1. If a project is currently available in the Contractor Performance Assessment Reporting System (CPARS), would the Government allow the contractor to attach the CPARS evaluation and submit directly to the Contracting Office before the official closing date and time?

Yes. CPARS may be provided directly to the Government in advance of the closing date and time. However, submitting CPARS does not negate the requirement for submitting PPQs.

3.7.14.2 and 4.4.2.
2. The solicitation requires at least four (4) and depending on interpretation, up to six (6) Past Performance citations in Volume IV. The information required on these contracts will exceed ½ of one page. Will the Government consider allowing 15 pages for this volume?

4.0, page 11 Yes. The Government will amend the page limit to allow for 18 pages.
3. Relative to #3., we have completed relevant projects under an IDIQ contract that were assigned the NAICS of the IDIQ contract, 236220. If the work on the individual projects are in accordance with 237310 criteria, will the Government allow us to show relevancy and eliminate that restriction?

4. In accordance with FAR 15.305 (a)(2)(iii), will the Government take into account past performance information regarding predecessor companies, key personnel who have relevant experience, or subcontractors that will perform major or critical aspects of the requirement when such information is relevant to the instant acquisition?

5. Will the Government permit the use of sister company experience and past performance if a meaningful relationship is documented in a commitment letter? If so, will this letter(s) be excluded form page count?

No. See RFP Section 00100, Part 1, para. 4.5.5.1. The only relationship where another firm’s past performance will be recognized is a Joint Venture.
6. Please confirm that title page, binder cover will be also excluded from page count.

8. Relative to #2., would the Government please confirm that a Concrete Flatwork project, performed as Prime Contractor, equal to $750K or above would be considered Very Relevant even though not specifically performed on an Airfield/Roadway?

A Concrete Flatwork project not performed as Airfield/Roadway construction, which is performed as a Prime Contractor, equal to $250K but less than $1.5M would be considered Relevant. See RFP Section 00100, Part 2, para. 4.4.1 for the Very Relevant rating description.
9. Would the Government please define what you mean by “other construction or repair”?

4.4.1 (b), “Other construction or repair” would be any description within the NAICS that is not asphalt or concrete.
10. Would the Government please extend the page limit for the technical volume to 30 pages?

11. Would the Government please clarify what the phrase “labor surplus area designation” means?

4.5.6.2, “Labor surplus area” means the following: a geographical area identified by the Department of Labor in accordance with 20 CFR Part 654, subpart A, as an area of concentrated unemployment or underemployment or an area of labor surplus. See FAR 2.101.
12. Relative to #1. and #2., if a project consists of both Asphalt Flatwork and Concrete Flatwork but there is a higher quantity of asphalt, can it still be used for past performance for #2?

No. It was administratively determined that it was necessary to hold a site visit prior to the release of the solicitation.
A notice to industry indicating the dates for the site visit was posted to FBO on 9 Feb 18, which was an attachment to the pre-solicitation notice. The site visit was held on 20 Feb 18.
No further investigation of the sample project sites will be facilitated. The questions posed by those that attended the site visit, and the answers in response, have been added to the solicitation.
16. (2) Additional PPQ’s that are needed.
-What are the requirements for these 2 requested jobs?
-Are these determined on relevancy or amounts?
-Are these considered the same as the Past Performance Relevancy Rating chart?

17. Is this 2 pages per job which would include 8 pages or total of 2 pages for the relevant experience of 4 projects?

18. Given that performance and payment bonds and alternative payment protections are required at the task order level in accordance with FAR 28.102, what is the single and aggregate bonding capacity required to perform on this contract?
Where in the proposal should a bonding capability letter be included?

See Attachment 14 – Task Order Procedures, Paragraph 8. A contractor must be able to meet the bonding requirements for each individual task order it is awarded. The aggregate bonding capacity will depend on the number of task orders awarded and the combined dollar value of those task orders.
A bonding capability letter, while not required, may be included in Volume V, 4.5.5 Tab E – Other Representations of Offerors.
19. Can CPARS be utilized in lieu of the PPQ Questionnaire (Attachment 7)? Given that points

No. The PPQ may be filled out by a cognizant official who is intimately familiar with the contract. See Section 00100, Part 1, para. 3.7.14 for information that must be included in the PPQ. The Government will amend the solicitation, Section 00100, Part 1, para. 4.4.2.b. to include “or other cognizant official intimately familiar with/responsible for each submitted contract.”
21. Would you allow other individuals from the government that are familiar with the project to complete these forms other than a CO or COR?

Yes. The PPQ may be filled out by a cognizant official who is intimately familiar with the contract. The Government will amend the solicitation, Section 00100, Part 1, para. 4.4.2.b. to include “or other cognizant official intimately familiar with/responsible for each submitted contract.”

22. Is it required to submit the information of the contractor’s personnel that will be hand carrying the proposal if they do not have base access ID badge? It has been our experience in the past that the individual’s information needs to be approved by base security prior to the day of needing base access and has been required to be more than 24 hours to process the pass request. Please advise.
RFP 3.7.11, Page 10, and 3.1, Yes. The Government will amend the solicitation to extend the proposal due time, in the SF1442, block 13.A., to 11:00 AM Mountain Time. See RFP Section 00100, Part 1, para. 3.7.11 for substantial revision. No access to the base should be necessary.
The Government will substantially amend the solicitation to clarify the receipt of proposal instructions in Section 00100, Part 1, para. 3.7.11.
23. The proposal due date states April 2nd at 8AM and recommends arriving 2 hours earlier.
Can the proposal due date time be pushed out to accommodate gaining access to the base since the visitor center opens at 7AM?

The Government will substantially revise the RFP Section 00100, Part 1, para. 3.7.11 to clarify language for receipt of proposals.
24. Please confirm if the page count is only 2-pages total for Tab B Relevant Contracts or if we are allowed 2-pages per relevant contract.

SF1442 Block 10 Yes. See RFP block 10.E. and Section 00100, Part 1, para. 2.6. The Offeror shall provide proof of a Bona Fide office located in SBA Region 8, which may be included in Volume V, 4.5.5 Tab E. The Government will amend the solicitation to mandate proof of a Bona Fide office in RFP block 10.E.
