement is more than 4 inches, the measurement is made at a point 12 inches above the ground line.

11. Diameter Breast Height (DBH) – The diameter of a tree measured at a point 4.5 feet above the ground line.

12. Trimming – Cutting of grass and other vegetation around grounds obstacles that prevent mowing.

13. Grass – the term “grass” as it relates to mowing, trimming, edging, and other grounds maintenance activities indicated in Appendices A and B includes grasses and/or other vegetation (such as weeds, etc). There may be occasions when actual grasses are dormant or dead, yet weeds or other vegetation are still growing in the areas which necessitates mowing, trimming, edging, etc of those non-grass vegetation types.

14. Irrigation System – consists of both the plumbing and electrical systems to irrigate vegetation. The plumbing system begins at, but does not include, the backflow prevention device and includes all components and piping downstream of the backflow prevention device. If no backflow preventer is present, then the plumbing system begins at, but does not include, the main supply valve and includes all components and piping downstream of the main supply valve. The electrical system begins at and includes the electrical controller and electrical controller enclosure, all wiring, solenoids, and any other electric components required for the plumbing portion of the system to operate as intended.

15. Growing Season – typically runs from April to October.
