SECTION 01440

CONTRACTOR’S QUALITY CONTROL

ATTACHMENT 3

1. QUALITY CONTROL

1.1. The Contractor is responsible for an effective quality control system in compliance with contract clause 52.246-12, “Inspection of Construction.” The quality control system shall consist of plans, procedures, and organization necessary to manage all delivery orders to produce end products that comply with the contract requirements. The system shall cover all construction operations, both on site and off site, and shall be keyed to the proposed construction sequence.

1.2. Within 30 days after award of this contract, the Contractor shall submit to the Contracting Officer for approval a complete quality control plan. The

Contractor shall maintain and implement the approved plan throughout the life of the contract to ensure the requirements of the contract are consistently satisfied. The Quality Control Plan shall be available to government personnel upon request.

1.3. Notification of Noncompliance. The Contracting Officer will notify the

Contractor of any detected noncompliance with the requirements of this section. The Contractor shall take immediate corrective action after receipt of such notice. If the Contractor fails or refuses to comply promptly, the

Contracting Officer may issue an order stopping all or part of the work until satisfactory corrective action has been taken. No part of the time lost due to such stop orders shall be made the subject of claim for extension of time or for excess costs or damages by the Contractor.

2. QUALITY CONTROL PLAN CONTENTS

2.1. The quality control plan shall identify:

2.1.1. Personnel, procedures, instructions, tests, forms, and records to be used.

2.1.2. The authority and responsibilities of all the quality control personnel.

2.1.3. Procedures for reviewing and approving all shop drawings, product data samples or other submittals before submission to the Contracting Officer.

Procedures for obtaining field measurements.

2.1.4. Method of documenting quality control operation, inspection, and testing of both prime and subcontract work including samples of proposed forms.

2.1.5. Method of documenting and tracking deficiencies including responsibilities and procedures for correcting deficiencies.

3. COORDINATION MEETINGS

3.1. Initial Quality Meeting. After the pre-construction conference, before issuance of any delivery order under this contract, the Contractor shall meet with the cognizant Contracting Officer and discuss the contractor’s quality control plan. During the meeting, a mutual understanding of the system details shall be developed, including the forms for recording quality control operations, control activities, testing, administration of the system for both on site and off site work, and the interrelationship of contractor's management and quality control with the government's quality assurance. Minutes of the meeting will be prepared by the Government and signed by both the

Contractor and the cognizant Contracting Officer. The minutes will become a part of the contract file. There may be occasions when subsequent conferences will be called by either party to reconfirm mutual understandings and/or address deficiencies in the quality control system or procedures that may require corrective action by the Contractor.

3.2. Interface with Government Inspectors. The Contractor’s quality control personnel may request meetings with the Government to discuss quality issues when they arise. The Government reserves the right to conduct quality meetings at its discretion.

4. QUALITY CONTROL DOCUMENTATION

4.1. The Contractor shall maintain current records showing that required quality control activities and/or tests have been performed. These records shall include the work of subcontractors and suppliers and shall be on a form acceptable to the cognizant Contracting Officer that includes, as a minimum, the following information:

4.1.1. Contractor/subcontractor and its area of responsibility.

4.1.2. Work performed each day, giving location, description, and by whom.

4.1.3. Visitors (including inspectors) on site each day.

4.1.4. Test and/or control activities performed with results and references to specifications/ drawings requirements. List deficiencies noted along with corrective action.

4.1.5. Job safety evaluations stating what was checked, results, and instructions or corrective actions.

4.1.6. Instructions given/received and conflicts in plans and/or specifications.

4.2. These records shall indicate a description of trades working on the project, the number of personnel working, weather conditions encountered, and any delays encountered. These records shall cover both conforming and deficient features and shall include a statement that equipment and materials incorporated in the work and workmanship comply with the contract.

4.3. These records shall be available to government personnel upon request.
