SUBJECT: Solicitation No. FA2550-18-R-1004, Joint Forces Paving (JFP) for Colorado DoD
Installations (CODI)
1. The purpose of this memorandum is to revise two Government-provided answers to industry questions, which were posted to the Federal Business Opportunities (FedBizOps) website
(https://www.fbo.gov) on 16 Mar 18. The industry questions and Government revised answers are summarized in the following table:

Will the Government permit the use of sister company experience and past performance if a meaningful relationship is documented in a commitment letter? If so, will this letter(s) be excluded from page count?

The Government will consider experience and past performance of an offeror's parent or affiliated company where, among other things, the proposal demonstrates that the resources of the parent or affiliate will affect contract performance. Commitment letters will be considered; however, a commitment letter is neither a prerequisite, nor a guarantee, of a finding that the resources of the parent or affiliate will affect contract performance. All information included in the Offeror’s proposal will count against the page limitation indicated in the RFP for that Volume and will not be excluded from the page count.

In accordance with FAR 15.305
(a)(2)(iii), will the Government take into account past performance information regarding predecessor companies, key personnel who have relevant experience, or subcontractors that will perform major or critical aspects of the requirement when such information is relevant to the instant acquisition?
