Answer
1. Bonding-
Can you please clarify paragraph 8.2 in the solicitation which discuss the maximum single contract bonding limit. The solicitation states that the maximum single contract bonding limit is $30M.
Is the gov’t requesting that a letter from a surety company stating the aggregate bonding capacity of the company is $30M at any one time, or the a single project limit of $30M?
Attachment 14.
Para. 8.2 Attachment 14, para. 8.2. discloses the maximum Single Contract Bonding Limit as $30M. Attachment 14, para.
8.2.1. and para. 8.2.2. discloses that both performance bonds and payment bonds shall be addressed at the task order level. The Government estimates that one or more individual task orders may require bonding at this level.
No, the Government is not requesting or requiring a surety letter in response to the solicitation. Demonstration of bonding capacity is not required by the solicitation, nor is it a condition of an IDIQ contract award.
2. Subcontractor/ Teaming Partner Consent Letter- Attachment #9 This letter was an attachment on the draft solicitation.
-Is it still required in the solicitation, as I did not see it posted on the original Solicitation?
-If so, It is part of the page count in the past performance section?
-Is this a requirement for Joint Ventures?

No the Subcontractor/Teaming Partner Consent Letter is not required.

3. Statement of work does not specifies patterned of interior joints to follow for new hardstand.
From DPW 18-999 drawings we can determined the existing interior joints follows an approximate 15’ x 15’ patterned. Is this pattern consistent and the same for all new interior final joints? Section 3.8.5.5 of the statement of work states that existing joints shall be maintained, are all interior joints “doweled construction butt joints” per drawing C-501? , or are they just 2”- 3”superficial saw-cuts? Does contractor has freedom to determine interior construction joint locations according to each proposer concrete pour sequence? If not, what spacing patterned should we follow for interior joints?

Doweled construction joints and thickened edge joints do not require saw cuts after concrete has been cast.
Doweled contraction joints require two saw cuts as noted in the detail

on Drawings C-501. There are 11 joints (9 interior, 2 exterior) running east to west and 29 Joints (27 interior, 2 exterior) running north to south.
Although the majority are approximately 15' O.C., there are some that deviate from this dimension.
Final exact dimensions can be verified prior to construction. For bidding purposes, match the joint spacing of the abutting hardstand to the south and east of the demolition area.
4. It will be very beneficial for all proposers to be able to visit both jobsites since warm weather is here and there’s no snow on the ground, can you please schedule one more site visit since there’s enough time before the proposal due date 5/16?
No additional site visits will be conducted.
5. Can you tell me what certification or licenses you are looking for the Lead Craftsmen/ Tradesmen position?
As this is not an electrical plumbing scope of work.
For trades that do not have a universal journeyman level licensure/ certification such as asphalt or concrete placement, each lead craftsman/tradesman shall have at least four years of experience and be familiar with all aspects of practices, methods, and materials in that specific trade.
